“Your name isn’t English, why don’t you go back to where you came from?” That is a recent Facebook comment from an articulate but clearly limited left-wing activist, so I took some pleasure in replying in Italian “Che in realtà sono nato da un minatore di carbone del black country”—that I was in fact born to a Black Country coalminer.

More condescending left-wingers recently said this:

“You’d think Marco would understand why Brexit is bad. He’s lived in Italy and EVEN his Dad is Italian. Why is he such a strong Brexiteer? He must be stupid.”

Well, brownie points for working out that my dad is Italian. I did explain at length why Brexit is vital, but it became clear to me that there was a limit to their thinking, too—I mean Marco, Italian, therefore remainer, otherwise stupid is a bit of a “micro-aggression”, and is rather limited thinking isn’t it, Mr Deputy Speaker?

Here is my suggestion for the Labour party: set up an internal limited-thinking focus group to eradicate it from among their ranks, because how can they represent people who are clearly not limited? They may want to start in Amber Valley where the Labour leader blamed voters for their election results; it might prove more useful than rearranging the deckchairs on their Front Bench.

So, yes, my name is Marco, and, yes, my father is Italian, but here I am. How did I get here? Two words: opportunità e lavoro—opportunity and graft. My grandfather’s story is one of rags to riches and my parents are examples of blue-collar workers who for years lived hand to mouth. They bent over backwards to give me opportunities, and I put in the work.

Opportunity and work are two pillars of Her Majesty’s Gracious Speech. People out there do not want handouts; they want a hand getting back on their feet. More than anything, they want opportunities to do well. The lifetime skills guarantee is a massive investment in education and apprenticeships, readying people for the jobs coming their way. We may remember the Prime Minister—or “our Boris” as they say back home—visiting Dudley and going to the site of our new Institute of Technology, where he delivered his “jobs, jobs, jobs” vision. The pandemic has shown that fish can be necessary, but fishing rods are what people really need, and that institute will provide the rods.

The Queen’s Speech contained a vast array of steps that will take us out of the clutches of the pandemic, freeing us to be even stronger than when we entered it. The commitment to our NHS and continuing with our investment in the vaccination programme and in private sector life sciences are huge bonuses that this country will benefit from.

The roaring ’20s are upon us. Dio salvi la Regina—God save the Queen.

One of the lessons from the Grenfell tragedy was that a number of companies in the construction sector had been recklessly gaming the system, resulting in unsafe materials being used. But crucially, construction and post-occupancy inspections did not pick up those risks.

As someone who worked in oil and gas and then in construction over several years, I can see the very different approach taken by the two sectors. Many of our constituents who live in leasehold flats face significant costs, such as waking watch costs and several other fire risk liabilities not related to cladding. The new £30 million waking watch relief fund, the £1.6 billion remediation funding and the commitment to recruit hundreds of specialist risk assessors and specialist workers show that this Government are committed to resolving the problem and to supporting people stranded in their property through no fault of their own.

I wish to raise issues brought to me by a constituent. At present, buildings over 18 metres will have all cladding remedial work paid for by the Government. Those in buildings between 11 metres and 18 metres will be offered a loan, with residents in buildings lower than 11 metres receiving no financial support at all, the latter being the situation my constituent’s daughter finds herself in. Although it is right to target remediation first at highest-risk buildings, there is a question of fairness as to who pays if a person happens to have purchased a building that is not as tall.

In addition to the removal of cladding, inspections have highlighted further building faults, such as missing firebreaks, wooden balconies and combustible insulation. The repair costs alone could be in excess of £25,000 per flat. There is no provision for support with these repairs, which will be required before a fire safety certificate can be issued, allowing the resident to eventually sell their home. They would not have been privy to these liabilities as the conveyancing process would not have highlighted the possibility of these risks existing at point of purchase. Risk awareness at the conveyancing stage is something that I raised in my ten-minute rule Bill.

Fire safety officers should not only be competent by the certifications that they hold; they should be present and responsible for sign-off on site at all key stages. While the amendments before us were tabled with good intentions, we cannot delay the Bill any longer. I hope that Ministers will consider a post-construction and occupancy model for fire safety, much as gas and electrical checks are carried out, to pick up on changes to the fabric of a building that could be made over time.

Will the Leader of the House be kind enough to again reinforce the importance of this House continuing to meet in person? We should be setting an example as key workers. We are asking other key workers to go to work for us to keep this country going, so should we not set that very example by continuing to work here ourselves?

It gives me great pleasure to follow my Dudley borough and Black Country colleagues. I thank the Minister and his team for their efforts to bring the Bill to this stage, and all Members on both sides of the House who have contributed.

Birmingham 2022 represents a fantastic opportunity to showcase the wonderfully diverse offer of Birmingham and the wider west midlands region. The inward investment of some £778 million is also a significant economic opportunity for the region. Birmingham is so often described as the beating heart of the west midlands. I think many people will understand that characterisation, and some possibly even accept it. However, I would not be doing my job if I did not point out that a heart can only function if its arteries are working. Dudley, Walsall, Sandwell and Wolverhampton must be integral to the functionality of that heart.

Places such as Dudley and my neighbours in the Black Country have suffered disproportionately from an industrial legacy and the effects of globalisation, with so many jobs offshored to China and other places. There are swathes of people who have quite simply been forgotten about over the past few decades. It is key that the games are used as a meaningful tool in a measurable way to level up, especially as we enter a post-covid-19 economic environment. We cannot allow the people of the Black Country to be forgotten any longer. The games provide an incredible opportunity to add an additional 41,000 jobs. My aspiration is that as many of those jobs as possible come to Dudley and the Black Country. That is what drives me in politics. We can stand here in this Chamber and offer platitudes and words of hope, but we have a chance to change lives and the benefits can be very real if we deliver.

The Black Country needs help, and it needed help before the onslaught of covid-19. I note with interest that Birmingham 2022 has established a legacy and benefits committee, and I very much look forward to having sight of a detailed legacy plan, which I hope will identify exactly how and by how much the whole region will benefit from this once-in-a-lifetime opportunity.

The games cannot solve the complex generational problems I have spoken about, but it can provide a stepping stone for change, hope and recovery if opportunities are intelligently targeted to the right people. The Bill has my wholehearted support because, through the financial assistance to the organising committee, it enables the delivery of a great games—a games that could leave a transformational legacy for the rest of the region.
