That is also something that we will have to address, probably during the September fortnight. Clearly there is a relationship between a Government Department and a Select Committee, so as new Departments are established, or existing ones are reshaped or renamed, the Select Committee structure will have to change as well. That is something that we will address over the next few days in preparation for either renaming Select Committees or appointing members to new ones when we return after the summer recess.

I for one am extremely pleased to see the Leader of the House still in his position, because in April I advised him that Porthcawl primary school, with its Porthcawl power team, had won second place in the Jaguar Formula 1 primary schools challenge, demonstrating the great capabilities of science, technology, engineering and maths—STEM—teaching in Wales, and I can now bring him the good news that the school won the national championship. Will he give the House a statement of his support and congratulate Porthcawl primary school’s power team on its great success in demonstrating the importance of STEM teaching across the UK? Before I sit down, may I say—on behalf of myself, of the First Minister of Wales, my Assembly Member Carwyn Jones, and of the leader of my local authority, who is our armed forces champion—that in our view, the Labour party strongly supports the armed forces?

The Northern Ireland team and the Republic of Ireland team both played with great fortitude. Although we are all Welsh now, I have to say, as I believe Chris Coleman said at the end of the match, that Wales did not really deserve the result they got. Wales have played brilliantly in some of their games and made it through to the quarter finals, and we hope they will go much further, but Northern Ireland did the whole of the United Kingdom proud, too.

Much of the anti-immigration rhetoric in the Brexit debate was driven by the lack of availability of housing, in particular secure social housing tenancies that give families security and stability. May we expect a Government statement on their joining the Welsh Assembly Government in removing the right to buy and the right to acquire? Will we have a statement on ensuring an appropriate level of new investment in social housing for the United Kingdom?

There are two separate points here. We believe in home ownership; we believe people should have the right to own their homes. One reason it has for a long time been Government policy to reduce levels of immigration is that it puts pressure on public services, pressure on infrastructure and pressure on housing. First and foremost, we have to make sure we can make the provision we need for the next generation here.

My hon. Friend has had a long interest in IPSA—as do we all. A consultation is under way and it is important that Members respond to it. We know the reasons why IPSA was set up, but that does not mean we cannot put across our views on how we need a regime that best helps us to help the people we represent and does not curtail our efforts in that aim.

As the Deputy Leader of the House will be aware, I have been asking since November for a meeting with the Minister of State, Department of Energy and Climate Change, the hon. Member for South Northamptonshire (Andrea Leadsom). I have an open cast coalmine in my constituency that desperately needs proper restoration. Owing to the financial shenanigans of the company that owns it, a large body of water will be left unrestored. I have now received a letter from the Minister saying that her diary is too busy and too full for her to meet me. May we have a debate on how much time Ministers are spending campaigning for Brexit, rather than doing their parliamentary work?

I think the hon. Lady raised this issue in last summer’s pre-recess Adjournment debate. I replied then and thought I had been helpful, but I will encourage the Minister responsible to see what she can do. I will not make promises prior to 23 June but I will do my best.

I am sure that my right hon. Friend the Home Secretary will have heard my hon. Friend’s words. There are exciting economic developments happening across the Commonwealth and it is really important that we are able to maximise those opportunities to trade, to do business and to invest. I will certainly ensure that she is aware of the concerns that he has raised.

May we have a debate on the importance of the teaching of science, technology, engineering and maths in school? Porthcawl Primary School has a team called the Porthcawl Power Formula 1 team, made up of five girls and one boy who have designed and constructed a Formula 1 racing car using their skills in STEM subjects. They got second place in south Wales and are going forward to the UK-wide competition in Coventry. Does not such creative work make possible the creation of the scientists, mathematicians and technicians of the future that this country so desperately needs?

The hon. Lady makes an important point, and what a great project. I congratulate the young people involved, who will no doubt go on to great things and to make some great innovations in the future, as well as competing in the near future. I absolutely agree on STEM subjects, which are of paramount importance to us. I am proud of the work that the Government have done to encourage the teaching of STEM subjects and that is something that we all, on both sides of the House, should encourage for the future.

My hon. Friend may be joining the campaign alongside my hon. Friend the Member for Fylde (Mark Menzies). We spent quite a lot of time debating such matters during the passage of the Scotland Bill. If my hon. Friend the Member for Torbay (Kevin Foster) were to apply to the Backbench Business Committee for a debate, I am sure he would look upon his own recommendation favourably.

The Palace of Westminster is hosting a large additional workforce over the next few years. With reference to standards of behaviour towards young female members of staff, may we have confirmation that name-calling and off-tune whistling—that is the best way I can describe it—remains inappropriate on the Estate, no matter from whom?

I am not sure whether the hon. Lady is referring to the restoration and renewal of this place and therefore the presence of a larger construction workforce. I expect that when the Commission—or whichever authority we create to undertake those repairs—proceeds to the next stage, standards of behaviour will be included in the contracts.

My hon. Friend has raised this issue before and I understand how strongly he feels about it. Of course, small farmers in particular depend on these payments. It is not acceptable for them to be left in the position where their cash flows are unnecessarily and inappropriately stretched through Government failure. The Rural Payments Agency has made a range of payments—from less than £500 to more than £150,000—covering the full range of small, medium and large-sized farm businesses across all geographic regions and all sectors of the industry. The latest news is that some 80% of small farm businesses and 83% of medium farm businesses have received their payments, but the Secretary of State is well aware of the need to complete the job. We do not want farmers to be put under undue pressure. It is not acceptable for them to be left financially high and dry.

As chairman of the all-party kidney group, may I say welcome to World Kidney Day? Autosomal dominant polycystic kidney disease accounts for one in four kidney dialysis patients and kidney transplants. I know that the Leader of the House is allergic to anything to do with Brussels, but a Brussels declaration calls for a debate on the need for a national co-ordinated approach to polycystic disease, clear funding of research, patient-centred care pathways, and information about, as well as access to, nephrologists, who are knowledgeable about polycystic kidney disease. May we have a debate on this urgent and important matter?

I absolutely understand the need to provide high-quality services for patients affected. That is one reason why we continue to push up the budgets for the national health service. The important thing is to take the right decisions in the right ways for patients in this country, and that is what this Government are doing through the investment in healthcare.

It is obviously disappointing to hear of a change of that kind, although I do not know enough about the circumstances of that particular decision or the reasons behind it. I would encourage the hon. Gentleman to raise his concerns with the charities Minister—the Minister for Civil Society—either in questions or in an Adjournment debate.

On 17 November, I wrote to the Department of Energy and Climate Change asking for a meeting after DECC officials had met in my constituency to discuss a deplorable situation relating to an open-cast mine that is still not being restored. Despite several follow-up phone calls, I have still not secured a meeting. On 2 November, Her Majesty’s Revenue and Customs promised me a substantive reply by 20 November on the case of Mr Thornhill that I have been chasing since 2010. I am still waiting for a reply. May I ask the Leader of the House to utilise his foot, which he has also offered to the Scottish National party, to assist my efforts to ensure justice for my constituents?

As the hon. Gentleman knows, that is a matter for the Liaison Committee. The hon. Member for Perth and North Perthshire (Pete Wishart), who is sitting next to him, is on the Liaison Committee, so I am the wrong person to ask.

Every day, we see tragic pictures of people fleeing the horror of Aleppo. We see the anxiety building as they are refused entry into Turkey and there is the fear that they will make their way across the Mediterranean into Europe. May we have a whole day’s debate on the international crisis facing the world that is flooding out of Syria and on how we can take responsibility for that crisis, which has largely been created by the Assad regime and Russia?

We all view what is happening in Aleppo with enormous distress, and we desperately want peace in that country. As the hon. Lady knows, the International Development Secretary addressed that issue in the House at the start of the week, and we will continue to put substantial amounts of aid into Syria and the surrounding areas. She will know that the recent Syria conference in London raised more money in one day than any previous event of its kind, and I assure her that as far as is possible, this country will do everything it can to facilitate peace in Syria, the reconstruction of that country, and the opportunity of those people to return to their homes.

This is an area that was not in the Smith commission report. It is also one on which we seek to do the right thing and to provide the right balance. We think the system that has been put in place provides that right balance, even though the hon. Gentleman and his party do not agree.

May we have a debate, or even one of those nice little statutory instruments, advising local authorities of the sense of installing a small shelf in disabled toilets so that people who have ileostomies or colostomies can effectively change their bags without having to scrabble on dirty floors?

The hon. Lady makes an important and sensible point. The Under-Secretary of State for Disabled People will be here on Monday week when she can put that point to him. It is something that I will also ensure is passed on to the Department, as she makes an interesting and valuable point.

I think I can reassure my hon. Friend in that I suspect such a letter is not needed, because I have no doubt that the American ambassador closely follows the proceedings in this Chamber and that the comments of my hon. Friend will be reported to him. I am sure that message will filter back to the Americans.

May we have a debate on the rather bizarre decision reached by the fisheries Minister, the hon. Member for Camborne and Redruth (George Eustice), at the European fisheries and open opportunities meeting, whereby gillnet fishing is to be allowed to continue of the endangered bass species, whereas domestic anglers are told they are to have a zero-take bag? It seems to me and many domestic anglers an absolutely unfair decision that stops their recreational fishing while hugely increasing the take of an endangered species by fishermen, including in the fisheries Minister’s constituency.

The hon. Lady is not the first Member to raise this concern. I am not aware of the detail that has prompted the decision, but I can understand why hon. Members think it is somewhat strange. I will ask my hon. Friend to write to her after this meeting to explain the reason for that decision and what, if anything, happens next.
