Commons ChamberI thank my hon. Friend for raising the work of his constituent and the importance of kinship carers, who are selfless in their attitude but do this work at considerable cost. That is certainly not helped by any delay in getting the support that they need. He has raised this matter with me before, and I apologise therefore that it has not been resolved, but I give him my word that I will take it up with the relevant Minister and make sure that he gets a reply to ensure that there is no delay in these matters. Perhaps in the new year, kinship care and payment delays would make a good topic for an Adjournment debate.

Further to the question from the hon. Member for Stockton West (Matt Vickers), I share his disappointment at the scrapping of Tees Flex, but can I gently say to him that if the Tory Tees Valley Mayor took the buses into public hands, which this Government have given him the power to do, we would not have to fight over the scraps?
I ask my question on behalf of my constituents Rob from Loftus and Hilda from Skinningrove, who have raised with me their really poor experiences with contractors working on the ECO4 scheme. The Government are right to scrap the scheme, but can we secure time to discuss the quality and oversight of the work on such schemes to better serve the taxpayer and constituents like mine?

Two weeks ago in my constituency, there was a terrible fire on Errington Street in Brotton. I visited a couple of days later and spoke to residents and to Accent Housing, which manages two of the four affected properties. It was clear that it was a devastating fire. It affected two families with young children, and an elderly pensioner.
The way the community came together afterwards to support those residents was truly remarkable. There is still some way to go. Over the road from those properties lives a young man called Steffan Bentley, who I went to school with. He took it upon himself to organise a crowdfunder. Our area is not the richest part of the world, but within a few days, it had raised over £2,000 to support those families. A whole range of other support took place, too. Our local councillors organised support, and pubs and village halls opened to support those residents.
That story just reminds me of who we are in East Cleveland and across Teesside. As we look to Christmas, we see that spirit of community coming out across our area—in our church halls, our food banks and our warm hubs. That is what the spirit of Christmas is truly about, and it is what we on Teesside have always been about.
There has been a long effort from many politicians over the years to tell a slightly different story of England—one that is about individuals working hard, pulling themselves up and putting themselves first. We have seen a shift towards an atomised England in which we lead parallel lives. Well, that is not what I have seen in Brotton in the past couple of weeks, and it is not what I see every day. I think that we are a nation of George Baileys rather than a nation of Scrooges. I wish all my constituents, everyone who works here, and you, Madam Deputy Speaker, a very merry Christmas.

Commons ChamberThere are some opportunities before the Christmas recess—the Planning and Infrastructure Bill is coming back, and we have the pre-recess Adjournment debate—when my hon. Friend may wish to raise these matters. He is right to raise concerns about nature. We are concerned about the natural environment, but we must also ensure that there is a balance between the development that we seek and need and a healthy natural environment.

My constituent Caroline lost her universal credit transitional protection after her earnings fell below the administrative earnings threshold. I wrote to the Department for Work and Pensions about her case in August, but since then I have received only a holding reply. Could the Leader of the House use his good offices to ensure that I get a reply for my constituent?
I thank my hon. Friend for raising this case with me. If he gives the details of the case afterwards, I will certainly raise it with Ministers. Although a holding reply may be sensible at the time, it cannot go on forever, and he needs to get a substantive reply.

Commons ChamberLocal and community theatres are so important to communities in all sorts of ways, not least in giving confidence to young people who come forward and take part in events and shows. My hon. Friend may seek a debate on those matters because I am sure they are shared across the House. I will also raise her concerns with the relevant Minister.
Luke Myer (Middlesbrough South and East Cleveland) (Lab)
My constituent Chris is a local police officer who has had to take on vast amounts of overtime to afford his Child Maintenance Service payments. He is one of many constituents who have raised with me the issues in the CMS, so will the Leader of the House secure some time for us to debate this issue to ensure that parents and their children are properly supported?
I am sorry to hear about Chris’s situation. I understand that my hon. Friend may be in correspondence with the Department of Work and Pensions and either awaiting or have just received a reply. Oral questions for that Department are next week, but depending on those things, I suggest that he either follows up by meeting Ministers in the Department or by seeking a debate on the matter because there will be a shared concern across the House.

Commons ChamberThe hon. Gentleman raises an issue about not only health services and where they are located, but access in constituencies such as his to affordable and reliable buses and transportation. This Government are tackling both of those after years of devastation in our health services and our buses. After 14 years of the Conservatives, I hope that his constituents will start to feel the benefit soon.

I pay tribute to the firefighters, farmers, volunteers and all the businesses, such as Woodsmith, that have come together to tackle the fires in North Yorkshire. Will the Leader of the House join me in giving thanks to everyone who has come out to tackle those blazes? What support can be provided to those who have come together to do so?
I join my hon. Friend in thanking all those who have come together to tackle the wildfires in Yorkshire that we have all been hearing about. As our climate changes every day, we will see more wildfires and more flooding. That is why we have set up the national resilience wildfire adviser and will take further steps on that. I look forward to working with my hon. Friend in the coming months.

Commons ChamberI am really sorry to hear about that case. Those who suffered with mesothelioma still suffer a great injustice. I will absolutely ensure that my hon. Friend gets a full response from a Minister, and hopefully a meeting on the matter.

I welcome the Government’s commitment to provide homes for heroes, but some social housing providers are focusing on those with very recent service only. My constituent Arthur is a veteran with 12 years’ service, but he is living in an overcrowded property; in fact, he is sleeping on the floor in the living room so that his children can have a bed. Will the Leader of the House ensure that I can obtain a meeting with the relevant Minister to ensure that veterans like Arthur get the housing they need?
The levels of homelessness and housing need among our veterans is shocking and a wake-up call for all of us, and I will ensure that my hon. Friend has a meeting with the Minister. That is why we are taking steps to ensure that there is more housing provision for veterans and everybody else.

Commons ChamberI pay tribute to Lord Tebbit, who was a leading politician when I was growing up. Although I disagreed with him on most things politically, I rated him as a politician who had a clear agenda and was able to take things forward in a way that many others were not. I recognise the challenge that he and many others faced. As the MP for Manchester Central, I also represent those who have been the victims of terrorist attacks and I greatly understand the calls for answers, the calls for truth and justice, and, of course, the calls for compensation. I will ensure that the hon. Member gets a full response from the Home Secretary about the issues that he raises.

Douglas Forteath, vice-principal at Freebrough academy in my constituency, is retiring after 30 years of service as a school teacher. He was one of my teachers when I was there—[Hon. Members: “Ah!”] Will the Leader of the House join me in paying tribute both to Douglas for 30 years of educating young people in our constituency and to teachers all across our country?
Well what a fine job Douglas Forteath did! I am sure he is incredibly proud of the fact that one of his former pupils is now a Member of Parliament. I absolutely join my hon. Friend in thanking Douglas for a great life of service and for teaching all his wonderful students over the years.

Commons ChamberI thank the hon. Gentleman for bringing that issue to the House. Twycross zoo sounds like a fabulous location, not only bringing tourists and visitors to his constituency—how important that is—but, as he says, providing research, teaching and education so that we can all value the contribution of conservation and ensure that we protect species and habitats into the next generations.

My constituent Katherine has given 25 years of service as a civil servant, but she has been experiencing difficulties in resolving discrepancies with her pension forecast—an issue that the National Audit Office recently highlighted as a failure with the civil service pension scheme. Will the Leader of the House help me to raise the matter with the relevant Minister so that people like Katherine can receive accurate and timely information?

Commons ChamberAs the mother of a number of teenagers, I recognise the importance of schools being smartphone-free. I know that many are taking steps to achieve that and they have the powers to do so. I am therefore pleased to hear that schools in Basingstoke have prohibited the use of smartphones and are educating parents on their dangers.

Can we secure some time to discuss the emerging risks to the bioethanol sector, which faces job losses across the north? I know that my hon. Friend the Member for Redcar (Anna Turley) has been lobbying hard for Government support on that issue.
I thank my hon. Friend for raising the issues facing the bioethanol industry. We are working closely with the industry to find a way forward and I will ensure that the House is updated.

Commons ChamberThis sounds like a particularly frustrating situation for my hon. Friend’s constituents. If she gives me the full details of the case, I will make sure that HMRC deals with it quickly.

My constituents Peter from Liverton Mines and Morgan from Brotton are very keen to buy electric vehicles, but they are unable to because they do not have driveways on which to charge them. Will the Government take it upon themselves to make it easier for people to buy electric vehicles, and find solutions to pavement charging?
I am aware that that was my hon. Friend’s 132nd question to this House since he was elected in July, which is double the number his predecessor asked in his first year, so I congratulate him on that. He raises the very important issue of electric vehicles and the need for us to get access to them.
