I know that my hon. Friend is a huge champion for his area. He will be aware that the youth investment fund is a targeted programme, and eligible areas were ranked by a combination of youth need and low provision. The methodology underpinning the selection of areas is publicly available on gov.uk. It is unfortunate that the youth club in Walney falls outside those eligible areas, and my right hon. Friend the Under-Secretary of State for Culture, Media and Sport (Stuart Andrew) has offered to meet my hon. Friend to discuss this particular case a bit further. I draw his attention to the national youth guarantee. Walney will be eligible for a number of different Government-funded programmes, and we would like to provide him with further details of that, as well as any other Members in the same position.

Since our last oral questions, my Department has delivered a gambling White Paper to bring our gambling regulations into the smartphone age, the historic coronation of King Charles III, and an unforgettable Eurovision final in Liverpool. As Members of the House will know, our creative industries are genuinely world class. Yesterday, the Chancellor and I set out a new vision for those industries that will extend their excellence into the future, building a pipeline of talent, adding £50 billion to our economy and creating an extra 1 million jobs by 2030.

Will my right hon. and learned Friend join me in congratulating Dudley Town football club, which has recently been promoted to the midlands premier league for the first time in 38 years? Will she also do what she can to support me and Mayor Andy Street in our joint campaign with Dudley Town football club to return it to its rightful grounds within Dudley borough?

I am happy to join my hon. Friend in congratulating Dudley Town football club on its tremendous season, its league title and its promotion. I understand the importance to fans of where football is played, and fans want to watch their teams play in Dudley town. I wish the club well in its aspirations to return there.

I am grateful for the right hon. Gentleman’s comments, because they show that not only is funding being spread across the country and across parties, but that serious and considered work with feedback does make a difference. I cannot give him any assurances about any future funds, but those will be announced and dealt with in due course.

Dudley was the birthplace of the industrial revolution, so industry, heavy industry and manufacturing have been the story of Dudley over many decades. For the very same reasons, however, for many decades, it has also been one of the areas of the country with low investment, with a lot of offshoring and therefore with those forgotten communities that we have often heard about, so it is clearly very disappointing that Dudley has not been successful in its levelling-up fund bid. Can the Minister assure me that her officials will work with Dudley Council’s officials to ensure that at least in the third bid Dudley may be successful?

I thank my hon. Friend for those points. Feedback will be given and I am sure that officials will work in the manner that he suggests. I would like to point out that Dudley got £25 million from the towns fund, which I hope he welcomed, but of course we can do more.

13. What steps his Department is taking to encourage businesses to invest.

The Chancellor has brought forward a number of measures to encourage business investment, and I shall mention just two. Under the super deduction, from April 2021 until the end of March 2023, companies can claim a 130% capital allowance on qualifying plant and machinery investments. That is the biggest two-year business tax cut in modern British history. We have also extended the temporary £1 million annual investment allowance level until the end of March 2023.

Cytronex sounds like a fantastic company, and it is great to see it in Winchester. It is precisely the type of company that we want to support. As I mentioned, it could benefit from the super deduction that we have brought in. Under the super deduction, for every £1 a company invests, its taxes are cut by up to 25p. That type of investment will help manufacturing and the manufacturing sector.

Jobs and job security clearly depend on economic growth. The International Monetary Fund’s forecast putting the UK at the top of the G7 is an endorsement of this Chancellor’s and this Prime Minister’s approach to economic policy throughout covid. Will the Minister assure me and my Dudley constituents that we will increasingly return to revenue from growth as soon as possible, and continue investing in skills for jobs for the future, building on, for example, the successful delivery of Dudley’s institute of technology?

My hon. Friend is absolutely right to focus on skills, and that is exactly what the Chancellor did in the spending review, with an investment, over the Parliament, of £3.8 billion. My hon. Friend mentions the Marches institute of technology, and we are investing in a total of 21 of those innovative institutions across England. Employer-led training is key to growth, and that is why we are quadrupling the scale of skills boot camps in England, including digital skills boot camps, which are available in Dudley and funded by the Government.
