My Lords, I speak in support of the amendment in the name of my noble friend Lord Leigh of Hurley.

Yesterday, I spoke to a group of amendments to the Health Bill, which dealt with the need to address the pernicious threat to the NHS posed by antisemitism and other forms of racism. I spoke then from a patient’s perspective, in my case as someone who owes so much to my childhood Jewish refugee consultant, most of whose family were murdered in the Holocaust, and in whose memory I will always defend Israel’s right to exist in peace and security and refute the charge of genocide in the tragic situation that is Gaza.

Today, I speak again from a patient’s perspective, and I have two specific questions for the Minister. First, can he say what contingency arrangements would be put in place to maintain medicines, emergency medical treatment and aid payments if a major intermediary became designated?

Secondly, can he say what assessment the Government have made of the effects that would be felt as a result of any settlement-related sanctions or proposed services restrictions on access to healthcare for Israeli and Palestinian patients, including continuity of care and the recruitment of clinicians? I look forward to the Minister’s reply.
