With the price of panels a key consideration in housing costs, and with 75% of the world’s production in China, why can the Government not sponsor a taskforce of engineers and chemists et al with the task of designing and establishing a polysilicon manufacturing plant facility for use in wider solar panel production? The site could be located under a regime of regional development with climate incentives. Polysilicon stands at the heart of competitive solar panel production internationally. That is why the Chinese lead, and why we should be investing now.

My Lords, have we not wasted millions on a national scheme of individual registration to deal with a problem of fraud confined to only a few inner-city areas? Was not the real reason for the scheme’s implementation no more than a deliberate attempt by the then Government to suppress the vote in disadvantaged, transient communities in Labour inner-city areas? Ministers should read the debate of 8 September 2020 on the Parliamentary Constituencies Bill, where deficiencies in electoral registration were fully exposed. We need to increase the vote, not spend money decreasing it.

Why not positively foster pupil migration from the public schools into the state boarding school sector, such as Keswick School, a comprehensive in the Lake District? They offer a far wider social mix, often higher standards of education, help to foster far more balanced social interaction among the young, and all at a fraction—often one-third —of the cost. Is this discussion about not just tax receipts but breaking down social division that can begin in childhood and later divide society?

My Lords, the Chief Whip and I, with the Front Bench and the usual channels, are committed to promoting the rules and conventions of the House on an ongoing basis. This includes advising on individual items of business and general communications about points of procedure. The Chief Whip, with the usual channels, recently wrote to all Members reminding us of the normal courtesies of the House and expected standards of behaviour. This is to support noble Lords in understanding the rules and conventions. In a self-regulating Chamber, it is crucial that we all maintain high-quality debate, respect for the conventions and respect for each other.

My Lords, I welcome what my noble friend has said from the Dispatch Box, but is it not time, with a change of government, to put this story to rest by holding a comprehensive case review to examine all the papers? The instinct of the powers that be will be to leave well alone; however, an injustice remains. Cannot we, Labour, be the honest brokers who put this story to bed? Will Ministers give serious thought to my request for a specific inquiry?
