Commons ChamberWe make the point strongly to Israel about avoiding civilian casualties and observing international humanitarian law, and the hon. Lady is right to say that when those rockets are launched against Israel, their only purpose is to cause civilian casualties there. There is not even a pretence of observing international humanitarian law. As the shadow Foreign Secretary has said, no nation on earth could tolerate that, but it is important that the response should be proportionate and that it should observe international humanitarian law. The hon. Lady is also right to say that what has happened in Gaza since the Israeli withdrawal is taken in Israel as a lesson in not withdrawing in the future, and that is a tragedy for all concerned.
I have not been here quite as long as the right hon. Member for Mid Sussex (Sir Nicholas Soames), but I certainly share his frustration, and I suspect that it is shared in all parts of the House. It is wholly unacceptable that the people of Israel should be subject to random and indiscriminate rocket attacks, but it is equally unacceptable that the response of the Israeli Government should be disproportionate, contrary to international law and at the expense of civilians, particularly children.
It is. The frustration from all quarters of the House is very clear, and I absolutely share it. The Government have to focus on what we can do to help to bring an end to what is unacceptable for both populations. I think that that is to work diplomatically to bring about an agreed ceasefire, to do our utmost to provide humanitarian relief and to work to ensure that the peace process can be revived.

Commons ChamberMy hon. Friend is absolutely right. It is another example of how Scotland has the best of both worlds. Scotland is the proud host nation of the Commonwealth games, but the UK is the host Commonwealth member state. We are working together on this very successfully. We are confident that the games will be a success and, of course, together in Team GB we have become a sporting superpower in the world. It is very important that we keep working together on sport.
Perhaps I should just remind my right hon. Friend that the constituent parts of the United Kingdom compete in their own right: there will be a Scottish team, a Welsh team, an English team and a Northern Irish team.
My right hon. Friend will be well aware that it is intended that there should be a service immediately after the Commonwealth games to mark the 100th anniversary of the beginning of the first world war. Can we be satisfied that my right hon. Friend and his Department will do everything to ensure that as many Heads of State from the Commonwealth not only visit the games but make themselves available for that service?

Commons ChamberYes, of course we do have, going back over many decades and including now, important common interests with Iran, and that includes stability in Iraq and, indeed, in Afghanistan. There are also many other issues, such as dealing with the narcotics trade, on which Iran and the UK have common interests, and that is a very good argument for trying to advance our bilateral relations. Of course we also have to deal with the issue of Iran’s nuclear programme, which was something else I discussed with the Foreign Minister at the weekend, and there will be further negotiations this week. We also need Iran to make its contribution to stability in the region by ceasing its support for sectarian groups in other parts of the region. We look to Iran to do those things, but do we have some common interests? Yes, we do.
My right hon. Friend will recall that I and my right hon. and hon. Friends at the time were unequivocally opposed to the military invasion. Notwithstanding that fact, I can tell him that I am sympathetic to the view that it cannot be credibly said that the invasion is the sole cause of the present situation in Iraq, although it is, I think, now generally accepted across the House that it has most certainly made a significant contribution.
May I turn, however, to the issue of Iran, properly raised by the right hon. Member for Blackburn (Mr Straw)? There is no question but that the United States and Iran have different motives, but as the Foreign Secretary acknowledged a moment or two ago, they have common interests, so co-operation between them, even if covert, would be in the interests of us all.
Well, of course covert co-operation is not something I will speculate about on the Floor of the House; it is not my habit to do so for very good reasons. Of course those common interests with Iran are there in respect of the stability of the entire region. That is very clear, but I stress again that Iran can do a great deal for stability across the whole of the middle east by desisting with a nuclear programme that threatens nuclear proliferation across the region and by ceasing support for sectarian or terrorist groups elsewhere. There is a heavy responsibility on Iran, as well as on all of us to do what we can to improve relations and to get that point across to Iran.

Commons ChamberYes, I think so. Again, the test is what actually happens. There is a strong school of thought which holds that Russia’s call for the sham referendums not to go ahead, although they went ahead, was intended more to disclaim responsibility for them than actually to discourage them. The Russians have reacted by saying that they respect what they see as the will of the people, which was expressed in such a massively anti-democratic fashion as the referendums, but they have not reacted in the same way as they did after the sham referendum in Crimea, by annexing the territory concerned. They clearly see Donetsk and Lugansk in a different light from Crimea, and what they want to do is different. It is terrible, but it is different, and we will continue to judge them by the differences in their actions.
My right hon. Friend paints an understandably grim picture. At the risk of over-dramatisation, I would say that this has all the characteristics of a powder keg. President Putin will not adopt diplomacy until he is satisfied by what he has achieved or is forced to come to the table, which renders the point made by the right hon. Member for Blackburn (Mr Straw) all the more significant. Is my right hon. Friend entirely confident that the countries of the European Union will be unanimous in any further extension, and, in particular, that the United States will form part of any such extension, given that this is a matter for the Atlantic alliance as a whole?
So far, the co-ordination between the United States and the EU and between EU nations has been very strong, and we in the UK play an important role in ensuring that there is that co-ordination. Any discussion behind closed doors often features a variety of views—as one would expect, when 28 EU nations are involved—but so far we have had no difficulty in reaching unanimous agreement on the sanctions that I have described, and that includes the decisions we made yesterday. Russia should not underestimate the willingness of the European Union to add further measures, including more far-reaching measures if necessary, and to engage in close co-ordination with the United States of America in that regard.

Commons ChamberI believe that Russia’s actions in Crimea, and now in eastern Ukraine, are a response to the unexpected and rapid fall of President Yanukovych and his Government, which was understood in the world—and indeed in Russia—to be a major reversal for Russian foreign policy. The long-term consequences of that response have not necessarily been thought through. Russia has acted to restore some of what it might think of as its prestige internationally or domestically, and therefore taken these actions. There is an alternative approach—the one agreed in Geneva only 11 days ago, with Russia’s Foreign Minister present—which is for all concerned to de-escalate tensions while the Ukrainian Government pursue constitutional reform, including decentralisation to the regions of Ukraine. That is the alternative model.
Is not one of the most chilling features of this affair the continued assertion of the right of Russia to intervene in other countries on the pretext of protecting Russian citizens or Russian passport holders? Has my right hon. Friend taken the opportunity to advise the Government of Ukraine, and other Governments perhaps in a similar position, about the importance of avoiding a response to any provocation—whether accidental or deliberate—that might be seized upon as a justification, however spurious, for further such intervention?
That is a very important point. It is a chilling aspect of Russia’s statements on this crisis, and I have indeed discussed it with the Prime Minister and Foreign Minister of Ukraine. I commend them again for their restraint and their refusal to rise to provocation. They have been doing their best to create and maintain law and order in their country without giving a pretext for Russian intervention in eastern Ukraine, and so far they have done a very good job under intense domestic political pressure.

Gentleman is quite right, and that was of course one of the most alarming aspects of the authority that President Putin asked for in February—that it covered the use of armed force in Ukraine in general. As he knows, the European Union and the United States have imposed certain sanctions, but the European Commission has been asked by the European Council to draw up further far-reaching measures and economic and other sanctions to be implemented in the event of a further escalation and intensification of the crisis by Russia. Any invasion of eastern Ukraine of course falls into that category.
I appreciate that this is not in my right hon. Friend’s gift, but in the event of the situation deteriorating materially, will he at least support the notion that Parliament may have to be recalled? When talking to other Foreign Ministers in the European Union, has he emphasised the importance of a concerted and determined approach to these issues and that any sign of disunity or lack of commitment would undoubtedly be exploited by Moscow?
Yes, absolutely. On the first point, Parliament must always be able to deliberate urgently, although I have always taken the view that before Parliament has gone into recess is too early to call for it to be recalled. However, I take my right hon. and learned Friend’s point about that. I absolutely agree with his second point. At the meeting of EU Foreign Ministers in Athens over the weekend, I emphasised that the strength and unity of the European Union on this issue will be a vital determinant of the ultimate outcome.

Commons ChamberI am grateful to the right hon. Gentleman. Just to be clear, the repeal of the law has not gone on to the statute book: the President vetoed it. However, I agree with the thrust of his question, which is that there may well be more that the Government can do to give assurances on that matter, and to make sure that they have language laws entirely satisfactory to all minorities in Ukraine. I put it to the Prime Minister yesterday that that should be one of the things they work on, and we will encourage the Government of Ukraine to do so.
I am grateful for this second opportunity to ask a question, Mr Speaker, so I shall be brief. Does my right hon. Friend recognise any parallels between Russia’s action in Georgia, Abkhazia and South Ossetia and its current policy towards Ukraine and Crimea?
Yes, I do, unfortunately. What those actions—there is a parallel with Transnistria as well—have in common is that they can be seen as attempts to impair and permanently obstruct the proper operation of the free and democratic functioning of those countries and of their co-operation with Euro-Atlantic structures. There has been a clear pattern of behaviour towards Moldova and Georgia, and it is now being repeated in Ukraine.

Commons ChamberI find the hon. Lady’s question ridiculous in the extreme, and I almost do not know where to begin to ridicule it. Certainly, Her Majesty’s Government would not be influenced by any such matters. I discussed with the Prime Minister of Ukraine yesterday our eagerness to assist with the return of stolen assets and their recovery for Ukraine. For the first time, the Ukrainian Government yesterday gave us a list of those involved; they had not done so previously. I have agreed with the Prime Minister of Ukraine to send a team urgently to Ukraine to advise the Ukrainians on the information they need to provide to us for us to be able to act on it. I think she can now see how utterly baseless her question was.
May I begin by congratulating my right hon. Friend on his stamina? Does he agree that it is difficult to take the protestations of President Putin seriously in the light of the incident recently reported of Russian soldiers firing warning shots over the heads of Ukrainian soldiers seeking to go about their lawful business and then threatening to shoot them in the legs if they did not desist? Does he agree that that merely emphasises the fragility of the present circumstances, particularly the risk that either provocation or miscalculation could lead to a conflagration?

Gentleman’s first point is absolutely right; that is the point that I was making a moment ago, and he might want to reinforce it to the shadow Foreign Secretary when he gets a chance. The word I used to describe the corruption was “pervasive”, and we have to be clear about the conditions attached to any financial support for Ukraine. On his question about banks, there are explicit exemptions under the EU sanctions for transactions made for humanitarian purposes and non-sanctioned purposes. There is no legal barrier to banks in the EU undertaking such transactions, but that is a commercial decision for them. I will look further at the point that the right hon. Gentleman has raised.
As my right hon. Friend has implied, a common thread runs through the three difficult issues he has discussed: Iran, Syria and Ukraine. In both Iran and Syria, progress, however limited, was made as a result of engagement with Russia. What possible viable future does he conceive of for Ukraine unless there is similar engagement with Russia?
This is a very important point. Again, it is why the Prime Minister spoke to President Putin on Friday, and why I have spoken to Foreign Minister Lavrov today and agreed to speak again in the near future. It is very important that we present this correctly. We are seeking a democratic and free future for Ukraine, one in which it makes its own decisions. We believe that closer economic links between Ukraine and the European Union can be beneficial to that entire region, including to Russia. We are not presenting this as a strategic competition between east and west—it would be a mistake to do so—so continuous contact with Russia and recognition of the fact that its approach to Ukraine will always be important to its stability will be a continuing feature of our policy.

Commons ChamberYes, I do accept that. That was an important outcome, promoted by the United Kingdom, of the NPT review conference in 2010. The progress that we are making with Iran is an additional argument in favour of bringing together that conference. There has been some renewed diplomatic momentum behind this over the past couple of months, which we are encouraging. Therefore, I very much hope that, over the course of this year, we will be able to make some serious progress on this.
Has my right hon. Friend made any assessment of the impact, in relation to foreign policy opportunities with Iran, of the fact that an invitation was extended by the United Nations and then withdrawn? Can he conceive of any circumstances in which there would be a long-term and effective settlement in Syria that did not have the commitment of Iran behind it?
It is very important to the future peace of Syria, when ever we are able to bring that about, to have Iranian commitment to it. That is extremely important, which is why we have never opposed on principle Iranian involvement in the Geneva II process. I stressed last week in the House that it would be important for Iran to give some constructive signal that it would approach Geneva II on the same basis as all other nations, which is to implement the Geneva communiqué of June 2012. It is a great shame that it felt unable to do that publicly yesterday, which is why, to save the Geneva II process, the UN Secretary-General rescinded the invitation that he had issued on Sunday.

Commons ChamberI am grateful to the right hon. Gentleman the shadow Foreign Secretary for his clear support. There has indeed been a bipartisan approach for a long time, and it is clearly continuing in relation to this agreement.
The right hon. Gentleman is quite right to say, as he did at the end of his remarks, that it is very important to keep sanctions tight and verification intrusive to maintain the confidence and the pressure needed to reach a comprehensive agreement. He is also right that no such agreement can be perfect—it is the product of negotiations and compromise—or guaranteed to lead to a comprehensive agreement, but in my judgment it is the only route to a comprehensive agreement.
Some have made the criticism that we should have concentrated on moving straight to a final and comprehensive agreement, but from everything that I have seen, I know that that would not have been possible, and while we negotiated such a comprehensive agreement, the progress of the Iranian programme, which has now been brought to a stop in many ways, would have continued. This is therefore a crucial step on the way to a comprehensive agreement and makes it possible to set about negotiating one.
The right hon. Gentleman asked some specific questions. He asked about how the agreement relates to the plant at Fordow. The agreement specifically refers to that:
“Iran announces that it will not make any further advances of its activities at the Natanz Fuel Enrichment Plant…, Fordow…or the Arak reactor”.
Footnote 2 on the second page of the agreement states in relation to Fordow that there should be
“no further enrichment over 5% at 4 cascades now enriching uranium”,
and no feeding of uranium hexafluoride into the other 12 cascades and so on. There are therefore specific requirements on that plant. As for each of the plants, its longer-term future, including whether it operates at all, will be up to the final and comprehensive agreement and must be addressed at that stage.
The right hon. Gentleman asked about inspections at Parchin. That remains a point of difference between the IAEA and Iran, including in their latest talks, and it is another aspect of the Iranian programme that must be addressed as part of a comprehensive and final settlement.
The right hon. Gentleman asked about the urgency. On that, it is important to put the $7 billion of sanctions relief into perspective, because he referred to it as being effective immediately. The $7 billion of sanctions relief is actually available to Iran over the six-month period once that period has begun, which we hope will be by the end of January. A good deal of the $7 billion involves the unfreezing of assets, so those assets will be unfrozen in stages. Iran will not therefore receive $7 billion on the first day, and then decide whether to implement its side of the agreement.
It is also important to see that $7 billion in perspective. In January, Iran’s Oil Minister acknowledged that the fall in oil exports as a result of sanctions was costing Iran between $4 billion and $8 billion every month. Reports suggest that Iran currently has between $60 billion and $100 billion of assets frozen overseas that it cannot access. The $7 billion of relief is therefore a very small proportion of the total frozen assets and of the total effect of sanctions applied to Iran.
That is why I have said that how we apply sanctions relief leaves Iran with a huge incentive, since it wants wider relief from sanctions, to negotiate a comprehensive and final settlement. That will help to maintain the urgency, but of course all our diplomatic activity—seeking to maintain the momentum behind the agreement, and to ensure that it is implemented and that we can go on to negotiate a comprehensive settlement—will also convey that urgency. The right hon. Gentleman can be assured that we will leave no stone unturned to try to bring that about.
May I briefly add my tribute to the right hon. Member for Blackburn (Mr Straw)? It is fair to say that the initiative he took all those years ago was not met with universal approval throughout the House.
In the light of Mr Netanyahu’s public response to this agreement, what assessment has my right hon. Friend the Foreign Secretary made of the risk of Israel taking some unilateral action that might undermine the agreement, and what representations has he made to the Israeli Government against taking any such action?
We are in constant touch with the Israeli Government. The Prime Minister discussed matters with Prime Minister Netanyahu during the negotiation of the agreement over the past few weeks. It is important to understand the concerns of those who are sceptical about any agreement on the grounds of Iran’s past deceptions. It is also important to ask those people what the alternative to the agreement would be. The alternatives would involve Iran getting to nuclear weapons threshold capability, Iran having a nuclear weapon, a conflict with Iran or all those things. We have to be clear that there are compelling arguments for the agreement. We would discourage anybody in the world, including Israel, from taking any steps that would undermine the agreement. We will make that very clear to all concerned.

Commons ChamberI am grateful for the right hon. Gentleman’s overall support for our twin-track approach on Iran and our efforts to ensure diplomatic success in bringing together a peace conference on Syria.
The right hon. Gentleman asks about the Iranian nuclear negotiations. It is not right to speak of any veto on the negotiations by any of the E3 plus 3, or P5 plus 1, countries. The position put to Iran by all of us together in the final hours of the discussions on Friday and Saturday had been amended in the light of comments from various of the parties concerned, but it is entirely permissible for members of the E3 plus 3 to put forward their own comments, amendments and positions. There are six sovereign nations involved—as well as the Iranians, who will put forward their positions, of course. A completely united position was put to the Iranians at the close of our discussions, so reports of vetoes by one country, or of obstruction by any country, should be seen in that light. We were all arguing for the same position and the same deal.
The right hon. Gentleman asked what assurances we had given to other countries, and referred to Israel’s concerns about the concept of making an interim deal, rather than going straight to a comprehensive final settlement. We have discussed that. During the talks, I spoke to the Israeli Minister responsible for international relations and security, Mr Yuval Steinitz, and this weekend, the Prime Minister spoke to Prime Minister Netanyahu, to give them our assurances and state our confidence in this kind of agreement.
It has to be faced that attempts to go straight to a comprehensive final settlement would be dramatically more difficult than even this process, and it is quite evident from events over the weekend that this process is difficult enough. An interim agreement would be designed to give us the time and space to negotiate a comprehensive final agreement—time during which Iran would take concrete actions in relation to its nuclear programme, in order to give greater assurance and confidence to the international community, and we would offer proportionate and limited sanctions relief in return, but the pressure would still be there to conclude a comprehensive final settlement. There are concerns about this, but all of us in the E3 plus 3 countries believe that this is the most effective and practical way to reach a settlement with Iran.
On the question about humanitarian relief, the UK has been very active, as the House knows, including through the meeting that the Prime Minister convened at the G20 and all our diplomatic efforts around that, in getting other nations to step up their humanitarian assistance. About $1 billion of additional assistance has, one way or another, been associated with the efforts that we have made. We will continue to make those efforts, but that appeal is $2 billion underfunded for this year, and of course we are in the middle of November and approaching the time for another UN appeal. We will strongly support the donor conference that has been called in Kuwait for the middle of January. My right hon. Friend the Secretary of State for International Development, who was in the Chamber a moment ago, is working very hard to help bring that together.
The chemical weapons inspectors have now, one way or another, inspected all 23 sites, but of course their security during the continuing work is important. That has to be taken into account in the decision that the OPCW executive council needs to adopt by 15 November —this Friday. The decision is still under negotiation, but it is expected to set out the detailed requirements, including intermediate milestones, for the complete elimination of chemical weapons in Syria in the first half of 2014.
On the stipulations made by the National Coalition regarding their support for the Geneva II process, I do not believe that they need to be obstacles to assembling a Geneva II peace conference. The statement—it is a view that we share—that Assad cannot be part of a transitional authority formed by mutual consent is not surprising. Any authority formed by mutual consent in Syria is unlikely to include those whom the other side regard as having very extensive blood on their hands. The calls for humanitarian assistance and humanitarian access, and for prisoners to be released, are calls that we should all be able to support in any case, so I do not think that those things should be seen as making a Geneva II conference more difficult. We now need the regime to respond in the same spirit.
Finally, the right hon. Gentleman asked about the inclusion of Iran in the talks. We believe that the starting point for a Geneva II conference is the outcome of Geneva I last year, and that all parties to the talks should be able to accept that. I continue to urge Iran to adopt that position; it would make it much easier for the rest of the world to embrace it in the talks.
I welcome the statement made by my right hon. Friend in respect of both these difficult issues, but may I invite him to return to the question of refugees? Is he aware that the refugee camp on the Jordanian side of the border with Syria is now the fourth largest city in Jordan, and that there are reports that within a few months medical services in Jordan may simply collapse under the weight and impact of the refugee problem? Does my right hon. Friend understand that if irreparable damage is done to Jordan, it is in no one’s interests, particularly not the United Kingdom, because Jordan is a very important ally of ours in the middle east? Will he give the House an assurance that the particular issue of Jordan and other neighbouring countries is within the contemplation of those with whom he is discussing Syria?
Yes, absolutely. My right hon. and learned Friend is quite right. Of the assistance that we have allocated so far, £175 million has been allocated for the neighbouring countries, and the largest single slice of that goes to Jordan. My right hon. Friend the Minister for the middle east was there last week, and visited some of the affected areas. My right hon. and learned Friend is right that the refugee camp of which he speaks is now the fourth largest city in Jordan and the second largest refugee camp anywhere in the world. That is the scale of what we are dealing with. I discussed the position with His Majesty the King of Jordan two weeks ago. We regularly say to the Jordanians, “Is there anything else that we can do to assist?”, and we will continue to provide additional assistance as they need it.

Commons ChamberOn the right hon. Gentleman’s initial questions relating to Syria, I think it will be the view across the House that free and unfettered access is of huge importance. He is right to say that the UN appeal for funds is currently 44% funded. As the House heard from my statement, we have done a great deal to make sure that some of that 44% is in place, and we are making a huge contribution ourselves. Our embassies and the Department for International Development’s ministerial team are engaged in a non-stop effort to build up the contributions from other countries. There is now the commitment to a pledging conference, which we hope will take place in Kuwait in January and which is the major international event to work towards in gathering greater contributions for the future.
On the right hon. Gentleman’s questions about the OPCW and how it will proceed, all the known sites for the holding of chemical weapons in Syria are within regime-held territory. We are not aware of the opposition being in possession of chemical weapons, so of course this work is focused, revealingly, entirely on the regime-held areas. What is meant to happen now, according to the timetable that has been established, is that all sites should have been inspected by the 27th of this month; that the regime’s production and mixing and filling equipment in relation to chemical weapons should be destroyed in the next few weeks, by 1 November; and that the details of how to proceed with eliminating all the material and other equipment will be decided by 15 November, with a view to the whole programme being completed in the first half of next year. It is an immense task, but it is good that the OPCW has arrived in Syria and that at the weekend the destruction began of some of the munitions involved. Of course, we will continue to watch this closely, and that includes, as I say, standing ready to provide further expertise as necessary.
On the right hon. Gentleman’s questions about the peace process, obviously the United States has a central role in this, including the United States special envoy. Many of the meetings—the seven rounds of negotiations so far—have been taking place on a bilateral basis, but it is envisaged that there will be closer American participation in those meetings over the coming weeks.
The ambition is to resolve the issues, including the final status issues, within six to nine months. That is the timetable to which the parties are working. It is too early to respond to the right hon. Gentleman’s question about what happens after March 2014.
On Iran, I hope there are no differences across the House about the direction of policy. The right hon. Gentleman asked us to catch up with other countries, but perhaps it is time for him to catch up with what the Government have actually been doing. I assure him and the House that there is no difference of view or approach between the United States, the United Kingdom and, indeed, other western allies. We are in different positions on diplomatic relations because some European countries still have embassies in Tehran. Their embassies were not overrun as ours was in 2011. By contrast, as is well known, the United States has not been in that situation for a very long time—since 1979. Of course there are differences between different countries, but all of us are trying to encourage the opening up by Iran, which the Iranian Ministers are presenting. There is no lack of attention to that.
It has been a long time since any British Foreign Secretary—we would have to go back to the days of the right hon. Member for Blackburn (Mr Straw), as we frequently do on these subjects—had as many discussions in the space of a few days with the Foreign Minister of Iran. It is vital that our work to improve the functioning of our bilateral relations takes place on a step-by-step and reciprocal basis. Recently, even getting unhindered access for locally engaged staff to inspect and check up on our embassy premises has remained a very difficult matter, so the House will understand that building up trust and co-operation will be necessary before it will be possible to open an embassy again. We are, therefore, doing that on a step-by-step, reciprocal basis. I do not believe it would be responsible to approach it in a different way. It has been welcomed so far by the Iranian Foreign Ministry, as evidenced by today’s agreement on appointing a non-resident chargé for both countries. That opens the way to further improvements, as I said in my statement, including a view in the future to the full reopening of both embassies, but that will depend on the mutual building of confidence, good co-operation and trust, which has, of course, been missing in the past.
I commend my right hon. Friend on his clever attempt to balance both optimism and realism in reviewing the remarkable events of the past few weeks, but may I press him on the issue of chemical weapons? The use of these weapons is a crime against humanity, as the Secretary-General of the United Nations has confirmed. What is my right hon. Friend’s assessment of the possibility of those responsible for their use in Syria—whether on the Government side or the opposition side—ever being brought to justice?
Accountability is very important. I make no secret of the fact that we would have preferred—as, I think, would most of this House—a UN resolution with more specific provisions for accountability, including reference to the International Criminal Court. It was very clear throughout all our talks in New York that no such resolution could be agreed with our Russian colleagues. Of course, it was important to pass a resolution on, and implement the destruction of, the chemical weapons, but we have had to do that without reference to the ICC. Future accountability will, therefore, depend on what happens more broadly with regard to the future of Syria and the determination of Syrians to hold those responsible to account in the future. I hope that they and all of us in the international community will be very clear that we wish to do that.

Commons ChamberI am sure that the right hon. Gentleman does understand, from experience, how these meetings are conducted; it is in the bilateral meetings that Syria will be a dominant issue in St Petersburg—and should be. The Prime Minister will, of course, be pursuing it at every possibility and through every channel in St Petersburg, as he has done and as I have done in a whole series of bilateral and multilateral meetings in the past few months. Our problem is not being unable to discuss these things in the international community; it is being unable to agree how we bring about a transitional Government in Syria, formed from the Government and the opposition by mutual consent. There is no shortage of venues and platforms for discussing those things—we have had two and a half years of discussion on this; it is agreement that is elusive, not a forum for discussion.
Does my right hon. Friend understand that the humanitarian problem extends not only to those who have sought refuge outside Syria, but to the very large number of internally displaced persons, on whose behalf the Red Crescent is working tirelessly to seek to alleviate their suffering? Is he satisfied that proper opportunity is available to all organisations, inside and outside Syria, that have humanitarian objectives in mind?
My right hon. and learned Friend asks a very important question. The answer is that I am not satisfied that all the access is there. British aid is, through non-governmental organisations and the international agencies, reaching into many parts of Syria; it is reaching people in all 14 governorates of Syria. So British aid is being widely distributed inside Syria, as well as outside it. But there have often been, and continue to be, severe problems on humanitarian access, which is often not permitted by the regime. It is another testimony to the callousness of this regime towards its own people that not only has it killed so many tens of thousands, but it obstructs the delivery of aid, including medical supplies, to people in its own country who desperately need it.

Commons ChamberThere are many aspects to the problems in Syria. I was explaining to the media yesterday that our biggest effort is on the humanitarian side. The United Kingdom is one of the biggest national donors to help with the humanitarian situation. We are working on a further substantial increase in our humanitarian assistance, because the UN has called for another $5.2 billion over the next six months. As we speak, the Prime Minister is seeking agreement among the countries of the G8 that the humanitarian situation should be one of our top priorities.
Does my right hon. Friend understand that the urgency of the humanitarian problem is underlined by the fact that in the camps, particularly in Jordan, rape, violence and forced marriage are commonplace, which has an impact on the economic and political stability of Jordan itself? Can he satisfy the House that his Government—our Government—[Interruption.] Old habits die hard. Can he satisfy the House that our Government are doing everything in their power not only to contribute in the way he described, but to persuade other nations, particularly rich nations in the Gulf, to do so as well?
Our Government, of whom my right hon. and learned Friend is a vigorous supporter at all times, are indeed doing that, not only through the financial assistance I have described, but by sending specific support and equipment to Jordan to help ensure people are safely taken to camps as quickly as possible. We have also sent to the Syrian border some of the experts I have assembled on preventing sexual violence in conflict, and we certainly vigorously encourage other nations to join in meeting the UN’s appeal for funds.

Commons ChamberTo be clear, the Prime Minister said that North Korea claimed that it had missiles that could hit the whole of the United States, and if that was the case, of course, it could also hit the UK. I mentioned earlier that it has paraded, but not yet tested, a 12,000 km-range missile. Looking decades ahead, as we do with these decisions, we have to be aware of the great variety of potential threats to the UK. It is vital, therefore, that we retain the ultimate deterrent in this country, the total cost of which is about 1.5% of the total welfare budget.
I hope my right hon. Friend will excuse me if I return to the question of Syria and the possible supply of arms to the opposition. Does he understand that it appears to many of us that the language being used by the Government is equivocal and delphic? In these circumstances, can we have an assurance that any material change in policy will be subject to the express endorsement of the House?
My right hon. and learned Friend knows that I come regularly to the House with updates on Syria—I think I have given seven or eight oral statements—and that on any major decision the House can express its view. I am sure that the business managers would want to facilitate that—let me put it that way. The next few weeks will be crucial, because we need to decide, with our European Union partners and the United States, the next steps that we can realistically take, and should take, in order to do what I was just talking about—to strengthen the opposition on the ground and increase the incentives for a political settlement in Syria. We have taken no decision about that, but if we do so, I will come to the House and describe that decision.

Commons ChamberI will consider that. The hon. Gentleman will understand that sometimes there is a delicate diplomacy in naming and shaming on pledges. It is necessary first to get the facts absolutely straight, because there are countries that have disbursed money, countries that have allocated money but are awaiting the details of the projects they will spend it on, and other countries that have done neither, so the picture is quite complex. However, I will look at the idea. After all, we should be as transparent as we can about the data.
I neglected to answer the question the shadow Foreign Secretary asked on whether all G8 nations have disbursed all the money they pledged. The answer is no, although they are better than most at delivering the money. I think that in the main they have allocated it to particular countries and projects. I will consider how best I can provide the House will more information, although my right hon. Friend the International Development Secretary can provide the House with more information on that that is consistent with delivering on the pledges made.
I am sure that the whole House would wish to express its appreciation to my right hon. Friend for finding space in his busy diary to spend time with Angelina Jolie, and to good effect, as we have heard.
Returning to the question of Syria, I maintain my reservations about arms supplies, as my right hon. Friend would expect, but I recently met a senior Jordanian official who went to great lengths to express to me the impact of the refugee problem on Jordan. When there is a country that is fragile politically and even more fragile economically, a failure on the part of those who have made pledges to provide assistance for the refugee problem becomes more acute. The truth is that their failure is nothing short of disgraceful. Does my right hon. Friend agree?
Yes, I do. The official number of refugees now in Jordan is 424,000. To put that into perspective, that would, on a rough calculation, be equivalent to about 8 million or 9 million people arriving in the United Kingdom—that is the scale of the addition to the population there. We can all imagine the strain that that would impose on any country.
The House is clear, strong and united on the subject of countries’ meeting pledges. The additional dimension to this matter is that if it is so difficult to come up with the $1.5 billion agreed in January at Kuwait, how difficult will it be to come up with the $1.5 billion every few weeks or couple of months that we are going to need if the crisis goes on and the numbers get much bigger? That is why I say again that our policy cannot be static. There is only a choice between the lesser of evils in how we pursue our policy on this subject, but that underlines the fact that we cannot ignore the crisis.

Commons ChamberYes, I very much agree with the right hon. Gentleman. He accurately characterises the position, although it is perhaps putting it too strongly to say that we are providing “every kind of assistance” short of lethal equipment. We are providing the assistance that I have set out today, and we will provide other assistance of that nature for the protection of civilians. That is an important requirement in the exemption to the UN arms embargo, and we will interpret it exactly. The assistance has to be for the protection of civilians. So the right hon. Gentleman went a bit too far in his characterisation of the position. He is right, however, to say that it would be a bigger and further step to decide to send lethal equipment. We have taken no decision to do that, and we have no current plans to do that, but it is necessary to be clear that in a situation of this gravity, with its implications for the peace of the whole region, we cannot rule out options. We cannot definitively rule that out. That was the thrust of his question.
My right hon. Friend gives a compelling analysis of the deteriorating situation in Syria, and the measures that he has announced should be not only accepted but welcomed by the House, in that they are designed to alleviate suffering and save life, but as we approach the 10th anniversary of the mistaken military action against Saddam Hussein, does he understand that many of us in the House are concerned lest we drift towards something that might be described as military intervention?
I am grateful to my right hon. and learned Friend for saying that the measures I have announced should be welcomed by the House. I welcome his support and, yes, I absolutely understand that after more than a decade of conflict, in different ways, people are always anxious about new conflict. That does not mean, however, that we can stick our heads in the sand and ignore the new conflicts that have arisen in the world and that can affect us, for all the reasons that I have described. It does mean that our response to them has to be very intelligent and well calculated. Getting to the heart of his question, I think we can say clearly that no western Government are advocating the military intervention of western nations—or of any nations—in the conflict in Syria. The discussion is entirely focused on the degree of assistance that can and should be delivered to the opposition inside Syria. That is what the discussion is centred on, rather than on an external military intervention.

Commons ChamberFrom what I have said many times about the illegality of settlement building on occupied land it will be clear to the hon. Gentleman where we stand on matters of international law. Now, however, we have to find a solution to all of this, and that will come only from a successful negotiation between Israelis and Palestinians. I do not know anyone who thinks that there will be any other way of bringing about an end to building on occupied land and peace both for Israelis and Palestinians. That is what we want to promote: settlements are obviously a major issue in any such negotiation.
My right hon. Friend said a moment or two ago that the possibility of a two-state solution was slipping away. Does he understand that a large number of people, including well-informed commentators and analysts, believe that that time has now gone. If the position now is that the two-state solution is incapable of achievement, what are the prospects for any stability in Israel in the future?
If, indeed, that possibility has gone, the prospects for stability in the whole region—for Israel and others—would be greatly worsened. We should be clear about that, as it is part of the argument to Israeli leaders to get them to use the time remaining for a two-state solution to be brought about. On that, I differ from my right hon. and learned Friend in that while I think this may be the last chance for a two-state solution and that the time is slipping away, I do not think that the time for it has yet gone. That is why it was at the top of the agenda in all our discussions with the United States at the beginning of this year. We will do everything we can to support American efforts as President Obama arrives in Israel in three weeks’ time.

Commons ChamberI discussed that with Nabil al-Arabi, the secretary-general of the Arab League, when he was here two weeks ago. The Arab League, like us, looks to the United States to launch a major initiative and looks to be able to give its support to it in the same way that we in the European Union will be able to contribute, as I have said before, and as has been quoted, with “incentives and disincentives”. When the Israeli elections are completed and a new Israeli Government have taken office, it is important that that Israeli Government should be ready to enter such negotiations. It is also important that Palestinians should be ready to do so without preconditions and that the United States should be ready to launch a major new initiative.
My right hon. Friend will recall that it has been the policy of successive British Governments for decades that there should be a two-state solution based on the 1967 borders. In the light of the political situation in Israel and the potential situation after the election, will he give the House his objective assessment of the possibility of ever achieving a solution based on two states and the 1967 boundaries?
My right hon. and learned Friend accurately describes the position of successive Governments. I have said before in this House that changing facts on the ground, principally the construction of settlements on occupied land, mean that the two-state solution is slipping away. The chances of bringing it about are not yet at an end, but it is very urgent. I do not want to speculate, of course, about the outcome of the election taking place at the moment in Israel, but I hope that whatever Israeli Government emerge will recognise that we are approaching the last chance of bringing about such a solution.

Commons ChamberLet us be clear that it is a barbarous dictator oppressing his own people. I hope that the right hon. Gentleman will not feel it necessary to argue with something that I have not said; there was no mention in my statement of military intervention, nor any advocacy of that. He is setting himself up to argue with a position that the Government have not taken. [Interruption.] Yes, I am not ruling out options, but I do not think we can do so when we are facing a situation where a six-figure number of people might die this year. It would not be responsible to do that as we do not know how the situation will develop. So I am keeping our options open, but the dangers and drawbacks of military intervention are well understood in the House and in the Government.
Notwithstanding the terrible brutality taking place in Syria, may I ask my right hon. Friend to exercise the utmost restraint and caution in any extension of policy covered by the expression “all options” are on the table? I do so, first, because this is a civil war, and intervention in civil wars has a long history of failure; and secondly, because there is a risk that we will have a proxy war between Russia and NATO fought out on the streets of Syria by Syrians.
I am very conscious of the points made by my right hon. and learned Friend and I hope that he will agree on the position we have taken. Although we are trying to help in the mass of ways I set out in my statement, we are cautious, in the light of all the lessons of history. As I was pointing out to the right hon. Member for Neath (Mr Hain), I am not standing here advocating military intervention. So we keep our options open, but that is not some sinister disguise for a change in Government policy; if there were to be a change, I would bring it to the House.

Commons ChamberI am very concerned about Iran’s role, as I think I have said before in the House. Indeed, there is substantial evidence of Iranian involvement and Iranian weapons being supplied, including those fired against Israel. The hon. Lady is quite right about that. Of course, the solution to that is ending the smuggling of weapons in Gaza from wherever they come—from Iran or anywhere else. It is now possible to reach such an agreement, with good will and further effort after the ceasefire agreement on all sides, so our main effort will be supporting that diplomatic initiative.
Is not one of the most offensive features of recent days the fact that the exercise of a legal right by the Palestinians at the United Nations has been met by illegal retaliation by the Israeli Government? Does my right hon. Friend accept that such illegal action serves only to undermine the authority of Mahmoud Abbas—and indeed of the Palestinian National Authority, which he leads—and in addition encourages those Palestinians, particularly in Gaza, who wrongly believe that violence is justified?
The announcement of additional housing units and the unfreezing of development in the E1 block undermines Israel’s reputation, as I said earlier, but it also undermines the Palestinian Authority in its efforts to bring about a two-state solution and could therefore embolden more extreme elements. These are among the reasons why it is an unwise policy and why we will look to Israel to reverse it.

Commons ChamberI think I made the point a few moments ago that there can only be a political and diplomatic solution. It is also important to point out that no one knows exactly how events in Syria will proceed in the coming months and years. Situations such as the one that arose in Libya last year and the present one in Syria are uncharted territory in international affairs. It is foolish to rule out options when we do not know how the situation will proceed. However, it is right to place huge emphasis on diplomatic and political progress and on humanitarian assistance, as I have done in my statement.
Israel has an unambiguous right to defend itself, but along with such rights go duties, and in this case the duty is to use only proportionate means to effect that defence. Does my right hon. Friend believe that targeted assassination, the destruction of civilian infrastructure and the imposition of casualties on women and children are consistent with that duty?
Of course all our efforts have to be directed to making sure there is a ceasefire, and only at a subsequent stage could one make the judgment that my right hon. and learned Friend is inviting me to make. I have not shied away from it in the past, as he knows; in fact, during the Lebanon war when we were in opposition, I was very clear about the disproportionality of what happened. In this case, we have to ask ourselves whether the current conflict in Gaza would be taking place without the increase in rocket attacks, which have gone up from 200 in 2010 to more than 1,300 before this conflict began and up to last week. That is clearly an intolerable situation in the south of Israel, so we have to bear that in mind as well.

Commons ChamberI can assure my right hon. Friend that there has been no shortage of bilateral and multilateral suggestions being made by us to Russia. I will pick him up on something that he said at the beginning of his question, when he implied that we in the west had encouraged a rebellion in Syria. That rebellion did not require any encouragement from western nations. That was the people of Syria rising up against an oppressive regime, and they did so without any incitement from western leaders of any kind. There is the sectarian tension and conflict to which my right hon. Friend refers, as well as a genuine desire to get rid of an oppressive and tyrannical regime.
But is it not the sad truth that Syria is bleeding to death because of a military stalemate in which the insurgency is incapable of bringing down the Assad regime and the Assad regime is incapable of putting down the insurgency? May I suggest that the only way to break down that military stalemate is to break down the political stalemate at the United Nations? Do not recent events in Lebanon serve to underline the fact that the risk to regional stability is now very considerable? Is it not in the interests of Russia and others to seek to bring an end to the political stalemate?
My right hon. and learned Friend is absolutely right. I hope that if any good can come of the events in Lebanon, they will serve as a fresh wake-up call to the world about the dangers of the Syrian conflict. This is not a containable crisis. A regime is waging war against its own people, and the longer it goes on, the more extreme will be the forces that are drawn into it, which is the very thing that Russia says it is worried about. We warned about all those dangers when we called on the United Nations Security Council to act, and those predictions have so far been proven to be true. Of course we will continue to work on this at the United Nations and to support Mr Brahimi, as I have said, while in the meantime doing all that we can to alleviate suffering inside Syria and on its borders.

Commons ChamberI accepted, some time ago, that the Annan plan was not working. It is not working at all at the moment, but it would be wrong to give up completely on the plan, because the road to any peaceful settlement in Syria will be through either the Annan plan or something very similar to it. It is therefore important to persist with those efforts, and we are doing that particularly in our talks with Russia. I met the Russian Foreign Minister again in Kabul last week, and the Prime Minister has met President Putin in the past 24 hours to pursue this matter further. We are seeking international agreement, including with Russia, on how to ensure the implementation of the Annan plan. We are ready to take that matter forward at the UN Security Council or in a contact group, or in both together. Of course, if all those efforts fail, we will want to return to the UN Security Council, as well as greatly to intensify our support for the opposition and to see more sweeping sanctions from across the world.
Is my right hon. Friend aware of reports that this afternoon the United Nations will decide to withdraw completely UN monitors? Were that to happen, a valuable independent source of information about what is taking place in Syria would simply be lost. I do not expect a detailed reply to the question I am about to put to him, but may we take it that the United Kingdom will use all available methods of obtaining information to ensure that we have a clear view of what is happening in Syria?
Yes, certainly, of course we will do that. We are awaiting at the UN Security Council today the briefing of Major-General Mood, who has been heading the monitoring mission, so no decision about what will happen to the mission has been taken in advance of that. It is very important that information is assembled, particularly about crimes and atrocities that have been committed. Earlier this year, we sent teams to the borders of Syria to assemble such evidence. The Syrian activists who assembled the evidence of the massacre at al-Houla were trained by the United Kingdom. We will continue our efforts to make sure that one day justice can be done.

Commons ChamberThat is entirely the case that we are making. Of course we often make some criticism of their position, as they do of ours, in public but we have a good working relationship with the Russian leaders. I have discussed this many times and at great length, as the House can gather, with Sergei Lavrov and will no doubt do so again over the coming days. We will keep making exactly that case because, as we have been discussing over the past few minutes, all the alternatives to bringing about the full implementation of the Annan plan or something very close to it are extremely bloody and have unknowable consequences.
I do not often disagree with my right hon. and learned Friend the Member for Kensington (Sir Malcolm Rifkind), but may I offer to the Foreign Secretary my belief that he should exercise considerable caution before embarking upon the notion of supplying arms, however well intentioned such a supply might be? There is a common characteristic, unfortunately, between Bosnia and Syria today—that is, the senseless brutality and unbridled barbarism. Is it not the case, and is this not something that he should impress not only upon Russia but upon China, that their apparent tolerance of that behaviour is seriously damaging to the very interests they seek to protect?
In line with my earlier answer, I take my right hon. and learned Friend’s strong note of caution about supplying arms into such a conflict. It has not so far been our policy, in any of the nations affected by the Arab spring, in any of these conflicts, to supply arms to any of the parties involved. Even in Libya, where we were actively involved with the military intervention under a UN resolution, we did not supply arms to any of the participants, so to change that would be a major change in our approach. He is right about the long-term diplomatic cost and the cost in world opinion, not only to Russia but to China, and we certainly encourage other nations throughout the middle east and across the world to make that point very forcefully to their Russian and Chinese ambassadors.

Commons ChamberYes—I agree in general. We adopted a number of measures yesterday in Brussels, including sanctions on the Central Bank of Syria. As the right hon. Gentleman says, we also extended by another seven names the list, which is now more than 150 strong, of individuals and entities on whom we have restrictions, travel bans and asset freezes. We are entirely open to extending that list further, but we of course take care to ensure that we are sure of our ground and that those individuals are actually complicit in the regime’s repression. As further evidence accumulates, we will certainly want to add to that list.
Does my right hon. Friend agree that the unpalatable fact is that we do not have many options in relation to Syria? Does he also agree that one option worth following is to persuade the Russians to give up their unquestioning support for Syria on the ground that it is deeply damaging to their long-term interests and should cease? Does he remember the impact on Milosevic and Serbia of the withdrawal of Russian support?
My right hon. and learned Friend is right that that would be a desirable piece of persuasion to accomplish. I have had discussions with the Russian Foreign Minister, including at length after the vetoing of our Security Council resolution, and it must be said that the Russians are not yet persuaded of that position. However, I hope others will join in that persuasion. I have spoken in the last hour to the new UN and Arab League special envoy, Kofi Annan, who is charged with promoting a political process and solution. I hope that he will bring his persuasive powers to bear on both Russia and China.

Is that not what we are engaged in?

Commons ChamberBritish people do want their own—our own—national security to be secured, and, yes, they very much support our troops whenever they are sent overseas into combat operations. This country has a very strong tradition of such support, but what we are doing now—setting a clear timetable, whereby by the end of 2014 we will have withdrawn from a combat role, or from having our troops there in anything like their current numbers—is something that meets the approval of the country. But we would not be doing a service to the country or, indeed, to the sacrifices of our forces there over recent years if we indulged in a precipitate withdrawal that left a far more difficult situation than the one that we hope to leave.
I hope that my right hon. Friend will excuse me if I return to the issue of the attitude of the United States and of the French, but there is a common background. Each country is in the throes of an acrimonious presidential election, and it leads me to the conclusion that statements may be made for political rather than military reasons. If some of the predictions, based on what Mr Panetta has said and has never withdrawn, were to be fulfilled, the military position of British troops would be substantially altered. Can we be satisfied that both my right hon. Friend and the Secretary of State for Defence are aware of that and are ready to take steps if necessary to protect the interests of British forces?
I understand the anxieties in the House on this issue. The US Defence Secretary clarified any doubts, certainly to my satisfaction and that of my right hon. Friend the Defence Secretary, in saying, as I quoted earlier:
“We’ve got to stick to the Lisbon strategy.”
The United States has a strong commitment to that. Of course, part of that strategy is that in 2013, Afghans will have lead responsibility across much of Afghanistan, as I indicated in my statement. Increasingly, the role of ISAF is to provide mentoring, training and support. I gave examples of that from Helmand. The United States and the United Kingdom have the same strategy, as do all the ISAF nations.
It is true that France has announced a change in its withdrawal. President Sarkozy has announced the withdrawal of French troops by the end of 2013, rather than 2014. No other ISAF partner, among the 50 nations, has announced accelerated withdrawal plans. The clear consensus at the NATO Defence Ministers’ meeting on 2 and 3 February was that we should stick to the Lisbon time lines, with staged troop draw-down up to the end of 2014.

Commons ChamberI do not think that I shall get into party matters during this Government statement. We emphatically disagree with Russia, and we are appalled at the veto in the Security Council. None the less, Russia is a member of the Security Council and it has a veto. We will therefore continue to discuss the way forward with Russia, just as we will with all other nations.
Is it not clear that the exercise of the veto by any permanent member of the Security Council always comes at a cost? The shameful events of last Saturday will be no exception to this principle. In this case, is not the immediate cost being paid in the broken bodies of children wrapped in burial sheets and the anguish of their parents? My right hon. Friend clearly needs no urging about the urgency with which he should fulfil the objectives he has properly set out, but may I say that he is most well placed when he takes the view that there should be the widest possible coalition of the willing throughout the world—as, indeed, the vote in the Security Council emphasised—so that what the United Nations was unable to do might be achieved on a much broader basis through the maintenance of pressure on Syria?
I absolutely agree with my right hon. and learned Friend, as he could gather from my earlier replies. This is why the international coalition should include nations well beyond Europe and the Arab world. I discussed the matter this morning, for instance, with the Foreign Minister of Australia, which is keen to be a participant. Across the Commonwealth as well as across the Arab and European communities, there will be a demand to be involved in that wide coalition. We will pursue that very energetically in the hours and days ahead.

I am grateful to the right hon. Gentleman for his supportive remarks and welcome for the broader international engagement and endorsement of our policy. He is right to draw attention to the visit of the Australian Foreign and Defence Ministers, which, as in so many ways, has been very helpful in this regard.
I shall not necessarily take the right hon. Gentleman’s questions in the order in which he asked them. On the question about the political situation in Iran, of course that can sometimes be difficult to interpret from the outside. There are many reports of deep divisions within the Iranian Administration—sometimes, of such divisions between the supreme leader and the President, although not necessarily about this issue. As the right hon. Gentleman said, at the time of the last presidential elections in Iran, we saw signs of deep discontent among the ordinary people of Iran. Sadly, such is the repression and the appalling human rights record of the Iranian Government that the people of Iran do not have much opportunity to voice their discontent. The principal opposition leaders are under house arrest. Iran, alongside China, conducts one of the largest numbers of executions in the world, with 50 executions already so far this year. It is an appalling human rights record that does not help anybody in giving voice to their real opinions.
The right hon. Gentleman asked about Asian countries. Japan has indicated over the past few weeks that it would not increase its oil imports from Iran and has mirrored some of the sanctions that the European Union has taken before. China has expressed its concern about recent developments within Iran, including during Premier Wen’s visit to the Gulf in recent days. In Qatar, he particularly remarked on China’s growing concern when he said that it
“adamantly opposes Iran developing and possessing nuclear weapons.”
Indeed, last month China approximately halved its oil imports from Iran, although I must point out that that is not because China necessarily agrees with this approach. Moreover, given its dispute with Iran about credit terms, it is expected to continue its halving of oil imports through February. In general, the demand for Iranian oil from the main Asian economies is down over recent weeks and is not replacing revenue that Iran will lose from the European Union.
On vulnerable economies, it is largely because of Greek concerns and Greece’s importation of large quantities of oil that we are phasing in this embargo, which will come into full effect on 1 July. We and many other countries would have preferred an earlier date, but we were happy to settle for that to give Greece time to adjust. If there are any difficulties for Greece and its energy supplies after that, we will of course all try to assist.
Russia has been promoting what it calls a “step-by-step” approach to negotiation. It is true that it has been pushing Iran hard to return to talks. Like the rest of the E3 plus 3 countries, Russia wants a diplomatic breakthrough. In discussion with us—also one of the E3 plus 3—it has not been able to confirm that Iran is serious about negotiations, but I am sure that Russia and China will continue to press Iran, in a different way from us, to return to negotiations. In the meantime, we, like so many nations of Europe, the United States and, as I have pointed out, many other parts of the world will increase the pressure on Iran to do so.
I am sure that my right hon. Friend would have no difficulty in agreeing that the environment of the strait of Hormuz is potentially extremely dangerous. Having regard to the nature of our relations with Iran at the moment, what steps has he been taking to enlist the support of countries that have better relations with Iran than ourselves to ensure that it exercises restraint in the strait of Hormuz and does not, to put it rather dramatically, cause a conflagration?
We certainly talk a great deal to countries that have excellent relations with us and better relations with Iran than we have. That is one of the ways we try to understand the Iranians’ position and to make clear to them our position and our resolve on these issues. We do that with countries such as Oman and, in particular, Turkey. I discussed the situation at length with the Turkish Foreign Minister last week. All those countries use their good offices on Iran to say that it should exercise restraint, and I know that they will continue to do so. Moreover, all common sense goes in the direction of exercising restraint because, as I have pointed out, 95% of Iran’s oil exports go through the strait of Hormuz, and it has to factor that into any calculation that it makes about what to do there.

Commons ChamberAs I said, I think that will be the position of many of our partners and many members of the Security Council, based on our best judgment of what is likely to bring about a return to negotiations. The shadow Foreign Secretary rightly said that such meaningful negotiations are not taking place at the moment, but the best chance for a viable, durable Palestinian state living in peace with Israel is for such negotiations to be resumed and to succeed. It is certainly our judgment at the moment that a positive vote at the UN Security Council would not help to bring about a return to negotiations. I entirely respect a legitimate alternative view, but that is our judgment and that of the French Government and many of our colleagues.
I fully support everything my right hon. Friend said about Syria, Libya, Iran and Bahrain, but I hope that he will forgive me for registering my profound disappointment that the United Kingdom will abstain in Friday’s vote in support of Palestinian membership of the United Nations. Does he understand that many on both sides of the House, and indeed in the country, believe that such a decision is wrong in principle, is ultimately against British interests and will reduce our influence in the region?
Clearly I disagree with my right hon. and learned Friend on that point. British interests are in a negotiated settlement; we have no higher interest than that in the middle east peace process. We want to see successful negotiations between Israelis and Palestinians leading to a two-state solution. We have to act in a way that is consistent with that and supports it. There are differences of opinion on how best to do that, but our judgment is that it can best be done by acting in this way. It is also the general judgment of our European partners. He is a strong enthusiast of Britain acting with our European partners, but we would be going in the opposite direction if we were to vote differently. I am often asked to ensure that we work closely with our European partners, but when such a situation arises people want me to go in a different direction.

Commons ChamberI have conveyed those thanks. In fact, I will meet General Petraeus later this week, and will once again convey them to him. Women have a very important role, in our view, in the future of Afghanistan. I have met women students at Herat university, and a conference for women who could play a leading role in bringing peace to Afghanistan was held at the same time as the Kabul conference last year. That is an agenda that the United States and the United Kingdom want to push. Secretary Clinton is foremost in doing so, and we will support her.
As the draw-down of troops begins in Afghanistan, will my right hon. Friend confirm that it remains the policy of Her Majesty’s Government to withdraw combat forces from 2014? Is that still the collective policy of NATO and most particularly, from the United Kingdom’s point of view, is it the policy of the United States?
It is our United Kingdom policy that by 2015, after the transition of security control to Afghan forces across Afghanistan, United Kingdom forces will not be engaged in combat operations or be present in anything like the numbers in which they are today. That, we believe, is consistent with the approach taken by NATO and by the United States which will lead, following the agreement at Lisbon last autumn, to a full transition in 2014. I can assure my right hon. and learned Friend that that remains our policy, and it is consistent with that of our allies.
I assure my right hon. Friend the Foreign Secretary that Liberal rebels are not yet taking delivery of any weapons, although the notion of campaigning with a Kalashnikov in the one hand and the alternative vote in the other does have its attractions.
May I return my right hon. Friend to the issue of Palestinian recognition? Given that there is every indication that there will be recognition of a Palestinian state, what assessment has he made of the impact on the influence of the United Kingdom in the region if that recognition takes place without our endorsement?
Campaigning on the alternative vote might be more successful with a Kalashnikov. [Laughter.] I think we are allowed to have a little tease within the coalition.
Of course recognition of a Palestinian state is one of the factors that must be weighed up. As I explained earlier, we will reserve our position on recognition, along with all our EU partners, and I therefore do not want to become involved in speculation about hypothetical scenarios either way. However, we will certainly weigh the implications for us—as well as all our European partners and the United States—of our relations with other states in the region. That is one of the factors that we will consider.

Commons ChamberI am grateful to the right hon. Gentleman for mentioning events in Kabul, which I did not refer to earlier given the focus on the middle east and north Africa. Clearly, however, we are very concerned that British nationals were caught up in the attack on the Inter-Continental hotel, and our consular services have been very busy in Kabul looking after them. I spoke on the telephone this morning to one of the two British nationals involved, and I am pleased to say that they are safe and sound and will return speedily to this country.
The attack is part of a pattern of Taliban activity in Afghanistan—against the momentum that the international security assistance force has gathered—to try to make highly publicised attacks on civilian targets, as well as sometimes on military targets, in Afghanistan. We should not be fooled by that. I saw for myself in Afghanistan last week the progress that we are making on the ground, particularly in Helmand where British troops are so heavily employed, and I am sure that the House will be unified in its concern at that attack, as the right hon. Gentleman reflected.
I am grateful also for the right hon. Gentleman’s continued support, and for the continued widespread support throughout the House, for our implementation of resolutions 1970 and 1973 and for the work of our armed forces in implementing them. He asked about the cost of the campaign, and, in referring yesterday to £260 million, my right hon. Friend the Defence Secretary explained the estimated and expected cost over six months, so not the cost to date.
Those costs and our military activities do not impinge on our work in Afghanistan, as I again saw for myself last week. Clearly, the greater costs of the military campaign fall on those nations that undertake the military activity, and we might all wish that NATO had different financing arrangements, but that is how it works. Nevertheless, many other nations contribute to the cost in other ways, including in humanitarian support, and they will be able to contribute to future stabilisation.
The important thing to bear in mind, and on which I hope there is agreement throughout the House, is that, if we had not acted in Libya but allowed the humanitarian catastrophe that would have resulted from Gaddafi overrunning by force the rest of Libya, and destabilising the neighbouring countries of Egypt and Tunisia in the process, to happen, the costs would have been incalculable to European countries in uncontrolled migration and in new breeding grounds for terrorism and extremism. The cost of the campaign in Libya has to be set against those considerations, and that is a very important point.
The right hon. Gentleman asked whether, if Gaddafi went tomorrow, we would be any further on, and I think that we would be a lot further on than we were a few weeks ago, when I said quite rightly that planning was at an embryonic stage. The stabilisation unit has prepared its report, but it would be quite wrong for the international community to say, “That is what we are going to try to impose on Libya.”
This is not an invasion of Libya; this is about Libyans being able to take responsibility for their own future. That is why I urged the Turkish Foreign Minister in my discussions with him yesterday to ensure that such stabilisation work is discussed at the contact group in Istanbul, and that the national transitional council is able to take it into its planning for the future. It is not something that anybody can sit in an office anywhere in the western world and just decide; it is valuable work that feeds into the planning process for post-conflict stabilisation in Libya, in which we hope that Libyans will take the lead, and of course that the United Nations will take a leading role.
The right hon. Gentleman asked about the involvement of the Foreign Office, but things have changed dramatically in the past year in terms of the work between the Foreign and Commonwealth Office on the one hand and the Department for International Development on the other. On entering office, I was appalled by how poor relations had been between DFID and the FCO, for which he must bear part of the responsibility, having been a Minister in both Departments.
The Secretary of State for International Development and I have taught our Departments that they are each other’s best friend, and we needed to after the activities of the previous Government, so the right hon. Gentleman can be sure that at all levels, whether in Benghazi, in Whitehall, or in the National Security Council where all the work is put together, vast numbers—dozens—of Foreign Office officials are connected with it. His questions on that do not live up to the subject, and they are certainly not commensurate with his rather poor record on those matters.
On Egypt and financing, the situation depends on the demand and readiness of such countries to access the funds. It is mainly financing and loans that are on offer, but they are on offer advantageously, and take-up will depend on the response of countries throughout north Africa to the opportunity. Egypt has not taken up the offer, but it may do so under a future Government, and we hope that it will.
On Syria, I think that the only incredulity is about the nature of the right hon. Gentleman’s questions, because there is no doubt about international unity and support on the matter. Foreign policy is not conducted in a bunker, where we do not communicate with people with whom we disagree. We have diplomatic relations with Syria; I have communicated with the Syrian Foreign Minister; we communicate with the Syrian ambassador all the time; we send messages through the Turkish Foreign Minister and through Arab Foreign Ministers; and we send messages also through people whom President Assad has met frequently before.
That is why it is entirely right and proper for my hon. Friend the Member for Braintree to have visited President Assad and communicated messages in accordance with the views of the international community. It seems to be only the right hon. Gentleman who thinks that we should not communicate such messages through every available channel.
With the exception of a couple of areas that I thought were rather petty, trivial and incredulous, I welcome as usual the generous cross-party spirit of the right hon. Gentleman’s questions and our continued unity on the importance of these subjects.
However welcome it may be that the International Criminal Court has issued those warrants, is not it the case that on a realistic assessment we can hardly be wholly confident that Colonel Gaddafi will ever face the Court? Does my right hon. Friend agree, however, that the significance of issuing the warrants is as much political as legal, in that it demonstrates a unified international response to the barbarism of Colonel Gaddafi and those about him?
My right hon. and learned Friend is right: it is a legal process, but it is of political importance. It is a political statement by the world that the behaviour of the Gaddafi regime is unacceptable and that it should be accountable for that behaviour. It sends, as I have said, a clear message to adherents of the regime that there is every risk of being held accountable. We cannot provide certainty, but these warrants show an ever-increasing risk to supporters of the regime of facing that accountability, so more of them should take the opportunity to leave it.

My right hon. and learned Friend is right that it is important for Israel to show a readiness to negotiate in the light of President Obama’s speech and what could happen at the United Nations in September. Indeed, one advantage of the United Kingdom and other EU nations considering our position on this matter over the next few months is that it will maximise the pressure on both Israelis and Palestinians to enter such negotiations.
Does my right hon. Friend agree that an essential feature of statehood is identifiable and recognised borders? Will he therefore confirm that there will be no compromise on the principle that any settlement must be based on the borders of 1967?
My right hon. and learned Friend will know what the President of the United States has said about 1967 borders. We have always said that we mean 1967 borders with mutually agreed swaps of land. I therefore do not think that we can be as categoric as my right hon. and learned Friend, but based on those borders, subject to agreement, there will be a good deal of latitude.

Commons ChamberPrime Minister Netanyahu is the elected Prime Minister of Israel, and we must always bear that in mind, but the right hon. Gentleman is right to say that we should make a strong case, as we do, for an agreement based on the 1967 borders. Our Prime Minister met Mr Netanyahu a few weeks ago and made that case very strongly, as I have done to him and to the Foreign Minister, Mr Lieberman. We will continue to make that case based on diplomatic persuasion, but we will also vote in accordance with our convictions. In February, we voted in the Security Council for the Palestinian resolution on settlements. That was a clear indication of the view in this country and in this House on those matters and on the importance of taking forward the peace process. I would express this a bit more diplomatically than the right hon. Gentleman did, but it is incumbent on me to do so, as it is no longer incumbent on him.
In spite of my right hon. Friend’s understandably restrained language in relation to Bahrain, does he understand that many of us in the House and outside it think that the decision to reinstate the grand prix is simply shameful, and that it does the sport of motor racing no favours whatever? If the dialogue that is to begin in July is to be given a good start, could that not involve the cancellation of the race and, equally importantly, the release of those doctors and nurses who have apparently been arrested for having the temerity to tend the wounded?
It is very important that due process should be followed. One of the most alarming things is the use of military courts in such cases. That was one of the issues that we took up with the Crown Prince, and on which we are looking for further assurances from the Bahraini Government. I am sure that my right hon. and learned Friend is right to say that the sport of Formula 1 has not done itself any good by that announcement. The important thing is to encourage all sides to get back into a real dialogue. There is no way for Bahrain to proceed into the future without a successful dialogue between the two communities; there is no other way of resolving the situation in Bahrain. We must continue to be on the side of that dialogue while always taking up our very strong human rights concerns, as we have done with the Crown Prince and as I have done in my telephone calls with the Foreign Minister. We will continue to do that.

Commons ChamberWe want Gaddafi to go, and virtually the whole world wants him to go—let us be in no doubt about that—but the incident to which the hon. Gentleman refers was an attack on a command and control location. NATO has increased the number of air strikes against the command and control functions of the Libyan regime, which in our view is wholly legitimate within the implementation of resolution 1973, and such attacks will continue.
My right hon. Friend will remember that the support of the Arab League, and indeed that of virtually the whole House of Commons, was based on an understanding of the limitations contained in resolution 1973. Is he concerned that even the appearance of targeting Colonel Gaddafi may cause that support to be loosened?
No, and there is no indication that that is leading to such a thing. In fact, I held discussions with the secretary-general of the Arab League, Mr Amr Moussa, in Cairo yesterday. Indeed, the restrictions in the resolution were the product of discussions between him and me on the day that the resolution was passed at the UN. He is supportive of how the resolution is being interpreted, and the Arab League continues to support our efforts. Arab nations will be strongly represented at the contact group meeting in Rome on Thursday, which I will attend. I hope I can reassure my right hon. and learned Friend on those points.

Commons ChamberI accept the hon. Gentleman’s congratulations in the spirit in which they were offered, and I am tempted to go over my whole statement again. Our attitude to the whole issue of change in the middle east is that if it goes right, it will be one of the greatest advances in human freedom and world affairs that we have seen—certainly since the end of the cold war, and in some ways comparable to it. If it goes wrong, however, leading to more authoritarian regimes or a long period of violent disorder, it will provide a serious threat to our own national security and that of the whole of Europe, with new breeding grounds for terrorism, uncontrolled migration and threats of extremism. We therefore have to do what we can to make sure that change goes in the right direction, not the wrong direction. That is what we want for Libya and what we want for other countries. We are able to help in each country in different ways, but that is the context in which our Libya policy sits.
Notwithstanding my right hon. Friend’s careful and circumspect response to the shadow Foreign Secretary, is it not clear that the United Kingdom and France are disproportionately bearing the burden of the offensive air campaign? Why is it that our NATO allies are not making a better contribution, and is the Foreign Secretary disappointed by their failure to do so?
It is certainly true that the United Kingdom and France make a huge contribution and, most of the time, the largest contribution to the campaign. I hesitate to use words like “disproportionate”, as I must say that the contribution—including an offensive strike capability—from countries such as Denmark and Norway is, considering their size as countries and the size of their armed forces, very much proportionate to the efforts that we are making. We should not think that only the United Kingdom and France are contributing. There are 16 nations involved in the military activity. As my right hon. and learned Friend knows, Arab nations are also involved. In response to our recent requests, other countries have brought other military assets into play—Spain, for example, providing additional air-to-air refuelling capability and Italy bringing in ground-strike capability. At all times, the United States continues to supply about a quarter of all sorties flown, even in periods when it is not taking part in ground strike. The right hon. and learned Gentleman can see that the burden is spread more widely than the headlines sometimes give the impression, but would we like a greater contribution from some other nations and did we say so at the NATO meeting in Berlin? Well, yes, we did.

Commons ChamberThe hon. Gentleman is getting involved there and taking sides, but I hesitate to call it a civil war. It is an uprising by people who started with peaceful demonstrations against a despotic regime that then waged war, using heavy equipment, artillery and air power, against them, even at the stage when all they were trying to do was to demonstrate and to ask for the rights that we take for granted in so many other parts of the world. I hesitate to call that a civil war; it is a Government waging war on their own people. Nevertheless, I think I can give the hon. Gentleman the assurance that he looks for: we will implement the UN Security Council resolution, and that is what we are there to do. If it had not been for that resolution and the legal authority that it provides, we would not be engaged in what we are doing in Libya. We rest on that resolution, but we will continue to implement it.
In view of the emerging possibility of further prosecutions in relation to the Lockerbie bombing, does my right hon. Friend agree that any such prosecutions should be conducted through the regular court system in Scotland, and that we should avoid the previous incongruity of having to establish a special court at Camp Zeist in Holland, as happened in the case of Mr Megrahi and his co-accused?
I had better leave any legal deliberations to those better qualified in the Government. Certainly, whatever appropriate method is necessary should be followed in any future prosecutions. I understand that at the moment there is insufficient evidence to produce further prosecutions, but that may change, so I will let my right hon. and learned Friend raise the matter with the Law Officers, rather than try to give a definite ruling on it.

Commons ChamberYes, there is a role, but a peaceful resolution would require the Gaddafi regime to observe resolution 1973. If that happened, all concerned could be in discussions with the African Union, but that requires a ceasefire, an end to violence and an end to attacks on civilians. There is certainly a role for the African Union and I hope we will be able to discuss that with it. I do not yet have confirmation of who will attend the conference in London, but it has been invited to attend and this is exactly the sort of thing we want to discuss with it.
I hope that my right hon. Friend will excuse me if I press him a little further on the issue of command, which has both military and political implications. While it is clear that the present arrangements have not impaired in any way the military effectiveness of the operations, it is equally clear that they are not sustainable in the long term. Will he tell us what undertakings, if any, he has received from Secretary of State Clinton to the effect that any transition will not be hurried and will be both effective and smooth?
My right hon. and learned Friend is absolutely right to point out that the discussions about this issue have in no way impaired the military operations that have taken place so far. All the nations concerned have that very much in our minds during our discussions and our absolute priority is to implement the resolution and get these organisational questions sorted out while we are getting on with that. I have already mentioned in my response to the shadow Foreign Secretary that I will discuss these issues with Secretary Clinton later today. I think there is a common determination among all the nations involved to sort this out. We are in the business of seeking not that kind of undertaking but a solution regarding the command and control of operations going forward, and I hope that we are close to achieving that.

Commons ChamberThe hon. Gentleman does not overstate his case. The words that he uses are wholly appropriate to the words and behaviour of the President of Iran. I do not have direct evidence of Iranian interference in, for instance, the affairs of Bahrain—although many would suspect such interference and influence—but with Iran’s links to Hezbollah and Hamas, I do not think that it is currently playing a positive role in bringing about peace in the middle east.
Does the Foreign Secretary accept that economic progress in such countries will be an important buttress to democratic progress? Does he also agree that a unity of purpose both among European Union and NATO members and across the Atlantic will give us the best chance of achieving the objectives that he has set out?
Yes, very much so. Again, that brings me to my next point.
There are many international organisations, such as the United Nations and the World Bank, that will have an important role to play in supporting democratic development in the region. However, there is a particular onus on European countries to be bold and ambitious. In a sense we have been here before, when we helped the young democracies of central and eastern Europe. The nations of north Africa are not European and will not join the European Union. Nevertheless, this is the most significant watershed in the external relations of the EU since that time, and we must be ready with a positive vision for the region that can act as a magnet for change.
Over the past two months, the Prime Minister and I have made the case in EU meetings for a transformed EU neighbourhood policy that supports the building blocks of democracy in the Arab world, offers incentives for positive change and targets its funding effectively. The German Foreign Minister, Guido Westerwelle, and I wrote to our colleagues last week calling for a comprehensive partnership of equals between the peoples of Europe and the European neighbourhood, underpinned by deeper and wider economic integration and using the many instruments at the disposal of the EU to promote freedom, democracy, the rule of law and human rights. We believe that this transformation partnership should bring all the EU levers and incentives into one policy, and give the greatest support and benefits to those countries reforming fastest, with clear conditions attached.
We have proposed a path towards deeper economic integration with the European market, in clear stages leading up to a free trade area and, eventually, a customs union, progressively covering goods, agriculture and services. We are calling for an increase in the number of scholarships and grants, access to the resources of the European Bank for Reconstruction and Development, the re-apportionment of EU funds in favour of democratic reforms, the removal of existing quotas for countries that disregard the fundamental values of the EU, and consideration of an EU regional protection programme for north Africa to support the protection of displaced persons and to improve local infrastructure.

Commons ChamberThere is much in the Foreign Secretary’s statement to be welcomed, but I regret what I am about to say. Is it not clear that this mission was ill conceived, poorly planned and embarrassingly executed? What is he going to do to restore the United Kingdom’s reputation in relation to foreign policy in the middle east, what will be the role of any further mission and what permissions will it seek before it goes?
As I said, the United Kingdom, having led the way in so many of the ways I have described at the Security Council and the Human Rights Council, is in the forefront of western policy on this issue. Clearly, further contacts with the opposition in eastern Libya are necessary and desirable, for all the reasons that I set out in my statement. The opposition there has made it clear that it would welcome such contact, so it is important for that to go ahead. Clearly, it must go ahead on a very different basis from that on which it went ahead last week, and that is what we will set about.

If I may respond to the substantive parts of the right hon. Gentleman’s question, Britain is of course on the side of decency and democracy everywhere in the world, including in the middle east and the Gulf states. The House gave strong support on Monday for the sentiments that I expressed in respect of our approach to the situation. The Opposition were also generally supportive of our continual call for more open and flexible political systems, and for the recognition of legitimate political aspirations, while respecting and understanding the fact that those countries are all different, that they all cope with different situations, and that they have had a different pace of reforms.
It is certainly important to express our gravest concerns in the manner in which I have this morning, but it is also important to recognise that important reforms have taken place in Bahrain and that the King of Bahrain pledged himself in the last week to further such reforms.
The right hon. Gentleman asked about the presence of Government statements on the Foreign and Commonwealth Office website. That website will of course be updated with all my statements, including this one and what I will say at the press conference that I will hold shortly with the Spanish Foreign Minister. However, I did speak about this matter in the House of Commons itself on Monday, and that is where Governments should give their definitive statements on such things.
Any exports will be looked at under the strict criteria that we always apply in this country. It is true that both in opposition and in government, many right hon. and hon. Members have been to Bahrain and held extensive discussions with its leaders. In fact, on every occasion when I went there in the last five years, Ministers of the previous Government were there at the same time. It is wholly right to have that dialogue with Bahrain and other Gulf states.
The right hon. Gentleman asked about my visit last week. I met a variety of opposition human rights organisations, including the Bahrain Human Rights Society, the Migrant Workers Protection Society and the Bahrain Women’s Union. I subsequently raised some of the issues that they brought up with Bahraini Ministers. We have a continuous discussion and dialogue on human rights with the Bahraini authorities, which again is absolutely the appropriate thing to do.
I am sure that the right position for this country, in the context of that long friendship with Bahrain of which I have spoken, is to press for legitimate aspirations to be met and for actions to be taken that bring different religious communities together, as well as to express our grave concern when such matters arise.
I am not sure that I can match the rhetoric of Rotherham, but I agree with the Foreign Secretary that it is clear that very substantial movements for change are sweeping through the middle east—an area with which we have a long history, including sometimes on colonial terms. He recognised the importance of the area by recently visiting it.
The Foreign Secretary has confirmed already that we will conduct ourselves according to our belief in the rule of law, democratic principles and the need for freedom of expression, but has he considered whether, in this period of potentially tumultuous change, there could be a role for the Arab League? Has he sought discussions with the Arab League ambassador here in the UK or with others elsewhere to determine whether the Arab League could help in what looks like a transformation in the region?
I am grateful to my right hon. and learned Friend. There is indeed a movement for change in many parts of the Arab world, although we must understand that motivations and aspirations differ from one country to another. Bahrain has achieved much more economic development than Tunisia or Egypt, but it has a starker religious divide, despite the efforts of the Bahraini Government to say that everyone is a Bahraini. The circumstances are different in each country. A meeting of Gulf Co-operation Council Ministers is taking place in Bahrain this afternoon. They will discuss the situation together.
My right hon. and learned Friend asked specifically about the Arab League. In recent days, I have discussed the situation in the Arab world, and most specifically in Egypt, with the secretary-general of the Arab League, Mr Amr Moussa. We might be hoping for too much if we expect a consistent position on this by the Arab League, because the circumstances of each country differ so much, and because, of course, the Arab League includes nations such as Syria and Libya, which have a particularly severe approach to dissent and are not accommodating of any reform movements or demonstrations in their countries. I think, therefore, that it would be difficult to bring about a unified response from the Arab League, although it would be very good if it did happen. The British Government will continue to make our case in exactly the way he described.

Commons ChamberThe hon. Lady raises a vital issue. Over a period of more than 30 years, as she says, Egypt has played a positive and moderating role in the middle east—a positive role towards achieving a wider peace in the middle east. We regard it as of paramount importance that Egypt continues to do that in the future. We are engaging with politicians of many different views in Egypt. I spoke to the Foreign Minister on Sunday night and I hope to speak to Vice President Suleiman shortly after this Question Time to encourage Egypt to have the broad-based Government and real and visible change that will allow an orderly transition, which will not only help to achieve the domestic aspirations of the Egyptian people, but allow the country to continue to play the role in foreign policy that it has played in recent decades.
The Foreign Secretary will recall that it was the vision of Menachem Begin, Anwar Sadat and King Hussein that led to the agreements on behalf of Israel, Egypt and Jordan respectively. It would be a tragedy if either of these agreements were to be casualties of the unrest in Egypt and the apparent unrest in Jordan. Will the Foreign Secretary undertake to bend every possible effort to ensure that these agreements, which are, after all, the only success in the middle east peace process, are maintained?
My right hon. and learned Friend is absolutely right. This is one reason why we do not want Egypt to fall into the hands of extremism or, indeed, into prolonged disorder. That is why we have called—European Foreign Ministers joined together in doing so yesterday at our meeting in Brussels—for an orderly transition to a broadly based Government, with free and fair elections in prospect in Egypt, because we think it will help the country to continue to play that role. I also visited Syria last week to encourage that country to reconsider and approach again the subject of a permanent peace between Israel and Syria.

Commons ChamberWe are interested to know of the history of buildings in Ealing in this respect. I imagine the building in question saw much more amusing times when occupied by Sid James than when occupied by the North Koreans. Nevertheless, our relations with that country are important, because we have to be able to pass clearly to them the messages I have just described. Yes, of course I discuss this issue, and not only with my right hon. Friend the Secretary of State for Defence, but across Government through the framework of our National Security Council. The maritime presence in the area is more a concern of South Korea, Japan and the United States than of the United Kingdom, but we always keep that under review.
In view of the fact that China shares a border with North Korea, it might reasonably be thought that the Government of the People’s Republic of China would have an interest in stability on the Korean peninsula. What efforts has the Foreign Secretary made to engage with his counterpart in the PRC Government to encourage that country to take an active role in reducing tension in the area?
I have had many such discussions. Indeed, some of my earliest discussions on becoming Foreign Secretary some months ago were with my Chinese counterpart on the subject of Korea and encouraging stability there. It was part of the strategic dialogue I conducted with the Chinese leaders in July in Beijing. My right hon. and learned Friend is right that China has that interest in stability there, although that also means that China is often very cautious about supporting the kind of language and the kind of condemnation that we think is appropriate for North Korea’s recent actions. That makes it much more difficult to pass strong Security Council resolutions about North Korean violations of the type that we have recently seen. China interprets the need for stability quite differently from the way we interpret it, but there is a strong and continuing dialogue about it between us and China.

Commons ChamberYes, it will be substantial. There has been no U-turn, only an inaccurate report about what the Government may do. The position is as I described it to the Foreign Affairs Committee in the House last week. The report will take the form of a Command Paper, and it will be detailed and authoritative. I intend it to be laid before Parliament in about March, in line with the practice of the last Government, but it will be accompanied throughout the year by up-to-date online reporting and evaluation of our human rights work and concerns. I hope that, overall, that will provide Parliament with a better service than has been provided in the past.
While I understand the importance of the monitoring of human rights, does the Foreign Secretary accept that their promotion is just as, if not more, important? What steps are Her Majesty’s Government taking with regard to the promotion of the human right of sanctity of life, particularly in connection with countries that appear to be hellbent on barbaric ways of taking people’s lives?
We intervene against the death penalty at every opportunity, in line with long-standing practice in this country. My right hon. and learned Friend will be aware of the strong protests that we have made recently about, for instance, sentences of stoning in Iran, an absolutely barbaric punishment that has no place whatsoever in the modern world. The strong stand that this country has taken on those issues will continue to be maintained.

Commons ChamberThe hon. Gentleman must remember that we are in Afghanistan at the invitation of the Government of Afghanistan and under a United Nations mandate. We are not seeking to conquer Afghanistan, which is clearly impossible. One has only to fly over Afghanistan and look down at the deserts and mountain ranges to know in a moment that it is not possible to conquer Afghanistan, but it should be possible to provide the necessary support for a legitimate Government of Afghanistan to conduct their own security and provide for the future of their own people.
The hon. Gentleman is right that there is great public concern. As I said in my statement, I do not want to minimise the difficulties or imply that things are easier than they are, but I believe that if those three things—the military strategy, the economic strategy and a political process—are pursued successfully together it is possible not to have a purely military success, but to succeed in our objective of an Afghanistan that can look after its own security.
Does the Foreign Secretary accept that what the public will now regard as a timetable for the withdrawal of British troops will depend on better governance from the Karzai Administration, and a degree of professionalism from the Afghan police and army that we have not previously seen? What confidence can we have that those will be achieved in this instance? What is better about July 2010 than any occasion in the past when similar promises have been made and simply not honoured?
I entirely understand my right hon. and learned Friend’s scepticism, because commitments have been made and not honoured in the past. I drew attention in my statement to the fact that not enough progress has been made in matters of governance and tackling corruption. Those are factors that my right hon. Friend the Secretary of State for International Development and I stressed very strongly to President Karzai and Ministers in the Afghan Government.
It is fair to say that progress is being made. For instance, we discussed on Monday in Kabul with the Minister of Mines the forthcoming contracts for the development of Afghanistan’s incredibly rich natural resources. He is publishing the 108 contracts to develop those resources and their terms. As the House has discovered, transparency is the best antidote to suspicion or wrongdoing. That is also true in Afghanistan, with wrongdoing on a spectacularly greater scale.
Those lessons are being learned. For instance, rules that are to be introduced to forbid Afghan Ministers or Members of Parliament from having relatives involved in the country’s tax system are also important steps forward. I will argue not that we have solved the problem, but that what was committed to at Kabul is important progress.

Commons ChamberI am grateful to the shadow Foreign Secretary for his broad support for what is clearly a bipartisan policy shared across the Floor of the House. His concern for the people of Gaza is felt very deeply in all parts of the House. As he reminded the House, he played an instrumental part in the negotiation of UN resolution 1860 and he has always argued, as we have argued, that ignoring Gaza will not work; this problem must be addressed. I am grateful for the implicit support that he has given to the Government’s position and for the argument that he makes that the Israeli policy towards Gaza does not loosen but tightens the grip of Hamas on the people of Gaza.
I shall now respond to the right hon. Gentleman’s specific questions. He can tell that I am disappointed and very dissatisfied with the Israeli response, as it has gone on over recent hours, on consular access. The reason why I do not condemn the Israelis unequivocally is because there is a complicating factor: many people on board the ships did not have their passports or had destroyed all their papers, so it is not necessarily immediately obvious to which nationality they belong. In addition, there has been a clear lack of preparedness by Israel for handling this number of people and dealing with this number of consular inquiries. That is why, in some cases, our consular staff, who have been working extremely hard, have had to go to the prison at Beersheba to hammer on doors and ask people whether they are British. It has been chaotic, it is completely unsatisfactory and I am glad that some of the people are now able to leave the country. None the less, it is the most immediately urgent part of our work to ensure that that is put right and that all the British nationals have been identified and seen.
The right hon. Gentleman asked whether I had spoken to the Turkish Foreign Minister. I did speak to him. Of course, one reason for an investigation will be to learn more about the legality of what may have happened. However, to connect this to one of the right hon. Gentleman’s other questions, the Turkish Foreign Minister particularly thanked me for the role played by our ambassador at the UN Security Council, because the presidential statement delivered to the council was, of course, made on behalf of the members of the council, including Britain, so it is very much our language as well. We certainly condemn acts that lead to the deaths of civilians—I have done that before, but if the right hon. Gentleman has not heard me do so, I do so again—so there need be no difference between us on that point.
Critically, an investigation must be prompt, independent, credible and transparent. It is my view and, from the discussions that I had last night, the view of the United States that the investigation should as a minimum have an international presence. It is possible for Israel to establish such an investigation and inquiry. The right hon. Gentleman will recall that commissions or inquiries have on occasion been established in Israel that have delivered stinging criticism of the Israeli Government and armed forces, although on other occasions such inquiries have not done so when we might have thought it was merited. However, we look to them to heed the international calls for such an inquiry and investigation, and if they simply refuse to do so—to answer his question—it would not be long before we added our voice for one conducted under international auspices.
The right hon. Gentleman is right that urgent work needs to be taken forward on providing the mechanism for access to aid into Gaza, and for trade in and out of Gaza, while giving the Israelis sufficient assurance that it will not be used for the smuggling of arms, which none of us wants taken into Gaza. We are now taking forward that urgent work with our partners in the EU and the United States, and it is something on which we will need to return to the House.
It is easy to be condemnatory of Israel and to argue for the raising of the blockade, but we must ask ourselves whether these things, taken by themselves, will bring about the solution that we all seek. Drawing on our colonial experience and recent experience in Northern Ireland, is it not clear that sooner or later, however controversial it may be, Hamas will have to be brought into the circle of discussions?
I always listen to my right hon. and learned Friend—I think I can now call him that, given that we are sitting on the same side of the House—with great care on these matters. He will be aware of the Quartet principles, which have been very clear for some years: Hamas must forswear violence, accept previous agreements and recognise the state of Israel. That has been the long-standing position of British Governments, the United Nations and the whole of the Quartet, including the United States, the European Union and Russia. I referred earlier to the need for Hamas to make concrete movement towards those principles in order for the rest of the international community to engage with it, and I continue to believe that that is the right position. It is a long-standing position and one that we have in common with our allies and the rest of the international community acting on the affairs of the middle east. That position must be sustained.
