I am not sure that I would accept the scenario outlined by the noble Lord. We have always been clear that where there are areas in which we can co-operate with our European partners, in some small areas, we will make an appropriate contribution to the costs, but we have also been clear that the days of making vast contributions to the European budget are at an end.

The noble Lord speaks with great experience and makes some very good points about levels of defence spending in other European Union member states—a point I have heard made by the current US Administration many times. His essential points are correct. Of course we want to carry on with foreign policy co-operation, but only in areas where we agree; we have retained the right to opt out of CFSP decisions if we do not agree. But where we can agree on foreign policy objectives and processes, we will do so.

My Lords, why could the proposal to switch from the American F35 to the much cheaper Eurofighter not be made earlier? That would have created savings, for instance to give the noble Lord, Lord West, half a dozen destroyers, if not a battleship to boot.

Of course, the Business Secretary comes from the north-east of England, as does the noble Lord. I totally agree with him that we want an agreement that brings the lowest possible tariffs—if possible, no tariffs at all—and frictionless free trade. That is good for the north-east, as it is for all parts of the United Kingdom.

My Lords, we have been pouring money into the north-east ever since Lord Hailsham went up there in his cloth cap and I fought Emanuel Shinwell in the 1960s in Easington, and yet nothing much seems to change. Surely that can only get better after Brexit.

Things are getting better for the north-east of England. I cited the unemployment figures. I would have thought that the Labour Party, as the party that is traditionally supposed to be concerned about these issues, would have welcomed—I will repeat it—the lowest unemployment for 40 years. It is a record that the coalition Government and the Conservative Government should be proud of. The area is booming under a Conservative Government.

I think that the Liberal Democrats are yet again making a whole series of assumptions about things that may not happen. If there are delays at the border, that is clearly unacceptable and I am sure that my Home Office colleagues are looking at that. We want people to visit the UK, we want the UK to be an open and welcoming place, the e-gates are one way that the Home Office is improving the procedures and we will want them to continue after Brexit.

My Lords, can I ask an even more helpful question than has come forward so far? So far, we have been discussing the signed agreements to the main treaty. Is it not becoming increasingly apparent that the real loser from not signing most of these agreements will be the EU itself?

To ask Her Majesty’s Government when they next plan to report to Parliament on Brexit.

My Lords, we are committed to keeping Parliament informed on the UK’s exit from the EU. The Government have provided regular Statements to update Parliament, which have been repeated in this House. There have also been 23 occasions when DExEU Ministers have given evidence to a wide range of committees in both Houses. We will continue to uphold this commitment and will update Parliament at the next appropriate moment.

Is my noble friend aware that the British people are now much tougher in their attitude to the negotiations going on in Brussels? They are tired of seeing arrogant and rude officials speaking on behalf of the EU. They want full details of what is now proposed from Europe, as opposed to what they are getting at the moment.

They are certainly getting full details from us. The noble Lord makes a point that I am not sure I necessarily agree with. All our dealings with our interlocutors in the European Commission have been courteous and civil.

Yes. It is in our interests for the EU to do well and to succeed, but obviously it would be wrong of us to try to influence where its members might want to take the organisation in the future when we are no longer a member.

My Lords, under Article 50, we will leave the European Union on 29 March 2019. Does my noble friend share my worry that sometimes, the noble Lord, Lord Dykes, tends to have a temporary lapse of memory about that?

To ask Her Majesty’s Government whether they intend to publish a strategy for aviation.

My Lords, the Government are committed to developing a new aviation strategy, and we will set out our proposed approach shortly. This will be an ambitious programme of work and we will consult widely, leading to the publication of an aviation strategy White Paper at the end of 2018.

I congratulate my noble friend on his new appointment. Does he think that it will bring out the many Members of this House and of the other place who want above all to know the date by which we will start to build a new runway at Heathrow? That date should, I think, be before Brexit takes off, as it were. Can my noble friend give us his early thoughts on this matter?

I thank my noble friend for his kind words. The Government remain committed to airport expansion in the south-east of England through our preferred scheme at Heathrow. We must remember that our manifesto contained a commitment to continue the programme of expansion at Heathrow. We are getting on with the job of delivering critical infrastructure in the national interest. A consultation on the draft Airports National Policy Statement closed on 25 May and the department is currently reviewing the tens of thousands of responses received. Once the analysis is completed and the Government have considered the responses, I assure noble Lords that we will set out our next steps.
