Lords ChamberTo ask His Majesty’s Government what discussions they have had with President Macron regarding the allocation of French nuclear weapons to NATO.
My Lords, French participation in NATO’s nuclear structures is a matter for France. None the less, we are pleased to see President Macron emphasising the European dimension to France’s deterrent. As the two European nuclear powers, the United Kingdom and France regularly discuss, and are increasing co-operation on, nuclear deterrence issues, to help safeguard European security, and the overall security of this important alliance.
My Lords, the defence of Europe is reliant on NATO, not some half-baked EU military organisation. We are safe because of NATO—let us not fool ourselves. We allocate out nuclear weapons to NATO, which is under the US nuclear umbrella. France, of course, does not, although in 2020, 2022, and now this year President Macron has floated ideas about French nuclear weapons being allocated to some EU organisation—I am not yet clear what yet.
At what is a perilous time for our continent, with what is going on in Europe, this is not the time to play little political games about nuclear weapons—it is the time to focus very carefully on a nuclear umbrella that has been the underpinning of our NATO protection. In our discussions with President Macron, we need to make sure that he understands this, but in the nicest possible way.
I assure the noble Lord that we are always nice to President Macron and our friends across the channel. He raises a vital point. This is a key alliance and that is why, back in 1962, the United Kingdom was very clear about its independent nuclear deterrent and its use in terms of the European security question and in supporting the NATO alliance. We are having constructive engagement with France on the importance of European security, particularly in light of Russia’s illegal war in Ukraine. We have strong engagement at various strategic and technical levels, and indeed through the TEUTATES agreement, which builds on technology and research capabilities. The co-operation is strong, and we also welcome the statement made in President Macron’s recent state of the Union address, in terms of both tone and substance.

Lords ChamberMy Lords, Nelson’s favourite defence negotiators in Europe were a squadron of British battleships. Unfortunately, we do not have as many military assets as we used to. Does the Minster agree that this sort of aggression, or what looks as if it will become aggression, should be stood up to? We cannot allow Ukraine and now this from these Putin-like people, but we need military forces for that. Does the Minister not think that we ought to put a little more money into our military forces?
I am sure that my noble friend Lord Minto has taken note of the noble Lord’s final point. I agree that we are proud of our military, which has stood by countries such as Ukraine. As I said in response to an earlier question, we have assets around the world that we deploy for life-saving missions for humanitarian causes and to ensure that the security of the rules-based order that we adhere to is sustained, maintained and strengthened.

Lords ChamberMy Lords, as my noble friend knows, we have taken a very firm line on Iran and sanctions. As the Minister responsible for Iran within the FCDO, I can say that we have taken a forward-leaning position on ensuring that Iran is held accountable for its actions. I agree with my noble friend that it is appalling that drones have been supplied directly by Iran. It is also interesting to note that Russia is now looking to the likes of Iran and the DPRK, both countries themselves subject to sanctions. I hear what the noble Lord, Lord Coaker, is saying from the Front Bench about the IRGC—that is why God has given us two ears: one for the questioner and one for the Labour Front Bench. Of course, I cannot speculate on future proscription, but I assure noble Lords that we keep all tools under review.
Did our Prime Minister raise with Mr Modi the fact that India is still importing a large amount of Russian oil that is then being mixed with other oils, and so it is difficult to identify, and resold on the international markets? This is dangerous in a number of ways. First, it supports Russia, but, secondly, we are getting a plethora of very dangerous tankers—I got ships in—around the oceans of the world, which is a real problem.

Lords ChamberMy Lords, it is not just David Miliband who says that; we all agree that there must be accountability and justice for those who suffer and for survivors of whatever violence takes place. That is why I am proud, as I said on the earlier Question about Ukraine, that among the many areas that the United Kingdom is now supporting, we are supporting Ukraine on exactly that—during the conflict, on justice and accountability. As the noble Lord knows, we are working with key organisations, including the International Criminal Court, to ensure that those who commit these terrible, abhorrent crimes are brought to justice at the earliest point possible.
My Lords, the Russians having broken the agreement about grain shipments, which will obviously have a major impact, has the international community given any consideration to measures that can be taken to help resolve the problem caused by that lack of grain now shipping out of Ukraine?
My Lords, I have two points to make. First, on the broader point on issues of food insecurity, we in your Lordships’ House and in the other place all need to ensure that that narrative is established. Russia says erroneously that it is sanctions that are causing the humanitarian crisis. As all noble Lords know, every sanction that has been applied has a humanitarian carve-out. The grain initiative was an innovative initiative sponsored by the UN, where Turkey played an important role, and with the likes of Turkey we are ensuring that we can restore this initiative because it provides support to many. Let us put this into a context that needs to be understood: 400 million people across the world used to get their grain from Ukraine, which is why this initiative is so important.

Lords ChamberI am sure that the noble Lord is well-intentioned but I cannot agree with this proposition.
My Lords, I refer to Indian supply and the breaking of sanctions. There is no doubt that a large amount of oil is going to India, and is then being mixed up and sold on the open market as oil not from Russia. Are we doing anything to focus on this, not least because there is something like 40 or 50 tankers, which are actually very dangerous—they are not well fanned—being used to supply this oil around the world?

Lords ChamberMy Lords, the war has now been raging in Ukraine for several months, and the danger of armed conflict is that you can get unplanned escalation. There have been a number of incidents that could have led to such unplanned escalation, including the one in Poland that we are discussing. That would lead to world war. We are having to replenish our own stocks and we are providing stuff to Ukraine. Does the Minister agree that it seems extraordinary that, in this many months, we have not actually increased our defence spending? As I say, this could easily tip over into world war. There are real pressures and we have real problems within the defence forces, and we really need to do something. Not only have we not done anything so far but it sounds as though we are about to cut defence spending, which is extraordinary in the world we are in.
My Lords, I note what the noble Lord says. In the context of Ukraine, we have already committed to the funding we gave previously to Ukraine for military support. That £2.3 billion of military support will continue for next year as well; that is a standing commitment. The noble Lord talked about the importance of replenishing stocks. I assure him that, as we continue to support the requirements of countries such as Ukraine, and indeed our commitments through NATO, we keep a very close watch on our own assets and replenishing stocks for our own defences as well.
The noble Lord raises two very important points about the continued commitment from the Government to military and defence spending during the current crisis we face. As I speak, a Statement is being made in the other place by my right honourable friend the Chancellor. Equally, we have made commitments internationally, through our spending on NATO. I suggest that our commitment to NATO spending, particularly at this time, is an important call to the other countries of NATO to ensure that they are also spending the required 2% of GDP on their contributions to NATO defences.
My Lords, as I said, we are working through NATO to identify exactly what the requirements are for Poland. It is a member of NATO, and the NATO protocols are very clear. We are working very closely with our NATO allies and the Secretary-General to ensure that Poland’s requirements are met by the alliance as a whole, of which the UK is a part.
My Lords, if the House will allow me to return to my previous question, we have been teetering on the brink of a possible world war. No one wants that to happen, but mistakes, errors and miscalculations occur. Does the Minister agree that, on that basis, bearing in mind that this has been happening for several months, our Armed Forces should be able to move seamlessly into an alliance that is in a position to fight that world war? Does he believe that the investment we have put into defence in the last few months has put us in that position?
My Lords, we have made major investments. Without going into the territory of the Ministry of Defence, the Government have been strong in our commitment to our defences and our support for our NATO partners. Equally importantly, we have stood up for and strongly supported Ukraine. We have been among the leaders in military, humanitarian and economic support for Ukraine, which reflects the planning that has gone on.
However, I am sure I speak for every single noble Lord in recognising that we do not want to venture into an escalation. We have seen the dangers of that, and I fully concur with most noble Lords that a war such as the one on Ukraine can escalate very quickly, even through a missile which may have had other intentions. That could happen, or deliberate actions could happen. It is very clear that Mr Putin continues to wage this war on a sovereign nation. There is an easy fix to de-escalate: stop the war now.

Lords ChamberMy Lords, I hope that the noble Baroness knows me well enough to know that when I say that people should be held to account, we would follow through on that. I am not going to speculate; there are a lot of rumours as to where particular people may seek to travel. Those are conversations to be had as and when we know the full facts, and then we will act accordingly.
My Lords, the Chinese have had considerable involvement with Sri Lanka and, indeed, have effectively got control of a deep-water port as part of their belt and road initiative. Are we aware of any Chinese involvement—or any actions at all—in what is going on there at the moment?
On the noble Lord’s first observation, he is of course absolutely right. As with a number of other countries, Chinese infrastructure support—economic support—in Sri Lanka has in itself had a quite disabling effect on its economy. Regarding the noble Lord’s second question, I am certainly not aware of any specific engagement or involvement of that nature.

Lords ChamberMy Lords, the noble and gallant Lord raises an extremely important point. We are working closely with Ukraine and are one of the leading donors. Our total commitment is £3.8 billion, including £1.3 billion in guarantees for EBRD and World Bank lending to Ukraine. This is coupled with £220 million of humanitarian support. The noble and gallant Lord is right to draw attention to the food crisis. From a global perspective, an estimated 300 million people will suffer because of the war in Ukraine by the end of this year. We are looking towards working with key allies, including Turkey, to seek alternative routes to shift that grain from Ukraine.
My Lords, it is a national disgrace that our Armed Forces are not actually ready today for peer-on-peer war. Our commitment to the new NATO strategic concept in Army terms is an armoured division. The Chief of the Defence Staff has said that we will have an armoured division ready for peer-on-peer warfare with the right stockpiles and weapons in the 2030s, 10 years away. Does the Minister not agree that that is too long a timescale and that, at the very least, we should spend money today on getting our defence firms to produce equipment and weapons on a 24/7 basis to restock our stockpiles and provide weapons to the Ukrainians?
As I have said to the noble Lord on numerous occasions, I agree on the principle that we need to be ready to ensure that we meet the challenges that we face. That is why we have been able to stand ready to support Ukraine with the support that we have extended, as the noble Lord well knows. Of course, he has made a number of points on the importance of spending now and investing now to meet the challenges of the future, and I am sure that is something that my colleagues at the Ministry of Defence have taken into account.

Lords ChamberI think we should welcome the accession of both Finland and Sweden to NATO; they are amazingly capable military countries with most impressive armed forces. The point that the noble Lord, Lord Powell, makes about the border issue is important. Finland’s border goes right up to the Kola and it would put a major, highly sensitive area at risk, and so there is a problem there. My question relates to our expenditure, which was touched upon by the noble Lord, Lord Campbell. The 2.5% by 2030 is a nod, but it is nowhere near enough, nor is it being spent rapidly enough. For the next four years, there is to be no increase to defence spending at all, yet we are having to produce all sorts of equipment for the Ukrainians and to replenish our stocks. I am afraid that dictators look at what a country does, and Putin will be looking at what we do. If we are not bringing our Armed Forces up to a state where they can face a peer competitor, if they have to, as part of an alliance, then that is very dangerous. We should be spending money now and I cannot understand why the Government have not done that.
My Lords, I agree with the noble Lord on his first point on the border issue. Any country bordering Russia has concerns at the moment—I visited Estonia, which is part and parcel of NATO but, notwithstanding that, it has concerns. Indeed, to broaden that point, there are other countries, and the noble Lord will know of the key votes taken at the UN when this war was first initiated. We saw strong support—a vote of 141—but also a series of abstentions. However, some of those abstentions were what I would term qualified abstentions. There are many countries on the borders of Russia that are concerned, and they have their own Russian-speaking minorities. On the issue of defence spending, I hear the insight and expertise that the noble Lord provides in this regard and I will certainly share that with my colleagues at the Ministry of Defence. I agree with him on the principle that we need our defence forces to be fully aligned to the challenges of 2022 and also to play a bolstered leadership role within the alliances that we are part of—NATO is a central one.
My Lords, the issue of Taiwan is slightly different in the sense of its geographical location, but the Government’s position on Taiwan has not changed: whatever approach is taken, it is a matter for both sides on the Taiwan Strait. The noble Lord talked about the mention within the Statement of the strategic concept and how it “addresses China”—for the first time—
“and the systemic challenges to our collective security that it poses.”
I have already alluded to the work that China does to strengthen not just its military presence but its economic presence. This results in, and eventually leads to, economic dependency, which we are seeing around the world. We are also increasingly seeing evolving threats. As much as technology is an opportunity, it is an evolving threat as well. Therefore, through organisations such as NATO, but also through the United Kingdom working with other key strategic partners, including those in the Asia-Pacific, we need to look at enhanced protection, for example, when it comes to cyber security. Within the context of the Commonwealth, for example, we are working with key partners, such as Singapore.

Lords ChamberMy Lords, I assure my noble friend that food security is very much at the forefront of not just our thinking but our policy. Over the next three years, we will direct more than £3 billion of support to the most vulnerable countries, particularly in Africa. Yesterday, in engaging with G7 partners, Foreign Minister Kuleba said, I believe, that this agricultural crisis will not be for just one cycle but will be repeated.
There is grain in Ukraine currently. The issue is that Odessa and the Black Sea are blocked and mined. This requires Russia not just to show full co-operation but to pull back. It could demine certain parts where the Ukrainians themselves have provided mines—they know where they are—as part of the support. Equally, however, what guarantees do we have once we get into the Black Sea? That is where Crimea comes in. The Black Sea allows Russia to embargo any ship going through. Of course, mines remain a constant challenge.
My Lords, it is quite clear that the early euphoria about how Ukraine is doing must now be tempered. There is no doubt that the Russians have twigged what a shambles they have made of this and are now focusing on much smaller areas; for example, in the Donbass. This war will grind on and Putin shows no desire to have some form of agreement. We know that he behaves appallingly and that Russia lies about these things. That means that this war will continue because he will not come to the table until he finds that it is causing real pain and the sanctions start to hit. It is therefore important that we keep supplying weapons to Ukraine and keep up that flow.
Can I ask a precise question? A lot of the weapons we have been providing and sending to Ukraine are from orders that were for people in western Europe. We have not let contracts to enable our arms manufacturers to produce these weapons for our own stocks and to replace the weapons being used in Ukraine. Can the Minister confirm that these orders will be let because this has gone on and on and that has not happened?
My Lords, without getting into the specifics of each contract—of course, that is a Ministry of Defence lead—I will look through the noble Lord’s question and answer appropriately.

Lords ChamberMy Lords, I am sure I speak for the whole House when I say that in President Zelensky we see someone principled who is standing by his people. I remember that my last visit to Ukraine took place at the exact time of the marking of the Holocaust, which engulfed the Ukrainian people. President Zelensky is the grandson of someone who survived the Holocaust, so let us reflect for a moment on that. I say to those who accuse him of Nazification: his grandfather was a survivor of those evil Nazi acts.
The noble Lord referred to Karim Khan, the ICC prosecutor. In Friday’s debate, I said that many people around the world should perhaps reflect on what was being said in your Lordships’ House and the quality of the contributions, for it was a debate informed by and based on expertise, insight and experience. As I said, I had a conversation with Karim Khan yesterday and we exchanged messages today. I have seen his full statement, which includes the words articulated by the noble Lord. He is looking specifically at that referral mechanism.
My Lords, do we and our allies have a view of what a satisfactory end state would be for us? Do we have a mechanism for stopping the sanctions, or some of them? We have a bad track record of doing that in the past. For example, is it just a case of saying, “Get out of Ukraine”? If so, does that include the Donbass, Crimea, Georgia, Moldova, Donetsk and Abkhazia? We must have a view of where we want to go and what we want. Do we have that clear view, and do our allies have it?
My Lords, the noble Lord makes an important point. Of course, the clear view has to be led, and rightly so, by the Ukrainian Government and the Ukrainian people. They have kept the issue of diplomatic negotiation very much open. Yesterday, President Zelensky, notwithstanding his own assessment of what the outcome would be of those negotiations, sent a team to the border with Belarus to meet directly with Russian representatives. I have seen the statements that came out of that, and they probably reflected President Zelensky’s pessimistic view. Our view is clear and is shared by the Ukrainian Government. Yes, ultimately, there has to be a peaceful settlement, but to allow diplomatic means to prevail, President Putin must pull back from the eastern part of Ukraine to allow those discussions to take place. To set preconditions while occupying sovereign land is no way to say, “Let’s seek a diplomatic solution.”

Lords ChamberMy Lords, I can give that commitment to the noble Baroness. I have seen over a number of years the direct impact of working with civil society organisations on the ground in terms of the support they can provide. I believe very strongly that it is part of our duty to support the infrastructure of their continued work. The noble Baroness talked of Myanmar. More recently, we have seen work of that kind in Afghanistan, Yemen and Syria. I now look after the civil society organisations portfolio within the FCDO, so I would of course be willing to hear any suggestions the noble Baroness may have relating to Myanmar and to work with her.
My Lords, population and family size are of course a real problem. Could the Minister confirm that we are still helping women in poorer countries to be able to access proper family planning?

Lords ChamberMy Lords, the Minister will be aware that our agencies have a very good idea already about where certain money is, who has it and who it belongs to in these chains, particularly with their links to the City and the people they talk to. Can the Minister assure me that we have been monitoring very closely any movements of money and changes of pattern, because the Russians will be very aware that this is about to happen? Can he also confirm that, as a number of noble Lords have said, we are in a position to move and to hammer these people the moment that this happens, rather than having to wait two or three years for legislation? We are able to do things like that if we put our minds to it. The great joy is that, as a member of the ISC, in two years I will be able to see all the evidence of whether anyone was doing that.
My Lords, of course the Government take these issues very seriously. Often when we talk about sanctions, we talk about where the Government may be looking to sanction an individual or an organisation, and we resist, for the very reasons that the noble Lord illustrates. Giving any intimation or indication of who or what company may be targeted will lead to funds being withdrawn, if assets are held in the United Kingdom. Therefore, we look to be informed by our agencies across the piece, but it is also important to look to the application of law. There are many wise heads within your Lordships’ House on this very issue. We ensure that the letter of the law is applied fairly to any action that the Government may take. Before such a measure is taken, the background and supporting evidence is considered very carefully at a cross-government level. The noble Lord refers to various agencies, and we have some of the best—arguably the best in the world. Their contributions are important to any final decision that the Government take.

Lords ChamberMy Lords, first, on the P5 element, all countries have sustained their position on nuclear weapons being a defensive mechanism —I stress that point again. The noble Lord rightly raised the current issues in the DPRK. It is clear that the missile test that recently took place was in direct contravention of the UN Security Council resolutions, and we are undertaking discussions on that element directly with our UN colleagues.
My Lords, would the Minister agree that the reason we have not had a world war since 1945 is nuclear weapons? Would he also agree that we should have some pride that our nation has only one system for nuclear weapons and have reduced them to an absolute minimum—to such a scale that I think we had to say that we would get some more weapons while we were doing a changeover? However, I agree with the noble Lord, Lord Hannay, that we really must get methods of engaging with countries such as Russia because, otherwise, something will go wrong. The nuclear clock is moving towards midnight, and we must really strain ourselves to get links with these countries so that something does not go wrong. There is no doubt that, for example, if we did not have nuclear weapons at all and Russia had them, with Mr Putin there, it would go ahead and do what it wanted. We really have to make that effort.
My Lords, on the point raised by the noble Lords, Lord Hannay and Lord West, I agree that we must continue to engage. As the Minister for the United Nations, I recognise that where we have issues of disagreement with other nuclear states, including Russia, it is vital that we continue to engage, and we are doing just that. While they are specific not to the nuclear issue but to the wider security situation in Europe and Ukraine, we are today holding meetings through our NATO partners. My colleague, Minister Cleverly, is present. He will meet, among others, the Russian Deputy Foreign Minister to discuss security issues.
On the noble Lord’s first point, that nuclear weapons have ensured that we have kept peace in Europe, and on his second, that we have the best forces, my answer to him is yes and yes.

Lords ChamberMy Lords, in any crisis lessons are learned, and the noble Baroness is right. The challenges of the situation we saw in Afghanistan are all too apparent. What we did achieve we look at with a great degree of humility, and we must show humanity in our response to Afghanistan. On the issue of Christmas, and the situation not just in Ukraine but in other parts of the world, we are very much prepared and focused on that, as is my right honourable friend the Foreign Secretary.
My Lords, I feel a little reassured by the Minister’s answer. The response from the Government Front Bench the previous time we debated this in the House—that a thermonuclear war would be “unwelcome”—did not really reassure me.
On Ukraine itself, there is very real concern that there are some in Ukraine who would like to stoke this for something to happen, and part of that is because we have pushed for it to become a member of NATO. I think that is a mistake because it has caused a problem within Russia. I ask the Minister: are we in a very firm dialogue with Ukraine to make sure that it keeps a clamp on what is happening there and that we are not promising it things such as NATO, which do nothing but encourage the situation to get worse?
My Lords, the answer to the noble Lord’s second question is: yes, we are very closely engaged with Ukraine, as we are today, on the issue of its NATO membership and, indeed, our support. The support we have given militarily is very much defensive and based on technical support as well.

Lords ChamberMy Lords, we have significant concerns about Russia’s pattern of military build-ups on the border with Ukraine and in illegally annexed Crimea. Russia’s threatening, destabilising behaviour is unacceptable. The United Kingdom and international allies are unwavering in our support for Ukraine’s sovereignty and, indeed, territorial integrity. Russia’s destabilising behaviour could affect western European gas supplies, especially as storage levels are low. However, UK gas imports are diverse and in 2020 Russian imports represented less than 3% of our total supplies.
I thank the Minister for his comprehensive reply, but it is much broader than this. I believe that NATO nations are standing into danger. We have seen this pressure on gas supplies. We have seen the build-up of military forces. We have seen Alexander Lukashenko—who is, let us face it, a puppet of Putin—now putting pressure on the borders of Poland and Lithuania. There are very real risks that things might escalate. This is highly dangerous behaviour. If that happens, would an Article 4 be called? I am not sure—it might be. That is extremely dangerous and worrying.
There are two issues. First, the NATO Council should meet to discuss whether using the Nord Stream 2 pipeline is in the interests of Europe. It is a real danger to rely so much on Russia. Secondly, bearing in mind that the actions on the borders might well lead to an Article 4-type question, there needs to be a meeting of NATO Ministers. This is becoming a very dangerous time—this is typical grey-zone warfare that Putin has embarked on and is now expanding.
My Lords, on both those fronts I totally agree with the noble Lord. I agree with his assessment that the issue of Nord Stream 2 is having a destabilising effect across Europe—we have repeatedly been consistent in expressing our concerns in that regard—and about the importance of NATO and of NATO Ministers meeting. A NATO meeting is scheduled, and I am sure that these issues, particularly with the unravelling of the situation on the Polish border, will be primary in the concerns and discussions that the NATO Ministers have.

Lords ChamberMy Lords, I totally agree with my noble friend’s very valid point about the importance of the service given by people across Afghanistan in the security services and other areas where they were very much part of the NATO operations and the work on building Afghanistan. The advice that has been given to British nationals, their dependants and others is based on the internal situation, which I know my noble friend is following very closely and is very fluid. I can share with your Lordships’ House that discussions are under way, as noble Lords will be aware, about ensuring secure and safe passage. We will certainly work with all key partners and, at an operational level, with those currently in control in the country to ensure safe passage. At the moment some of this work is very discreet and I can go no further, but I know my noble friend will appreciate what I say.
My Lords, nation building in countries awash with arms, with a narco economy, marred by corruption, with a totally different culture and where large portions of the population are opposed to change is a fool’s game. When a maritime nation such as ours tries to do it in the middle of central Asia, it is even more crass. I hope that we have learned the lesson. In Afghanistan’s case, it is exacerbated by the fact that it is landlocked by Pakistan and the ISI bears a huge responsibility for encouraging terrorism in that country. The shambolic departure of the US and allies was caused by a number of factors but would seem to indicate a failure of intelligence. Will the Government agree to the ISC’s request to analyse all intelligence assessments which cover the outlook for the regime with regard to the final withdrawal of the United States and coalition forces from Afghanistan?
My Lords, I note the noble Lord’s request and assure him that that is being, and will be, looked at. I think this is a moment of reflection. I agree with the noble Lord that with any intervention, we need to consider carefully the intent of intervening in a particular country; the purpose that we go in for; and, equally, the situation that we leave at the end. If we reflect on recent interventions, even in my own lifetime, these are questions that the Government—and, indeed, others, I am sure—ask themselves. It is important that the lessons that we have learned from our interventions continue to remain a focus of what we do in the future. Equally, for the here and now, I assure all noble Lords that we remain very focused on ensuring that the people in Afghanistan who are seeking to leave remain our key priority.

Lords ChamberMy Lords, first and foremost, let me assure the noble Lord that I, too, am in touch with the authorities. Even this morning, I spoke to the high commissioner of St Vincent and the Grenadines and assured him of the initial support we gave, which, as I outlined, is specifically for emergency support. The noble Lord rightly articulates the importance of technical support. We are already providing that; we are working closely, including with some of our overseas territories. The noble Lord will be aware of the challenges that Montserrat faced two decades ago and, based on that experience, we are working directly with the Montserrat authorities. We have a volcanologist already on the ground supporting relief efforts, and we are providing technical support. This was the initial, immediate response that we gave last week. There has been some negative press. The only reason why we have not articulated the number of steps we are taking, as the noble Lord would expect, is the current respect and reverence we owe to the demise of the Duke of Edinburgh. However, we are supporting fully the authorities on the ground in St Vincent and the Grenadines and stand ready to offer further support.
My Lords, we have a ship based in the Caribbean specifically for disaster relief. Ships, of course, can make fresh water and they have engineers and all sorts of things needed for disaster relief. I am amazed that it does not seem that this ship, HMS “Medway”, is working in the Grenadines at the moment. Of course, because she is not a destroyer or a frigate, she does not have an organic helicopter, which is very useful in disaster relief circumstances. Are we going to airlift out a helicopter for her and when will she be working in the islands, assisting those who need so much help?
My Lords, the noble Lord is right to point out that we have a permanent presence in the Caribbean and work very closely with the relief organisation CDEMA. We have invested, since 2017, on specific relief efforts, not just for the overseas territories but for the Caribbean. I note what he has said and we stand ready to provide whatever assistance is required, not only to St Vincent and the Grenadines but to Barbados as well. On the specific issue of aircraft and helicopters in the area, the volcanic ash over both islands at the moment is causing an added challenge. But I assure all noble Lords that we are working closely with the authorities on the ground to see what further assistance can be provided.

Lords ChamberMy Lords, I first pay tribute to my noble friend for his work during his term as Minister for the Armed Forces in creating, and being instrumental in establishing, these new units in both the Cayman Islands and the Turks and Caicos Islands, which joined Bermuda in this respect. He is quite right: these provide operational capacity and capability within the territories. No other territory has yet expressed an interest in establishing defence forces, but I assure my noble friend that we stand ready to support them if indeed they wish to do so.
My Lords, as we speak, HMS “Medway” is on station in the West Indies, providing reassurance and support, safeguarding our north Atlantic Caribbean territories and getting to know the many islands and their civilian emergency services and support facilities, so as to assist in an emergency, whether it be a hurricane, volcanic eruption or instability caused by the drugs trade. Warships can move hundreds of miles a day, and offer communications, engineers, medics, food, fresh water and resilient, disciplined manpower. Bearing in mind that we have overseas territories across the south Atlantic, in the Indian and Pacific oceans, some with the largest marine protection zones in the world, does the Minister believe we have sufficient ships to safeguard them and their resources appropriately?
My Lords, I can assure the noble Lord that we have sufficient resources, in respect of both the military operations and the support. I have myself seen the strength of having military assets within the territories during and in the aftermath of such hurricanes. We all remember RFA “Mounts Bay” playing a sterling role as first responder. I assure him that, together with our military assets and the other investments we have made, we stand ready to support our territories within the region.

Lords ChamberMy Lords, Mr Putin constantly challenges the global risk-based order and his behaviour is erratic, whether it is attempts to kill political opponents, such as Navalny, a WMD attack on our nation’s soil, a stream of outrageous damaging global cyberattacks, provoking flights into our airspace, a build-up of nuclear submarines threatening our deterrent, or actions in Ukraine, et cetera. It is difficult to know what he hopes to achieve, but it is certain that there is an increasing risk of miscalculation, which is highly dangerous and could lead to hostilities. Is the Minister concerned about this risk, and should there not be urgent action to rejuvenate arms control agreements, military-to-military dialogue and confidence-building measures, such as New START and the open skies agreement?
My Lords, the noble Lord speaks with great expertise and insight; I agree with the thrust of what he proposes and the specifics that he mentioned. We want to work with Russia and other partners on the very objectives that he has outlined, but the detention of the main opposition leader demonstrates a continuing decrease in democracy and human rights in Russia, and we will continue to hold it accountable for that.

Lords ChamberI assure the noble and gallant Lord that we continue to stand by our Armed Forces. He will note that the Government are investing an additional £2.2 billion in defence over this year and next, which will put our total spending at £41.5 billion. I give him the added assurance that the Government will continue always to prioritise how we respond to the threats that the UK faces. Our Armed Forces and security services work tirelessly in this respect and are fully funded.
My Lords, the Treasury’s decision that the comprehensive spending review will now be on a one-year settlement will be very damaging to defence. The military, particularly equipment procurement, is a relatively long-term business, as alluded to by the noble and gallant Lord, Lord Stirrup. The UK needs a clear statement of how Ministers see the UK’s position in the world, not least to inform defence structure and spending in the future. If the integrated review is delayed, will the Government at least publish a foreign policy review—ideally, early in 2021—which will be able to take account of which way the United States is heading as well as future relationships with the EU?
My Lords, I shall follow up on the noble Lord’s suggestion and write to him. I assure him that the Foreign, Commonwealth & Development Office is now pursuing international priorities in an integrated manner, including working to ensure greater leverage in the Indo-Pacific area.

Lords ChamberMy Lords, the noble Baroness is right to raise this concern. I agree with her figures. As Human Rights Minister, I worked on that proposal. There is much more work to be done but I assure her that we work very closely with European partners, particularly on Hong Kong, and share common interests when it comes to Taiwan.
My Lords, as has already been stated, there was hope that perhaps “one country, two systems” might have been a way of unlocking the Taiwanese issue which has been a problem for so many years. Recent events in Hong Kong show that that was a chimera. We have real problems now with the way China is behaving towards Hong Kong. Chinese behaviour and the statement by Xi Jinping, possibly encouraged by the world’s focus on the Wuhan virus, must be confronted. Does the Minister agree that Taiwan must be shielded and that one way of doing that is its recognition by as many of the G20 as possible? That would send a very strong message to Xi Jinping that the way he is behaving is not helping anyone, least of all China.
My Lords, the Government’s position remains that the issue of Taiwan is to be settled by people on both sides of the Taiwan Strait. As I said already, we continue to lobby for Taiwan’s participation in key organisations where it has a pivotal role to play.

Lords ChamberMy Lords, I assure the noble Lord that we have reminded China of that obligation. As I said, China has an important role on the world stage and needs to recognise that, if it breaks its word, it may not have the trust of the international community in future treaties, obligations and agreements that have been signed. That is a matter for China to consider very carefully.
My Lords, I welcome the Government’s Statement but we must tread very carefully. There is no doubt that events have seriously damaged the current economy of Hong Kong and its future prospects. China is building up and strengthening other financial centres to outshine Hong Kong and, although the PRC had hoped that making the Hong Kong system a success would attract Taiwan, it now does not seem to care about that. China needs to be confronted by a united and cohesive group of nations if there is to be any hope of persuading her to be a respectable member of the world community and possibly even to listen on matters concerning civil rights.
China’s recent behaviour on the international stage is a cause for concern; indeed, Australia is so concerned that it has just increased defence spending dramatically. Urgent action is needed. Does the Minister agree that we should, for example, encourage the largest possible number of nations to recognise Taiwan; set up a new south-east Asia treaty organisation on the sort of scale that we did with NATO in 1949 to confront the Soviet Union; and work with our allies, possibly through UN auspices, to review all trading links with China, ensuring that she acts legally in terms of market access, compliance with UNCLOS, the use of cyberspace and so on?
My Lords, there were several proposals there. Specifically on Taiwan, our position has not changed. We believe that the autonomy Taiwan enjoys needs to be protected, but equally it is for those on both sides of the Taiwan Strait to reach an agreement. On the noble Lord’s wider issues, we recognise, as I said at the start, that China has an important role to play on the world stage. Now is the time for China to show that it wishes to do so, but we will always make the case on human rights internally in China as well as standing up for those in Hong Kong.

Lords ChamberTo ask Her Majesty’s Government what assessment they have made of the situation on the border between North Korea and South Korea; and what residual responsibilities they have, if any, in relation to the 1953 Korean Armistice Agreement.
My Lords, we are concerned by North Korea’s recent confrontational rhetoric and actions. We urge North Korea to act responsibly when dealing with South Korea and the international community. The UK works multilaterally and with partners to seek peace and prosperity for the Korean peninsula, and we are an active member of the United Nations Command, which continues its important work to maintain the armistice agreement.
I thank the Minister for his Answer. Seventy years ago this Friday, HMS “Triumph” and an American carrier made the first carrier strikes against North Korean airfields. This was only five days after Prime Minister Attlee agreed that Britain could operate with the US on behalf of the UN, proving once again the versatility of carrier strike and that prompt, resolute action against an aggressor ensures the survival of free and democratic nations. The war lasted three years, with 3 million deaths, and an armistice was signed but there was no peace treaty.
With the failure of President Trump’s three on one high-profile summits, North Korean aggressive statements, the blowing up of the joint liaison ops in Kaesong, renewed missile testing, threats to remilitarise the border, et cetera, is the whole peace process now lost or is there hope? Have the UK Government tried to bring the parties back together, using our membership of the Military Armistice Commission as a lever? Does the Minister agree that worsening US-China strategic competition in the post-coronavirus era will make negotiations on North Korea’s denuclearisation, which is the key to a peace agreement, more difficult?
My Lords, the noble Lord summarises the situation very well. The challenges are immense, not least given the current and most recent actions taken by the North Koreans, including blowing up the building where negotiations were continuing to take place on a daily basis. We remain positive about the need to seek resolution to this issue, which has gone on for far too long. We continue to support American efforts in this regard, including support given to the US and the South Koreans on a recent statement issued, and we implore all sides, including those who support the North Korean regime, to ensure that both North Korea and South Korea can resume their discussions, which had borne fruit in certain respects.

Lords ChamberAs I have already made clear, our sanctions regime applies specifically to ensure that humanitarian support—[Inaudible]—can be taken forward and ordinary citizens receive this. I take note of what the noble Lord has said, but we are very clear—[Inaudible].
My Lords, civil wars are very bloody and unpleasant. There is no doubt that, as they come towards the end game, they get more bloody and unpleasant. There are no good guys in terms of the fighting in these wars; both sides always behave appallingly. Do the UK Government really think that a future with the bulk of Syria run by the Assad Government, with a tiny enclave run by disparate groups of jihadis—many of whom are as bad as Daesh—would be stable moving forward? Would it not be better to stop sanctions and try to come alongside the Assad Government and influence it in a way that we wish to influence it?
We have been very clear on the issue of the Assad regime; it is now very much a matter—[Inaudible].

Lords ChamberThe right reverend Prelate is right to raise this important issue. I assure him that we are at the forefront of multilateral action in this respect. The situation on the ground in Idlib has stabilised somewhat and we have already pledged £744 million as part of UK aid to end the coronavirus pandemic as quickly as possible. We will work with international partners to see how best we can make aid work in Idlib.
My Lords, there is a very real danger of the fragile ceasefire in Idlib breaking down, not least because Turkey has not met its commitments to demobilise al-Nusra and other jihadi groups in Idlib still pledging allegiance to al-Qaeda. Can the Minister confirm that allied forces occasionally bombarded schools and medical facilities in the retaking of Mosul and Raqqa because ISIL was using them for military purposes? Can he also confirm that jihadi groups continue to abuse the protected status of hospitals to use them for storing ammunition and weapons and as command and control centres?
As the noble Lord is aware, our Government—and I from the Dispatch Box —have repeatedly condemned the actions of these terrorist groups. In that part of the region, in both Syria and Iraq, Daesh is an appalling and disgusting organisation and we stand firm with our coalition partners to defeat it. However, the noble Lord is right: it continues to operate in the region, so we will work with international partners to do what we can to eradicate it from that part of the world.

Lords ChamberThe noble Baroness will know that the UK has a proud record of helping vulnerable children and has granted protection to more than 41,000 children since 2010. This will remain a priority. I cannot speak for the Greek Government; I can speak for mine. We have a proud record of preventing and supporting unaccompanied minors. That will remain a priority.
What diplomatic links do we now have with the Assad regime, and what we have done to try to change these attacks by the Russians and the Syrians on the enclave?
As the noble Lord will know, we do not have direct dealings with the Assad regime, for the reasons I have often stated from the Dispatch Box. However, as I said in the Statement, we have implored again that the important Geneva negotiations should recommence. In all our interactions, particularly with the Russians, we have stressed the need to bring all parties to the table. Ultimately, this crisis has been the result of the direct actions of the Assad regime in Idlib. It needs to end now.

Lords ChamberMy Lords, I join all noble Lords in thanking the noble Lord, Lord Turnberg, for tabling this timely debate and for setting the scene in such a detailed and expert way, particularly on the challenges across the region. Perhaps I may say from the outset how much I welcome the contribution of the noble Baroness, Lady Ashton. The great advantage of your Lordships’ House, particularly for a Minister for Foreign Affairs, is that rather than look things up they can turn to many people—I look around at those who have taken part in our debate today—to provide expert insight on a particular situation, deal or issue. That is for the simple reason that they were there. Having the noble Baroness contribute to this debate is welcome.
As many noble Lords have said, the recent escalation in tensions between the US and Iran is deeply concerning. As the noble Lord, Lord Hannay, and others said, a conflict is in none of our interests—neither of Iran nor of any party within the region or the globe as a whole. However, one thing is clear: the world must recognise and understand Iran’s destabilising influence in the Middle East—I agree with my noble friend Lord Polak on that.
The United Kingdom has long recognised the need to prevent Iran developing a nuclear weapons capability, something that would significantly inflame tensions in the region. The Joint Comprehensive Plan of Action is the best means available to do that. It was the best means when it was first negotiated by the noble Baroness, Lady Ashton. The primary aim of the JCPOA was to prevent Iran developing nuclear weapons and it had achieved that aim. However, while the Joint Comprehensive Plan of Action remained the best means available to do that, it had its limitations—the noble Baronesses, Lady Ashton and Lady Northover, the noble Lord, Lord Palmer of Childs Hill, and my noble friend Lord Polak all talked of those limitations; for example, issues around ballistic missiles and the sunset clause. We also recognise the JCPOA’s strengths, which the noble Baroness, Lady Ashton, reminded us of. It has prevented Iran acquiring a nuclear weapon, which is an important pillar of the wider global non-proliferation architecture. The deal remains vital for our national security and the shared security of our partners and allies.
We have also held concerns about Iran’s activity in the region, including through the Islamic Revolutionary Guard Corps and the Quds Force, which was under the command of General Soleimani. That is why we will not lament his death. The noble Lord, Lord Alton, and my noble friend Lord Polak referred to the proscription of the IRGC. They will probably know the answer that I am about to give: that, while we do not comment on individual groups being considered for proscription, we keep a list of those proscribed organisations under review. I assure noble Lords that we have done just that. The noble Lord, Lord Alton, and others talked of Hezbollah. It is quite right that in 2019 proscription was extended to the whole organisation and not just the military wing. I think that that was a distinction that many found difficult to justify.
Recent escalation in the region, particularly around the JCPOA, has been deeply concerning, not just for the Middle East but for the world as a whole. The last thing the region needs is another conflict. Diplomacy and dialogue are required, as the noble Baroness, Lady Ashton, and the noble Lord, Lord Hannay, reminded us, and are the only way forward. I assure the noble Lord, Lord Hannay, among others, that the Government’s immediate aim is to de-escalate tensions. In the longer term, we want Iran to play a more transparent and constructive role in regional affairs—the noble Viscount, Lord Waverley, talked of Iran’s rich history in this respect—and to act in accordance with international rules and norms.
Iran’s influence on stability, or instability, in the Middle East is the issue before us today. As several noble Lords reflected, Iran’s size, its rich culture, its strategic location and, yes, its people—as the noble Lord, Lord Clarke, reminded us—are extremely important. It has been highly influential in the region for centuries, if not millennia. That is still the case today. Much of Iran’s regional behaviour should be seen through that lens. It is motivated by a desire to assert what Iran believes is its rightful place as a historically influential power. This explains Iran’s use of proxies in Iraq, Syria, Lebanon and Yemen. They serve to promote and protect what Iran sees as its long-term strategic interests in the region.
Since 1979, Iran’s outlook has sadly been shaped by a radical revolutionary ideology—the focus of the excellent contribution of the noble Lord, Lord Alton—with a number of crucial defining factors. Among them are a sense of self-reliance, forged during the horrific war with Iraq in the 1980s; a strategic rivalry with Saudi Arabia—the noble Viscount, Lord Waverley, alluded to that—and enmity towards Israel, mentioned by the noble Lord, Lord Turnberg, among others.
As the noble Baroness, Lady Northover, reminded us, one of the Iranian Government’s stated primary foreign policy aims is also to remove the US from the region. Without military means to do this directly, it has acted via proxies, deniable attacks and provocations. Let me assure the noble Baroness that we will continue to work with our European partners to see how we can bring pressure to bear on Iran. I say in response to other noble Lords that, yes, we will also be talking to the Russians and others who have influence over Iran.
More recently, and particularly since May last year, Iran has used activity in the region as a means to force the US to ease its policy of maximum economic pressure, a policy that Iran sees as economic warfare. It is important to distinguish these recent, tightly focused provocations from the established pattern of Iran’s behaviour, which is driven by its long-term strategic aims.
On the American policy of effectively bankrupting Iran and causing collapse within it, does the Minister agree that, far from it leading to its coming to a conference table, it is more likely to lead to a failed state lashing out and a possibility of conflict?
I was about to say that we do not agree with the policy of maximum economic pressure. I will come on to talk about INSTEX in a moment.
It is important that we place recent incidents in the former category of focused provocations. The attacks on shipping in the Gulf over the summer, on Saudi oil infrastructure in September—I was in Saudi Arabia just after that attack—and in Iraq in December triggered the recent cycle. All were designed not only to pressure the US, both directly and via its regional allies, to reconsider its approach but to show to the Iranian public, the region and the wider world that Iran would meet “maximum pressure” with “maximum resistance”. The gradual and systematic reduction in Iran’s compliance with the nuclear deal since May has had the same goal in mind, as the noble Lord just reminded us: to show resistance and force the US to change tack.
I assure noble Lords that we remain committed. The noble Lords, Lord Tunnicliffe and Lord Browne, asked about action taken by the United Kingdom. The UK engages closely with all countries in the region. We continue to do so with Iran; we continue to have our embassy there, notwithstanding recent pressures. Our continued diplomatic presence in Tehran is vital. Since 1979, we have chosen continuously to engage with Iran. Despite the many challenges in our relationship, this Government are convinced that engagement remains the best approach. I assure the noble Baroness, Lady Northover, that, together with our partners France and Germany, we remain committed to dialogue and finding a diplomatic way forward. My right honourable friends the Prime Minister, the Foreign Secretary and the Defence Secretary have all spoken to their counterparts in the US, Iran and across the region in recent weeks to stress the importance of de-escalation and a diplomatic track.
The United Kingdom remains committed to working with the international community—I hope that the noble Lord, Lord Browne, is reassured by that—to ensure that Iran abides by international laws and norms and is held to account for its destabilising activity in the region.
Following Iraq’s attacks on shipping in the Gulf, we joined the International Maritime Security Construct to uphold freedom of navigation. We fully understand the desire of the United States to re-establish deterrence and the need to shift the strategic calculation for the Iranian leadership by increasing the costs of Iran’s activity. We recognise the importance, as I said earlier in response to the noble Lord, Lord Turnberg, of working with Russia and China, both as parties to the JCPOA and as fellow members of the UN Security Council. We have been consistently clear on the need for Iran to return to full compliance with the nuclear deal. The JCPOA is a reciprocal deal, lifting sanctions in exchange for adhering to tough nuclear limits.
The noble Lords, Lord Turnberg and Lord Polak, asked about the dispute resolution mechanism. By breaking its side of the bargain, Iran left us no choice but to trigger the DRM. In doing so, we are seeking not to end the deal but to preserve it and to bring Iran back into compliance with its commitments. Several noble Lords asked about alternatives. The JCPOA is the only deal on the table and therefore it is important that we seek compliance and return to adherence by Iran. There is no intention currently to refer the issue to the UN Security Council or to seek the snapback of sanctions. Our side of the agreement also involves taking measures to facilitate legitimate trade with Iran and we will continue to support European efforts, including through the INSTEX trade instrument. We hope that this will give the Iranian people much-needed hope and access to goods. We welcome the decision of Belgium, Denmark, Finland, the Netherlands, Norway and Sweden to join.
My noble friend Lady Redfern rightly raised the issue of the rights of women and girls’ education. As she knows, my right honourable friend the Prime Minister has made girls’ education one of his primary objectives, but it is worrying for someone who looks after the agenda of women, peace and security to see the declining role of women within Iran and the suppression of women’s rights. It is important that we bring this to the fore. We regularly raise the issue of human rights, and as Human Rights Minister I assure my noble friend that I will continue to do so, both in multilateral fora and bilaterally through our engagement with Iran.
I thank noble Lords for their contributions. I will write to the noble Lord, Lord Palmer of Childs Hill, on his specific question about DfID and its operations in Lebanon. We have robust measures but I will write on the specifics. I shall conclude by agreeing with most, if not all, contributions made by noble Lords. Iran’s history, culture and strategic location mean that it will remain an influential regional player with legitimate interests across the Middle East. Our concern is with the way Iran seeks to pursue those interests. We have long-standing concerns over Iran’s nuclear programme, its missile proliferation activity and its support for proxy groups and militias across the region. Such support is in contravention of UN Security Council resolutions and in many cases against the wishes of the people and the Governments of the states in which the proxies operate.
Finally, I assure noble Lords that the UK will continue to call for a de-escalation of US-Iran tensions, we will continue to hold Iran to account for its destabilising behaviour, and we will continue to work in good faith with our international partners to persuade Iran to return to compliance with the nuclear deal. Ultimately, we want Iran taking her rightful place as a positive, constructive influence on stability in the Middle East. I assure all noble Lords that the UK is committed to working with all sides, including Iran, to achieve that goal.
