I am grateful to my right hon. Friend, who has experience as a former Leader of the House and knows and understands how this place ought to work. The measures that we are using currently are a remarkable achievement by the House authorities in a very particular circumstance, and it is very unlikely that this way of operating would be suitable to other circumstances.

Just like our communities, this House is made up of people with a range of different situations who are following Government advice and Public Health England advice and shielding or self-isolating or who have childcare or elder care responsibilities arising from these unique covid circumstances, yet they are continuing to represent their constituents although they cannot be here in person. Will the Leader of the House tell us what arrangements will be in place to ensure that all Members can continue to take part fully in the work of Parliament, in person or virtually?

The point that the hon. Lady makes is a serious one, and it is being considered by my office and by the House more generally. Discussions will continue over Whitsun to try to work out how those people who are receiving specific medical advice or being instructed to shield may be helped to participate in proceedings once we return, and how the technology may work with regard to that, but the importance of the point is one that we understand.

Oddly, that falls under my responsibility as Lord President of the Council because bank holidays come from royal proclamations. I wonder, however, if I might steer my hon. Friend. Would it not be nicer, if we are going to ask for a new holiday in June, to have, as some other countries have, a Queen’s birthday holiday? That is rather more in keeping with our traditions than the slightly—I do not know—republican sounding “UK day”.

People in the communities of Blaydon, Winlaton, Greenside and Ryton in my constituency continue to have their lives made a misery by litter escapes and bad smells from Blaydon Quarry landfill site. It is plain unacceptable. Can we have a debate in Government time on the adverse impact of landfill sites on local communities?

I do accept that litter in all its forms is a great blight on communities and that landfill sites that overspill can be particularly problematic. Because it is such a constituency-specific issue, this is a matter to raise in the first instance in an Adjournment debate.

On Tuesday this week, the Office for National Statistics produced the suicide data for 2018, which showed an increase of 686 suicides over the previous year’s figure. Suicide is preventable, not inevitable, so may we have a debate in Government time as soon as possible on the figures and what we can do to reduce deaths by suicide?

This is obviously an important and worrying issue, and one where any policy initiatives that can be made to help to reduce the suicide rate ought to be made, but I think it is a suitable matter for the Backbench Business Committee.

I am not so sure about a debate, but perhaps we should resurrect the bus trip and go to visit all 69 of those locations, have a good meal and see just how good those places are—I know they are outstanding. I join the hon. Gentleman in congratulating the Gindas on the hard work that they have done and their deserved success.

I had hoped to be asking the Leader of the House to join me in congratulating constituents on the opening of the community pub in Ryton, Ye Olde Cross, which has been bought by community shareholders, but, sadly, I have something much more serious to raise. Just over a year ago, I raised in this House the loss of over 100 jobs that would arise from the Government’s decision to award the UK passport contract to a French-Belgian company. Last week, I was again at the delivery plant in Team Valley, being told about the loss of up to 171 additional jobs, this time on the money-printing side—a direct fallout from the loss of the passport contract. This is devastating for these highly skilled staff and for the local economy. Can we have a debate in Government time on steps to support these highly skilled print jobs for the future?

First, Business, Energy and Industrial Strategy questions are on the 16th of this month, and that would be an excellent matter to raise with Ministers on that occasion. As to the loss of jobs around the printing of passports, the procurement arrangements and so on, if there are specific questions that the hon. Lady would like me to ask of Ministers, I will be very happy to facilitate that if she writes to me.

My hon. Friend is a keen advocate for his constituency, and I am sure that we would all love access to Bolton FM. He is right to raise the issue of local radio stations, which are often valuable sources of information as well as entertainment for local communities, and I encourage him to seek an Adjournment debate.

Tomorrow I will visit the Angel of the North in my constituency as it celebrates its 21st birthday. Will the Leader of the House join me in congratulating Gateshead Council on its vision in commissioning this magnificent work, and may we have a debate in Government time on the importance of culture to local economies?

The hon. Lady has joined a number of Members in calling for a debate to celebrate culture and she is absolutely right to do so. I am delighted to join her in celebrating the 21st birthday of the Angel of the North, which is an iconic sight for those who travel from the south to the north of the United Kingdom.

I am sorry to hear of the situation for the hon. Gentleman’s constituents. He will be aware that the warm home discount scheme, measures on improving energy efficiency and the energy company obligation form part of the Government’s determination to ensure that people can keep themselves warm in winter. I suggest that he raises his constituency concern in a written parliamentary question to the Department.

Pubs are an important part of our local communities, but too many of them are closing. Will the Leader of the House join me in congratulating the Friends of Ye Olde Cross in Ryton in my constituency, who on Tuesday this week took ownership of Ye Olde Cross as a community pub in the heart of the village? I declare an interest, as one of more than 300 community shareholders in the pub.

I congratulate the hon. Lady and all the other community shareholders. I am sure she will be there pulling a pint at some point over the weekend, and we will want to see a photograph of that. She is right; pubs in our communities are vital. They bring people together and provide somewhere to chat and share views about Brexit and all manner of things. They are the venue for many happy discussions. We appreciate the importance of the pub. That is why the Government have sought to keep taxes down on a pint of beer and a glass of wine, and we are doing everything we can from both a fiscal and community support point of view to keep our pubs going.

We all recall that appalling day and that terrible crash. It was horrendous, and the hon. Lady is absolutely right to raise the matter here. We will have Transport questions next Thursday 22 November, and I encourage her to ask her question then.

Yesterday it was announced that the House of Fraser store in the Metro Centre was to close, apparently following a breakdown in rental negotiations. Will the Leader of the House join me in offering the staff commiserations on the loss of their jobs? Will she also arrange a debate in Government time to discuss the retail sector and the impact that these rent discussions are having on shops?

The hon. Lady raises a really important point. We know that the retail sector is under great strain at the moment, not least because people are changing the way in which they shop and doing much more shopping online. I certainly agree that we should all send our best wishes to those who are losing their jobs, and of course Jobcentre Plus will stand ready to support them in finding other work. The House has had a number of debates on what more can be done in the retail sector, and I encourage the hon. Lady to take part in next week’s Finance Bill Committee debates so that she can raise this issue again.

I well understand that the hon. Gentleman has grave concerns about the future of Wembley. We have Department for Digital, Culture, Media and Sport questions on Thursday 1 November, which is just over a week away, and I encourage him to raise the issue directly with Ministers then.

The Leader of the House may be aware that Traidcraft, the fair trade company based in Team Valley in Gateshead, is going through difficult times. It is important that we keep fair trade organisations such as Traidcraft running and healthy. Will she arrange a debate in Government time on the importance of fair trade so that the House can discuss this matter, and will she join me in encouraging colleagues to buy something from the Traidcraft catalogue for Christmas in order to help it?

I am very happy to join the hon. Lady in encouraging hon. Members to buy from fair trade catalogues. I think we all support fair trade with developing nations, and it is important that we continue to do that. The hon. Lady might like to seek an Adjournment debate so that she can raise directly with Ministers what more can be done to support this area.
