Commons ChamberI think we have given a very substantial assurance this morning.
In recess, I met residents at Winton Court sheltered housing scheme in Winlaton, run by Housing 21, and they explained to me how angry they were that they were not benefiting from the domestic subsidy. Can the Secretary of State tell me how he proposes to make sure that those people, most of them pensioners, are not hit by increased energy costs and are in no worse a position than other residents?
I am grateful to the hon. Lady, who is such an assiduous campaigner for her constituents. She is absolutely right that we have to ensure that these wholesale price cuts feed through to the people they are meant to benefit, and that will be in our legislation.

Commons ChamberWhen it comes to wind, I just do not know what would satisfy the Opposition. We are No. 1 in Europe when it comes to our offshore wind capacity—[Hon. Members: “Onshore wind!”] I hear Members shouting about onshore wind. We have even more onshore wind than we have offshore wind. When it comes to energy efficiency, it is worth pointing out that when we took office only 14% of homes in this country were rated in bands A to C—the most energy efficient. We have increased that to 46%—a trebling of energy-efficient homes—and we have allocated £6.6 billion in this Parliament for energy efficiency. So I would say that we have answered the hon. Lady’s questions and we have raised them, in terms of the capacity of offshore wind, onshore wind and energy efficiency.
The Climate Change Committee recently said that the Government had credible plans to reduce only 39% of UK emissions and that the UK was not on track to meet net zero. Now the High Court has said that the net zero strategy is unlawful. Is it not simply the case that the Government need to grasp the nettle, accept responsibility and just get on with making those detailed plans? When will the Minister do that?
The court did not say that the net zero strategy was unlawful; I refer the hon. Lady to my earlier remarks. The Climate Change Committee praised this Government for the moves we have made on electricity decarbonisation. As I say, we are a world leader in this space, and I think she should show a little bit more pride in the efforts that the country is making, including off the coast in the North sea near her constituency, and also in our efforts on electric vehicles. There is a great deal for us all to take pride in across the whole country in terms of our net zero strategy and decarbonisation.

Commons ChamberMy right hon. Friend is absolutely right to identify this as an issue. That is why we are working, not only in Government but across G7 partners, to ensure diverse sources of energy supply, which can keep prices down.
In Chopwell in my constituency, over 200 homes were due to benefit from cladding under the green homes grant local authority delivery scheme, but due to escalating costs, that work has been cancelled. Will the Minister meet me to discuss how we can ensure that the work is carried out?
As the hon. Lady knows, local authority delivery of the green homes grant was very successful, but I would be very happy to meet her to discuss the case she mentions.

Commons ChamberMy right hon. Friend makes a really important point. It was surprising to hear the Opposition not mention the phenomenal investment that is pouring in. In the end, levelling up will be achieved by the businesses of this country investing in partnership with us. I welcome the Bentley £2.5 billion investment and the Aston Martin investment in Wales. That is happening right now. My right hon. Friend’s point is well made. As part of our significant increase in Innovate UK funding, we are looking at how we can ensure small businesses find it easier to access grant funding. We are dramatically increasing Innovate UK funding. The key test will be whether small businesses around the country can access it.
Delivering our landmark net zero strategy is well co-ordinated across Government. The Prime Minister chairs the Climate Action Strategy Committee, which, along with the Climate Action Implementation Committee, provide two ministerial forums to drive co-ordinated action across Government.
The UK’s credibility as COP President over the next year rests on demonstrable climate action at home, but the Government’s net zero strategy has been torpedoed by the Treasury. Without the scale of investment needed to support households and industry, the Government cannot guarantee that they would put us on track for their 2030 or 2035 targets. Labour would invest £28 billion every year until 2030. What representations is the Minister making to the Treasury to get us back on track to meet our targets and deliver the benefits of a green transition?
I thank the hon. Lady for her question and for her engagement on this, but the basis of her question is not quite right. Actually, BEIS had more capital uplift in the spending review than, I believe, any other Department. We have doubled the amount of money going into international climate finance. My right hon. Friend the COP26 President is working tirelessly to show UK leadership in this space. In the time that we have had the presidency, the amount of the world’s GDP covered by net zero commitments has increased from 30% to more than 90%.

Commons ChamberMy hon. Friend will know that I am keen to engage with local resilience fora and hear from them what is the best way to proceed. He will also appreciate that we are incredibly conscious of the ramifying effects of the storm, particularly in regard to health and education. He knows that I am taking that up within Government. I take the point about isolated communities extremely seriously and I will be looking at that on a daily basis. I will say publicly that being without power until Christmas is simply unacceptable and I will do everything I can to make sure that that does not happen.
I thank the Secretary of State for the statement, but in my constituency, pockets of people remain without energy, including in Ryton, Blaydon, Wylam—the part that is in my constituency—Victoria Garesfield, Coalburns and Byermoor. Six days on, all those places are still without energy and people are anxious and finding it extremely difficult to get through to find out information. Will he assure me that Members of Parliament will have direct lines and contacts so that we can get detailed information to tell our constituents? I thank the workers who have been out there in all weathers trying to reconnect people.

Commons ChamberI want to use my three minutes to touch briefly on the aspects of the Budget that most directly affect many of my constituents. First, I want to speak about all those constituents who have been excluded from help throughout the coronavirus pandemic—people who, through no fault of their own, have found themselves without income, work and the means to keep their homes and businesses together. I want to speak particularly about those people who do not qualify for the various business support schemes or the self-employed schemes—the hairdressers, the beauty salons, the home-based businesses such as driving instructors, and those working in the arts and entertainment industries whose work has completely fallen away. I know how desperate those people are. They are making their voices heard, and so they should. It was heartbreaking for them to hear nothing in this Budget to help them. They are an essential part of our local and national economy and need help. Too many of them have found out how hard it is to obtain universal credit and just how low the level of support is. I ask the Chancellor again to help these people, even now.
I want to talk about poverty among children and their families in my constituency. This issue is of particular concern in the north-east, where, according to the North East Child Poverty Commission, we were seeing the sharpest increase in child poverty even before the pandemic. The pandemic has only worsened what was an already unacceptable situation. I have spoken about this many times. Although I am happy to see the £20 uplift to universal credit being extended for the coming six months, this is not enough by any means, when more than half of the children living in poverty in the north-east are living in a home with at least one working adult. This is not a pandemic-only problem, and, despite what the Chancellor might want people to think, it is not a problem of worklessness either. Rather, it is an issue of insecure work and regional inequality of opportunity.
These problems will not go away in September, no matter how much the Chancellor may wish it so. For any talk about levelling up to be more than just talk, the Government must commit to tackling the underlying causes of child poverty in this country. We know that growing up in poverty can have lifelong consequences for children. Much more needs to be done to protect children and their future.
Finally, and briefly, I want to talk about the things that were left out. We face a huge climate change issue. We know this—we have declared a climate emergency. It is really disappointing to see no real significant measures to address that. Then there is social care. We all know there is a problem and that we need to improve the quality and availability of social care. The people doing it do a great job and we should pay them for it.

It is a pleasure to serve with you in the Chair, Ms McVey. I congratulate the hon. Members for Vale of Clwyd (Dr Davies) and for Bolton West (Chris Green) on securing this important debate.
Most of us will have put dignity to one side and “worn it pink” for Breast Cancer Now, piling on feather boas, hats and Elton John-style pink specs. It is a bit of fun, but it has a serious point. More than 150 MPs took part in 2019, and the charities Breast Cancer Care and Breast Cancer Now say that the Wear it Pink campaign has raised over £33 million in the last 17 years to fund breast cancer research and support. It is just one of the many activities helping charities to raise essential funds to support the cancer research that is so desperately needed, and it is helping to improve cancer survival rates.
This year is different, though. Understandably, covid-19 has meant that Wear it Pink and so many other events cannot take place. Although we might wear pink at home, it is not quite the same. Of course, such parliamentary events are just the tip of the iceberg in raising funds. Our charities have been hard-hit by the effects of covid-19. Their fundraising activities right across the sector have been hugely hit by the restrictions on holding events. Charity retail shops have had to close, resulting in a huge loss of income. It has made it more difficult for them to meet and engage with people, and to raise the money on which they rely to carry out their activities and to fund the research that makes such a positive difference to our knowledge of, and treatment for, the conditions that they work on.
I mentioned Breast Cancer Now. Most of us have been affected by breast cancer at some time in our life. In my case, no fewer than four of my aunties have been treated for breast cancer—thankfully, all successfully. It was only two weeks ago that we heard in the main Chamber from the hon. Member for Chatham and Aylesford (Tracey Crouch), who is undergoing treatment for breast cancer. Breast Cancer Now, which has provided a very helpful brief for the debate, has pointed out that 55,000 women and 370 men are diagnosed with breast cancer each year, that one in seven women in the UK will develop breast cancer, and that 35,000 people are living with incurable secondary breast cancer. It remains the case that almost 1,000 women die from breast cancer each month in the UK, with 600,000 living with or beyond breast cancer.
Covid-19 has had a severe impact on clinical trials. Breast Cancer Now points out that recruitment to many clinical trials was paused, and that the virus stopped new and ongoing trials, as healthcare professionals were asked to prioritise frontline care. I hope the Minister can say what the Government will be doing to improve the rate at which clinical trials will be restarting recruitment.
Members of the Association of Medical Research Charities have together invested £14 billion in research since 2008, with £1.9 billion spent on UK research and development in 2019 alone. That is more than was spent by the Medical Research Council and the National Institute for Health Research. It is half of publicly funded medical research nationally, and 66% of total research spend on cancer. Members of the Association of Medical Research are planning for an average 41% decrease in research spend in 2020-21. Many other charities are also facing difficult problems. The hon. Member for Vale of Clwyd (Dr Davies) mentioned the British Heart Foundation; many of my constituents have been in touch to talk about the importance of ensuring that its research continues.
I want to look briefly at two charities at opposite ends of the scale. Muscular Dystrophy UK supports people with neuromuscular conditions and the research that produces new treatments for those conditions, dealing with quite a small group of people as a percentage of the population. The charity points out that covid-19 has produced a shortfall of £310 million in charity research investment, and that although the Government have provided £750 million of support to charities, none of that was for charity research. Muscular Dystrophy UK estimates that it will take over four years for its charity research fund to recover, but a decade to rebuild what would be lost in terms of capacity and capability.
Muscular Dystrophy UK’s research relates to rare or ultra-rare conditions, supporting research, infrastructure and capability, and sustaining a diversity of funding approaches, including those that are high-profile and high-risk. It involves people with lived experiences of neuromuscular conditions to set research priorities through its lay research panel and its medical research committee. It has also supported research into gene therapy for Duchenne muscular dystrophy, cell-based screening for myotonic dystrophy and exome sequencing—all projects that have produced important outcomes, have led to further potential treatments that will make such a difference to those with neuromuscular life-limiting conditions. So those are really important issues, and the pandemic is limiting what can be done.
At the other end of the scale of numbers is Alzheimer’s Research UK. It works on behalf of a much wider group of people, who live with the impact of Alzheimer’s and dementia, sadly, another condition that most of us will be touched by in the course of our life—either in people we know or ourselves. Alzheimer’s UK points out that covid-19 is not the only health crisis that the UK is facing, and says that dementia is the only condition, of the top 10 leading causes of death in the UK, for which there is no treatment to prevent, cure or slow its progression; and that it is predicted that 1 million people will have dementia by 2025. There is an urgent need for medical research into Alzheimer’s, and that is largely funded by medical research charities such as Alzheimer’s Research UK.
Covid-19 has hit people with dementia hard. A quarter of people who have died from covid-19 also had dementia. Research is urgently needed, but it is facing delay due to the pandemic. Funding opportunities have been reduced and social distancing has slowed the pace at which researchers can work. We know, too, that dementia has a huge impact on too many people. It is vital that we support research into the causes of dementia urgently, even in these difficult times.
The medical research charities have come together to propose a way to ensure that that vital research for both rare and widespread conditions can continue. They point out that the current Government support for charities and Sustaining University Research Expertise—the SURE fund—is not a long-term solution, so they are calling for the Government to create a life sciences charity partnership fund over the next three years, starting with £310 million in year one, to meet that shortfall.
Our medical research charities play a huge part in developing future treatments for so many conditions. If we are to maintain that progress in cancer research, rare conditions, dementia and so many other things, the Government must help, so I ask the Government to commit, in tomorrow’s statement, to supporting that vital work.

Commons ChamberI talked about using threats in terms of negotiation. Employers need to treat employees fairly and in a spirit of partnership. I therefore hope that Centrica will reach a negotiated outcome with employees.
I have regular discussions on the effect of covid-19 with a range of retail reps. Next month, I will co-chair a meeting of the Retail Sector Council. There has been unprecedented support, including within the £200 billion of Government support for the retail sector, but clearly we must work closely with it at all times.
Retail sector employment is a huge part of employment in my constituency of Blaydon, from huge centres like the Metrocentre to independent retailers across the whole constituency. With all but essential shops now closed for a second time, what further practical support are the Government giving to those businesses struggling to pay their rent, and their other bills, as a result of the covid crisis?
We have extended the moratorium until the end of the year and will continue to work with tenants. This week, I had a roundtable with a ministerial colleague in the Ministry of Housing, Communities and Local Government. We will work with tenants and landlords to come up with a fair solution for retailers across this country to protect our high streets and our retail areas.

Commons ChamberI am glad to have secured this debate on the Government response to job losses at the De La Rue site in Gateshead. I know that you, Madam Deputy Speaker, take a particular interest in this debate, as you have a De La Rue site in your constituency of Epping Forest. I thank you for the concern you have expressed for the staff in Gateshead.
On 25 March 2018, I stood in this Chamber as a fairly new MP to ask an urgent question of the Home Office about the awarding of the contract to produce UK passports to Franco-Dutch company Gemalto rather than to De La Rue, which produced the passports at Team Valley in my constituency.
The De La Rue site, which quite literally prints money as well as producing passports, is one of the industrial jewels in the Gateshead crown. It produces high-quality, nationally important projects with great skill and in highly secure conditions. The staff are highly skilled and trained and well paid. These are quality jobs and staff are proud of the work they do. They do not just come from my constituency; they travel from a wide area around. Hon. Members from across the north-east will also have constituents who work at the site.
In 2018, despite huge public support for keeping passport production in the north-east and in the UK, despite newspaper campaigns and despite meetings with Government Ministers, the contract was eventually awarded to Gemalto. UK passport production was to be offshored, with blank books—a highly valuable commodity—being produced overseas and the personalisation being done in the UK.
Decisions were based primarily on cost in the procurement process that started in 2017. In my view, the Government should have taken a more strategic view from the start, as some other EU countries have done, believing that passport production is essentially a part of the integrity of our security system.
I do not absolve De La Rue’s senior management at the time for getting the price wrong, but my concern is for the staff who worked so hard and with such great pride to produce a secure quality passport for Great Britain. We must learn those lessons for the future when we reconsider the passport contract, but meanwhile, De La Rue employees are bearing the after-effects of that decision.
The loss of the passport contract meant the loss of 200 jobs as the contract came to an end, with a start date for the new contract of July 2019, but more job losses were to follow. In June 2019, a further 170 jobs were lost at Gateshead, from the currency production side. One of the two currency production lines printing banknotes was closed down as the company looked to reduce costs in the aftermath of the loss of their passport contract. Work was again transferred from Gateshead to the company’s other sites, including those in Gibraltar and Kenya.
To add insult to injury, chief executive Martin Sutherland stood down with a bonus worth more than 30% of his executive pay of £197,000, as staff pay was frozen, 48% of shareholders voted against De La Rue’s remuneration report in June 2019 and the future of the company looked very uncertain. Staff at the Gateshead site were facing redundancy. The Guardian wrote in November 2019:
“The farewell bonus for Sutherland, who finally departed last month, now looks like a wretched joke about a licence to print money.”
Sadly, it is not a joke for the staff who actually printed the money for De La Rue.
Each time I visited the site, I talked to staff, who are incredibly proud of the work they do and the responsibility that they carry. I talked to the union Unite about trying to save those jobs. Each time, top management told them that they would be looking to bring more work to Gateshead to replace the passport contract. None materialised.
Last week, as the company financial reports were released, news came of the proposal to end production of currency at Gateshead, with the loss of 255 jobs, leaving only 90 jobs in highly specialised functions at a site that just a few years ago had more than 600 jobs. For many staff not on shift when the stock markets opened, the news first reached them via the Chronicle website, social media, a text from friends or local TV and radio news. The staff deserve better than that.
Once again, work previously done in Gateshead will be moved to De La Rue’s other sites in the UK or overseas. There is a direct link between the decision to award the passport contract to Gemalto and the job losses across the Gateshead site. Because of the number of redundancies, there is now a consultation period of 45 days, so I will be working with Unite and echoing its call for this decision to be reversed and for work to be kept at the Gateshead site. Last week, I spoke to the current chief executive and chairman to let them know my anger at the decision and to support Unite’s call for it to be reversed. I will keep on pushing hard for that throughout the consultation period.
However, the Government have a responsibility in this too, and I am asking the Minister to help me and my colleagues to retain these skilled, high-quality jobs in the north-east. I want to know what the Government are going to do to ensure that jobs such as these are retained in the north-east. We simply cannot afford to lose them. These highly-skilled, well-paid jobs will help to stimulate our regional economy. We need sustainable jobs in the north-east. The Government say that they want to level up the north of England, so they must take practical and decisive action to keep those jobs and to secure more of them for our workers.
Behind those numbers are individuals, families and livelihoods. With the loss of those jobs comes a loss of security, of safety, of hope and of aspiration. Many will be shaken and shattered by this news, and those affected will emerge from the current pandemic even more uncertain about their futures. I join with Unite, the staff trade union, in calling for the company to reverse its plans and maintain production at its Gateshead site.
As I have already said, in 2018 and 2019 the previous management of De La Rue told staff at Gateshead that they would work to bring new work to the site and that the site was important to the company. Those promises were not delivered. Empty words mean nothing to people in my constituency, so I urge the Government to act now. They can start by ensuring that De La Rue’s site is maintained and that the contract to produce passports is returned to the UK as a matter of urgency. They can also help by taking action now to help me to keep those jobs in Gateshead. We must act with immediacy not only to protect local quality jobs, but to safeguard our local economy and strengthen our place in a rapidly changing world. The staff of De La Rue Gateshead deserve no less.
I will finish with one final irony. Today, almost one full year after the new contractor was due to take on the passport contract, some passports are still being produced by De La Rue staff on the Gateshead site in Team Valley in my constituency. That work is due to end at the end of June, just a few days from now. The remaining 80 passport staff will lose their jobs and passport production will cease on the site. I thank those staff and all the staff at the Gateshead site, and end with the hope that we will see a resurgence of the high-skilled, high-quality jobs we so need in the north-east.
I thank the hon. Lady for graciously mentioning that I share her concerns, as De La Rue is a major employer in my Epping Forest constituency.
I am grateful to the right hon. Gentleman. The VMIC project had already been awarded and was already happening. All I did was bring it forward by 12 months so we can have it ready by summer next year, not the year after. But I am grateful for his passion and for quite rightly holding the Government to account on what we will do in the north-east, which is also a key region for developing offshore and renewable energy technology.
We are committed to ensuring that Tyneside and the north-east remain a key manufacturing development hub. The right hon. Gentleman speaks of life sciences development. Of the £3.4 billion that the Government have committed to growth deals across the northern powerhouse, £379.6 million—almost £380 million—has been allocated to the North East local enterprise partnership area. I am pleased to say that Gateshead has benefited directly from that investment, including just under £1 million for PROTO, a state-of-the-art research and development facility for emerging digital technologies, and £5 million for the development of a new 12,500-seat arena, conference and exhibition centre on a 10-acre site at Gateshead Quays.
I would like to acknowledge the work done by the North East local enterprise partnership. Skills, employment and economic inclusion are at the heart of the North East local enterprise partnership’s strategic economic plan, which was refreshed in 2019.
I thank the Minister for his comments about the PROTO development, which I am familiar with, and the Gateshead quayside development. We are enormously pleased with and proud of both of them, with the councils working in partnership with others. However, we also need to look at our manufacturing base and ensure that those traditional jobs are not left to slide because of new developments. Will the Minister address what can be done to assist on that point?
I am grateful to the hon. Lady. She is absolutely right. We need to make sure that those traditional jobs are maintained, but also see where we can reskill and upskill into some of the growth industries, such as offshore wind. I know there is a big skills agenda that my right hon. Friend the Education Secretary is taking forward.
The LEP has co-ordinated £18.4 million of capital investment across eight projects, with a further £28.5 million from public and private funding. I thought I should just mention a few of those projects. They include, addressing the hon. Lady’s skills challenge to the Government, the successful delivery of the Gatsby good careers guidance benchmark and the launch of the North East Ambition programme, supporting 170 schools and colleges. Still these are unprecedented times for businesses and communities across the country. I am grateful to have had the opportunity recently to reflect on the challenges faced by the manufacturing sector, to which the hon. Lady quite rightly refers, with trade union representatives, where we discussed what more the Government can do to support the manufacturing sector.
I share the hon. Lady’s disappointment at the news that about 250 jobs will be lost at the De La Rue currency and passport printing facility in Gateshead. I take this opportunity to express my sympathies to those workers and their families who will be impacted. Furthermore, I call on De La Rue to act responsibly in how it approaches the forthcoming redundancies. It is very worrying that, as the hon. Lady mentioned, staff only learned the news from the Chronicle and social media. That is not the way a responsible employer would act.
I understand that there has been much speculation about the decision of Her Majesty’s Passport Office not to grant De La Rue the contract to produce the new British passport. To set the scene, between March 2017 and April 2018, the Passport Office undertook a rigorous, fair and open competition to identify the bidder that will be best able to meet the needs of its passport service and customers until 2029. That included in-depth due diligence to ensure that any bidder was capable of delivering the contract within the quality standards set out. The new contract was awarded to Thales and will deliver significant savings of approximately £140 million compared with the contract awarded in 2009 to De La Rue, which will ensure value for money for the taxpayer.
Since 2009, a proportion of blank passports have been produced in Europe, with no reason why overseas production should not continue. Thales will manufacture passports from multiple secure locations. De La Rue historically operated a blank book passport assembly facility in Malta, to supplement its Gateshead operation. All passports produced by Thales will continue to be personalised with the passport holder’s personal details, such as a named photograph, in the United Kingdom. That continues to ensure that no personal data will leave the United Kingdom.
It also extends Thales’s already significant presence in this country. Thales’s digital identity and security division operates from five sites in the UK and employs over 500 staff in this country. Since the contract was awarded in April 2018, Thales has increased its UK workforce by over 90 posts. Furthermore, it is not outsourcing the manufacturing of the British passport to a third party.
I strongly believe that it was the correct choice to decide the next UK passport provider through free and fair competition, to ensure the best value for money for the British taxpayer. I also recognise that this year has been especially challenging for De La Rue. In November last year, the company reported that its half-year results had underperformed against market expectations, due primarily to reduced volumes and a reduction in margins in its currency business. That underperformance prompted the board to suspend future dividend payments and to push forward with a turnaround strategy. While we can acknowledge that the loss of the passport contract was disappointing for the business, it is clear that this alone does not account for the challenges that the business has faced.
In response to a challenging and competitive market environment, De La Rue published details of that turnaround plan in February this year. Unfortunately, that plan involved a degree of cost reduction and a concentration on its core currency and authentication divisions. In June last year, De La Rue exited the passporting and identification business by announcing the sale of its identity products division to HID Corporation Ltd. The UK passport contract was not part of the sale, but by this period, De La Rue was aware that it had not won the renewal of said contract.
Unfortunately, as part of its cost-saving programme, De La Rue announced a consultation to reduce the number of roles at the company’s headquarters and to cease all bank note printing and passport production at the Gateshead site. I note that De La Rue has said that it aims to preserve certain core services and roles at the site, and I urge De La Rue to ensure that it retains a presence in the Gateshead community. However, I recognise that this remains a tough and disappointing time for the employees of De La Rue who face redundancy, and I can assure them that the Government will do all they can to support them in this challenging period.
Due to the challenges of operating in the covid-19 environment, the Department for Work and Pensions rapid response service has adapted to ensure that we can continue to support those facing redundancy. People will be able to access redundancy help and job search advice on the Department’s new job help campaign website. There is also information on gov.uk, and updated information packages are provided to employers to help them signpost employees to the support that is available.
I note the reference to the increased speed of Government agencies being able to help people, but will the Minister also acknowledge that the situation with companies such as Debenhams, where a couple of hundred staff have lost their jobs with the closure of the Metrocentre store, is adding to the pressure on the services, and what we need is real support and real action, and real opportunities for all those staff?
The hon. Lady is absolutely right to say that we need real support. There are three chapters to this challenge of covid. Chapter one was wrapping our arms around the economy and jobs, with schemes such as the furlough scheme and the bounce-back loans. Chapter two is now supporting businesses to restart and reopen; retail reopened in the middle of this month. Of course chapter three is about what stimulus we can inject into the economy, whether fiscal or non-fiscal—and the Chancellor will be saying more about this. The Secretary of State for Business, Energy and Industrial Strategy has conducted a deep dive with business and organisations representing business through a recovery taskforce, because we want to make sure that chapter three, which is about the recovery, is as robust and dynamic as we can make it. I assure the hon. Lady that the north-east will be very much a part of that.
The support for those losing their jobs includes connecting people to jobs in the local labour market in the north-east by helping them with job searches, including CV writing, interview skills, and where to find jobs and how to apply for them. We will also help to identify transferable skills and skills gaps linked to the local labour market, along with advice on what benefits people may get and how to claim them.
Furthermore, I can confirm that the Gateshead local authority is in touch with the company and stands ready to work with the Department for Work and Pensions, the Jobcentre Plus rapid response team and the National Careers Service to provide a package of support for any impacted employee. As I said earlier, the Government will do what we can to support these people and their families, and I believe that the Government can be proud of our record and how we have supported businesses across the north-east during the covid pandemic.
Through the coronavirus job retention scheme, we have so far protected 8.9 million workers and almost 1.1 million businesses; 24,200 people have been supported by the scheme in Gateshead alone, and due to the Chancellor’s announcement to extend the scheme back in May we can continue to support businesses and employees as they return to work over the coming months.
Furthermore, I am pleased to say that, through the various grant schemes the Government established to assist business, £36.8 million in grants has been paid out to 3,142 small businesses in the Gateshead local authority as of 21 June. We also recognise the importance of the Tyne and Wear metro to Gateshead, which the hon. Lady rightly mentioned, and the challenges it faces at present. That is why we have announced a further £7.6 million of support to keep it going on top of the £8.6 million announced on 1 May.
In the longer term, the Government have contributed £337 million of direct grants to provide a new fleet for this vital service. While I acknowledge that these are challenging times for all, I remain confident that there is a bright future ahead for Tyneside and north-east industries.
The Government recognise that this is a challenging time for all businesses. We have provided unprecedented levels of support to help business. For those De La Rue employees who, unfortunately, face redundancy, the Government will do what we can to ensure they receive the support they need.

That will be one of my asks of the Minister. I have numerous asks, which might not surprise those present.
The Scottish post office network has the highest number of temporarily closed branches or temporary operators in the UK. Figures from Post Office Ltd show that of 1,016 temporarily closed branches, 134 are in Scotland, representing 13% of all temporarily closed branches; 52 of the 315 branches run by a temporary operator are in Scotland. Temporary postmasters step in when a postmaster leaves and a permanent postmaster cannot be found. This is becoming more and more common. People do not want to take on post offices in the present climate because of the difficulties involved.
The Tories’ continued refusal to support postmasters and the post office network particularly affects Scottish communities. I am sure other Members will testify to the importance of post offices in their own nations and constituencies. Some have already done so by intervention. What does the Minister propose to do about it? If she sees it as a matter for Post Office Ltd, will she ask it what it intends to do about it?
I thank the hon. Lady for securing this debate, which resonates throughout all our nations. The post office in Blaydon’s shopping centre closed some years ago, and the Post Office has been unable to find anyone to take it on. Does she agree with me that post offices are absolutely central to the health of our high streets and that the Government must adopt a more flexible approach to supporting the opening or reopening of post offices?
I thank the hon. Lady for her intervention. I totally agree with her. I learnt about the circular flow of income and cash many years ago. If we cannot withdraw money from the post office, we cannot nip next door to the baker’s and buy a bun or a loaf of bread, and the baker cannot use it to pay staff. Things come to a halt. It is basic economics, or economics 101 as it is now referred to.
Communication Workers Union officials have also queried the wisdom of closing Crown post offices—those directly managed by Post Office Ltd—given that the company is profit making. The union notes that franchising causes people to leave the service because jobs advertised by firms such as WH Smith, which holds a very large number of franchises, are lower paid than those at the post office. Last year's decision to turn 74 Crown post offices into franchises in WH Smith stores is also alarming, particularly given reports that franchising is being done without consultation with the existing local post offices, meaning the competition risks destabilising the network further. I believe we heard from the hon. Member for York Central (Rachael Maskell) in a previous debate that that happened in York. The Crown post office was closed, put out to franchise, and opened next to an already franchised smaller post office branch.
There must be more consultation and strategic consideration on franchising. That is a particular concern of the all-party parliamentary group on post offices, whose chair, the hon. Member for Sheffield, Brightside and Hillsborough (Gill Furniss), is in the Chamber. Last year, the Post Office’s director of sales and trade marketing stated that it has no contingency plan in the event that WHSmith, which has experienced 14 consecutive years of sales decline, collapses. If WHSmith collapses, what will happen to the Crown post offices? We must ensure that further franchising happens only in consultation with other businesses.
The UK Government must provide more incentives for new postmasters to open post offices that are independent of major chain shops. Will the Minister look at that and instruct Post Office Ltd accordingly? It is appalling that this year the majority of sub-postmasters earned less than the minimum wage for running a post office. The pay increase announced in November will not take place until next month. It is vital that the Minister acts to ensure that profits are not increased at the cost of a cut to postmasters’ pay, forcing permanent post offices to close. Will the Minister take urgent action to review the sub-postmaster contract introduced in 2012? I think I can safely say that it is no longer fit for purpose.
The National Federation of SubPostmasters has raised sub-post office closures with the UK Government and the Government-owned Post Office Ltd. A spokesman said:
“Our records show around two-thirds of closures are due to the resignation of the sub-postmaster”.
The spokesman pointed to low pay as the prime reason, saying that
“This is a particular problem for rural areas in Scotland, as well as across the UK, where people rely on their local post office for vital postal and banking services.”
Last year, an NFSP survey warned that one in five towns could lose its post office in the next year. Surveying a thousand workers found that 22% are planning to close, pass on the business or downsize staff. Sub-postmasters have been forced to go without holidays and take on extra jobs to make ends meet.
