Commons ChamberI congratulate my hon. Friend on an extremely good question, and a very topical one. She will be pleased to hear that this morning I met the Korean ambassador and that country’s superintendent of police, with whom we do an awful lot of work, not least on international money flows. I raised in particular my interest in the research and invention by a Korean research institute of a drugs tag—a wearable device that detects drug consumption in somebody’s sweat. We are very interested in the technology and have a fund that we can invest in such technological developments. She is right that, on sobriety ankle tags, we are seeing 97% compliance, and we think that there is a role for such checking in drugs.

I know and the Minister knows—we all know—that penalising drug users does not save lives, and the uncoordinated criminal justice system that we suffer makes a bad situation worse in Wales, where drug deaths have increased by 78% in the last 10 years. The devolution of justice to Wales would allow a whole-system approach to offender rehabilitation. If that is good enough for London and for Manchester, when will it be good enough for those families who presently have to grieve in Wales?
I am afraid that the devolution of justice in Wales would not achieve the right hon. Lady’s suggested objectives, not least because the drug supply lines into Wales run from forces in England—from Liverpool, the west midlands and London. A co-ordinated approach to the problem is required from a policing point of view, making sure that we enforce consistently across the country where we can. My view is that enforcement in Scotland, for example, is held back by that lack of co-ordination. We would like to try to improve it. We need to work more closely together, but we cannot pretend that this problem affects the home nations separately. We must work together.

Commons ChamberI understand that 750 police officers have been accused of sexual misconduct between 2016 and 2020, including 40 from Welsh police forces. While the numbers are in the public domain, in many cases the outcomes of the accusations are not, even though, as I think everyone here would agree, there is evidently an issue of legitimate public interest. I appreciate that the inquiry will be independent, but I think the public want to know that there is consistency of sanctions when the findings uphold those accusations. Could the Minister make a commitment to me that, in his dealings with the independent inquiry, he will be urging it to consider that within the terms of reference?
I am happy to consider that issue—absolutely. As I said earlier in my statement, we are about—I hope in the new year—for the first time to publish internal force statistics which will give us the full picture. At the moment, we publish national statistics to do with the IOPC inquiries in this area, but a number of allegations are dealt with internally in a force. Once we have that data and it is out in the public domain, we will be able to make a judgment, exactly as the right hon. Member says, about consistency of disposal, and consider what more needs to be done.

I am grateful to my hon. Friend, who, as usual, puts her finger on the key issue—the relationship between the police and the CPS, in their collaboration to get a case to court, is absolutely critical. I hope she saw that, in January, the National Police Chiefs’ Council and the Crown Prosecution Service launched their joint national action plan, with five themed areas of work that are designed to do exactly that. Those are on support for victims; casework quality and progression; digital capability and disclosure, including looking at mobile phones, as I mentioned earlier; people and expertise—critically, building knowledge and expertise—and engaging properly with stakeholders. I know that Deputy Chief Constable Sarah Crew, with whom I have met many times, and Baljit Ubhey and Sue Hemming from the CPS are leading the charge on this. They form part of the criminal justice support taskforce, which I lead, to try to drive the kind of results that we want to see.
Diolch yn fawr, Dirprwy Lefarydd. The shocking drop in rape convictions demonstrates the need for urgent, radical, systemic change. Welsh Women’s Aid has stressed to me the importance of accurate, disaggregated data for Wales in its monitoring of the current duty to prevent crime and protect victims under the Violence against Women, Domestic Abuse and Sexual Violence (Wales) Act 2015. Will the Minister commit to a regular publication of Wales-specific data relating to cases of rape, and will he acknowledge that prosecution support services will work effectively for rape survivors only when justice powers are devolved to Wales, as they are to Scotland and Northern Ireland?
Data and transparency is one of the key themes that we have been looking at as part of the rape review. There will be an announcement, when the plan comes, about what we intend to do in terms of reporting. I am afraid that I do not support her call for more devolution. I think that England and Wales are stronger together on this issue, as on so many others.

Commons ChamberI understand that my hon. Friend is concerned about the perception of his constituents, but I hope he will explain to them that we have quite interesting and clever plans to deal with offenders, not only in prison but after prison. For example, from early next year, we will GPS tag every single burglar who leaves prison on licence so that we are able to locate them, particularly when a burglary takes place in their community, so that we can at least rule out those prolific offenders in the future. There is lots that we can do in the criminal justice system that is much more smart than severe.
A third of prisoners transferring from HMP Altcourse to HMP Berwyn last month tested positive for covid. I understand that Berwyn has requested a stop to transfers. Will the Secretary of State agree to that request, considering the extreme concerns about community infection?

Commons ChamberAt a time when we all owe a duty to our young people to stand shoulder to shoulder in the fight against the violence that disproportionately affects them, I find it hard to imagine being a director of such a company sitting in a room and declining to remove such material from their product. I hope that over time they will reflect on their duty not just to their shareholders but to wider society.
After a decade of sustained and significant falls in crime, we cannot hide from the fact that the landscape is changing and some of the most troubling and violent crimes, including knife offences, are on the rise once again. They are also, as we have just referred to, more visible than ever before. Given my personal commitment to this issue, I would like to thank Her Majesty’s loyal Opposition for tabling this important debate and giving us the opportunity to outline some of the urgent actions we are taking to prevent, detect and fight crime in all its forms. First, there is commitment from the top. Members will be aware that the Prime Minister will personally chair a new Cabinet Committee on criminal justice, leading a drive to bring all Departments of State to bear in the struggle against criminality.
Secondly, we know there must be focused and sustained action on the ground. Attention has rightly been drawn to the need to ensure that our police are well funded and that there are more officers on our streets to keep the public safe. On this point at least we are in total agreement, but police funding is about more than just material resources; it is about sending a clear message to our police forces that the Government support them in their difficult task, that we know their capabilities and understand the risks they take, and that they can rely on us. That said, merely putting more officers on the street will not in itself reduce crime. Rather, tackling crime requires a judicious combination of focused interventions, such as our serious violence fund legislation and preventive measures, alongside that all-important motivated leadership.
Last year, Parliament approved a funding settlement that gave police and crime commissioners the opportunity to increase additional public investment in policing by up to £970 million. That included an increase to government grant funding of £161 million, £59 million for counter-terrorism policing, more than £150 million to cover additional pension costs, and £500 million for more local forces from the local council tax precept. That was already the largest yearly increase in police funding for more than five years, even before the provision of an additional £100 million to tackle serious violence was announced in the spring statement.
Does the Minister share my concern about the fact that while the capital cities of Northern Ireland, Scotland and England receive extra funding because they are capital cities, Cardiff, the capital city of Wales, does not receive any extra funding for this very purpose?
I am always happy to speak to police forces about their requirements. As the hon. Lady will know, we have a special fund that can help financially when one-off events occur in cities such as Cardiff, but I should be more than happy to meet her to discuss that. I am aware that Cardiff does shoulder some of the burdens of a capital city, so let us see what we can talk about. There is, however, a wider objective. Beyond the general discussion about funding and process, we must concentrate on fighting crime, and while resources do matter in that regard, it is also important that we focus on product.
