Commons ChamberAs part of the Ministry’s oversight of local government, we consider the financial stability and service delivery of individual authorities, liaising with the Department of Health and Social Care on adult social care. On that basis, we have no immediate concerns about the ability of local authorities to fulfil their statutory duties.
Wow! I am shocked by that response. This year’s precept of 1% raises only 0.8% of our total adult social care budget in the Borough of Rochdale. With nursing home beds being converted into residential beds because of providers’ difficulties in recruiting and retaining nurses, how does the Minister suggest that my local authority provides the nursing home beds that my constituents so desperately need?
This Government have increased funding for social care across the country. Rather than talking down the hon. Lady’s constituency and local authority, I point out that Rochdale’s performance in reducing delayed transfers of care is among the best in the country and deserves praise, rather than being talked down.

Commons ChamberAs part of my apprenticeship as an MP, I have just discovered that a fellmonger is a dealer in hides and skins. Is that right?
On to the serious stuff. The Minister said that deciding to take on an apprenticeship was a way of avoiding large student loans. Given that it is his Government who have imposed these large loans, would not another way of helping our young people to avoid them be for the Government to rethink replacing student maintenance grants with loans, or will he simply accuse me of shroud waving?

Commons ChamberI am sorry, but I would like to make some progress.
I was proud to see that it was the original one nation Conservative Prime Minister Benjamin Disraeli who first legalised the picket line. That is a legacy that I, and I am sure my colleagues on the Front Bench, have no intention of turning away from. In fact I commend the majority of unions who work successfully with the police and other authorities to ensure safe, lawful and constructive picket lines. But if those picket lines become a means to intimidate non-striking workers and impact their families, something has gone wrong. Intimidation or harassment of individuals is simply not acceptable in today’s Britain.
I am sorry but I am keen to carry on.
Therefore it is right that key provisions in the existing picketing code become legally binding. It is right that unions are accountable for the behaviour of their picket lines, to tackle this problem of intimidation, otherwise I fear the reprehensible actions of a few—a tiny minority—will undermine the lawful, peaceful reputation of the vast majority of unions and their members.
In sum, this Bill ensures that unions can continue to play a valuable role, doing the work they do best while operating with the transparency, fairness and democracy they need to retain the public’s confidence. This is not a Bill against trade unions; it is a moderate Bill that balances the rights of unions and people working across this country, and I commend it to the House.
