I completely agree with the hon. Gentleman. The SDGs could be a comprehensive blueprint for each Department, regardless of who is in government, because they also provide the Opposition with an opportunity to contribute.

Furthermore, it is critical that people across Government listen to us today and use this opportunity to commit to a coherent and robust SDG implementation plan in order to achieve all 17 goals domestically and to support other countries to achieve them.

My hon. Friend is making an excellent speech. Does he agree that it is important to raise awareness of the goals? Incorporating elements of them into the curriculum so that young people can fully participate would be an excellent idea.

I agree with my hon. Friend. In fact, I visited a local primary school in the past month or two to discuss global leadership, and I was impressed that the children were able to list all 17 goals. Getting the SDGs into the national curriculum across these islands is vital. The next generation will inherit both what we do right and what we do wrong, so now is the time to put this topic front and centre.

It is no secret that the SNP is working towards an independent Scotland, but crucially we want this process because we want to play our part as global citizens, to improve the lives of people at home and abroad, and to aim to be world-leading in everything we do. The Scottish Government’s actions on the sustainable development goals typify that. Not only was First Minister Nicola Sturgeon one of the first national leaders to commit publicly to the SDGs, but Scotland has continued to set the pace for the rest of the UK. The First Minister noted in 2015:

“The national and international dimensions to poverty and inequality are interlinked. Scotland cannot act with credibility overseas, if we are blind to inequality here at home. And our ambitions for a fairer Scotland are undermined, without global action to tackle poverty, promote prosperity and to tackle climate change.”

The UK Government would benefit from listening to those words. Let me outline some evidence of what is being done.

Commenting on the Scottish Government’s attempts to reduce inequalities, the Scottish Council for Voluntary Organisations noted that

“great efforts are being made to help Scotland progress towards the SDGs.”

It highlighted the introduction of a new advisory council on women and girls as just one example of Scotland’s efforts to reduce inequalities.

Similarly, in the 2018 “Measuring Up” report by UK Stakeholders for Sustainable Development, Scotland’s target to eradicate child poverty in Scotland by 2030 through the Child Poverty (Scotland) Act 2017 was praised as “ambitious” and the Child Poverty Action Group’s “The Cost of the School Day” programme featured as a case study for UK best practice. We should just think how that compares with the comments made by the UN special rapporteur on extreme poverty and human rights, Professor Philip Alston. He said that the UK’s social safety net has been

“deliberately removed and replaced with a harsh and uncaring ethos”

and that the UK Government have inflicted “great misery” on their people with

“punitive, mean-spirited, and often callous”

austerity policies. How did the UK Government reply? Denial.

The priorities of this Conservative Government have been laid bare by the fact that the only SDG target for which the UK has received a green rating is under goal 8, on decent work and economic growth:

“Strengthen the capacity of domestic financial institutions to encourage and to expand access to banking, insurance and financial services for all.”

That is almost laughable, because I do not think a single Member represents a constituency that has not been affected by local bank closures on the high street. Surely this serves only to demonstrate that the UK Government are focused on boosting the financial services sector while ignoring working people.

As well as work at home, the Scottish Government have been striving to support other countries to achieve the SDGs overseas. It goes without saying that SDG 4, on quality education, is one of the most valuable tools in the fight against global poverty, yet some of the world’s most vulnerable people remain without access to education. The SNP Scottish Government have been working to meet this goal by empowering people in developing nations and giving them the skills and opportunities to improve the lives of themselves and their communities.

We have backed programmes such as the Pakistan scholarship scheme, which has helped to support more than 400 women and more than 1,400 schoolchildren to continue their education. Also, more than 73,000 Malawian children have been helped to stay in school through support given to a feeding programme, while the Livingstone fellowship scheme allows doctors from Zambia and Malawi to come to Scotland for specialist training, which they will take back home for the benefit of their communities. Last week I was pleased to hear the Secretary of State commend Scotland’s partnership with Malawi and the many projects it upholds.

SDG 16, on peace and justice, is one of the UN’s five priority goals this year. As well as welcoming people from developing countries for training, Scotland has been a place of refuge for those fleeing conflict. Scotland, which has less than 10% of the UK’s population, has taken almost 20% of the UK’s intake of Syrian refugees.

The Scottish Government are also playing a role in the Syrian peace process. The SNP has long shown its determination to put women at the heart of government and politics. Recognising this, the UN special envoy to Syria invited the First Minister to provide support in training female peacemakers in negotiation and communication skills. Indeed, since its launch, the programme has trained more than 150 female peacemakers from Syria, Libya, Palestine and other conflict zones around the world. These are clear examples of the Scottish Government’s ambitions being met in Scotland and overseas, and I now turn my focus to the UN’s fifth focus goal for 2019, namely SDG 13 on climate action.

Crucially, many of the sustainable development goals will be rendered unachievable, and existing development gains that have been made will be reversed if we do not tackle climate change. The Intergovernmental Panel on Climate Change report of autumn 2018, the UK Committee on Climate Change report of May 2019 and the International Development Committee report of this month all reach the same conclusion: we have too little time to prevent Earth’s temperature from increasing by more than 1.4° without radical solutions and clear political leadership. By way of example, Mongolia and Tibet are already experiencing 2° above pre-industrial levels.

The demonstration by Extinction Rebellion and strikes by young people in our schools serve to focus us on and remind us of how urgent action is needed. There is no doubt that we face a climate emergency. The world will be less safe, resources will be sparse and ecological and demographic crises will be unmanageable. What good is our work on education, inequalities, peace and justice if it is undermined by natural disasters, civil unrest, disease, displacement and mass migration caused by climate change, which pushes 100 million more people into poverty?

I was interested to hear the Secretary of State affirm last week:

“There should be no distinction at all between the work that we do on international development and the work that we do on climate and the emergency.”—[Official Report, 6 June 2019; Vol. 661, c. 256.]

That is commendable, and I am sure he will look to how the Scottish Government have approached the issue, and have become a world leader in their response to climate change. The Scottish Government have rightly called a climate emergency. Scotland has outperformed the UK as a whole and is one of Europe’s leading countries in cutting greenhouse gas emissions. Our target is to cut those by 90% by 2050, compared with the UK’s target of 80%. Also, a publicly owned, not-for-profit energy company to deliver renewable energy will be established as part of the strategy to reduce emissions.

I completely agree with my hon. Friend. The idea that getting rid of little plastic stirrers and straws is really tackling the problems with plastics is farcical. Frankly, it is paying lip service. When China stopped importing plastics in 2013, Malaysia became the biggest importer, but Malaysia is now looking to stop importing plastics, so things need to move fast and radical action needs to be taken. There needs to be a co-ordinated plan from the Government.

I thank my hon. Friend for being so generous in giving way. On his point about sustainable development and the use of plastic, I had the opportunity to visit the Copenhagen fashion summit just a couple of weeks ago, and some of the big training-shoe manufacturers are doing innovative work on reclaiming plastics from the sea and making them into training shoes. That is a good idea not only for reaching out to young people but for recycling. Does my hon. Friend think that such ideas should be supported?

I thank my hon. Friend for making that point. She has reminded me of another point: Scotland now has the world’s first company to look into the re-tarmacking of roads without using oil. Recycled plastics will be used instead. In the past couple of weeks, it was announced that a cul-de-sac in a building development was the first road to be surfaced with such material.

It is clear that the UK Government have not developed a focused strategy to address the sustainable development goals seriously and needs to start to deal with these issues with the urgency that they deserve. Although DFID is co-ordinating the voluntary national review, which is commendable, and is also responsible for its overall drafting process, the delivery of specific goals is spread across a variety of Departments. Despite that, the UK Government are failing to communicate the SDGs across those Departments. Witnesses have told the International Development Committee that they did not know about the SDGs until the VNR process began—that is shocking—and that there is still limited knowledge of the goals among officials. If I have one thing to say before I conclude, it is that all Departments need to understand what the SDGs are. They should be front and centre in everything they do.

It is a pleasure to serve under your chairmanship, Mr Stringer, and a pleasure, as always, to follow the hon. Member for Liverpool, West Derby (Stephen Twigg), who chairs our International Development Committee and gave an excellent and thorough speech. I thank Syria Relief, Islamic Relief and Save the Children, which gave evidence to the Committee and provided vital information about the impact of our aid to ensure that we were up to speed with what was happening on the ground.

I will not reiterate all the issues that the Chair of the Committee so eloquently raised, but I shall highlight several issues that came to the fore of my mind during our visit to Lebanon and Jordan. What are the Government doing about child labour in Lebanon? That issue was raised with us. I understand that the registration process means that families cannot gain employment, so children as young as six are sent out to work for as long as 12 hours for only a few dollars a day. That is basically child labour, abuse and exploitation. What is happening there? What are we doing to address that very concerning issue? Those children are traumatised and are being exploited. We should take that situation seriously and highlight it to the Government to ensure that they are aware of it and that measures are taken to try to ensure that children are not exploited in that manner.

The hon. Gentleman raised the issue of the berm. What is happening there? When the Committee visited Jordan and Lebanon, we were not able to visit the berm, due to security issues. However, we heard about the absolutely desperate situations of people trapped there. They are trapped alongside extremists and encouraged to join extremist groups. They have little opportunity to do anything else with their lives and are absolutely desperate for money, so they are forced into situations in which they are exploited.

What is happening with the berm? When I raised the issue with Ministers we spoke to there, they downplayed and minimised it, which ran counter to the information that aid agencies on the ground gave us. We need to highlight and to press the issue in our liaison with the Foreign and Commonwealth Office and to do all we can to ensure that people in the berm have not only aid but the opportunity to leave that area and access refugee camps, where they and their children will be secure and their children can receive education, which we help to provide.

Will the Minister also comment on mental health support for children? When the Committee visited the region, we saw children who had been traumatised by their journeys, the atrocities they had witnessed and having lost family members. I am sure that some of them could not even speak. Fortunately, they had some mental health support. How do we contribute to mental health support to ensure that those children recover as much as possible, start to lead their childhoods again and are enabled, so far as possible, to go on and achieve their full potential?

I was also troubled by the lack of electricity at the al-Azraq camp, which we visited. I was told when I raised the issue, “Well, that’s just about to happen,” but when I spoke to aid agencies, they said, “Yes, but for months lots of visitors have come and that’s what everyone has been told.” What is happening in that regard? Is any electricity available in that camp? How are we supporting the basic needs of refugees?

I am also concerned about the plight of Christians in the area. We heard evidence that Christians were frightened to go to camps where they would be in the minority, so they tended to live outside camps, in quite desperate situations with little access to aid. What is the Government’s strategy or policy? What do they hope to do to secure aid and protection for minority groups such as the Christians we heard about?

When we were in Lebanon, we heard about Palestinian camps. We must remember that these communities have hosted refugees for years, and we should commend the work that they have done. However, some quite distressing issues were raised about the services in the Palestinian camps. I know that we provide support in that regard. One crucial issue—I was tremendously upset when I heard about this—is that Palestinian people are electrocuted almost every other week because there is no appropriate electricity system. When it rains, people are electrocuted by live wires. We have been putting money into those camps for many years, so why are such basic things not in place? Surely, in this day and age, that should not be happening.

On the issue of vulnerable children and the Dubs scheme, will the UK consider taking more children than the 350 they announced? The hon. Member for Liverpool, West Derby stated that some councils have come forward to say that there may be additional capacity. Surely, if that is the case, we can work with councils to do all we can to ensure that as many children as possible are safe in the UK. The Independent reported that the Government have stopped taking disabled children through the MENA vulnerable children resettlement scheme. What is happening? How many disabled children have been relocated to the United Kingdom? I asked the Home Secretary that question on the Floor of the House more than a month ago and was told that, as chair of the all-party parliamentary group on disability, I would receive a written response, but I still have not received any response and I remain very concerned. Disabled children are some of the most vulnerable children in this situation, and we should do all we can to identify their whereabouts and ensure that, wherever possible, we offer them refuge.

What liaison is taking place among United Kingdom Government Departments about Syria’s disappeared? Evidence of human rights abuses continues to mount against the regime of President Assad. What do we know about the underground network of detention centres where reportedly men, women and children have remained missing over a number of years, with families hearing little or no news as to what has become of them? In terms of diplomatic efforts, what are we doing to ensure that, where human rights abuses are taking place, we are directly addressing those with the appropriate authorities and Ministers?

Our aid has had a tremendous impact on the people it reaches; I have seen that first hand. It is true that our compassion sets us apart in terms of our leadership in this field, but much more can be done, particularly for vulnerable children: those who may be on their own in Europe without parents, who have suffered trauma and long journeys, who are going missing and who are being exploited and abused. I would like the Government to try to address those issues compassionately and show the leadership those people very much deserve.

It is a pleasure to serve under your chairmanship, Sir David. I thank the hon. Member for Mid Derbyshire (Pauline Latham) and the rest of the Committee for their work. She gave an extremely extensive and thorough speech that covered the Committee’s findings on Nigeria. I do not intend to repeat what she said, but I will raise a number of issues that were apparent to me on the Committee’s visit.

As the hon. Lady said, although it is a lower-middle-income country, Nigeria plays host to 120 million people living below or only just above the poverty line, to 10% of the world’s mothers who die in childbirth and to 16% of the world’s out-of-school children. I have to say that what struck me when I arrived there was the inequality, which is absolutely stark: many people have great wealth, but the majority of the population have very little at all.

I ask the Minister what the long-term plan is for DFID’s work with Nigeria and its Government. Nigeria is a lower-middle-income country and it has a number of resources, although they have not provided the same economic benefit in recent years as they did before. Nevertheless, it seems to me that the issue is what systems can be put in place to address inequality and ensure that the economy’s benefits actually reach people who are vulnerable and in need of support. What will the Department do to ensure that such systems will be put in place? What work is taking place with the Government to try to address that? Without those systems, the problem will be self-perpetuating: we will continue to give vast amounts to Nigeria, a lower-middle-income country—I think it is DFID’s second largest bilateral programme in Africa and its third largest in the world—when what it really needs is assistance to self-sustain and make long-term progress in the right direction, so that some of that money can go to other countries that are not in the same financial position.

The other issue that stood out to me was corruption. It was even apparent at the airport: I tried to buy something at the duty-free and was told, “No, you can’t pay with a card—you will have to pay with cash.” Even in places where you would not expect it, there is money flowing through the systems, with very little accountability for how much of it there is and where it ends up, and I imagine that very little tax is being collected. One of the key issues that the Department should look at in Nigeria is electronic cash transfer programmes—we have recently seen some excellent work on those in Kenya—to ensure that the Nigerian Government have a record of where money is being transferred, in shops and throughout the economy, and are therefore much better able to collect taxes. That was not at all evident to me in Nigeria, not even at the airport, which I would have expected to have some system in place.

We were taken to see an anti-corruption tower—that is the only way I can describe it. It was a massive building that the Nigerians hoped we were going to help to fund. It was exorbitant in size. It was to house the anti-corruption teams of the Minister. I was not sure that, by funding a tower, the money was going to go in the right direction—towards anti-corruption policies. What is happening in terms of the work we are doing with the Government and the anti-corruption Minister who was in place at the time to take forward strategic anti-corruption policies? Again, I feel that the crux of the matter is about knowing where money is coming from and where it is going to, and making sure that it is electronically registered.

The Committee recognised the key role of the private sector in successful economic development, but noted that there was not a coherent joined-up strategy between various parts of the UK Government on achieving that. What progress has been made? The other issue of grave concern to me was the prospect of achieving sustainable development goal 4 on education. When I visited the school in Kano in northern Nigeria, there appeared to be great ambivalence about ministerial-led support for girls’ education. Education was taking place in the school, but I would say the quality was extremely poor. On what was being taught, I cannot say from my visit that I had much awareness of any learning other than the continual reciting of religious books. I am all for religious education and I believe parents should have a choice in that regard. However, if we are providing money for education programmes, we should address the quality of those and ensure progress is made. I understand that some progress has been made of late, but I would like that to be repeatedly reviewed because I did not end the education visits with a great sense that the money was being spent in a way that would make a great difference to the girls.

I also had a sense—an undercurrent—of women’s place in Nigeria. That was even apparent when we visited Ministries, where there were no women aside from our own delegation around the table. I asked why there were so few women parliamentarians and I was told they cannot afford to stand. That is a huge gender equality issue. If there are few women in political life in Nigeria, there will be few policies that create gender equality, so we should focus on that. On the idea that someone has to have a set amount of money to stand, obviously, we cannot enforce our absolute democratic principles on every other country, but if we are working with Governments to try to improve governance and democracy, these are conversations that must be had. Unless the system and its failings are addressed, I fear that little will change for girls in Nigeria, particularly in the north, and we will continually have to try to monitor strongly what is happening and doubts regarding the effectiveness of what we do there.

One thing that emotionally struck me was meeting the “Bring Back Our Girls” campaigners, who are out every day speaking about the importance of bringing back the girls safe and alive. I really want the UK Government to work with the Nigerian Government to ensure that we do as much as we can to support them in that regard. We know only too well that defeating extremism should be our priority. It tarnishes society and reduces the hopes of people around the world. We know that only too well today after the impact even in this House.

We must provide support to defeat extremism. At the time, I thought that the Nigerian Government were taking that extremely seriously. I understand that they have made good gains. The President has a military background and defeating extremism is one of the key objectives that he is committed to. We need to support that positive objective to ensure that people in the north, the children, women and families have opportunity and hope outwith being kept in conditions of extremism. We must always fight to try to help to bring back those girls. Where else in the world would hundreds of girls go missing for such a length of time with nothing happening? That is very stark. Some have been released. But they were not found. We need to ensure that we do all we can to bring those girls back safe and alive for their families. I am a mother of girls. I feel very strongly and passionately that we should assist the Government.

Food insecurity is a humanitarian issue now in Nigeria. We must do all that we can to help the vulnerable people there who are suffering from acute malnutrition. We know that the humanitarian appeal has reached only 52% of the funding requirement, so we need to look at that and decide whether there is more that the United Kingdom can do. Again, I come back to saying that there also has to be a long-term plan. Nigeria has grave inequality and pockets of extreme wealth. There has to be a Government plan for situations that arise over the long term. Perhaps the UK might assist Nigeria to put in place a plan to help its own population in future, but in the meantime we have to do everything that we possibly can.

I have concerns regarding the governance of the work that we do in Nigeria. I am hopeful that DFID will be extra scrupulous in looking at programmes, their quality and outcome. Fundamentally, in order to help support Nigeria, there needs to be radical change in the politics in Nigeria and the will to make changes to deal with corruption and inequality. I hope that, wherever possible, the Minister will help to push on those particular issues. Also, I hope he will update us today on what we can do to bring back the Chibok girls.

I am delighted to serve under your chairmanship, Mr Stringer, and it is an absolute privilege to follow the hon. Member for Stafford (Jeremy Lefroy). I also congratulate the hon. Member for Liverpool, West Derby (Stephen Twigg), the excellent Chair of the International Development Committee, on introducing this extremely important debate, as well as colleagues from the Committee and from the all-party parliamentary group on the United Nations global goals for sustainable development—I am a member of both.

The sustainable development goals are universal and therefore must be applied both at home and internationally. I do not intend to reiterate much of the information that has already been relayed so well by colleagues today, so I will focus briefly on some issues that have been highlighted in my work on the International Development Committee. A pertinent one on which I will spend more time is data collection and the importance of doing that from a variety of sources.

It is imperative that we collect both governmental data and other data, because we need to ensure objective measurement. We must be able to evidence the implementation of the sustainable development goals and the indicators that we have set. As the International Development Committee has heard in evidence, there are a great many ways to collect informative data. In the many countries where such data have never been collected, we first need a baseline to show exactly where we are now, but we also need data that give us an understanding of the progress towards implementation.

For example, governmental data on child marriage, if they exist at all, may be linked to the legality of child marriage in a particular country. I am led to believe that in countries where child marriage is illegal but still exists, such marriages often are not conducted in registered settings; they may be cultural ceremonies and are therefore unlikely to be recorded. People know that such marriages are happening, but they are excluded from the data. We must therefore collect accurate data, and governmental data by themselves may not be accurate. Household survey data might be required, as might data collected using alternative technologies, such as mobile phone surveys or imaging. That would ensure that the data were accurate, particularly that which came from marginalised people or women, who may feel too vulnerable to provide accurate data to governmental agencies.

Another example is sexual violence, where stigma exists for people who come forward. How will we collect accurate and objective data that do not underestimate that issue, country-by-country? We know that such data are difficult to come by in the UK, as sexual violence, domestic violence and childhood sexual abuse are vastly under-reported. Will the Minister comment on the support that DFID provides for data collection—in particular the use of technology and collection from multiple sources? What methods do we use to verify statistics rather than simply accepting them at face value?

I turn to another particularly important part of the implementation of the SDGs: the “leave no one behind” agenda. I have been fortunate to visit several developing countries with the International Development Committee, and I must say that I have visited few projects that reach out to and undertake interventions for people with disabilities or mental health problems. Many such groups continue to be left behind and marginalised. Do we have data on their numbers? Such data may vary across countries, but what are we doing to ensure that those people are not continually left behind? Do we think we are doing enough? We are simply not reaching out enough and noticing that those people exist. Ensuring that we identify those who are left behind should be integral to DFID’s programmes.

I was pleased to hear from the Minister yesterday in an informal meeting that the Department may look at support programmes for marginalised groups such as the disabled. Will it also examine key mental health issues to ensure that we address people’s holistic needs—particularly those of refugees and refugee children? It was a privilege to welcome the Tree of Life project to Parliament last month. It presented its work on trauma among refugee children. It takes a reconstructive rather than deconstructive approach to trauma work and is keen to build children’s resilience, which is important in building both people’s lives and peaceful and just societies around the world, particularly where conflict has left its mark.

As we have heard, we must also look at policy in the United Kingdom to ensure that the most vulnerable people, including those with disabilities, are not left behind. I am particularly concerned by the cuts to employment and support allowance, which helps people to be independent and enables them to get into work. The disability employment gap in this country is shocking. This morning, I met the National Autistic Society, which indicated that that gap is even higher among people with autism. Will the Minister confirm who is responsible for ensuring that the goals are applied in the UK and that Government policy is underpinned by those aims?

We know that the sustainable development goals will be in each departmental plan, but who will evaluate those plans and who will have key responsibility? We heard recently from the Civil Society Partnership Review, which is linked with the work of the Independent Commission for Aid Impact and the International Development Committee, that non-governmental organisations are disappointed that the sustainable development goals and climate change do not feature highly in those plans. I, too, am disappointed, particularly if they are to underpin our strategy and goals.

I have been particularly struck by the programmes that I have visited that leverage several goals at once; this has already been described to a degree by the hon. Member for Stafford, who has great experience in this area. One area that has already been referred to is sanitation. Refuse recycling in particular addresses health, disease transfer, climate justice and jobs—four agendas in one. I have been absolutely dismayed to see the potential in developing countries for disease transfer via the litter and waste that is often strewn across streets where children play. I am heartened by the potential of waste recycling projects and their ability to address multiple goals, including sustainable development goals and climate change objectives. Are the Minister and DFID addressing those issues in a co-ordinated way and looking at projects that underpin many goals at once? Secondary education for girls is also extremely important. It not only targets education issues but helps reduce incidence of child marriage, overcome cultural stereotypes and promote equality, since it means that families place just as much value on girls as boys. We should prioritise secondary education.

Will the Minister address: data collection; leaving no one behind, particularly those with mental health and disabilities; implementation across the UK; and policy cohesion? The United Kingdom has actively advocated a transparent, participatory and accountable follow-up and review process. We therefore expect commitment to full domestic implementation of the sustainable development goals. We need an outline for how each of the 169 targets will translate into UK policy and practice, cross-Whitehall mechanisms for delivering and monitoring the goals, and a strong focus on policy coherence and the means of implementation.

The sustainable development goals are such a welcome step forward. They are universal. It is a worthwhile aim indeed to ensure that we implement them at home and internationally so the most vulnerable people in our world are no longer left behind.

There is a market and people are making money from it; the hon. Lady is right. I am campaigning to stop the trade in ivory not only worldwide but here, because we are nowhere near there yet, and we should be. We should be leading the world in blocking the ivory trade, and I know the Minister is interested in this issue.

Elephants live in large herds. They are very social animals. When an elephant is killed, the others grieve. We have seen it on David Attenborough’s programmes. If several animals in a herd are killed, poachers will generally go for the largest, because they have the biggest tusks, which poachers make so much money from. That means elephant families are losing role models for the younger elephants to follow.

We talk about dysfunctional families in this country; that is what we are seeing with wild elephants in Africa. Those elephants are losing the role models and the family structure that we have lost quite badly here. The non-mature males have no role models to follow, so they become delinquent and dangerous to the population. I know of one wildlife photographer who was trampled and savaged—he survived, but only just—by an elephant that was not behaving naturally. We are not only decimating these beautiful animals but changing the structure of their lives.

Does the hon. Lady agree that alongside ivory trading, trophy hunting is an issue that we should be addressing? Cecil the lion was killed just a year ago. That problem is widespread and is contributing to the loss of a great many species over time.

I agree, but I do not think it is as bad as poaching. People make so much money from ivory poaching that they can afford to hire helicopters to fly in a poacher who shoots an elephant or rhino, saws the tusks off with a chainsaw, gets them into the helicopter and flies off before any ranger can get near them. They are very efficient, and the trade is worth millions, but they are not the people who should be targeted. We should target the people who are commissioning this and buying the tusks. I agree with the hon. Lady that there are multiple problems.

Rhinos now need 24/7 security. I was in Kenya in the summer, and the two rhinos there had two guards walking around with them 24/7. That is changing the rhinos’ nature, because they are becoming too habituated to humans and know them too well. The habitat of gorillas is constantly reducing and they are losing the ancient rainforests that they need. Without those habitats, we lose potential tourism for many countries. Wild dogs are down to an absolute minimum. The habitats need protection, and the animals need protection.

The ivory trade needs to be stopped, without further ado. We should not consult on it next year; we should stop it next year. We should have stopped it before. We are not leading the world in this. We now face the prospect of destroying jobs and possibilities for people in Africa, because without those livelihoods, which I believe we can and should facilitate, people will be left behind. We will fail on the sustainable development goals. We will not have better education or health, and those people will genuinely be left behind. I urge the Minister to push the Foreign Office and DEFRA to stop the ivory trade, and stop it now.

It is a pleasure to serve under your chairmanship, Mr Gapes. I congratulate the Chair of the International Development Committee, the hon. Member for Liverpool, West Derby (Stephen Twigg), on securing this opportunity to discuss an extremely substantial and important report.

The hon. Member for Wakefield (Mary Creagh) has had to leave for another appointment. I had to give my apologies this afternoon, as I was unable to attend an appointment at the Malawi high commission, where the Social Work Malawi programme is being launched by the Children and Families International Foundation. The programme aims to bring social work skills and expertise to that country through training, resources and skills sharing. It is a very exciting initiative, which will no doubt contribute to the achievement of the sustainable development goals.

I am delighted to be back here in Westminster Hall talking about this subject because the first debate that I secured as a new Member in June 2015 was on the negotiation and implementation of the sustainable development goals. The hon. Member for Liverpool, West Derby spoke in that debate; I think he was pitching for the chairmanship at that point—clearly a successful pitch. We were also joined by the former Member for Sleaford and North Hykeham. I think it is fair to pay tribute to him. Although we would not necessarily agree on everything, given the different parties that we represented, he spoke powerfully and with considerable experience on matters of international development in his time as a Member of the House.

Since the start of this parliamentary Session, the sustainable development goals have been an issue on the agenda of Members who have continually pressed the Government to make more progress. The target date of 2030 is not a moving target; it is not getting any further away. Every day, every second is precious and the Government need to continue to play the leading role that they played in drafting the sustainable development goals in starting to take forward implementation. The goals are not going away now that they have been agreed. I pay tribute to the work of the all-party group and the hon. Member for Aldridge-Brownhills (Wendy Morton) and Lord McConnell for their role in providing ongoing scrutiny.

The new Administration have sometimes been accused of having an aversion to their predecessors’ policies and legacies, but I hope that is not true when it comes to the sustainable development goals.

In summing up for the Scottish National party, I want to look at why the sustainable development goals are important. Themes have arisen from the debate. I want to comment on key points and recommendations from the report, and I have specific questions for the Government, many of which have been touched on by other hon. Members today.

The sustainable development goals are important, as we have heard from various Members. They build on the really important success of the millennium development goals, and the lessons of the millennium development goals, and they start with a very different mandate. They were not cooked up in a basement negotiating room of the United Nations General Assembly building. There was a global consultation and a participative drafting process, which gives them a significant mandate. The universality aspect is also hugely important. The goals apply equally everywhere. We must work to meet them at home as well as abroad, as almost every Member has said. The hon. Member for Wakefield drove that point home when she spoke about her experience on the Environmental Audit Committee. They also apply to all groups everywhere. They are not met until they are met in every geographic place and for every demographic indicator. That is the whole point of leaving no one behind. That is particularly true of older people and of women, as has been mentioned.

Most importantly, the goals are integrated with the climate change agenda. Climate change threatens to undo the progress made under the millennium development goals framework, so we cannot tackle poverty and instability without also tackling climate change. That relates also to the biodiversity points made with great eloquence by the hon. Member for Mid Derbyshire (Pauline Latham).

The framework provides an accountability mechanism. This Government and Governments around the world, whether they like it or not and whether the party of government changes or not, are committed to achieving the goals. I was interested in the proposal by the hon. Member for Stafford (Jeremy Lefroy) for a 360° appraisal mechanism whereby countries could make recommendations and monitor the progress of their peers. It would be very interesting to take that forward. We have had several international examples—the national consultation in Germany, the responsible departments in the Norwegian Government and a programme for future generations in Wales. The Scottish Government have been thoroughly committed to taking forward the sustainable development goals agenda. Even before negotiations had concluded, the First Minister said that she wanted Scotland to play its part in achieving the goals. Work is under way to align the sustainable development goals with the Scottish Government’s national performance framework domestically and also to underpin their international development policy.

The report is a detailed piece of work. It is incredibly comprehensive, and I am happy to endorse pretty much everything it contains. It is important for the Minister to note that it was agreed on a cross-party basis. We have heard from all parties, and I congratulate the Chair on bringing colleagues together to make really useful policy and practical recommendations. The key message is that poverty reduction must be at the heart of development policy; the sustainable development goals provide a ready-made, consensus-based framework to deliver those.

The report touches on various important points. I did not hear much from Members, about tax justice and the importance of domestic resource mobilisation, although they are important. If we ever get to the point where we are able to start reducing aid spending, as some Government Back Benchers—not represented here today—seem desperate to do, it will be because developing countries are able to raise their own funds for poverty reduction work, but that will not happen without an end to tax dodging, which must be stopped. That could be started, as the report recommends, by introducing beneficial ownership registers in UK overseas territories.

There is a role for the private sector to play, as everyone has recognised. In the coming days we will be considering the Commonwealth Development Corporation Bill, which will provide interesting opportunities to explore these issues in more detail. What comes out of the report is that poverty, not profit, must be at the heart of development assistance and development investment.

Absolutely. Tax treaties were touched on briefly. I think I heard double taxation talked about in the Chamber earlier today, and our hon. Friend the Member for Kirkcaldy and Cowdenbeath (Roger Mullin) will be seeking to build on his predecessor’s reputation with his private Member’s Bill, the Double Taxation Treaties (Developing Countries) Bill, in a couple of weeks’ time.

The report goes on to talk about domestic responsibility. There has been a development today, and I was grateful to my hon. Friend the Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) for slipping me a copy of a letter that has been delivered into the hands of the Chair at short notice. I echo the questions that still remain and the disappointment that the sustainable development goals have not so far featured in the single departmental plans. There is a need for clearer and more co-ordinated policy. It would be useful to get some clarity about when the multilateral and bilateral aid reviews are going to be published and whether the Government’s rejection of the recommendations for a fresh White Paper and a consolidating Act is valid for the lifetime of this Parliament. Will they review that as we continue to make progress?

The point about Select Committees was particularly well made. I am a member of the Procedure Committee, and I think I would have a hard time persuading the hon. Member for Broxbourne (Mr Walker) to do very much in monitoring progress towards the sustainable development goals. The procedures that allow Select Committee reports to be discussed here in Westminster Hall and in the main Chamber can perhaps play a role in taking forward scrutiny of the sustainable development goals.

Will the Government continue to engage? I hope that they have not ruled out for the lifetime of this Parliament some of the more practical recommendations that have been made. We look forward to the publication of the aid reviews, and we hope that they contain more detail or at least a reference to the sustainable development goals. I have read the civil society partnership review document, and I was surprised to find that it did not contain the words “sustainable development goals” at any point, as I think the hon. Member for Congleton (Fiona Bruce) mentioned.

The point about data and monitoring is very important. The Overseas Development Institute’s briefing pointed out that Governments need to know where people live and what they need, so I hope that the Government will continue, as my hon. Friend the Member for East Kilbride, Strathaven and Lesmahagow asked, to use capacity building programmes to help countries generate timely and disaggregated data.

It is important that the commitment on gender equality and minority groups continues. The National Committee for UN Women is calling on the Government to commit to the Step It Up for Gender Equality initiative, and I have tabled written questions about that. Can the Minister tell us about the willingness of the UK Government to engage with that initiative?

The hon. Member for Congleton also spoke about religious intolerance. In this very Chamber, earlier today, Aid to the Church in Need issued a report on religious persecution around the world; and yesterday we marked red Wednesday, when a number of landmarks, including Westminster Hall, were lit in red to highlight the persecution of religious communities.

Other hon. Members went into detail on various matters. The hon. Member for Poplar and Limehouse (Jim Fitzpatrick) talked about Fire Aid, whose conference Glasgow was proud to host earlier this year. Both the hon. Gentleman and the hon. Member for Stafford mentioned the small grants programme, which, incidentally, the Scottish Government runs very successfully; perhaps the UK Government can learn some lessons from the programme.

On Tuesday the House will consider the Commonwealth Development Corporation Bill in more detail, and I hope that the Government will be prepared to engage constructively with any proposals to strengthen it or to make more explicit CDC’s responsibility to work for poverty reduction and the sustainable development goals.

I hope that the debate and the report will serve as something of a wake-up call for the Government. Despite what may be read in some of the gutter and right wing press, there is consensus across the country about the importance of aid and the need to tackle poverty. We of course welcome the continuing commitment to spending 0.7% of GNI on aid, but there is no point in doing it by going down a completely different track from the rest of the world, or not living up to the existing sustainable development goals framework and ambitions. We hear a lot about how aid should align with the national interest. Surely meeting the SDGs is itself in the national interest. The emphasis on the national interest implies somehow that previously aid did not work in the national interest, or that we have a deeper interest in aid’s effectiveness beyond what the SDGs are intended to achieve. In that case my question would be what is its purpose? What better or more noble purpose could there be than the eradication of poverty and disease, and the building of peace and equality for all? That is not just in the national interest. It is in the interest of everyone who lives on our shared planet. I hope that collectively we can continue with that attitude.

It is a pleasure to serve under your chairpersonship, Mrs Moon. I congratulate the hon. Member for Stafford (Jeremy Lefroy) on introducing this important debate. He is a real advocate of what works in international development and it is a privilege to serve on the International Development Committee alongside him.

I am pleased to be able to take part in the debate. I have a great interest in the subject; I am a member of the Select Committee on International Development, and have a local interest as the Department for International Development in Scotland is based in East Kilbride, in my constituency. We need to recognise the importance of making sure that there are sustainable, inclusive jobs across the world; we must place that at the heart of the UK’s development agenda. I am particularly proud of my party’s work on that. The Scottish Government have a firm commitment to advance Scotland’s place in the world as a responsible nation. They have a £9 million international development fund and a £6 million climate justice fund, which supports 11 projects in places that include Malawi, Zambia, Tanzania and Rwanda.

Goal 8 of the sustainable development goals is about jobs and livelihoods. That key objective is required to be achieved by 2030. There is, as we have heard, much work to be done to realise that aim, and progress must be regularly monitored, and measured effectively through improved data collection and the development of disaggregated data. We need to ensure that the disproportionate unemployment rate for young people is tackled. About 600 million new jobs must be created just to keep things constant. Unemployment affects women and disabled people disproportionately. The target includes full and productive employment for all and equal pay for work of equal value, ensuring that no one is left behind. An example to consider is work that has been funded in Malawi, including projects focused on job development and economic growth. This month I met Malawian farmers who had developed a fair trade enterprise that enabled many people in their community to develop sustainable businesses. Their venture supported others besides their own families, and enabled many children to attend school. I would like DFID in future to fund initiatives of that type and think about developing them.

The Global Concerns Trust has run several projects that have helped adults with disabilities to receive vocational training. In one project, 106 adults have been given training in carpentry or tailoring, and the trust has given 57 people the tools they need to start their own business. Our development portfolio should ensure that no one is left behind. Another project has given 62 people with disabilities vocational training, as well as training in business skills and prevention of HIV/AIDS, so that they can help others in their community. That has helped people to earn a living, with a more than fivefold increase in income on average for those trained. Those achievements may seem small in scale, but they have a huge impact. They allow people the opportunity to develop and grow, and to create businesses and become economic contributors. They are then not reliant on government project work or aid for sustainability.

It is important for developing countries to have sustainable economies for growth—but that is not the only reason. There are also enormous psychological benefits to being employed and economically active. It gives dignity and fulfilment. Without a job people feel that there is no future for them or their families. Jobs meet important psychosocial needs, and work is central to individual identity and social status, whereas conversely there is a strong association between worklessness and poor health, including poor mental health, and poverty. Working towards full employment in developing countries helps to create a foundation of growing prosperity, inclusion and social cohesion.

DFID works on private sector development, but there is much work to be done in that realm. We need to engage private enterprise to ensure that the millions become the trillions that we need to leverage our sustainable development goals and make progress. We need a focus on entrepreneurship and allowing people to develop their own skills and attributes, including technological skills, which are so important to economic development. We also need effective measures to eradicate forced labour, slavery and human trafficking. We need to work at many levels.

It is necessary to develop clear guidance to ensure that future assistance is clearly structured to create coherent opportunities. It is a fundamental issue and it is of the utmost importance that we get it right and continually assess our progress. We need the UK Government to report on progress in an open, accessible and participatory way, supporting the active engagement of all, including children and marginalised groups. As I have mentioned, a key issue is that we require better datasets, which should be disaggregated across countries. I am hopeful that technology will be able to transform people’s lives—particularly women’s lives—across the world. Tools and equipment reduce drudgery and increase the amount of quality time that can be spent with family and on education. I would like a fair trade symbol to be developed, if possible, to show in particular women’s contribution to the production cycle, where women lead and develop businesses in the developing world. I should be grateful if the Minister commented on whether that is a helpful idea.

Jobs and livelihoods are crucial for all. The sustainable development goals mean that we must make progress at home as well as in developing countries. More focus is required on enabling, and less on scapegoating of the workless. That will give a motivation for change. I look forward to working constructively in the International Development Committee on this issue, as well as at home in my constituency, developing jobs and livelihoods for all.

It is a pleasure to serve under your chairmanship, Mr Wilson, and to take part in this debate as a member of the Select Committee on International Development and because the Department for International Development in Scotland is based in my constituency.

It is estimated that UK aid helps to save a life every two minutes. It has provided 13.2 million people with access to essential TB treatment. Since 2011, it has reached 62.9 million people with water, sanitation and hygiene interventions and has ensured the safe birth of 5.1 million children by making appropriate medical assistance available. However, aid from the UK does not just save lives. It helps to tackle social inequalities and to encourage prosperity. It supports those suffering from poverty to overcome hardships and helps to provide education opportunities to children, including girls, across the world. It increases people’s abilities and skills to earn a living, and generates employment, fosters trade and develops markets. It helps to address climate change, to reduce conflict and to increase stability across our world. All that is in the interests of developing countries and the developed world.

Evidence indicates that our aid is effective. Thanks to significant progress in international development, the proportion of people living in extreme poverty declined by 60% between 1990 and 2011. This means almost 1 billion people have been lifted out of poverty. To meet the valuable aspirations of the sustainable development goals, it is vital that the UK continues to meet our strong aid commitment of 0.7% and encourages other countries to follow suit.

My hon. Friend is setting out the compelling case for continuing overseas funding at this level. Does she agree that there is real concern that the same section of the right-wing press is whipping up public concern based on misinformation to undermine the whole notion of foreign aid spending altogether?

I am grateful for my hon. Friend’s intervention. She made her point very well.

Long-term planning realises sustainability and provides leverage to transform millions into trillions, which is required to achieve our sustainable development goals.

In the run-up to this debate, I was contacted by a constituent and former Minister, the right hon. Adam Ingram, who expressed concern about the spending of international aid via the Palestinian Authority. He requires further reassurance from the Minister on transparency and whether the payments are needs-based and affordable, alongside independent vetting.

I was contacted by another constituent who was keen for me to support foreign aid spending in this debate. In her email, she advised me that she cares about people living in poverty around the world and loves helping them with the UK’s aid budget. Importantly, she said it is good when politicians keep promises. I very much hope that we will continue to keep this one.

The Scottish Government’s international development policy and £9 million aid fund convey our party’s vision of Scotland fulfilling its place in the world as a good global citizen, committed to playing its part in addressing the challenges facing the world. It focuses on seven countries around the world and links with our world-leading climate justice fund.

As a country, we cannot act with credibility overseas if we are blind to inequality at home, but our ambitions for a fairer Scotland are undermined without global action to tackle poverty, to promote prosperity and to tackle climate change. As a Christian, I believe we have a moral duty to fulfil our commitment to achieving the sustainable development goals around the world. As humans, we share one planet and we must contribute to making it fair, healthy and safe for all.

I am happy to be a conduit to the Minister on that point. I know he understands that when any of us make points in such debates, we do so on the basis of urging rather than begrudging the very good efforts that have already been made by Government. We are urging the Government because they have earned the position of leading positively on various issues internationally.

As chair of the APPG on Sudan and South Sudan, I am conscious of the report by the charity Waging Peace last November: “Rape in Darfur—A History of Predation”. It had nine key recommendations and some telling observations. If I may advertise, hon. Members can sign early-day motion 903, which takes points from the report, before the end of this Session.

Waging Peace stated:

“Our testimonies indicate that in Darfur the measure that works best at preventing sexual violence is the physical protection offered by the region’s...United Nations-African Union peacekeeping mission, UNAMID...However, it is in the immediate vicinity of the UNAMID-controlled compounds that our testimonies indicate that the worst abuses occur. Almost two-thirds of the victims report being raped upon leaving the relative safety of UNAMID-controlled zones: either to collect firewood, perform agricultural work while living in temporary accommodation near farms, or to collect personal belongings immediately following a displacement. The similarity in the accounts provided in the testimonies suggests that such attacks...have become routine.”

In the context of UNAMID, it goes on to suggest community liaison assistants on a model similar to that in the Democratic Republic of the Congo. The criticism of what is happening near UNAMID’s location is supported by a former spokesperson for the African Union-UN mission in Darfur, Aicha Elbasri, who has effectively turned whistleblower. She says,

“Victims of rape, systematic rape and mass rape in Darfur suffer in silence, as the use of these horrible crimes as weapons of war no longer commands international attention. But brutal attacks on the bodies and souls of women and girls continue unabated, and may have worsened in the absence of public scrutiny.”

Reports by Waging Peace go some way to redressing the balance.

I want to draw particular attention to the law in Sudan and the issue of zina, which really affects victims there. Waging Peace says:

“While we recognise that international pressure contributed to the Sudanese government amending controversial laws around rape in early 2015, the changes did not go far enough. Formerly, under Article 149 of the Sudanese Criminal Code of 1991, rape was defined as ‘zina’, meaning intercourse outside marriage, without consent. If women or girls reported a rape but could not produce the necessary evidence, including witness statements from four males confirming that the act was ‘without consent’, they would instead be charged with ‘zina’ (adultery), and face being jailed, flogged or stoned to death. The law was changed in 2015 to reflect the fact that rape involves physical or psychological coercion, but Article 62 of the country’s 1994 Evidence Act remains unchanged, meaning four male witnesses are still required in cases of this kind. This places a prohibitive burden of proof on victims of sexual violence.”

It also means that victims still fear that they, not their attackers, will be punished if they reveal what has happened to them. In the context of the renewal of dialogue between the UK and Sudan and with Governments being invited to be involved in the wider Khartoum process, as it is known, there are issues that must be addressed.

If you will allow me, Mr Owen, I want to put in a further plug. One of the key reporters of the mass rape of girls in Darfur is Eric Reeves, who will meet the all-party group on Sudan and South Sudan on 7 June, I think—certainly that week. He has called the continuing mass rape of girls in Darfur the “most heinous crime” that “generates no international outrage”. I hope that we can reflect some of that outrage.

The problem does not exist only in Sudan. A recent report by the Humanitarian Aid Relief Trust—HART—addresses the issues in South Sudan. It says:

“Some 185,000 internally displaced people (IDPs) have sought refuge in UN Protection of Civilians (PoC) sites, while around 90 per cent of IDPs are on the run or sheltering outside PoC sites…Nearly one in every three schools in South Sudan has been destroyed, damaged, occupied or closed, impacting on the education of more than 900,000 children, including some 350,000 who have been forced out of school by the conflict.”

Elsewhere in the report is the observation:

“An adolescent girl in South Sudan is three times more likely to die in childbirth than complete primary school.”

I congratulate the hon. Gentleman on securing this extremely important debate. Does he agree that it is really important that we obtain disaggregated data on young women and girls with disability? They are doubly at risk because of their vulnerability to violence and sexual violence and because they could be left behind.

I fully concur with the hon. Lady. Her point echoes one made in a previous Westminster Hall debate. The issue is not only girls with disabilities, but indigenous people and others who might be marginalised in their society.

I want to read out one more quote from the HART report:

“The overall death toll is unknown. In Leer, Mayendit and Koch counties of Unity State alone, an estimated 1,000 civilians were killed, 1,300 women and girls were raped and 1,600 women and children were abducted from April to September 2015.”

That was not so long ago. The report is aptly titled “They are killing us loudly, but no one is listening”. This debate is an opportunity for us to show that we are listening, and hopefully we will be able to show how we will follow through on the commitments and targets in goal 5.

We must show that we are not just listening but working effectively in support of those women and girls who are confronted by violence and those who are trying to be advocates for them. Let us remember that in many areas women who are active human rights and women’s rights defenders are particularly targeted. Violence and sexual violence are used against them in so many countries. I am sure that other Members will address some of those points in their contributions.

It is a pleasure to speak under your chairmanship, Mr McCabe. I congratulate my hon. Friend the Member for Bath (Ben Howlett) on securing the debate on sustainable development goals, which are now referred to as development goals. Along with other Members here, I am a member of the Select Committee on International Development and I am also the co-chair of the all-party parliamentary group on sustainable development goals. I take a particular interest in this matter and the International Development Committee has an ongoing inquiry on it, so I welcome the chance to speak.

The SDGs are the successors to the millennium development goals. There were eight MDGs but there are 17 SDGs, which were agreed to at the end of last year. They are much broader than the MDGs and I was pleased to see that they gave particular focus to women and girls as well as to health, governance and much more. In fact, there is much more in the SDGs than in the millennium goals. They also require a fundamentally different approach to sustainable development from the UK and beyond. Like any plan, strategy or agenda, the goals are all down to the delivery and implementation on the ground and the difference that will make to people’s lives. That is how they will be judged, be that in the next few months and years or in 15 years’ time.

In broader terms, the UK is taking a leading role in international development. I, too, am a supporter of the UK’s commitment to 0.7% for international development, but it is not enough just to commit to spend; we must commit to deliver and achieve value for money and accountability for the British taxpayer. Good and effective international development is the right thing to do, and it is the smart thing to do as well. It is in the country’s interests to do good international development, be that in responding to humanitarian emergencies and disasters, building resilience in countries that are prone to crisis, building stability or using influence. All of those are linked to goal 5 on women and equality, which my hon. Friend the Member for Bath (Ben Howlett) referred to today. The goals are very much interlinked. It was often said when they were agreed that perhaps there were too many, but I would not have liked the job of trying to remove one of them.

My hon. Friend spoke eloquently about women and equality, on which the Government have made a huge contribution. In particular, the girls’ summit in 2014 showed the way and the importance of putting women and girls at the centre of international development, especially in education and in health. They have also done work on preventing sexual violence against women in conflict. Of course there is much more to do. I, too, would like to see greater clarity as to how the SDGs are linked into other Departments’ plans as well as the broader official development assistance-defined projects.

I take the opportunity to highlight a couple of projects and campaigns that show the importance of SDG 5 and women and equality. First, as some Members know, I spent many of my summers in Rwanda with Project Umubano. I was there a number of years ago and I had the pleasure of visiting a project organised by ActionAid, helping to empower women—I often refer to it as the bee project. A group of women were shown how to farm beehives, which produced not just an income and livelihood for them but enabled them to educate their children, empower themselves and improve the future chances of their families, which is really important.

More recently, the Select Committee was in Nigeria, where one of the most humbling experiences was to meet some of the campaigners from the Bring Back Our Girls campaign. They hold a daily vigil at the Unity fountain in Abuja and we could not help but be moved by the stories they so bravely shared with us. These are just two examples.

I, too, would like to comment on the Bring Back Our Girls campaigners. We have been doing a lot of work with the Nigerian Government to try to help them to overcome Boko Haram and its horrendous maltreatment of young girls in northern Nigeria. The anniversary of that campaign is coming up; the girls have been missing for two years. I hope that the Minister will reflect on what more can be done.

I thank the hon. Lady for her valuable contribution. We were all moved that afternoon.

These are two very different stories. The bee project is a story of great hope, but Chibok is one of great sadness and tragedy. That is why SDG 5—achieving gender equality and empowering all women and girls—is so important. I hope that in today’s debate we are able to continue to raise the importance of DFID’s work, the SDGs, women and diversity and, crucially, implementation and accountability. The success of the SDGs will depend upon the collection of data to analyse and assess the results, which is a challenge in itself. We need to be robust, because accountability matters. However, there must also be a recognition that although the UK is putting huge effort into the SDGs and playing a significant part, these are universal goals and it is up to everyone to play their part in them. Others must also step up to the mark.

I am delighted to serve under your chairmanship, Mr McCabe. I congratulate the hon. Member for Bath (Ben Howlett) on bringing this extremely important debate to Westminster Hall. The sustainable development goals are universal and therefore must be applied both at home in the UK and internationally. I do not wish to reiterate the information that has already been relayed so well by colleagues, so I will focus briefly on some issues that have been highlighted as part of my work on the International Development Committee, which is currently undertaking an inquiry into the sustainable development goals.

One very pertinent and important issue that I would like the Minister to comment on is the collection of data—from a variety of sources, both governmental and beyond. We must be able to evidence the implementation of the goals and indicators that we have set. There are a great many ways to collect informative and necessary data in the UK and in developing countries. In many countries where such data have never been collected, we must first gain a baseline to show where we are now, but we must also have data that give us an understanding of the progress that is being made towards full implementation.

The hon. Lady is making a very good point. Does she agree that many developing countries will have difficulty collecting such data, and that this could be a great opportunity for DFID to do everything it possibly can to assist those countries to meet the required standard?

I agree entirely. It is key that we show leadership in this area, in which we historically have very good ability and understanding, and we can certainly lend our expertise to the rest of the world, including developing countries.

Data must be gathered from various sources. For example, if they exist at all, governmental data on child marriage are linked to the legality of child marriage. In countries where child marriage is illegal but still exists, such marriages are often not conducted in registered settings; they are cultural ceremonies and therefore unrecorded. People know that they are happening, but they are excluded from the data. We must therefore collect accurate data. Governmental data may not themselves be accurate. Household survey data are required, as are data from technologies such as mobile phones, imaging and other sources, to make sure that the data are accurate, particularly for people—such as women—who may feel too vulnerable to provide accurate data to governmental agencies that are collecting such data. Will the Minister comment on the support that DFID is providing for data collection, and the use of technology in that collection, and the methods it uses to verify statistics, so that it does not just accept them at face value?

There is also the issue of the disaggregation of data. In terms of what the targets are—leaving no one behind—the data need to be articulate and specific, not least for groups that could easily be overlooked, such as ethnic minorities and indigenous peoples. The way in which DFID deals with its own statistics is hugely important.

I thank the hon. Gentleman. He shows his expertise in the area. Disaggregated data will be crucial in our understanding of whether we meet indicators.

Before I finish I will speak of another particularly important part of the implementation—the “leave no one behind” agenda. As a member of the International Development Committee, I have been fortunate to visit a number of developing countries, and I must say that I have visited few projects that reach out and undertake interventions for people with disabilities. Many of those people continue to be left behind and marginalised, and are missing from the programmes that I have visited. Do we have data on their numbers? The data may vary across countries. What are we doing to ensure that people with disabilities are not continually left behind, and to ensure that we do not think we are doing enough because we are simply not reaching out and noticing that they are there? That should be integral to DFID’s programmes.

Summing up, because I am aware of the time and want the Minister to be able to respond, the SDGs are a welcome step forward. Their implementation is complex and requires funding, although I agree with other hon. Members that there should be investment, so that it is a partnership. Data collection and verification will be key, but what a worthwhile aim it is to make sure that we implement the sustainable development goals, and that the most vulnerable people across our world are no longer left behind.

My hon. Friend makes an important point. Our commitment to the global fund is outstanding—I believe we are its second-largest donor. My concern is that, because we are the second-largest donor, the global fund listens to the mood music from the UK Government. One issue that I have raised on many occasions is how our withdrawal of aid from middle-income countries, stopping much bilateral aid and moving through to multilateral aid, leaves many marginalised groups bereft. No transitional funding is put in place. We have started to see that kind of emphasis being reflected in the priorities of the global fund because it takes its lead from its major donors, which is understandable.

If the mood music coming from DFID is to deprioritise and, unintentionally, to leave marginal groups bereft, so the global fund will, perhaps by accident, also leave those marginal groups bereft, as it follows the UK lead in targeting non-MICs. I understand the strategy for MICs, but there is a significant risk that those groups that are most at risk in MICs are, through either cultural differences, stigma or criminalisation, left to fend for themselves. That cannot be a good outcome for the HIV/AIDS epidemic. I hope that my right hon. Friend the Minister will be able to address that.

It would be a catastrophic mistake to lose the focus on HIV/AIDS because we are on the brink of finally being able to control the epidemic as a public health threat. Will my right hon. Friend tell us how his Department is planning to meet the SDG target to end the AIDS epidemic by 2030, particularly for women and girls? What assessment has been made of the Department’s capacity to implement the target? The challenge of achieving universal access to ARV therapy remains ahead of us. As I mentioned earlier, something in the region of 20 million people living with HIV are not accessing treatment.

Last year the all-party group on HIV and AIDS conducted an inquiry into access to medicines that revealed some of the challenges that many low and middle-income countries face in accessing medicines. Treatment prices remain prohibitive in many countries. The price of treatments is primarily driven by licensing costs and decisions about what the market will sustain. Intellectual property rights grant exclusive rights to manufacturers that can make drugs without competition, which leads to high prices.

Affordable first-line treatments are now available in low-income countries in the form of generic drugs. That has been a major step forward in increasing access to treatments. However, the cost of second and third-line treatments remains prohibitively expensive, as such products are largely protected by patents, which keep the price high. Many middle-income countries are excluded from licensing deals that allow generic production, forcing them to purchase drugs at inflated prices. That restricts access to treatment. If a large proportion of people with HIV are women and girls, they will be excluded, because the health system will simply not be available or the treatments are too unaffordable to be universal.

International donors, including the UK, have been scaling back bilateral overseas development for MICs, thereby expecting national Governments to increase domestic funding. As I have mentioned several times, that leaves marginalised groups bereft of access to treatments, and some treatments will simply stop being provided.

I thank the hon. Gentleman for securing this extremely important debate. Does he agree that the issue is not only access to treatments but access to technology? During the Easter recess I was interested to read about portable methods for monitoring and assessing HIV. It is clear not only that joined-up thinking is needed across Departments—including Health and DFID—but that we should look at STEM subjects and our contribution to technological advances to ensure that people in rural communities have access to treatment through advances in technology.

The hon. Lady makes an important point. I visited South Africa and saw some of the work being done by Médecins sans Frontières in the townships there. What was interesting was that, despite the poverty, virtually everyone had a mobile phone. Many of the treatments, including the prompts to adhere to ARVs and other information, could be provided by harnessing technology. There is a huge gap that can be tackled, particularly in remote communities. Through the use of mobiles and other forms of remote technology, we have an opportunity to get information to people in remote areas and ensure that they have access to education and, if necessary, some form of treatment. Access to technology is a major challenge that colleagues in the Department for International Development can perhaps look at through the Global Fund.

We need to look the cost of new drugs. I hope that DFID can take a lead in looking at how the current research and development model prohibits access and innovation. Let me give an example about paediatric treatment. In South Africa and elsewhere, there is an absence of paediatric antiretrovirals. In the clinics in many of the townships of South Africa, doctors and nurses have to crumble the tablets and, almost through guesstimates, come up with a dosage suitable for the child or baby because paediatric antiretrovirals are not financially viable for the drug companies. The existing models work against providing universal access to ARVs and containing and defeating the epidemic. I believe that DFID can take the lead in looking at a way of de-linking the cost of research and development from the demands of profitability.

A proposal is under discussion to create a global R and D fund that would operate through a combination of grants, milestone prizes and end-goal prizes. If it were based on an open innovation-type approach, it could reward all those who have taken part, entered the process and contributed to developing the new treatment. That idea is not pie in the sky; it has not been developed by those who seek to undermine the pharmaceutical industry. That kind of development is championed by none other than the Prime Minister. In fact, the Conservative party manifesto contained a pledge—my right hon. Friend the Minister looks puzzled—that this country will

“lead a major new global programme to accelerate the development of vaccines and drugs to eliminate the world’s deadliest infectious diseases”.

I challenge colleagues in DFID to take the lead in looking at different ways of funding R and D to reduce the cost of second and third-line antiretrovirals. The Government have been generous in maintaining the 0.7% funding and in the money allocated for the global fight against malaria and the Ross fund.

Tackling HIV and AIDS in women and girls is a task we cannot shirk. It cannot and must not be subsumed into the main work of the Department and mainstreamed. We need explicit targets and action that we can hold the Government and Ministers to account on. I thank colleagues for attending today, and I look forward to hearing my right hon. Friend the Minister’s response and other colleagues’ contributions.

Friend agree that it is extremely important that couples counselling is also offered to help in coming to terms with HIV diagnosis, reducing stigma and the risk of violence and desertion by a partner, and ensuring that adaptive coping strategies are applied?

That is a useful point. My hon. Friend brings considerable experience of those issues to the debate, so it is useful to have her contribution.

That brings us to funding and prioritisation. I generally echo all the questions directed at the Minister so far. On the prioritisation that DFID is prepared to give to the sustainable development goals, every credit is due to the Government for the role they played in the negotiation and establishment of those goals, which are a hugely comprehensive framework for global development. We now have a road map that can take us to the kind of world that we know is possible, which will allow us to reach other targets such as the 90-90-90 target, which has been referred to. However, I do not think I am alone, even in the Chamber, in being slightly disappointed by the lack of emphasis given to the sustainable development goals in the Command Paper, for example, or the lack so far of a joined-up Government approach or even of information about that. Indeed, my hon. Friend the Member for Lanark and Hamilton East raised questions about monitoring.

Other mechanisms also need to be considered. The Global Fund is due for replenishment, so it would be interesting to hear a timetable from the Minister for the Government’s commitment. They have said repeatedly that they are prepared to give up to £1 billion, so my question has repeatedly been: if they are prepared to give up to £1 billion, why not just give £1 billion? The Global Fund knows how much money it needs and the UK has an opportunity to show global leadership by committing as much as it can to that replenishment.

Finally, the point about middle-income countries is crucial. I spoke about Zambia earlier on, and the definition of a middle-income country stretches from a GDP per head of something like—I do not have the figure in front of me—$1,500 to $13,000. In that vast range, a country can suddenly become a middle-income country and find itself less able to access the resources and support that helped it to attain that status. It would be interesting to know how the Government intend to support countries as they transition to middle-income status to reduce the risk of back-sliding in so many areas, not least HIV/AIDS transmission.

HIV is a preventable and treatable disease and we have the knowledge and ability to reduce transmission and improve access to treatment, especially with regard to women and girls. If we do that, we boost development, help to build stable societies and grow economies. Everyone benefits, but we must have the political leadership and willingness to invest effectively.

It is a pleasure to serve under your chairmanship, Mr Gray. I thank the hon. Member for Faversham and Mid Kent (Helen Whately) for bringing this extremely important and timeous debate to the House. It is a pleasure to have the opportunity to speak in it as a member of the Select Committee on International Development, having been involved in the recent inquiry into the Syrian refugee crisis.

Feedback from Scotland, including from local authorities, is positive—400 refugees of the initial 1,000 have been settled in Scotland. There is still a long way to go, but we are certainly making excellent progress in that regard. I understand that Ministers are visiting refugees around Scotland as we speak. More work is needed to ensure that refugees do not feel isolated and that we have English classes that are appropriate and sufficient for their needs.

It is important that refugees’ needs are matched to local areas and that over the longer term, they can utilise any skills, qualifications and experience they may have. As the hon. Lady said, that process should be expedited and any healthcare and psychological support that may be required to help their adaptation should be provided.

Following on from the International Development Committee’s report, I echo the comment of the hon. Member for Enfield, Southgate (Mr Burrowes) that it is extremely important to ensure that the most vulnerable individuals are assessed and registered by UNHCR. They are not all able to reach camps, particularly those with disabilities or learning difficulties, those in rural areas, Christians and minority groups. Will the Minister ensure that data are disaggregated so that we can ensure that vulnerable groups across the board are fully included in the resettlement process?

I commend DFID and the Minister for their work on resettlement and in the camps. It is important to ensure, as DFID has tried to do, that children have access to education, safety and child protection, and that refugees have the opportunity to work. That is a task in progress.

However, humanitarian crisis funding is not sufficient for long-term planning, particularly when crises are protracted over many years. We must look at funding issues and ensure that needs are met in the long term. Will the Minister ensure in discussions with Turkey and other partners that stipulations on the provision of assistance are met, so that refugees have access to education, healthcare and employment, and that a scrutiny process is enacted and long-term outcome data are collected?

Reports by Save the Children estimate that 26,000 child refugees arrived in Europe without any family in 2015. Children on their own are extremely vulnerable, and figures reported by Italy indicate that of the 13,000 unaccompanied children who arrived through its borders in 2014, almost 4,000 have subsequently disappeared, with concerns that they may have fallen victim to people trafficking. A study from Belgium in 2008 revealed that unaccompanied refugee children and adolescents are five time more likely than accompanied refugee minors to demonstrate severe or very severe symptoms of anxiety, depression and post-traumatic stress disorder. That obviously has implications for their vulnerability and resettlement.

Save the Children has led calls for 3,000 unaccompanied child refugees in Europe to be resettled in the UK, in addition to the 20,000 already accepted. That amounts to five children per parliamentary constituency. In September 2015, the Prime Minister indicated that the Government will continue to discuss the proposal, but no decision has yet been made. I reiterate that unaccompanied child refugees are a particularly vulnerable group and need urgent help.

The recommendation of the International Development Committee was resettlement in the UK of 3,000 unaccompanied children, and that proposal is supported by the Scottish Government. However, that is the tip of the iceberg in Europe. I request that the Minister collaborate and speak with European partners to ensure that unaccompanied children are registered, that child protection issues are engaged with extremely quickly, that childcare workers and staff are employed and that children do not continue to go missing within Europe.

I thank the hon. Member for Faversham and Mid Kent again. She spoke extensively and eloquently about the efforts that her local authority has made and about the emotional and practical requirements of refugees when they are resettled and local arrangements are made. She described her own profound experience of visiting refugee camps and the impact that has had on her understanding.

The right hon. Member for Leicester East (Keith Vaz) discussed the importance of delivering on the pledge, raised important issues in relation to the EU and the wider context, and said that it is vital to address the political situation in Syria. Of course, we would all agree about that.

The hon. Member for Enfield, Southgate discussed the issues of human dignity and vulnerability and reiterated points about minority groups, which I emphasise. My hon. Friend the Member for Inverclyde (Ronnie Cowan) spoke about local best practice initiatives and shared learning on resettlement in his area. The hon. Member for Dudley North (Ian Austin) spoke eloquently about his own historical family situation and about the need for councils across the UK to engage equally in the process. That should also be addressed.

My hon. Friend the Member for Paisley and Renfrewshire North (Gavin Newlands) discussed what we gain from having refugees in the country. We should be proud of what we are doing, but we should continually ask what more we can do.
