T7. Last week, I visited IDAS—Independent Domestic Abuse Services—which is an outstanding organisation supporting survivors of domestic and sexual violence. They highlighted that parents’ fear of having their children removed is preventing victims from presenting a case in full, and is preventing justice. How will the Minister ensure that power imbalances in the family courts are addressed?

On Friday I visited five Co-op stores and every one of them had daily experience of theft, with one losing £35,000-worth of goods over six months and staff experiencing assaults. In light of Labour’s pledge to introduce 13,000 more community police and a law on retail crime, what is the Secretary of State really doing? Clearly his plan is not working.

Obviously, it is not a direct matter for me, but what I would say, and I think there are many avenues that could be pursued, is that an urgent question could possibly and likely be submitted. I am not saying it would be accepted, but it could be looked on favourably, because I think we were all appalled by those images and, quite rightly, action needs to be taken.

On a point of order, Mr Speaker. This morning, the Transport Committee heard from the Transport Secretary that the Government will axe their commitment to create Great British Railways in this parliamentary Session. There has been no written statement to announce the decision, and I am not aware that an application has been made to you for an oral statement by the Secretary of State. We were expecting a transport Bill in this Session to facilitate the transition of the operations of rail to Great British Railways and to create a controlling mind for the railways out of the chaos that has existed since the Conservative Government fragmented and privatised rail in 1993. As part of the process, the former Transport Secretary launched a competition with huge fanfare for a future headquarters of the railway. Some 42 locations applied, and six were shortlisted and have expended huge amounts to win this—

Thousands of jobs could be at stake as a result of this matter, so could you please advise me on how I can take it forward, since the Secretary of State seems to have failed either to issue a written statement or to bring forward an oral statement to the House?

I am grateful to the hon. Member for giving me notice of her point of order. She has put her point on the record, and I recognise that it is a very important issue, including for other Members. If there is an important policy development on this issue, I would expect it to be announced to this House first. I am sure that those on the Government Benches will have heard this exchange, and that the hon. Member will pursue the matter through the different avenues available to her.

On a point of order, Mr Speaker. I wonder whether you can advise me. Tomorrow marks six months since the Secretary of State for Levelling Up, Housing and Communities made a commitment to me in this Chamber that he would meet me to discuss the very difficult issues that we are facing with planning and housing in York. The crisis has only grown since then, and, despite exhaustive efforts from my office, we have yet even to receive a date for such a meeting. Can you, Mr Speaker, please advise on how I can secure the commitments made in this House?

I thank the hon. Member for her point of order and for giving me advance notice of it. It is disappointing that the Secretary of State has not confirmed his promised meeting with her. I am sure that he will want to correct that as he is a right hon. Gentleman. The hon. Member has put her frustration about this on record and I hope that Members on the Treasury Bench will have noted her comments and that a meeting can now be arranged promptly.

T3. Let me return to the subject of York Central. When the Government are looking at strategic sites, cross-departmental work is important, but it is not happening across my constituency, and people are therefore viewing their interests in a silo rather than in a co-ordinated way. Will the Minister meet me to discuss the opportunity that the York Central development will provide for my city as well as the Government, to ensure that the site comes forward in the most strategic way possible and provides the jobs that the city urgently needs?

After the Owen Paterson scandal, where the Government did not like the fair process that was set up and just ripped up the rules, now the Government have changed the job description for the chair of Ofcom to give failed candidate Paul Dacre another go and put a lobbyist whose firm has represented Facebook, Apple and Sky on the panel to scrutinise candidates. Will the Secretary of State restart the process with the original job requirements and an independent panel free of any conflict of interest, and confirm that she will accept the recommendations of the Select Committee on Digital, Culture, Media and Sport when it reports on the prospective candidate?

It seems that theory and practice just do not add up. As we have repeatedly heard, Government corruption is not restricted to this place. The public appointments process has led to a litany of political appointments, notably Tory peer Baroness Tina Stowell as the chair of the Charity Commission after the DCMS Committee rejected her appointment. Her tenure was marked by political manipulation rather than independent governance. The current process for a replacement is being led by John Booth, who donated £200,000 to the Tory party. Will the Secretary of State recommence the appointment process, removing all political interests and ensuring full independence of the appointment panel, and then—

But of course, Mr Speaker. York is not just about 200 years of the history of the railways; it is home to some of the leading rail engineers of the future and digital rail, as well as leadership from our operations and rail systems. This cannot just be about hotspots where people have their favoured city; it must also be about bringing the rail community together to ensure we make the most of the future for our rail systems. Will the Secretary of State look very closely at the bid from York?

The catalogue of human rights abuses by the Chinese authorities is nothing new, and the extension of the national security law in Hong Kong is just the next step. While the suspension of extradition and export controls is necessary, why has it taken so long to reach this point, and how will the UK Government act more swiftly in formulating a strategic plan with international counterparts to make sure all those who are experiencing human rights abuses in Hong Kong and across mainland China are protected?
