Commons ChamberI thank my right hon. Friend for her intervention; she makes a serious point. If organisations such as the International Committee of the Red Cross are to succeed in their objectives, they have to be trusted in the regions and countries they serve. They have to deal with people who we may not wish to deal with ourselves to bring an end to conflicts, or even to safeguard civilians’ lives and prevent sexual violence in conflict. I hope the other place, which tends to be clear when scrutinising Bills, will see her point and will accept those amendments and not change the Bill.
As I said, I would like to move on and concentrate my remarks on the Commonwealth Parliamentary Association because of the work that I have been delighted to undertake with that brilliant organisation. As a one-term MP—I can confirm that I will be a one-term MP, because I am standing down at the next election—and as the MP for Cities of London and Westminster at this point, I have been proud to support the Commonwealth Parliamentary Association. In fact, only this week I was honoured to speak to a delegation from the Malaysian Parliament, including His Excellency Johari Abdul, Speaker of the House of Representatives, as well as members of the House of Representatives’ special Select Committees and several parliamentary officials. It was fascinating as usual to learn how similar our parliamentary procedures are, such as timetabling, where our model very much mirrors theirs. That is barring the Malaysian Parliament’s provision in the procedures—you may be interested to learn this, Mr Speaker—for the Head of State to make a statement every morning. It could be interesting to introduce that practice here in the Commons. I am not sure whether His Majesty would like to come every day to make a speech. I personally—

The Malaysian version of the Procedure Committee— I am proud to sit on the UK’s Procedure Committee—is called the standing orders committee. I was asked to speak to the Malaysian delegation about the procedures of the House of Commons—how business is tabled, the Standing Orders and my experience on the Procedure Committee. What a week to be discussing the procedures of Parliament. It was fortunate that I was able to use a certain Act, the Safety of Rwanda (Asylum and Immigration) Act 2024, which we saw this week with its extended ping-pong, to demonstrate how the UK Parliament works in practice.

Thank you, Mr Speaker. I agree with my right hon. Friend about women supporting women. We do a great job of supporting women in this Parliament and I am delighted to be part of her cross-party women in parliament group. We have to have strength in numbers and we have to encourage more women to stand, whether in CPA countries or our own, because we have to hear women’s voices in politics.
Order. This debate is about the movement and transfer of the CPA. I have got to be a little bit careful because other people may want to stretch the scope of other Bills when we do not want them stretched. This is an important subject and the House is very supportive, but we must ensure that we stick within the terms of the Bill.
I just reiterate that I support the points my hon. Friend has just made, because it is important that we make sure that the CPA is a force for good.
In the Cities of London and Westminster, the Commonwealth is right at home. We are fortunate to host the international headquarters of the Commonwealth secretariat and the Commonwealth Foundation in Marlborough House, and of course the Commonwealth Parliamentary Association for the United Kingdom operates from here in the mother of all Parliaments.

Commons ChamberOrder. If the hon. Lady wants to speak, I will put her on the list of speakers, but her intervention is far too long and others want to speak. She has been here since the beginning of the debate, so I will certainly put her on the list if she wishes.
I agree with my hon. Friend. As the largest city in the country with more than 9 million people, London will always have higher statistics, but it is being let down. Londoners have constantly been let down for eight years because of the current Mayor’s failure to get a grip of knife crime. Too many families across London have been affected by knife crime and have lost their beloved children.
There were 156 knife offences in December 2023 alone. That will not stop unless we get a grip of it. It has to be a holistic approach. It is not just about stricter sentences; they have a part to play in the criminal justice system, but we must get to the nub of why young people carry knives in the first place. I have always believed that someone who carries a knife is more likely to use one. I am so concerned that today, too many young people feel that they have to carry a knife for their own protection. We must persuade our young people that there is an alternative. We have heard about different approaches from several Members. We should learn from what is happening in Scotland, which has a lot to offer.
We need a public health and community approach. When I was cabinet member for public protection at Westminster council in 2013, I was shocked to find that Westminster—a borough that people think of as affluent, with areas such as Mayfair, Belgravia and the west end—was No. 3 in the Met’s serious youth violence table in 2013. We were even higher than Hackney. I remember going to see the then deputy Mayor for policing, now my right hon. Friend the Member for North West Hampshire (Kit Malthouse), who told me that if I did not get on top of the problem immediately, it would only get worse, and it would never change.
I immediately worked with my brilliant officers at Westminster City Council and the police to establish the first ever integrated gangs unit. I set up a scheme called “your choice”, because I wanted to send a message to young people that they had a choice: they could be involved in gangs and knife crime, but that would end either in the morgue or in prison. There were alternative ways, where young people could work with us. I was clear that we had to understand why young people were involved. I also sent a message to the parents. Often, parents do not know what their young people are getting involved in when they are out, and they do not know how to handle the problem. I offered a helping hand to parents. I am delighted to say that we went straight back down those tables within a year to where we are usually, around 16th out of 19.
There needs to be a full approach, where all the agencies work together. The integrated gangs unit included the police, probation, special needs, schools and social workers. Interestingly, we discovered that a lot of young people on the periphery of knife crime had speech and language issues. They could not properly communicate, and they had not really progressed since primary school. They had had a nightmare moving into secondary school, and they had been lost in the system. We grabbed those young men, and I am delighted that we improved the situation. We have to work together. It should not be a political issue but a community issue where we all work together, as our young people deserve.
We have heard about violence reduction units. We have one in London, run by a very impressive woman, Lib Peck, whom I have known for a long time. She is not getting the backing and seriousness from the Mayor of London, Sadiq Khan. In 2018, he held a knife crime summit just before the local elections. The then Home Secretary attended, as did the Metropolitan Police Commissioner and the deputy Mayor for policing. The Mayor chaired it—he did not speak; he was not held to account. I will never forget that he never allowed himself to be held to account on the situation. He has got to be held to account.

The people of the two cities are very proud that we have been involved in the coronation of our monarch since 1066, but it is not just about the ceremony; it is about the work that goes on behind it to make it what it will be, and the procession that we will see across Westminster. Will my right hon. and learned Friend the Secretary of State join me in thanking all those involved in making the coronation what it will be? The street cleaners, the unsung heroes who will tidy up—

Commons ChamberGovernment at all levels, national and local, should always strive to deliver value for money for the taxpayer, particularly in a cost of living crisis. Therefore, does the Prime Minister share my astonishment that my local Labour-led Westminster Council voted last week to raise council tax by 2% and council housing tenants’ rent by 7%, and increase allowances for its senior councillors by up to a staggering 45%? [Interruption.]
Prime Minister, you have got to answer. I do not know who is giving you advice, but take it from the Chair: please answer.

Commons ChamberI was very proud when this Government repealed the Vagrancy Act 1824 under the Police, Crime, Sentencing and Courts Act 2022, and the last thing we should do is demonise and criminalise people who rough-sleep and beg. I absolutely appreciate that there can be antisocial behaviour with aggressive begging, but we have legislation —more robust and more modern legislation—that deals with that. Therefore, I was concerned to see that clause 187 of the new Levelling-up and Regeneration Bill disregards the repeal of the Vagrancy Act. When is a repeal not a repeal?

During the summer recess, I spent a week looking after my father who has advanced Alzheimer’s as my mother had a respite holiday. I pay tribute to all those who look after their loved ones in similar circumstances and all those who work in the care service. I certainly welcome the Prime Minister’s statement today. May I seek assurances that, through the health and social care levy, money raised will go to fund local authorities that do so much brilliant work in this area as well as the NHS?

Commons ChamberI note that we have 62 people to get through, so I am concerned. I recognise that everyone needs to get in, because they all have personal circumstances, so if we can help each other, that might just get us through.
While I welcome the fact that a number of responsible property owners have taken the necessary steps, supported by Government funding, to remove dangerous cladding from their buildings, the leaseholders and residents of Paddington Walk in my constituency are still under pressure from their buildings’ owner, European Land, to pay for the works required to remove ACM cladding. As those residents said to me in an email sent this morning: “Manufacturers are responsible for defective kettles or cars. Why is it different for the most expensive purchase anyone will ever make in their lives?” Does my right hon. Friend agree that, given the billions of pounds being made available by the Government, it is now inexcusable that many building owners have still failed to remove dangerous cladding and are still trying to pass the cost and, indeed, the buck to leaseholders, who have suffered enough in this living nightmare?

My constituency, Cities of London and Westminster, is home to Oxford Street, often referred to as the nation’s high street. Given that local authorities rely heavily on business rate receipts to help encourage more investment into the high street, what plans do the Government have to give councils greater fiscal powers to invest business rates locally?
