Commons ChamberTo truly build our northern powerhouse and contribute to economic growth, direct connections between cities such as Liverpool and Preston are really important. Does the Secretary of State agree that taking out the buffers at Ormskirk, which were put in for purely administrative reasons in the 1960s and prevent direct trains, is a great idea and that such services would be further enabled by battery technology? Does he agree that that would enhance the case for stopping the nonsense at Midge Hall station, which was closed by Beeching in the ’60s, where passenger trains stop but passengers can only peer out at the platform because they cannot get on or off?

Commons ChamberI am absolutely delighted to hear that the Minister met the leaders of Lancashire County Council, and Blackburn with Darwen and Blackpool councils this morning to discuss the enormous opportunity that devolving transport and skills responsibility to Lancashire presents. Will he and the whole of the Treasury Bench look favourably upon this? It is an opportunity that we are keen to take to deliver for people in Lancashire and South Ribble.
Maybe we could have a meeting with Lancashire MPs as well as district leaders.

Commons ChamberMay I welcome the comments about the female prison estate? Turning to the male prison estate, His Majesty’s Prisons Garth and Wymott in my constituency—
Order. That does not link into this—[Interruption.] Order. One of us will have to sit down, and it is certainly not going to be me. It might help us both if I suggest to the hon. Lady that she might catch my eye during topical questions, when it would be appropriate to raise the very important matter in her constituency.
HMP Garth and HMP Wymott are successful prisons that do great work rehabilitating prisoners, but the Ministry of Justice has plans to put a third prison on the site, almost doubling the number of prisoners there—[Interruption.]
Order. Can the two people who are talking stop? I want to hear the hon. Lady. Sorry, please just sit down. Can I just say to the Whip that this is a very important question that really does matter to all of us?
The MOJ plans to almost double the number of prisoners on the site of HMP Garth and HMP Wymott, but those plans are hamstrung by an almost complete lack of public transport improvement or roads infrastructure improvement. Does the Minister acknowledge the deep concerns about these plans in Ulnes Walton, Croston and Leyland, and will he withdraw them, think again, and stop the third prison?
I acknowledge what my hon. Friend says about the concerns that people have. She could not be faulted for the strength and consistency with which she has campaigned on behalf of her constituents on these matters, and particularly the transport infrastructure that she mentions. She knows this, because there are already two prisons there, but a new prison delivers hundreds of construction jobs locally, hundreds of ongoing jobs and a whole range of roles and careers, with a very significant boost to the local economy.

The longer-term settlement agreed with the Mayor in August sets a framework for Government funding until March 2024 and gives certainty on transport in London. It is based on commitments made by the Mayor during previous agreements and it is now down to the Mayor and Transport for London to deliver. Progress under the most recent funding settlement will be regularly monitored to ensure fairness to the national taxpayer.
With a daily charge of £12.50, I can understand why my hon. Friend’s residents are concerned. I remind him that the Mayor’s powers do not allow for revenue-raising schemes in their own right, but only those that deliver policy outcomes such as those relating to air quality and/or congestion. The consultation, which has been run by the Mayor, is now closed and we are expecting a response this year. I understand that my hon. Friend may have concerns about how responses have been considered as part of that consultation, and I would support him in directing them directly to the Mayor, Sadiq Khan.
My hon. Friend is a fantastic champion for her rural communities and villages. We know that inappropriate speed is particularly significant, and speed limits are one tool to address that. We believe that local transport authorities are best placed to know their local areas, so the Department for Transport has rightly given the power to vary speed limits to them and issued guidance to support them in striking the balance between safety, the data, enforcement and other factors when making those decisions. I am happy to write to her with further details.

Commons ChamberOut and about talking to the good people of South Ribble, I find that they are worried about the economic effects of covid, although they do also say, “Thank God that other lot didn’t get in, because I can’t imagine how much trouble we’d be in right now.” Can the Prime Minister confirm that while there might be tough days ahead, this Conservative Government are throwing the kitchen sink at fixing it?
