Further to the question from my hon. Friend the Member for Strangford (Jim Shannon), will the Secretary of State join me in welcoming the fact that the new UK East-West Council will have its first meeting next month in Belfast? One of its key objectives is to encourage greater educational co-operation across the United Kingdom, as well as binding Northern Ireland more closely into the wider economy and the UK internal market.

Further to that excellent question from the hon. Member for Stoke-on-Trent North (Jonathan Gullis), our objective is to ensure that Northern Ireland’s place in our biggest market, the United Kingdom, is restored and protected in law. Will the Secretary of State work with us to ensure that, where goods are moving from Great Britain to Northern Ireland, they are not subject to EU customs processes that are neither necessary nor fair and right? Save for reasons of animal health and the risk of smuggling, there should not be checks on those goods.

Thank you, Mr Speaker. The reality is that Northern Ireland’s place within the UK internal market has not been fully restored by the Windsor framework, because EU law applies to all manufactured goods in Northern Ireland, despite the fact that of £77 billion-worth of goods manufactured in Northern Ireland £65 billion are sold in the UK. All of those goods must comply with EU law, regardless of where they are sold. Can we not get back to the proposals in the Northern Ireland Protocol Bill, which mean that UK law applies unless a business wants to trade with the EU, in which case it must follow EU law?

On a point of order, Mr Speaker. We commend President Zelensky and the people of Ukraine and we stand with them in this their time of strife, but our response will not be judged by the volume or strength of our applause for President Zelensky. It will be judged by the volume and strength of our response to his request for help—for practical military support and for humanitarian assistance for the people of Ukraine. We pray for their success. We dare not let them down.

The Secretary of State will be aware that Northern Ireland businesses are concerned about the impact of the Northern Ireland protocol. Businesses I have spoken to report very little or no progress on export health certificates for animal-related food products being shipped from Great Britain to Northern Ireland. That potentially means increased costs for Northern Ireland businesses, and those costs will be passed on to Northern Ireland consumers. What will he do to ensure that arrangements are put in place to prevent that from happening?
