The issue is not just the gender pay gap; there is also the gender pension gap, the lack of women on boards, and the importance of making sure that we have a pipeline of talented women at every level. Yesterday, I was with the community interest company, Women on Boards, and its clear message to the Minister is, “Please can we have more action and fewer initiatives, to ensure that we make real progress in getting women in our companies, at every level?”.

In some instances, there are good reasons why immigration control should be able to work with forces of law enforcement when it comes to domestic abuse. My constituent Emma has been serially abused, harassed and stalked by a US national, who crosses the border with no visa—he does not need one—to continue his campaign of harassment. Will my right hon. Friend please work closely with the Home Office to ensure that British women are protected from foreign abusers who have found ways around our immigration system?

I reassure my hon. Friend that she is more than enough for me. There was a really worrying article in The Times a few days ago that talked about the invisibility of disabled people when making employment applications. We know that disabled people are less likely to be in work and to take up opportunities for entrepreneurship. Perhaps my hon. Friend could highlight the important work she is doing as the Minister for social mobility to make sure that across Government, there is a real drive to help disabled people get the best opportunities to work.

I gently say to my hon. Friend the Minister that some kinds of offences can and should be singled out. Actually, that is exactly what we have done with the strategy on violence against women and girls, with the landmark Domestic Abuse Act 2021, because we have to recognise that sexual offences against women have a particular personal, traumatic impact, and we need to do more.

However, I was pleased to hear her single out Avon and Somerset police, and I pay tribute to Chief Constable Sarah Crew, who is the most amazing woman and has spearheaded efforts in that police force to ensure victims are treated sensitively, appropriately and swiftly. The same cannot be said about every police force.

We are now some four months or so on from the Casey review into the Metropolitan police, and too many women still say to me that they do not want to report a crime against them to the Met because they have no confidence that it will be treated fairly and properly, and that they will not end up being the ones on trial. What more can my hon. Friend the Minister do to instil, as she put it, “confidence to report crimes”, when it comes to our capital’s police force?

I am grateful to my right hon. Friend; I know she does great work in this area. I too have been thoroughly impressed at my many meetings with Sarah Crew. She really is a breath of fresh air and I put a lot of hope in the way that she has managed to roll out new ideas about how to police this area. Of course these are heinous crimes and very special offences.

In relation to the Metropolitan police, I have met the commissioner and the deputy commissioner, and I sense there is a change. The oil tanker is moving. At the moment, it is moving too slowly; it needs to move faster. I am optimistic about the new training that new officers are receiving. The emphasis on specialist trained officers is encouraging and I am sure we will see progress.

Violence and harassment of women and girls takes place not just in this country but across the world, particularly in places such as Iran and Afghanistan. What work is going on across Government to ensure that the UK is not a bystander when it comes to global violence against girls? In particular, what are we doing about proscribing the Islamic Revolutionary Guard Corps in Iran?

My right hon. Friend knows that this issue is the responsibility of the Foreign, Commonwealth and Development Office, which leads the Government’s support for human rights, particularly matters pertaining to women. This Government, through the Home Office and the FCDO, do a lot to promote women’s rights. It is important that political systems in other countries are able to protect those rights. The main thing we do is sanctions, which are very important in this area. They send a clear message to all sorts of political organisations across the world, including the Iranian authorities. They will be held accountable for the oppression of women abroad.

In his question, the hon. Member for Warwick and Leamington (Matt Western) did not include hate crimes committed against women, yet we know that the Nottinghamshire police force is doing some great pilot work on recording misogyny as a hate crime in the incidents it encounters. Will the Minister update us on how that pilot is going and whether there are plans to roll it out further? What progress is the Home Office making on its work and consultation on tackling public sexual harassment, which is one of those significant crimes that impacts women every day?

My right hon. Friend will be pleased to know that I am very interested in both those issues. The consultation on public sexual harassment has been completed and I am currently looking at it. On misogyny as a hate crime, I am aware of the Nottinghamshire police work. It is absolutely right that a number of police forces are choosing of their own volition to record those particular crimes. I will update her further in writing, because there is more to say.

Most of all, they need better work opportunities, and for the DWP to be championing them into better paid work. What work is the Minister doing with the Minister for Employment to ensure that women’s careers are at the forefront of the Government’s efforts?

Endometriosis South Coast does brilliant work supporting women suffering from endometriosis, but it is seeking reassurance from the Minister that, when the women’s health ambassador is appointed, she will be a real champion for those affected by this condition and other women-only conditions that are so impactful on their to continue work. Can the Minister update the House on when the women’s health ambassador will be announced, given that we have been expecting the post since December?

Will he let us know how preparations for the conference are going?

Snails also move “at pace”. No date has yet been set for a humanitarian sponsorship visa scheme, and as a result people who are coming forward with generous offers are advising their Ukrainian friends to apply for visitors’ visas. But what of those who do not have passports? What of children who are completely undocumented? When my hon. Friend the Minister says that he is moving at pace, he should bear in mind that the pace needs to be a great deal faster.

It is possible for children and others to travel to the UK without a passport if permission has been granted. As a former Immigration Minister, my right hon. Friend will be familiar with that process. As for where we are at present, we are making sure that the process is being stepped up. We have extended the provisions, and of course the sponsorship route will provide a whole new opportunity for people to extend a generous offer and the hand of friendship to those who need sanctuary in the UK.

Public sexual harassment is a gateway crime to some of the more serious sexual offences highlighted by my hon. Friend. She may not agree that misogyny should be a hate crime, but does she agree with the Law Commission that public sexual harassment should be a specific crime? Please can we see action to have it legislated for quickly rather than pushed into the long grass?

My right hon. Friend has shown real passion and commitment to female entrepreneurship, which will be absolutely crucial as we seek to recover from covid. Unfortunately, those same women will not be able to start up their own businesses or to be assisted to go back into the wider workforce unless they can have reliable, accessible, available childcare. What specific discussions is she having across Government to ensure that that childcare is available? We recognise that there are challenges around social distancing and the hours that schools can operate, but will she please enlighten us on what she is doing?

We heard on Monday from the Health Secretary, and my hon. Friend the Minister has reiterated it, about the importance of robust data. Is my hon. Friend confident that the right data is being collected at sufficient pace? Specifically, what input is the Government Equalities Office having into the work of Public Health England, and is she confident that we will find out not only why and how BAME communities are affected, but what needs to be done to protect them?

The Government Equalities Office is refocusing the equality hub. The race disparity unit, the GEO and the disability unit want to spend more time on research and data so that we can help to inform Government Departments on their activity. We want to become more evidence-led. The Public Health England review is going to fit in with this overall strategy. It will be analysing how different factors, including ethnicity, gender and age, can impact on people’s health outcomes from covid-19. We are confident that this review will be able to analyse available data on health outcomes for NHS staff as well. We expect it to be published at the end of May.
