I also wonder, given the way in which the House works, whether the Minister had given Members advance warning of her briefing at 4.30 this afternoon.
I shall turn now to the substance of the review. The Minister often cites the Sayce review, as did her predecessor, as protection for her decisions. I would remind the House, however, that the Sayce review did not recommend the speedy closure of the Remploy factories in the way that the Government have progressed it. Indeed, it recommended a phased development of the process. Once again, however, the review has been brought into play. The Government’s aim has always been to get rid of the Remploy liability in this financial year, and no matter what else was said, this was always going to be the cut-off point. That has been confirmed this morning. Of course I welcome the fact that viable bids have been received for some of the factories and that 17 of the 27 CCTV businesses are in the commercial process. I also welcome the Minister’s comment that it appears that eight of the other 10 will continue in one form or another.
The textile division based in Scotland has a long and proud tradition of making security and chemical protection wear for the Ministry of Defence, and the disappearance of the skills built up over many years will be a great loss. The textile division recently lost a major MOD contract that it was eminently capable of carrying out, given the quality and timeliness of its work. Given that the factories are under pressure of closure, will the Minister tell us whether she or any of her officials had any engagement with MOD procurement officials to encourage them to use Remploy as a supplier, given that it had carried out the work successfully over many years? It has never been properly recognised that much of the kit worn by our service personnel in Afghanistan and Iraq was made in Remploy factories. Did the Minister use her good offices to encourage the MOD to award that contract to Remploy, if necessary using article 19?
Will the Minister also explain what she meant when she said that there was an asset bid from a social enterprise company for the textile section? What opportunities does she believe that that bid will open up? Many of us on the Opposition Benches see the words “asset bid” and worry that they might really mean asset stripping. We need to know exactly what is involved.
I also want to ask the Minister to define the word “success”, which she used in the closing paragraph of her statement. She mentioned that about 1,100 former Remploy workers were choosing to work with personal caseworkers to find other jobs. In other words, they are not currently in employment. Another 400 are in work and another 300 are in training, so by my calculation, significantly less than 50% of the former Remploy workers who have already been made redundant are currently in employment. I am wondering what the Minister’s benchmark for success is.
Given that the Work programme is performing three times worse than doing nothing for disabled people—
The Secretary of State keeps saying “rubbish”, but he needs to listen—[Interruption.] I did not realise that the Minister had brought along—[Interruption.]
Order. I am sure that we need to hear both sides. I was happy to hear the Minister and will certainly be happy to hear and wish to hear the shadow Minister. Interruptions are not helpful.
Thank you, Mr Deputy Speaker. If the Secretary of State wants to say something, he should make his own statements and not heckle.
Given that the Work programme—[Interruption.] This is ridiculous, Mr Deputy Speaker, frankly. Given that the Work programme is not performing for disabled people, can the Minister say how the former Remploy workers are going to be supported in their quest for employment?
Finally, if the Minister looks at the areas where the Remploy closures are happening, she will find that there are unemployment rates of 7.5%, 8.2%, 8.1%, 7.4% and 7.9%—nearly double the national average—in the majority of cases. Does she really think that the closure of these factories today is an indication that she is really there to support disabled workers?

Commons ChamberI hope that I shall be able to prove to the hon. Member for Braintree (Mr Newmark) that one does not have to be young to be radical. I am sorry that the hon. Member for Christchurch (Mr Chope) has left his place, because, as I am one of the Ministers who took the civil partnership legislation through Parliament in the 2003-04 Session, alongside Jacqui Smith in the then Department of Trade and Industry—surprisingly, the lead Department on that Bill—and I remember every one of the 89 Divisions that he provoked. I want to pay a special tribute to the right hon. Member for Melton. What is his name? Alan Duncan—[Interruption.] Rutland and Melton. I am never quite sure if that is a cheese or a wine—[Interruption] —and in his case, it might be both.
I want to pay a special tribute to the right hon. Member for Rutland and Melton (Mr Duncan) because, while in opposition, he led his troops towards what became a consensual approach to civil partnerships. Let us be under no illusion, however. Those of us who were around at the time will remember that, in its own way, the civil partnership legislation was no less controversial than the Bill before us. Many of the arguments that have been made today are the same as those we heard then. In fact, I remember being accused by the then right hon. Member for Maidstone and The Weald, Miss Ann Widdecombe, of undermining marriage. As of next week, I will have invested 41 years of my life in my marriage, and I do not think that I have been undermining it.
The Minister needs seriously to consider the concerns that people have on this issue. I agree that the Bill throws up certain questions. I echo my hon. Friend the Member for Foyle (Mark Durkan) in saying that she needs to nail down exactly what the protections will be for Churches other than the established Churches. I do not want to face any vicar, priest or rabbi and have to say, “I’m sorry, I got this wrong.” I want it to be right and the Minister needs to give us the right indication.
We need to revisit the issue of civil partnership. In its time, it was seen as a step forward. We went forward in unity with the gay community which at that time wanted legal rights to be established for gay people. However, the difficulty that arises when piecemeal legislation tries to deal with a strategic issue is that we get piecemeal anomalies, and I think we will be going down that road unless the Government—if not in tandem with this Bill, certainly as part of a later conversation—think more about what to do with civil partnerships.
There is a debate to be had about the separation of the secular and the religious. We can look at continental countries for which the only agency for marriage is the state, but where all the religious elements—I went through them myself in my own marriage—can be added on to that initial contract.
I will vote for the Bill. I have received representations—some rude, some very polite—and had polite conversations, asking me to do various things. As a legislator, I have to make a balanced judgment, and I would emphasise that tonight’s vote is not a proxy for Europe, for leadership contests or anything else. I ask Members to vote with their conscience, do what is right and walk through the right Lobby.

I appreciate I am a blushing violet sitting here and you obviously did not quite see me, Mr Deputy Speaker. You are one of the few men who could say that they did not see me—even on this matter, but never mind!
I want to deal with the comments made by the hon. Member for Perth and North Perthshire (Pete Wishart) on this group of miscellaneous amendments. I think his comments are indicative of the fact that it does not matter how much devolution is given to Scotland or is agreed with the people of Scotland, it is never enough for a party that has only one ambition in this life, which is to separate Scotland from the rest of the United Kingdom. Such a party will continue to throw around the sort of parliamentary insults that the hon. Gentleman managed to put into his short contribution—such as “unambitious”. Frankly, it is not unambitious to provide the greatest transfer of powers to the Scottish people, and to give not just fiscal autonomy, which is a camouflage for independence, but fiscal responsibility to the Scottish Parliament.
I can see that you are getting agitated, Mr Deputy Speaker, because I may not be addressing the amendments, so let me deal with amendment 7, which is about health professionals. I have some concern about it. Although there is significant devolution of power, there is still cross-border traffic when it comes to health professionals. It was rational to say that this should have been a reserved power. However, it was yesterday’s statement by the First Minister that convinced me that this was probably the right way to go. We are now going to have not only the same Queen, the same currency and the same NATO, but, I hope, the same level of regulatory provision for health professionals, too.
I welcome the amendment, but I ask the Minister to convince me that there will be enough communication and consideration between the UK Government and the Scottish Government to ensure that we keep in sync health professional regulation between Scotland and the rest of the United Kingdom, so that people do not feel that they will get a different level of professionalism from the people they need to trust for their medical care according to whether they live north or south of the border.
My right hon. Friend is creating an important narrative for the link between the national health services in Scotland and in the rest of the United Kingdom. Does she agree that that probably explains how the Scottish National party ended up voting on the Health and Social Care Bill—because of the interlinked nature of the NHS between Scotland and the rest of the UK?
Order. The amendment refers only to leaving something out, which is all we are effectively debating. I have allowed some latitude, but I have to watch that we do not stray too far away from the amendment. I understand that the provisions affect Scotland and that hon. Members want to open up the debate, but we must try to stick to the amendments.
I take your advice, Mr Deputy Speaker.
If the amendment is accepted—
First, I cannot judge something that has not happened. We do not know whether what the hon. Member mentions will be received on Monday. The decision will obviously be taken when such a request has been received; only then could it be decided upon. It would be wrong for me to rule on something hypothetical.
On a point of order, Mr Deputy Speaker. I want to apologise to the House. As I was speaking, I was looking at amendment 7 from the Lords rather than our amendment 7. I hope that my contribution will be taken in the context of the right amendment.
