I beg to move,

That this House has considered mental health and wellbeing in schools.

It is a pleasure to serve under your chairmanship, Mr Stringer. I am delighted to have secured today’s debate on mental health and wellbeing in schools. I am sure that many hon. Members will know that I am a former teacher. My interest in this subject comes from the link between mental health and wellbeing and learning. I will come later to all sorts of issues surrounding children’s mental health and the lack of services out there, but I hope that today’s debate will focus on how this issue affects children, and indeed teachers, in schools.

Schools are not just places where we help students and children to learn resilience and the skills that they need to build themselves up so that they become adults who can cope with all sorts of pressures that are thrown at them; schools themselves can influence the mental health of children. Some of the debate so far has focused too much on the outside influences on children coming into school. Today I will focus on aspects of the current schooling system that exacerbate that problem.

Let us look at the scale of the issue. The National Society for the Prevention of Cruelty to Children says that the number of schools seeking help from mental health services is up by more than a third in the last three years. The number of referrals to NHS child and adolescent mental health services by schools seeking professional help for a student was 34,757 in 2017-18. That is the equivalent of 183 every school day. To say that this is anything other than a crisis would be wrong. We are facing a crisis of mental health issues in our schools.

The National Education Union further found that 49% of education staff said that secondary school pupils had been suicidal as a result of the stress that they were under, and more than half of professionals surveyed said that funding for support for pupils’ mental health in schools was inadequate.

I congratulate the hon. Lady on securing this important debate. In my constituency of Barnsley East the local clinical commissioning group has been working with schools to try to embed support in a project called “MindSpace”. Does she agree that projects such as MindSpace that get trained counsellors into school, to be there every day, need more funding?

I thank the hon. Lady for her contribution. Funding is part of it, but a number of interventions are taking place in schools, and they have to be critically evaluated. We have to look at the evidence to see whether they work. To my knowledge, only one—the Bounce Forward intervention programme—has been shown to have had a positive impact. I am not saying that the intervention that she mentioned does not, but we need to be careful that what we are doing in schools works. It is incumbent on the Government to ensure that that critical evaluation happens.

I congratulate the hon. Lady on securing this timely debate. Just before the 2010 general election, I introduced a Bill, which I discussed with the then education Ministers, that provided for somebody with medical knowledge, for want of a better term, to be available who would be able to spot mental illness, or other illnesses. In a way, that would have helped teachers as much as parents to do what would probably be called early intervention. Unfortunately, a general election came along, and the rest is history. Had that Bill passed, it could have been a great starting point.

I thank the hon. Gentleman for his intervention. He makes an important point, and I will get to what the Government are suggesting in a moment. I also add a note of caution: I do not think that we should over-medicalise being an adolescent. There is a grave difference between that and ensuring that there are proper services for those on the acute end of the spectrum.

Coming back to funding cuts, one of the best bits of being a teacher in my day was having time to get know the students, and develop a level of trust with them, very often after a class was finished, or during an after-school club. Those are the kinds of things that are going. There is pressure on teachers, with cuts to the number of teaching assistants and a narrowing of the curriculum. Teachers have to teach more lessons and do more prep, meaning that they have less and less time for that critical pastoral support. What are the Government doing to measure how pastoral support in schools—the time that teachers have to spend with students—is changing?

It would be remiss in a debate such as today’s not to talk about teachers. Mental health in schools is not confined to the children; there is a crisis among teachers as well. A report by the charity Education Support Partnership, including a survey of 1,250 education professionals, showed that a huge majority—75%—of the UK’s education professionals had suffered from either mental or physical health issues in the last two years due to work. Some 50% of those who took part in the study said that they had experienced depression, anxiety or panic attacks due to work, and the charity has warned that unless urgent action is taken over rising mental health problems, there will be a severe retention and recruitment crisis. We already know that that is one of the issues that our schools are facing, and it exacerbates all the issues that I was describing regarding pastoral care.

The impact of Ofsted on the mental health of teaching professionals also needs addressing. The way in which Ofsted operates under its current inspection framework drives the wrong kinds of behaviour in schools. I believe, and the Liberal Democrats have now made this party policy, that the brand of Ofsted is so broken in the teaching profession that it needs scrapping and replacing with another inspectorate that does that job. Critically, the job of school improvement must be separated.

I sit on the Public Accounts Committee, and in a recent hearing we heard how school improvement is being lost amid academies’ governance structures and the lack of services provided at local authority level. Representatives from the Department for Education could not definitely say that it was their job, and neither could those from Ofsted. The Liberal Democrats believe that it is time to have an arm’s-length body that focuses on school improvement for all schools, no matter their governance structure, and a separate inspectorate that does that specific job.

Further to that, we need to change the framework for school inspections. It should not just be about numbers. I am the school governor at a primary school. I sit on the performance and standards committee of that school, and it is all about numbers. We are reducing children to single numbers; we look at their progress but do not allow teachers the time to look at broader issues. We believe that we should have an inspectorate that looks closely at wellbeing in schools and measures that part of what a school delivers as critically as attainment and progress. Having said that, I welcome much of what Amanda Spielman is doing in terms of drawing together the issues in education, particularly where she has spoken about the narrowing of the curriculum and off-rolling. That role is vital, so I do not want that to be lost in today’s debate.

Another thing that I want to bring up is league tables. Early in my career, during my first couple of years of teaching, in the early 2000s, I was a fresh-faced, brand-new physics teacher and I absolutely adored my job. I went into a school where I lost my faith in the profession very early on. We were teaching GCSEs and all the science students had been put up on a wall and colour coded. This was when we had A to F grade. The reds were the ones who were never going to get to the C boundary, and the greens were the ones who looked as if they were going to pass. We were told in no uncertain terms that we had to focus on the middle group, who were coloured yellow. That did not make any sense to me. I thought that I should be able to focus on those who needed it the most. When I asked why, I was told, “League tables.”

What can the Government do about league tables? I am not saying that we should get rid of any of the data; we should publish it. However, on the DFE website one of the first things that people can do is click on performance tables data. They are then encouraged to compare schools in their local area. Comparing schools is not a bad thing; parents need to have the right information. However, it should not just be about numbers; there needs to be a full sense of what the school offers, including its extra-curricular stuff and its ability to deal with wellbeing and mental health issues. That is not what people get; they either get performance tables data, or a link to the school’s Ofsted report, which, as I just mentioned, is inadequate in that form. The Liberal Democrats have therefore said that we would stop the Government doing that, even if we cannot stop the press doing it. In Ofsted’s annual report, which was published today, Amanda Spielman noted that, shamefully, thousands of children are being let down by off-rolling. The off-rolling epidemic in schools is a direct result of schools’ desire to push up numbers. It is about numbers, not about the children, and that cannot be right.

The Government are fostering a culture of senseless competition among schools, in which results from a single set of narrowly focused high-stakes exams are the be-all and end-all. That is not good enough. Amanda Spielman wrote to the Public Accounts Committee in October about the narrowing of the curriculum:

“Where we do have clearer evidence of a decline in the quality of education are in the narrowing of the curriculum in schools and an endemic pattern of prioritising data and performance results, ahead of the real substance of education…schools must work to make sure that pupils leave school with the qualifications and examination results that set them up for future success…However, our research has found evidence that an overly data-driven accountability system is narrowing what pupils are able to study and learn.”

My worry is that rather than encouraging children to flourish at every turn in their lives—which can often be one step forward and two steps back; that is how life works—we have a curriculum that encourages multiple levels of failure. It starts with baseline testing as soon as children get into schools, moves on to SATs and continues with exam after exam. Every young person whom I have asked about high-stakes testing tells me that it has got worse and worse.

I was an experienced teacher before I came into Parliament, but I am still one of the youngest MPs. We have to remember that the school system that we MPs went through is not the same as the system that students are going through now. There is much more high-stakes testing in the curriculum now, and we have to stop it, so the Liberal Democrats have committed to getting rid of SATs. We are not saying that data is not important, but we can collect it in other ways. For the record, as a physics teacher I loved exams—they were great—but they do not have to be so high-stakes. They can be part of learning well; they do not have to be the be-all and end-all. I am seriously concerned.

I thank the hon. Lady for securing this debate. I, too, have worked in education, so I understand the challenges that our young people face. Does she agree that the Government are making a step in the right direction by ensuring that young people will be prioritised with school-based mental health support available in every part of the UK?

I will come on to the Government’s proposals in a moment, but yes, I do call that a step in the right direction.

To come back to the thrust of the debate, what does my speech so far have to do with mental health? Lisa, a mum of three children in my constituency, writes:

“I had a chat with my 6-year old’s teacher about the amount of homework they get. Her response was that parents needed to see the SATS papers the children would have to sit in May. They would then understand how much work the children needed to do to reach the expected standard. The problem with the ‘expected standard’ is that it only looks at certain aspects of the curriculum and then puts children into boxes”.

If they do not meet that expected standard, they can only interpret that they have failed. Lisa goes on to say that

“putting children in boxes which suit a government body is, in my humble belief, creating mental health issues at a very early age.”

I would like our debate to focus on that toxic culture.

Let me move on to what the Government have announced. We now have a plan, at least, which I would call a step in the right direction, although it is not sufficient. We are looking at having health professionals in schools—a massive workforce of thousands. My question, which was shared with some scepticism during the Public Accounts Committee inquiry, is where those professionals will come from. The professionals whose roles we are looking to create are the same people we cannot get for nursing or midwifery, because it is the same type of person who might want to do the job.

I am seriously concerned that we are creating a parallel system, while the problem could have been solved by having school nurses in the first place. To return to the subject of funding cuts, school nurses were a valuable part of schools’ wider pastoral care. Many schools have lost their school nurses, which is a crying shame.

Does the hon. Lady agree that mental health should be treated in schools with the same importance as physical health and that it should be central to the Government’s health agenda? I agree with what she says about nurses; we need to ensure that that is central to future policy.

I completely agree. In fact, I would argue that if mental health is the Cinderella service in the NHS, children’s mental health is the Cinderella of the Cinderella service. That is brought into stark relief by child and adolescent mental health services across the country, although I will focus on Oxfordshire. My postbag is full of letters from parents who are desperate to get their children to CAMHS for all sorts of reasons. We have to remember that CAMHS is there for the most acute mental health needs; it does not cover the mild to moderate needs that so desperately need solving in school at an early, preventive stage. In Oxfordshire, children can wait for a referral for up to two years; extraordinarily, they are then often pushed back.

The Education Policy Institute reports that the number of referrals to specialist children’s mental health services has increased by 26% over the past five years, although the school population has increased by 3%. Something is clearly going on, whether it is lack of early intervention in schools or increased pressure.

Does the hon. Lady agree that it is quite concerning that people need to be in absolute crisis even to get a referral? Often young people need to be suicidal before they can get a referral. That is absolutely shocking. Surely earlier intervention would be much better.

I completely agree. It is especially shocking with respect to issues such as depression and eating disorders. Parents seek referrals, but when—after a waiting time of six months at the very least—they see a professional, they are told, “I’m sorry, but your daughter’s not sick enough.” They despair, because they do not know what to do any more. We need a much more joined-up service. A lot of these things are picked up in schools, so schools have a part to play.

There is a lack of resources for CAMHS across the country, and unfortunately the new commissioning service is not going to solve it. The funding problem for mental health services shows that we do not have parity of esteem between mental health and physical services; I know that the Government want it, but they cannot pretend that it has happened. If they say that children’s mental health is a priority within that, I ask people to look at the evidence given to the Public Accounts Committee’s inquiry into children’s mental health services and see for themselves that that is absolutely not the case. The Government know that there is not enough money for CAMHS.

The EPI study further points out that as many as a quarter of local authorities have phased out vital support services around schools, including school-based mental health services, family counselling and support for those living with domestic abuse. The median waiting time for treatment is 60 days, but I am well aware of many constituents who have had to wait as long as two years. That is extraordinary.

Last but not least, I want to discuss the impact of cuts, particularly on local government and on the support available in the wider community. As we know, schools never exist in a vacuum. As today’s Ofsted annual report points out, schools cannot fix everything, but for a lot of children they are often where the buck stops. Cuts elsewhere in the system, particularly in local government, have a massive impact.

I have secured quite a number of debates in Westminster Hall, but of all of them, this debate attracted the most responses when I tweeted about it. I would like to share one with hon. Members, from Vanessa Whitcombe, headteacher at Castle Manor Academy:

“Just emailing following your Facebook post regarding tomorrow’s debate. We are trying so hard to prioritise mental health and wellbeing in schools, applying for grants, paying for school nurse service as ours has been withdrawn, participating in Anna Freud school mental health award, peer mentoring programmes, reducing workload for teachers and putting in wellbeing support, and we are really proud of the small steps we are taking forward. But they are small, as they are against a backdrop of dwindling external services and decreasing budgets. External service provision and early help is only available at such a high threshold we feel like we are firefighting, and it is the most vulnerable children and families that are not accessing what they need. Amanda Spielman spoke wisely of the need for schools to be able to stick to their core business, and in our school we try to make sure that classroom teachers are able to do that as much as possible, but the surrounding investment that is needed to be put in to safeguarding, emotional support, educating parents, feeding students is not going to go away without more provision outside school.”

We have seen that for ourselves in Oxfordshire. Every single one of the children’s centres in my constituency was closed by the Conservative county council, and the more than 40 across Oxfordshire have fallen to just eight. We were able to help families in children’s centres, at an early stage, before there were problems. I have not even started to go on about youth services and youth provision and the issues there. All the wraparound services for young people have gone from the local community, and that leads to all sorts of issues. It is not just about social media—in fact, there is some evidence to show that a little bit of social media for teenagers is a good thing, although a lot is very definitely a bad thing. The debate often focuses too much on that point and less on the much more intractable issues that surround the child.

In conclusion, I believe that this is an issue of deep concern. Even on a day such as today, when the shenanigans of Parliament might make us forget that there are big issues in the country, this is one of the biggest issues we have, and I am concerned that the Government response is simply a sticking plaster. What they are not doing is looking at the core issues that are driving the problem. Unless they do that, they are always going to be playing catch-up; I am not convinced that the laudable aims in the White Paper are actually deliverable. We need to change the culture in schools. We need to stop the pressures on young people. I am grateful in advance for the contributions from other Members, because I am sure that I have missed many of those issues out of my speech.

It is time for change. I am so proud that my party has managed to take a massive step forward in our conference debates. The issue I had in my early years of teaching was under a Labour Government. That has happened again and has got much worse under a Conservative Government. I am not blaming anyone; we have reinforced bad practice across the political spectrum. It is time that we made it stop. This is our next generation and there is nothing more important than that.

Certainly, eating disorders are an area of great challenge. One of the difficulties is that very often young people present in great distress after their illness has taken hold for quite some time, and the prognosis can be less good in those situations. A lot of young people may have to travel many miles or even out of area to get the specialist care they need, and that does need to be addressed as a matter of urgency. I know that my right hon. Friend the Minister will be raising such issues with his counterparts in the Department of Health and Social Care, because a number of the answers to the challenges raised in this debate have greater priority, and there is greater understanding of what the challenges are in that Department rather than in his.

Does the hon. Gentleman agree that it is not just about talking; it is active co-ordination between the two Departments that will solve this? If they end up working in silos, as we know Government Departments often do, none of this is going to work.

I completely agree, but it is also about breaking down the silos on the ground. It is all very well Government Departments coming together to work together and the silos being broken down—that did help between the Department of Health and the Department for Education on special educational needs under the coalition Government, but in reality the levers or mechanisms do not exist on the ground to deliver meaningful change for young people in the timely manner that was envisaged by the legislation passed in this House. We must make sure that whatever legislation is passed and whatever co-operation there is at Whitehall level translates into the right levers on the ground to deliver the co-ordinated and joined-up approach to more integrated care that young people need, across health, education, social services and other statutory services as may be required.

On the broader issue of child and adolescent mental health, a key challenge is the lack of workforce to deliver the care needed for young people. We know that the number of full-time mental health nurses has fallen by more than 6,000 between 2010 and March 2018, with a reduction of 1,832 learning disability nurses alone during that period. The number of CAMHS and learning disability consultant psychiatrists has slightly declined over the past decade. Many parts of the country, particularly outside London, are struggling to fill higher registrar training posts in CAMHS and learning disability psychiatry. That is a real problem, because without the workforce to deliver care we will not have the bodies on the ground to make a difference for young people.

Perhaps more concerning is the fact that the recent rhetoric on child and adolescent mental health still bears little resemblance to the reality facing many children and their families. Given the shrinking CAMHS and learning disability workforce, it is difficult to see how current levels of care can be maintained, let alone how the step change in mental healthcare provision for young people, which the hon. Member for Oxford West and Abingdon and I—and everybody taking part in this debate—would like to see, can take place.

The focus on healthcare apps and the talk of fines for social media companies are no substitute for having enough trained professionals on the ground to deliver frontline care to young people and their families. The NHS is far too often viewed through the prism of A&E. As a result, acute hospitals often receive a disproportionate level of funding compared with primary care and community services. In child and adolescent mental health services, as in other parts of the NHS, community services are often understaffed and poorly resourced. In fact, we are hearing about reductions in staff levels and not about the increase that the Government talk about as being desirable. My message to the Minister today is that we need more staff in child and adolescent mental health services, whether they are working in schools or in the community. Without those staff, all the media announcements and well-wishing announcements to improve in this area will come largely to nothing, and young people will still be struggling.

On the issue of fragmented commissioning, which the hon. Member for Oxford West and Abingdon raised, we see silos not just in Whitehall but on the ground. CAMHS, social services and education providers do not always work in a joined-up way. Although there can be some good initiatives at local level, and there are examples of good, co-operative working, there is nothing to compel the providers of different services to work in a joined-up way for the benefit of young people. Unless we get the commissioning of services right in providing better mental healthcare for young people, and actually compel joint working rather than just encourage it, we will not make a meaningful difference.

I know that the Minister will want to pick up some of these issues with his colleagues in the Department of Health and Social Care. Unless we have a joined-up approach that we can compel at local level, all the announcements on improvements in tackling young people’s mental health will come to very little. We will still be having these debates in this place in 10 years’ time—those young people will have lost 10 years of their life and will still be struggling.

I know that the Minister has a great commitment to all he has done on schools and in education. He has been a very good Minister, and I hope that he will redouble his efforts to get joined-up working and collaboration with the Department of Health and Social Care in addressing some of these problems.

I thank the Minister for his response. I am sure that many people out there will be heartened to hear that students should not be feeling the stress of exams, but the fact is that they do. It is also a fact that the stress is definitely worse even than when I started teaching, which is well over 10 years ago. It is a shame that the Government will not take responsibility for the part that they have played in creating that culture.

I thank all Members for their contributions to the debate. I am sorry that there is not time to go through them all individually, but there was a range of expertise and the constituency stories that we heard were not only heartbreaking but heartening, because we know that there are people in this place who care.

I also put on the record my thanks to Oxfordshire Mind, the university’s Oxford Mindfulness Centre, Oxford Mental Health Campaigners for Change and a host of other national bodies that contacted me about the debate. Finally, I thank all members of the public who wrote in in such large numbers. I promise that the Liberal Democrats and I—in my role as the education spokesperson for my party—will continue to bang the drum for putting children’s mental health wellbeing at the heart of everything that we do in this place.

Here we are again, talking about school funding two weeks after a Budget, as the hon. Member for Leigh (Jo Platt) rightly mentioned.

Do not get me wrong, as a Lib Dem I love my potholes—believe me I do—but I think schools deserve more money than potholes. It was absolutely not the right priority that schools got only £400 million in the Budget, less than potholes. [Interruption.] Indeed, Lib Dems pointing at potholes—my dear favourite. But I would much rather have been pointing at a new school boiler or putting my arm around a teaching assistant who did not have to be let go.

That is why the “little extras” comment was so badly judged. I assume the Chancellor’s speech was not run past the Secretary of State for Education. If it was, I am shocked that his special adviser did not spot it. When I heard the comment, I tensed up inside, because I could hear the teachers in my constituency shouting, “Well, what about every time I reach into my own pocket to pay for pens and paper for the students in my school?”

I am a primary school governor at Botley School, and school governors are now having to make decisions about staffing—the system is at breaking point. They have already downgraded middle management and had reorganisations. In Botley we had to submit a deficit budget, as part of which we had to say that we were going to have some kind of reorganisation. In the end, all that does is put extra stress on the current teachers.

Forest School training has been cut or pared down in a number of schools in my constituency. People who have been to Forest School, perhaps as children, will know just how extraordinary that experience is—I wish I had had it—but that is being cut.

Ofsted has also pointed out in various studies that there is now a narrowing of the curriculum as a result of the cuts, and it is not just the EBacc. Amanda Spielman made it clear in a letter to the Public Accounts Committee just last week that that narrowing of the curriculum is real, that Ofsted has seen it and is very concerned about it.

Teachers across the country would like to hear from the Government that they are listening. The Government talk about more money than ever for schools. If we go back far enough in history, we will find that there is more money now, but it is also about the pressures on schools, with higher numbers of pupils and extra asks from pensions, national insurance contributions and an apprenticeship levy that really does not work.

There is a local school in Abingdon that is desperate to spend the apprenticeship levy funding. There is a maintenance chap and an IT specialist that the school would love to be able to skill up, but the local college does not provide those particular apprenticeships. Where is the joined-up thinking in this Government? It is just not there.

When I talked to the chair of governors at Larkmead School in Abingdon, he put it most aptly: “Do you know what we need? We do not need stuff. We need staff.” It is staff that schools need. As a former teacher, I can say it is that one-to-one interaction with students that is missing.

This is all happening at a time when local government services have been decimated, and we know that. We are now beginning to see it in schools. I am sure other Members, like me, were shocked by the BBC’s story over the weekend about the number of children being held in isolation rooms for five days or more. This is not happening of its own accord; it is a direct result of the closure of Sure Start centres, of the decimation of youth services and of the fact that children’s services just do not have the resources they need.

Schools are picking up the pieces. I have a school in south Abingdon that has its own food bank, because there are kids who cannot afford to eat when they go home at night. They greatly welcome the meal they get when they are at the food bank, but they cannot get that money.

Oxfordshire County Council is now running a consultation to top-slice some of the core schools budget and feed it into SEND provision—I have heard this from other Members from across the House. I am so sad that it should have to do this—it should not have to. Oxfordshire is one of the f40 areas of the country. As for fairer funding, I simply wish that the Government had gone the whole hog and decided to make it properly fair, because the historical unfairness in the system remains. Interestingly, the amount of money that Larkmead School would lose is about £50,000, which is exactly the sum it would have got from the “little extras”. I felt that irony keenly.

There are a couple of things the Government could help schools with. If schools want to be run as businesses, they need some level of medium-term clarity. The two issues that keep coming up at the moment are the pay award for staff and the administration of teachers’ pensions. By the way, the pay award for support staff has not been announced yet, so when will it be? Schools have to submit three-year budgets, yet they do not know where that money is going to come from. If we are serious about properly funding our schools, where is the clarity on the budget, what is going to come out of the spending review and when will this Government finally put education first? Let’s face it, there is no better investment in this country’s future than investment in education.

We have certainly given this a great deal of thought in the context of relationships and sex education. We believe that all schools should ensure that young people, whatever their developing sexuality or identity, feel that relationships education and RSE is relevant to them and sensitive to their needs. The purpose of the new provisions includes ensuring that young people learn that there are different types of relationships in modern Britain. Schools should therefore ensure that RSE is inclusive and meets the needs of all young people.

As I am sure we are all aware from our experiences of this House, the issues that surround relationships and sex education at any age can be incredibly sensitive. My question is therefore about training. At this moment in time, how much training will the Government provide? Will the Minister ensure that every teacher who is going to teach this will be able to “get it”?

Of course, it is the responsibility of schools to provide the relevant training for their teachers in all curriculum subjects. We are looking at the response to the consultation—which, as I said, closed last week—to determine what support and resources schools will need to be able to deliver this far-reaching reform of the curriculum in our schools.

I completely accept the picture that the hon. Lady paints. If we are here to do anything, it is to try to move forward consensually—education is not a hot potato that we can repeatedly pick up and drop. She mentioned statementing for children with special educational needs. Parents tell me that there is sometimes reluctance to statement a child because of the extra resources that should automatically be associated with that. We must look into that, too.

Instead of stepping in and helping SEN children, some mainstream schools permanently exclude pupils, as the hon. Member for Westmorland and Lonsdale mentioned, and academies such as Links in my constituency pick up the pieces. As a result of funding pressures, mainstream schools do not always have the staff or resources to care for those children. I have heard parents say that when they contact a mainstream school that has places—this is what the hon. Member for Nottingham South (Lilian Greenwood) referred to—but inform it that their child has a special educational need, they suddenly find that the place is no longer available. That is a primary concern for teachers, and I hope that the Minister will set out his plans to secure and correctly direct SEN teaching resources, which are absolutely needed.

Has the hon. Lady heard from her local schools, as I have, that one of the barriers to getting a statement in the first place is the severe underfunding of child and adolescent mental health services? It is necessary to go through CAMHS to secure an EHCP. The referral time used to be six months, which frankly is a long time in a young child’s life, but in Oxfordshire it now averages two years.

If the hon. Lady secured a debate on CAMHS, I would attend it. I can testify that many parents in my constituency experience issues with CAMHS.

Staff and staffing costs are under severe pressure. Schools cite increased staffing costs, and the amount of their budget that those costs take up, as their main concern. WorthLess? surveyed headteachers as part of its fairer funding campaign and found that 60% had had to reduce their staff by one or more to balance their budget. That goes back to the pressures I mentioned.

Sandringham School in my constituency, which hosted the public meeting I attended—it was quite a rocky meeting, but I said I would bring back people’s concerns—explained to me its issues with staff pay rises, national insurance and pension contributions, and teacher recruitment shortfalls. Many schools across the country are grappling with those four key issues. In an area such as mine, where house prices and the cost of living are very high, wages sometimes just cannot keep up so that teachers are able to live in the constituency and work in its schools.

I pay tribute to my hon. Friend the Member for St Albans (Mrs Main) for securing this important debate, but there is a sense of déjà vu. Over the past few years I have participated in many debates in Westminster Hall and the main Chamber on school funding, and two years ago there was a debate specifically on school funding in West Sussex, which is what I will concentrate on today. As my hon. Friend said, progress has been made with the new funding formula, but for many of us that is just work in progress. It was a move in the right direction, but it has not yet reached the destination of genuinely fair funding.

West Sussex was able to secure an additional £29.8 million funding as part of the £1.3 billion that the Government added last year, but that must been seen in the context of pupil numbers that are up substantially and the funding pressures coming down the line, such as teachers’ pay, national insurance and the other points raised by my hon. Friend. We will all plead the case for our own areas, but West Sussex has consistently been at the bottom of the table. We were the second to lowest funded local authority in the country, and with the additional money we have now gone to being the eighth lowest funded per unit for primary schools, and the sixth lowest for secondary funding. We have gone from being at the bottom of the lowest decile to nearer the top of the lowest decile. There is still a long way to go, as the Minister will be only too aware, given that he, too, represents a West Sussex constituency.

There is great confusion about what has happened to funding in real terms. Many figures have been bandied around, with banners outside schools saying that West Sussex has lost x millions of pounds. Because of the funding formula and the complications of how the deprivation, prior attainment and rural sparsity factors work, we need greater clarity on exactly what we are getting and where the money is going.

Everybody is arguing that more money is coming into the coffers of local schools—that is plainly a fact. It is a question of how many pupils that money has to be spread across, increasing pressures on that funding, and what is left over to fund the basic education of children. It is no good saying that less money is going into schools; it is not. It is just not enough, given all those other factors.

In West Sussex we have the cumulative effect over many years of consistently being right at the bottom of the heap, so that all those savings have been used up years ago and many of my schools are running on empty. Despite that, many schools in my constituency are doing an outstanding job, such as Eastbrook Primary Academy in Southwick, St Nicolas and St Mary Primary in Shoreham, Shoreham Academy, Sompting Village School in Sompting, and Vale School in Worthing, to name just a few schools that have been consistently outstanding and good, despite all those factors. They are a mix of academies, faith schools and local authority schools—I give preference to no particular type of school, and indeed we have no free schools in my constituency. As has been said, there is a particular problem with special needs schools that are not covered by the new fair funding formula, although the numbers of pupils coming forward with severe educational needs has increased. Fantastic schools such as Herons Dale School in Shoreham are suffering huge pressures, and we are seeing the effect on pupils.

I want to concentrate on real examples, not just talk in the round. Last year I invited every head of every school in my constituency to a couple of roundtables to tell me exactly what was going on in their schools—it was not about fears of what might happen, but about what was going on and how they set their budgets there and then. This year I repeated that exercise with the chairs of governors from all schools in my constituency. As a result of those findings, I wrote a lengthy letter to the Education Secretary—I have just had a reply from the Minister—in which I gave real life examples.

There were many common factors, and in the consultation on the fair funding formula, 9% of 25,222 responses that the Department for Education received came from West Sussex. That hugely dis- proportionate figure shows how important this issue is in our part of the world. Common issues were that staffing costs, in some cases, were 90% of a school’s budget. Some years ago they would typically have been nearer 80%, and beyond that figure it becomes unsustainable for many schools. There have been many redundancies and fewer working hours, and non-returning maternity leave cases are commonplace. Senior leadership teams are covering classes to remove the need for supply teachers, and extracurricular activities and trips are being culled due to cost. Infrastructure investment and development is being delayed or ruled out completely.

Let me give a few examples from schools. One medium-sized primary school has reduced teaching assistant support by more than 200 hours and has not replaced its inclusion co-ordinator. It is unable to replace ageing and antiquated IT equipment. A junior school now has a deficit of £40,000, and will require an additional £220,000 for salaries over the next few years. Class sizes are typically 32 or 33 since 113 more pupils came into the school, yet there was an equivalent increase in full-time teachers of 0.8%. Schools are not losing funds because they are losing pupils; they are attracting pupils and yet they do not have the funds to get the teaching cover they need. The professional development budget was between £3,000 and £5,000, but it is now zero. The extended curriculum budget was around £20,000, but it is now £500. The learning resources budget was £120,000, and is now £35,000. There will be a deficit, and in that school 87% of expenditure is on staff salaries and overtime.

In a medium-sized primary school, non-qualified teachers such as high-level teaching assistants are being used to cover classes so that the school cuts the cost of supply staff, and numerous cuts to teaching assistant posts are creating greater workloads for teachers. Schools are unable to pay overtime. Counselling levels have fallen due to cutbacks, and that will be a soft target for further cuts in future. That is a particularly big worry to me because it will create greater pressures on those pupils who require greater attention and resources. They will then fall further behind at school, and they will not get the opportunity to make that time up if we do not deal with the issue soon. In too many cases the waiting list for counselling in school or beyond is many months, and during that time a condition can fester. I have many more practical examples. That is not scaremongering; this is going on now, and this is how governors and heads have to set their budgets to effect those constraints.

What can we do? I have three suggestions. First, the Minister absolutely must lobby as part of the comprehensive spending review and say that the shortfall in funding is a false economy in the extreme. Secondly, it was disappointing that the full teachers’ pay was not covered centrally—just the additional pay over that 1%, and there have been questions about some teachers not getting that full coverage over the 1%. Finally, I suggest that West Sussex, and other coastal areas where there are particular problems of deprivation and high costs, should have something like a coastal communities challenge fund, just as the London Challenge fund in 2003 addressed some of the difficulties in places where affluent areas mask areas of real deprivation, such as those found typically on the south coast, the Kent coast and other parts of the country. I ask the Government to look seriously at addressing the serious deficit in parts of the country such as West Sussex, because we are feeling the effects of it now.

Here we are again, talking about school funding. It feels to me, as education spokesperson for my party, that it is all I have had a chance to speak about since being elected and taking this post. There is more to a school than just its funding. The problem is that the funding crisis started badly and, over the past two years in particular, it has got worse and worse, to the point that it is now the top concern of both parents and teachers when they contact me. It used to be other things, such as Ofsted and exams, when people were focusing on the curriculum. The debate about school funding has meant that the life has been sucked out of the broader debate and the vision that we should have for education in this country.

As many people here know, I used to be a teacher, but I continue to be a governor of a local school, Botley Primary School. That is important so that I can see with my own eyes the funding pressures on schools. I absolutely agree with the examples given by the hon. Member for East Worthing and Shoreham (Tim Loughton) and thank him for his helpful contribution to today’s debate. The point is that these are not theoretical cuts, which could happen. We sometimes look at the headline figures and forget the effect that they have on the frontline. I also very much thank the hon. Member for St Albans (Mrs Main) for securing this important debate. Although sometimes it feels as though we are in “Groundhog Day”, the most important thing we can ever do is provide a good education for the next generation in this country.

I would like to talk about numbers. As many people know, I was a maths teacher, and I have to say that I was disappointed—to use a teacher’s phrase—when it was uncovered that the Government’s claim that we are spending the third highest amount on education of any country in the OECD was pulled up by the UK Statistics Authority as not true, because the number included contributions by private schools and student loans. When the Government talk about how much “we” spend, any ordinary person outside the House—our constituents—would think that they are talking about public spending, and that it does not include money spent on top of that by those parents who want to send their children to private schools.

When I toured the schools in my constituency during the recess, as I am sure many other hon. Members did, the private schools themselves were appalled that they were being used in that way, because there is solidarity among members of the teaching profession, whether in private or state schools. The feeling was that the numbers were being conflated in that way to hide the fact that the UK is not third but 14th, which is rather different. The UK Statistics Authority therefore expressed its serious concerns, and it was also disappointing that the Secretary of State wrote to us all essentially to defend the claim.

The issue was about not just those numbers, but numbers about reading attainment. The statistic that more children than ever go to good or outstanding schools is not the full picture either, because it does not quite take into account the inflation in the numbers of students—the population increase—or the fact that, as we explored in the Public Accounts Committee, large numbers of outstanding schools have not been inspected for the best part of 10 years, so whether they continue to be outstanding is up for debate.

Sir David Norgrove, chair of the UKSA, went on to say:

“I am sure you”—

this was to the Department—

“share my concerns that instances such as these do not help to promote trust and confidence in official data, and indeed risk undermining them.”

Therefore, my first ask of the Minister today is simply this: can he give this guarantee about official statistics from now on? I appreciate that the Government want to put a positive spin on what is—let us face it—a very difficult time for teachers and headteachers, but can he at least say that any further statistics coming out of the Department will be in line with the code of practice set by the UK Statistics Authority? I ask that because without the actual numbers, without us all knowing what we are talking about, it is very hard to have a proper debate. This should be a cross-party debate; a child’s life in education will span several colours of Government, so it is important that we get the figures right.

As other hon. Members have said, there are many reasons for the current situation. It is an equation: money in versus money out. The money out, which ends up on the frontline of teaching, is less than it ought to be. In fact, when we take into account inflation, rising student numbers, national insurance contributions, the apprenticeship levy and so on, the estimate is that we are £2.8 billion behind where we should be, given all those extra burdens, compared with 2015.

We are seeing examples of all this in our schools. Let me give the example from my constituency of Thameside Primary School, which services one of the most deprived areas in the country—they exist in Oxford West and Abingdon, too, even though that is not always obvious. These schools are not now using their pupil premium money to do things such as fund trips. They try to do that, but actually what they are doing now is employing link workers to help families to access basic benefits. They do not update the books in their library, because they cannot. Meanwhile, local authority cuts have meant that mobile libraries no longer bring the new books to the children of the school. They have had to cut forest school. I do not know whether other hon. Members have forest school in their constituencies, but it is incredibly important and I wish I had had it in my school. At Thameside Primary School they have had to cut it completely. In other schools in my constituency they have reduced the hours, because they do not have enough members of staff to service it.

The Conservative manifesto said that £4 billion would be put into schools by 2022. How close are we to achieving that manifesto commitment? I would get behind it—let us all get together and put extra money into schools. The former Secretary of State attributed £1.3 billion to the education budget. In the Public Accounts Committee we have been asking the Department where that money will come from, and we are yet to get an answer for about half of it. It was all to come from within the existing budget and through the cancellations of some programmes, but at the time of questioning about half of it was still unaccounted for, so I ask the Minister: where will that money come from?

There are broader consequences to this lack of funding for our schools, particularly the paring down of the curriculum. We now have schools that no longer offer the full range of modern foreign languages and creative subjects. Those students who—God forbid—do not love maths and science, which was the case even in my classroom, need the full range of opportunities to succeed. The unfortunate fact is that in the current state of affairs schools are paring down what they are able to offer and providing fewer opportunities for students to get on. I ask the Minister: is education a funding priority for this Government? What has he asked the Chancellor to give to education in the Budget? Can he give a commitment, genuinely, that every school in this country will be able to offer the full-range curriculum, which we want all children to have access to?

Yes, this is fundamental. Understanding healthy relationships, what constitutes a positive relationship and what is not reasonable to have happen are the fundamental elements running through relationships education guidance. It starts with one’s relationships with family and friends, and as children get older it goes on to intimate relationships and so on. Specifically on the guidance, I am open to hearing from all organisations, including the one that the hon. Lady mentioned.

I, too, welcome the consultation. It is overdue, but I sincerely hope that the Government will press forward with it. I want to press the Secretary of State one more time on financial education. He may well have seen the harrowing BBC drama this week “Killed By My Debt”, the true story of 19-year-old of Jerome Rogers, who took his own life because of financial debt. The Secretary of State says that financial education should not be made compulsory because it is in other aspects of the national curriculum, but he will know that free schools and academies do not have to follow the national curriculum. How can he guarantee that all children, no matter what school they are in, have the skills they need to manage their finances?

I did not see the programme the hon. Lady mentioned, but I am very familiar with these issues. Before this job and before I was a Minister in the Government, I used to campaign on issues of financial education, and I very much welcomed the bringing in of more financial education and the shift to make sure that the GCSE included practical maths. As part of the process of looking at the aspects we are talking about today, I have been through that content in detail to check that it does in fact cover those practical aspects in exactly that way. Of course, all schools do maths, so there is not an opt-out in that sense. As I mentioned to the hon. Lady next to her—did I say this to the hon. Member for Brighton, Pavilion (Caroline Lucas)? I do not know; it was a while ago—I am also considering whether there is more we need do about very practical life skills and preparation for adulthood for 16 to 18-year-olds.

What the NEU is doing with its school cuts campaign is misleading. It is taking the cost pressures that we have acknowledged and telling the public that those are funding cuts. I have been clear that no school has had a funding cut. School funding went up in real terms per pupil between 2010 and 2015. Since then, funding has been maintained in real terms.

Does the Minister understand the frustration not just of the teaching profession but of parents? I am a governor at one of the schools in Oxfordshire that he mentioned. Perhaps he is suggesting that the board of governors and I are not managing our money or resources properly. I assure him that we are doing everything we can for this issue not to affect frontline services, but it does. My question is simple: does the Minister accept that although he can spout numbers—it is true; these are facts—the reality on the ground in schools such as Botley Primary School in my constituency is that teachers are at breaking point, and parents are beginning to see the real effects of the cost pressures that are played off against the increases in funding that the Minister lists?

We have to live within our budget, and the Treasury has to work with the tax receipts it receives and deal with the historic budget deficit it inherited. Somebody has to lend the state that money, and they would not lend us £150 billion every year if we showed no sign of reducing that figure to something more manageable and did not plan ultimately to eliminate it altogether. That is what is happening. That is why we have a strong economy and the lowest level of unemployment for 40 years, why there are opportunities for young people to have a job once they leave our school system, and why fewer children are living in workless households. That is all part of how to manage the public sector in a serious way, which is what the Government have been doing since 2010. That is why we have been able to maintain school funding in real terms over that period, spend £23 billion on capital funding for schools, and fund an increase of 825,000 school places to deal with the increasing pupil population.

I accept the hon. Gentleman’s point, but if he will allow me, I will point out how things look for my local authority of Bath and North East Somerset, where school funding per pupil is falling in 58 schools and increasing in only 17. I would like to see local authorities where that balance is different.

In my local authority, three out of four schools are losing funding. For example, under the new funding system, one school in my constituency—Twerton Infant School and Nursery—will see a 0.5% increase next year. However, in September, it will be paying its teachers 2% more. It will also be paying its support staff between 2% and 5% more. If we add inflation on top—it is currently 2.5%—the financial outlook starts to look incredibly bleak. The school is facing a funding black hole of at least £50,000.

During Education questions last week, I asked the Minister whether school funding was rising in line with inflation. He dodged the question and suggested that the Government were helping schools by giving them advice for managing their energy bills. That very same day, the headteacher at Twerton Infants, George Samios, had been sitting with his business manager trying to find £50,000 in savings. Needless to say, £50,000 is significantly more than the school’s energy bill.

My hon. Friend is making a powerful speech. Does she agree that, while raising teachers’ pay on the main scale is very welcome, it is pointless if it is not new money coming to schools? Otherwise, that money is being taken away from the frontline—the children.

I completely agree with my hon. Friend. My school is facing a funding black hole of £50,000. I assume that the situation in her schools will be exactly the same.

Responses like that of the Minister show how far detached the Government are from schools and teachers in Bath and across the country, as well as from the impact of their decisions on our young people. Twerton Infants has already had to cut the one-to-one support it used to have for children who had experienced early adversity and trauma.

That situation is not unique to Twerton. Headteachers from schools across Bath tell me regularly about the difficult decisions they are having to make. Parents will come to the school and ask, “Where is the extra support for my child with special educational needs?” The school will answer, “We are sorry, we do not have the funds to provide that anymore.” If a school wants to put on extra support for a child with autism, that is not going to happen. If a school wants an extra member of staff to look after classes at lunchtime or to help children who are finding it difficult to transition, that is not going to happen. As one Bath headteacher put it:

“By starving our schools of funding, we are accepting that our children can get by on a cut-price education. Morally, let alone economically, this is indefensible.”

Where is the understanding from Government of how our young people learn and progress? Where is the commitment to our children’s futures? The Government say there is more money in the system than ever before, but there are more pupils in the system. The Government hide behind deliberately complex figures and funding streams and obfuscate the real picture.

I have recently become a trustee of a multi-academy trust in Bath. The trust’s main concern is that it no longer has the funds to employ support staff, because its budgets are becoming tighter every year and it has no more reserves. The local authority in Bath, which used to support schools, is making staff redundant, especially those in welfare roles. The Government expect trusts to take over those functions, but the trusts do not have the money to do so.

What further increases the pressure and creates a vicious cycle is that good and experienced teachers are leaving the profession in growing numbers. Teaching is already a difficult job, but it is becoming so hard that many teachers find it impossible to cope. My academy trust in Bath finds it increasingly difficult to recruit qualified teachers, and it is worried about the de-professionalisation of teachers. Trusts, although not my particular trust, are employing teachers without qualified teacher status. That cannot be right.

I know the teaching profession very well. I taught secondary school children modern languages. An already difficult job became even harder when the resources were not there and class sizes were heading towards 30. It is our young people who suffer. Good classroom practitioners know that during a lesson they cannot just engage with the five pupils at the front or the five at the back. With large class sizes, it is the 20 pupils in the middle who are the most difficult to reach. What happens if teachers do not reach those young people? Those young people lose out, and an awful lot of them are losing out. If children do not receive the right support, they do not reach their full potential.

It is a privilege to serve under your chairmanship, Mr Walker. I thank my hon. Friend the Member for Bath (Wera Hobhouse) for securing the debate. It was very short-notice but, as she flagged up, this is an important issue.

This is one of those fascinating debates where it is a bit like the old cliché of apples and pears, in the sense that one side says one thing, and the other side tweaks it a wee bit, says, “It’s an apple, not a pear,” and stands the argument on its head. Rather than going round in circles, which we can do, frankly, for hours, I will mention one point in particular that strikes home to me.

I have been involved in politics for nigh on 20 years, and previously I spent many years in business. In all the years that I have been in politics, I have discovered that senior public sector people very rarely put their head above the parapet—for obvious reasons, as doing so can put their career in jeopardy. Whether that is right or wrong is irrelevant to the argument. The main thing is that colleagues will remember that, last year, 5,000 headteachers across the country not only wrote to their Members of Parliament and to the Government but went on a march, because they were so anxious about what they said were real-terms cuts to our schools budget. Before I get on to those cuts, I reiterate that I have never seen, in all my years in politics, so many senior people within schools say, “We can’t be doing with this any more. We’re going on a march. We need the money, otherwise our schools are in trouble.” That was so significant to me.

Clearly I know a lot of my local schools, and I met a lot of the heads both when I was first an MP and during the time after I was briefly defenestrated before coming back as the Member of Parliament. I have known some of those people for a long time. I can even remember, in the halcyon days of the coalition, trying to get them to go public on particular issues. There was no way that they would put their head above the parapet, because they did not need the grief. On this issue, however, heads across the country—in Labour, Conservative and Liberal areas across England—were so angry that they rose up and said, “Our schools are facing a crisis.”

To be fair, the then Secretary of State, the right hon. Member for Putney (Justine Greening), listened and came up with an additional £1.3 billion. I am quite sure that there were sound political reasons for that as well, because of the snap election, but I will give her due credit because I think she deserves it. Despite our being on different sides politically, I thought that she was a good Secretary of State.

Does my hon. Friend agree that it was slightly concerning that that £1.3 billion was not new money? When the Public Accounts Committee, on which I sit, questioned representatives from the Department on where that money would come from, they said that the vast majority of it was coming from so-called efficiency savings. At the time, they were unable to tell us exactly where the money was coming from. Does my hon. Friend share my worry about that?

I entirely agree. A lot of it was apparently not new money, and anyway, even with the best will in the world, it just held everything in place for 12 months—it did not solve the problem. As my hon. Friend has emphasised, as we began to pick into and drill down into those figures, what did we discover? We discovered that quite a lot of it was not the new money it was initially alleged to be.

Having said that, I pay tribute to the right hon. Member for Putney. I believe that her heart was in the right place and that she was fighting the schools’ corner as strongly as she could. I certainly think she was probably more on our side of the divide when it came to grammar schools, which is possibly why she is now the ex-Secretary of State—but who am I to make such an allegation?

I come back to the important fact that the headteachers—the people who know—say that funding is going down; there are not net increases, and it has been going on for years and causing real problems. Teachers have not had a decent wage increase in many years, and again, there is a real cross-party push on that. We are hearing soundings from within Government that there is an appreciation that teachers’ wages need to be increased more in line with inflation, similar to the situation in the NHS. However, it is terribly important, to pick up on the point made by my hon. Friend the Member for Oxford West and Abingdon (Layla Moran), that that is done with new money. If we finally do get that salary increase for teachers, and there is the same story of efficiencies—after seven years they are really beginning to cut into the lean muscle, with the fat having gone from the whole sector—that will be very disappointing. If the Government sign off a good pay increase on the one hand but then on the other hand say that it has to come from school budgets, we will go even further backwards.

I have known the Minister a long time; I hold him in genuine respect, even with our disagreements in the past. I urge him to make a statement today about the scale of the salary rise and a commitment that it will funded by new money and not taken from school budgets, which would just make a bad situation chronic.

My hon. Friend the Member for Oxford West and Abingdon and I have tabled an early-day motion today, specifically urging that the Government find new money to pay teachers a decent increase after their many years of getting static salary increases. I urge hon. Members to sign the early-day motion; I am sure it is very much a cross-party aim that many of us would support.

As I said, it comes down to apples and pears. The National Audit Office—as we all know, it is a highly reputable, respected body—says that in 2018-19, schools will experience additional cost pressures of 1.6%. That may not sound an awful lot, but after a few years of consistent 1%, 2% and 2.5% rises, and a failure to get net funding increases, it adds up considerably. The additional cost pressure comes on top of several years of static Government funding and increases in pupil numbers, salary increments, employer national insurance contributions, employer pension contributions and inflation, meaning that real school budgets have seen a decline of—wait for it—about 15%.

I was in business for years before I went into politics. I know how to trim and how to make efficiency savings. When times are tough, we have to go through efficiency savings. I wholly signed up to those necessary efficiency savings in coalition, but there comes a time when a line needs to be drawn. If someone is looking at a 15% real-terms cut in their business, school or hospital, they are heading for a car crash. That is why I, my hon. Friend the Member for Bath, my hon. Friend the Member for Oxford West and Abingdon, who is the Liberal Democrat lead in this area, and the Labour party urge the Government to make a longer-term, significant increase to contributions to the schools budget, as well as a separate increase to teachers’ wages.

Does my hon. Friend recognise from meetings he has had with headteachers, as I have had, that the reason why this is significant is that roughly 75% of a school’s budget goes on its teaching and support staff? The reduction in budget can only come from what is left. Schools have now got to the point where they can cut no more without affecting frontline staff, and that will lead to a drop in the quality of service that we can give children and parents across the country.

My hon. Friend is so right. We know that is true. Hon. Members will have spoken to their local headteachers and visited their schools. The number of teaching assistants has been slashed, and support for disabled children is under tremendous pressure. The schools are creaking—there are no two ways about it. I know that the budget is huge and there are thousands and thousands of schools across the country, but having proper funding is such a crucial part of our nation’s future.

I reiterate the point made by my hon. Friend the Member for Bath about grammar school investment. I thought that, after the catastrophic consequence of the snap election in 2017 for the governing party, the whole idea of grammar schools had been kicked into the long grass. Suddenly, out of nowhere, it got into the headlines last week—another £50 million for grammar schools. There really are better ways than grammar schools in a society where we are trying to give everyone the same opportunities to succeed. Without banging on about it, there is so much empirical evidence that shows that they are counterproductive and do not improve outcomes for disadvantaged people. There is so much evidence there that I will not even bore the Minister by outlining it.

I am grateful to my hon. Friend the Member for Bath for securing this really important debate on an issue that affects our future and our children’s future. I had the pleasure of welcoming pupils from a wonderful school in my constituency called Shinewater this morning. I know it well; I have visited it probably one gazillion times over the years that I have been either the MP or the parliamentary candidate. It is in a more disadvantaged part of my wonderful constituency of Eastbourne, in Langney. It is a great school with passionate teachers, and the sort of school where the Liberal Democrat policy of the pupil premium, which we delivered when we were in coalition, makes such a difference. That additional funding and support means that children who may not have the obvious advantages that I and many other Members of Parliament have had have an equal chance to have a very successful life in their jobs and relationships.

It was wonderful to welcome the children here. They were all about six or seven years old. Many of them had never even been on a train, let alone an underground. It is so long ago that I was that young that I can barely remember, but it was a pleasure to welcome them. I know the pressure that school is under. It is a good school, and it is doing its best and doing well, but it does not have anywhere near the number of TAs that it used to have. Its funding for special educational needs is severely stretched, and likewise its funding from the county council. It is the sort of school where the teachers go the extra mile, beyond anything that any teachers would have even contemplated 30, 40 or 50 years ago. They do it because they are passionate about the children and the school. I urge the Minister to help us to help schools such as Shinewater around the country—to give them the budget they deserve, to give the teachers the salary rise they deserve and to secure our schools’ funding and future for many years to come.

I agree. I have had representations from headteachers, staff and support assistants in my constituency as well. That problem faces schools throughout our country—they are put in an intolerable position because their funding has been cut and cut.

The Education Secretary and the Chancellor of the Exchequer have both said that every school in the country will receive a cash-terms increase to their funding. We know, however, that that is simply not the case, as do the independent Institute for Fiscal Studies and the UK Statistics Authority, which has repeatedly told the Government that that claim is not accurate. Perhaps the Minister will get it right this time. I am sure that by now his Department has received the local funding formula for every local authority in the country. Can he tell us how many schools will face a real-terms cut to their budgets, and is he able to tell us where those schools are?

The Minister has told us of the local authorities that have written to his Department to seek permission to top-slice their budgets to fund additional high-needs support. How many schools across the country will see their block funding cut as a result of those decisions? Such cuts should not be necessary. Schools and councils should never be forced to choose between funding the day-to-day expenses of their schools and getting the high-needs funding that is vital to so many of their pupils’ needs.

I am grateful to the hon. Lady for giving way and for raising the issue of special educational needs provision. The education, health and care plan system is not working in places such as Oxfordshire because the county does not have the resources to deliver it. Although the schools are able to come up with the plans, they and the county do not have the money. Is this a picture that she has seen, because it is inundating my inbox?

I thank the hon. Lady for that intervention. A recent local ombudsman report said that the picture of ECHP plans across the country is dire, and local authorities are often spending more money on tribunals to rectify decisions they made in the face of cuts, rather than actually implementing the plans in the way they should be implemented in the first place.

The fact is that school budgets have been slashed for the first time in a generation. The National Audit Office found that, since 2015, £2.7 billion has been lost from school budgets in real terms. If the Government were not making cuts to school budgets, it would be possible to introduce a new funding formula in a way that was equitable and sustainable and that could actually improve social mobility, but the Government are failing to do that. When the revised funding formula was put forward after the snap general election, one of the major changes was the introduction of a minimum funding level per pupil in secondary schools. Given the way that the formula allocates funding and the extent to which it allocates more funding to disadvantaged pupils, a minimum funding level would be particularly helpful to schools that take a very small number of pupils from disadvantaged backgrounds—in other words, grammar schools.

When the £4,600 minimum per secondary school pupil was announced, the Government committed an extra £1.3 billion to schools over two years. How much of that additional funding will find its way to grammar schools? It seems to us in the Labour party that finding extra funding to go to grammar schools—most of them in areas represented by the Minister’s colleagues on the Conservative Back Benches—is not a policy that will increase social mobility. In fact, it will do the opposite and focus resources more and more on the pupils who need it least, while those who need the additional support and additional funding will simply not have access to it.

We do not object to the principle of a minimum level of funding per pupil. However, it is worth remembering how the Conservative party arrived at that policy. When the funding formula was first devised, the Government did not believe that there should be a minimum funding level. Only after their Back Benchers—particularly those representing schools with more affluent intakes—raised concerns that they did not see enough extra funding in the formula did the Minister come to believe in the policy.

Although we welcome the belief in the minimum amount to which every single pupil should be entitled, I wish the Government would do this properly. Instead of finding a fraction of the funding that our schools need by making cuts elsewhere in an effort to buy off their own Back Benchers, why did the Minister not push to end the cuts to school budgets and increase per pupil funding in real terms for every single child, not just a minority of children?

Despite there being some elements of the funding formula that we welcome, the funding that goes to the most disadvantaged pupils is being cut in real terms year after year. Despite the rhetoric from the Government, the pupil premium has been falling in real terms every year since 2015. They have failed to increase the funding in line with inflation, which has led to the funding falling in real terms. In fact, it has fallen by £140 million.

A recent article in the press noted:

“A Department for Education source confirmed that in real terms the amount per pupil spent on the pupil premium specifically has fallen.”

Will the Minister confirm today that the per pupil spending on the pupil premium has fallen in real terms? Will he also tell us why, in reducing the funding formula, the Government have not ensured that that vital funding is protected?

We have a benchmarking website where schools can look at their pupil-staff ratios. We have a tool that schools are using, called the curriculum-led financial planning tool. Schools can examine their curriculum using the tool, which was developed by some schools in the north of England—the Outwood Grange multi-academy trust—to ensure that over a three to five-year time span they are planning their staffing to reflect their curriculum. I think that a lot of schools are applying that tool and becoming more efficient. We are helping schools to manage their resources in a way that ensures they can balance the budget.

Every school will, according to the national funding formula, receive an increase in funding of at least 0.5%, but the Secretary of State has acknowledged on many occasions, as I have today, that there have been cost pressures: employers’ national insurance contributions have risen, as they have across the public and private sectors, and there are higher employer’s contributions to the teachers’ pension scheme. We think that is the right thing to do, to get the balance of the cost of those things spread between the schools and the taxpayer and to help to deal with the deficit. We are helping schools to tackle those cost pressures, but the hon. Gentleman should remember that we are spending record amounts of money on schools—£42.4 billion this year rising to £43.5 billion next year. We have been able to do that and maintain per pupil funding in real terms because we have a strong economy and have managed the public finances in a sensible way, bringing down the deficit and keeping public spending under control.

I am grateful to the Minister for giving way and for his acknowledgement of the increased cost pressures. Another cost pressure—welcome, in a sense—is the rise in pay, particularly for teachers on the main pay scale. I want that to continue, because as the Minister knows teacher retention and recruitment is a major issue in the sector, but does he agree that if it does continue we will at some point need new money in the system, so that we do not keep eating away at the tiny amounts left until it is necessary to cut the number of teachers to make the numbers work?

The hon. Lady will know that the School Teachers Review Body, the independent pay body that makes recommendations about teachers’ pay, has reported to the Department, and we are looking at that report. We will respond to it, and I hope that that will be before the summer recess; that is our intention.

Does the Minister understand the frustration not just of the teaching profession but of parents? I am a governor at one of the schools in Oxfordshire that he mentioned. Perhaps he is suggesting that the board of governors and I are not managing our money or resources properly. I assure him that we are doing everything we can for this issue not to affect frontline services, but it does. My question is simple: does the Minister accept that although he can spout numbers—it is true; these are facts—the reality on the ground in schools such as Botley Primary School in my constituency is that teachers are at breaking point, and parents are beginning to see the real effects of the cost pressures that are played off against the increases in funding that the Minister lists?

We have to live within our budget, and the Treasury has to work with the tax receipts it receives and deal with the historic budget deficit it inherited. Somebody has to lend the state that money, and they would not lend us £150 billion every year if we showed no sign of reducing that figure to something more manageable and did not plan ultimately to eliminate it altogether. That is what is happening. That is why we have a strong economy and the lowest level of unemployment for 40 years, why there are opportunities for young people to have a job once they leave our school system, and why fewer children are living in workless households. That is all part of how to manage the public sector in a serious way, which is what the Government have been doing since 2010. That is why we have been able to maintain school funding in real terms over that period, spend £23 billion on capital funding for schools, and fund an increase of 825,000 school places to deal with the increasing pupil population.[Official Report, 19 June 2018, Vol. 643, c. 2MC.]

When we came into office in 2010, we discovered that the previous Government had cut 100,000 school places, despite the increase in the birth rate at the turn of the millennium. We were very sensible in how we managed the capital budget and the revenue budget at a time when we had to tackle a very serious budget deficit as a consequence of the banking crash in 2008.

My right hon. Friend is right to identify that where there is a demand for places and where schools are popular with parents, it makes sense to be able to expand them. I can confirm that that absolutely applies to comprehensive-intake schools, of which there are, of course, vastly more than there are selective schools.

The Government’s consultation paper states that the educational benefits of attending a grammar school are twice as large for pupils on free school meals than others, but has the Secretary of State actually read the sole report that is cited in the consultation paper? It states that the advantage is “certainly not large” and that

“we should be cautious about interpreting this as a strong endorsement of grammar schools.”

Does he accept that his evidence base for selective schools is itself rather selective?

I see what she did there—but no. Selective schools are part of the diverse school system that we have. We allow schools in general to expand. The vast majority, as I say, are comprehensive-intake schools. Where there is a basic need, parental demand, and when the schools commit to extending their inclusivity in very practical ways, it makes sense to allow them to expand as well.

I would like to associate myself and the Liberal Democrats with the tributes paid to Dame Tessa Jowell. She was an inspiration, particularly in the area of early-years provision.

Looked-after children in Oxfordshire could have to wait for up to six months to get into the secondary school that they need to, primarily because local authorities do not have the directive powers over academies that they do over maintained schools. What is the Minister doing to ensure that the most vulnerable children do not miss a day of school?

Those most disadvantaged children, to whom the hon. Lady referred, are actually given priority during the admissions process.

This goes to the heart of the Office for Fair Access and what the Office for Students will do, but it is also really important that universities—particularly selective universities—continue to redouble their efforts to make sure that they are reaching out directly, so that they are tapping into the full range of talents that are on offer throughout our country.

If the Secretary of State is serious about improving access to top universities for students from poorer backgrounds, why is he not doing more to enact the findings on the National Audit Office report on higher education, which urged the Government to do more to provide high-quality, independent careers advice to 13 and 14-year-olds?
