What I do recognise is that socialism and high tax do not work. The hon. Gentleman and others have stood four times on a socialist platform and the British people have rejected them four times, and if they go back to their socialism, they will be rejected once again.

Today we have heard the promise of accelerated energy infrastructure. For as long as I have been in this place, every south Wales MP has been demanding a tidal lagoon in Swansea bay. Will the Chancellor commit to working with the Welsh Government and Swansea Council to make tidal energy—green energy—a reality in this country?

Actually, I have done a lot in that regard. We had a ringfence for tidal marine energy, and there is a project in Scotland which is focused on that. As for the lagoon project that the hon. Lady mentioned, I looked at it and it was not, at the time, value for money, but I am open to the concept.

Absolutely. I always want to take the opportunity to commend the great work that my right hon. Friend did when she headed the Department, when I was Energy Minister. We are really continuing in that vein. The Minister for Energy, Clean Growth and Climate Change and I will be delighted to meet her and her committee to discuss ideas that will give us security, affordability and sustainability.

This morning, at the Business, Energy and Industrial Strategy Committee, I was moved to tears listening to the chief executives of the energy companies telling us how horrific it is going to be for the public and vulnerable people to pay their bills. Now it will be fine and for the summer they will have increases, but in October it is going to be terrible. A short-term fix is not good enough—the people in this country deserve better. We deserve a long-term fix to our prices. The cost of living is extortionate, and the Secretary of State needs to help.

As I said in my statement, we are fully aware of the pressure on people’s household bills: it is a really, really extreme issue and we want to deal with it. I also said that my right hon. Friend the Chancellor will look at the matter again in October and see whether measures are appropriate. The hon. Lady will know that the price cap is set in August, so there is still a long period before we can work out what it is. It is a matter for Ofgem, and we are waiting to see what level it is set at in August.

If the Government are so committed to keeping workers safe throughout the pandemic, can the Secretary of State explain why they have not been able to protect workers at the Driver and Vehicle Licensing Agency in Swansea by putting in measures to keep them safe from covid-19?

The hon. Member will appreciate that public health and guidance for safer working in Wales is a devolved matter, so she should certainly bring this up with her colleagues in the Welsh Government. Public Health Wales and the local authority, supported by the Health and Safety Executive, are working with the DVLA to ensure that there is appropriate protection.

What plans he has to promote a green recovery from the covid-19 outbreak.

The Prime Minister has made clear our intention to build back greener. We are taking action to deliver on that commitment, including through a commitment of over £3 billion to reduce emissions from our buildings across the UK, £800 million to promote carbon capture from power stations and industry, and a further £100 million being invested in R&D in direct air capture technologies.

As the hon. Lady knows, we are absolutely committed to creating green-collar jobs. Today, we have 460,000 of those jobs across the UK; by 2030, we have stated our commitment to have 2 million such jobs. No one can deny our commitment to creating green jobs. I would further add that we are also committed to making the UK a science superpower, and we will make innovation central to our green recovery. That is absolutely front and centre of what the Government are trying to do.

Commenting on his own report back in 2017, Charles Hendry said,

“the evidence is clear that tidal lagoons can play a cost effective role in the UK’s energy mix”.

This Government still have not managed to back the oven-ready pathfinder tidal energy project in Swansea bay. When will they recognise the opportunities, the new green jobs and the inward investment support that tidal power can bring to Swansea, Wales and the rest of the UK?

We are absolutely committed, as the hon. Lady knows, to tidal power and all forms of marine power. There was a specific issue with the Swansea bay tidal lagoon project, which was that it was felt not to be economical. That was a specific, project-based, single incidence where we did not feel that it was value for taxpayers’ money.
