Commons ChamberI applaud any local authority that is putting its shoulder to the wheel of solving the housing crisis. A great sadness of my time as a borough councillor—I was a councillor for eight years—was the fact that the then Labour Government put an end to council house building. We were all induced, effectively, out of that business with decent homes money. We had to get rid of our housing and transfer it to housing associations or other formats. Fortunately, some councils did manage to hang on and I am very pleased that they are now doing their bit.
Some 66,000 council homes have been sold through right to buy since 2012, and just shy of 18,000 have been started—that is one replacement home started for every four sold, and they are not like for like, either. Are the Government ditching their promise for one-to-one replacement, and when are they going to come clean about that?
The hon. Lady is quite right to point out that we have not hit our one-to-one target. That is correct—it would be foolish to deny it—but at the same time those 66,000 homes that have been sold have satisfied a legitimate aspiration among all those people to own their own home, and we are committed to that. The lifting of the housing revenue account cap was specifically designed to set councils free to build a new generation of council houses, so that in time a further generation of council house occupants can also experience home ownership.

Commons ChamberWith his usual accuracy, my hon. Friend identifies an issue critical to getting this matter right. As he knows, the working group will be looking at the entire property agent sector to ensure that any new regulatory framework is joined up across letting, property management and estate agents. One of the key issues in making that new regulatory framework land will be the transition from the old to new, and I will be more than happy—indeed it would be foolish of me not to agree—to meet a former Housing Minister of such standing.
According to the Government’s own figures, there are more than 10,000 rogue landlords operating in England. Will the Minister therefore explain to tenants who are suffering from damp and often unsafe conditions why none of these landlords appears on the Government’s new rogue landlord database?
As the hon. Lady knows, the database was introduced earlier this year and it will take time to populate in order for landlords to appear on it. There will obviously have to be investigations, prosecutions, and penalties levied so that they can properly be entered on to the database. She will know that the introduction of banning orders and a rogue landlord database will have an enormous impact in future. We just have to make sure that we get the right names on it.
I am sympathetic to the concerns that my hon. Friend expresses, but we take different positions on this issue. I am not in favour of the state setting rent levels.
In January 2014, the hon. Lady’s party placed a motion before the House which was not dissimilar to this one but which claimed that 5 million people were on the waiting list for social homes. In this motion, it claims there are only 1.4 million families on the waiting list. To what does she attribute the reduction?
The Government have tried to manicure the figures, and we have used the Government figures, I am afraid. I think they underestimate the number of families and people on the waiting list. In Wolverhampton, there are 12,000 people on the waiting list for a council or housing association home. We have an affordable homes crisis in our country that the Government are not getting to grips with.
