I thank my hon. Friend very much. It was only lately that he and I stood on the seafront at Blyth and looked out at some of the incredible wind farms—the harbingers and the prelude to the huge Dogger Bank wind farms that are going to be built in the North sea. I am delighted that a gigafactory for batteries is being established in Blyth Valley. Thanks to his help and his leadership, we are seeing Blyth Valley and many other parts of the north-east at the forefront of the green industrial revolution delivering high-wage and high-skilled jobs across our country.

Last week, hundreds of GMB gas engineers were sacked for refusing to sign new contracts expecting them to work harder and get paid less. Fire and rehire abuses by rogue employers are spreading through workplaces like a virus. The Government have called the practice “unacceptable” and “bully-boy tactics” but refuse to take action to ban it. I am giving the Prime Minister the chance to show us all where he stands. Will he commit, here and now, to include proposals to end this shameful and immoral practice of fire and rehire in next month’s Queen’s Speech—yes or no?

Well, I’ll do my best. I fully support what my right hon. Friend is doing and I congratulate Kash Singh on his work. It is incredible at this time that there are people who want to split our country up, rather than bring us together. That is what the SNP want. It is an absolute tragedy that they still think like that. I think they are going to change, but I wish everybody at OBON all the very best.

  Contrary to the conclusions of the Commission on Race and Ethnic Disparities report, institutional racism still exists. Forty years since the Liverpool 8 uprisings, black communities continue to suffer racial injustice and the report downplays the structural inequalities that still exist. The Resolution Foundation announced today that the unemployment rate for young black people rose by 35%, compared with 13% for their white counterparts. Can the Prime Minister confirm the allegations that Downing Street redrafted the report to change the narrative? Does he agree that the report should now be withdrawn?

Of course, when we look at and read the report in detail, the Government are not going to agree with everything, but there are some interesting observations and some interesting ways of looking at things. We will be responding in due course, but what we say is that nobody should be in any doubt as to the reality of racism and the struggle that too many people face. We will do everything we can to stamp it out, particularly to help young black people get the jobs and the education they need.

It will be three years tomorrow since a chemical weapon was deployed by Russian military intelligence on the streets of Salisbury. All our thoughts remain with those affected, their families and loved ones, and we will continue to seek justice for them. I am sure this House will want to pay tribute to the people of Salisbury and Amesbury, and wish them well for the future.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

Liverpool is a welcoming city, with the oldest Chinese community in Europe, but in 1946 the British Government ordered the forced repatriation back to China of thousands of Chinese seamen who were living in Liverpool with their British families, causing lasting emotional trauma. Many of their descendants still live in my Liverpool, Riverside constituency. Will the Prime Minister take steps to acknowledge these events, and provide the descendants with a formal apology and the justice they deserve?

Indeed. Everybody who is told to self-isolate because they have been in contact with somebody with an index case of covid should remember that there is £500 to help them but also a £10,000 fine if they fail to do so and therefore risk the virus spreading further.

Liverpool will be placed on the highest restrictions from Wednesday, with the closure of pubs, clubs, gyms and other leisure facilities for at least four weeks. Will the Government stand by their commitment to safeguard businesses by properly compensating them and allowing them to survive the latest restrictions imposed on Liverpool city region, and provide us with the necessary financial support to protect jobs and livelihoods?

Yes, indeed. That is why my right hon. Friend the Chancellor announced grants of up to £3,000 and why we have the job support system, which is designed to help people in exactly the circumstances the hon. Lady describes.

Yes, indeed, and I want to thank the staff and students in my hon. Friend’s constituency and across the country for the 99.9% of schools that are now back open. The vast majority of pupils are back in their schools, and they should have confidence to be there. They are in the right place; it is by far the best place for them to be. We are sending out new test kits the whole time and there is an online portal through which every school can now access the tests that they need.

Liverpool begins local lockdown measures today. When restrictions were first imposed six months ago, the Prime Minister outlined a package of financial support for local government. We did all that was asked of us, but we have now been left with a £23 million funding gap. What support is the Prime Minister able to announce today for hard-hit councils?

As I have told the hon. Lady before, I believe that we have put about £3.7 billion into supporting local government. We will continue to support local government, and I will look at the £23 million funding gap that she raises with me today.

My hon. Friend is absolutely right to champion Burnley College and the cutting edge education in the technologies of the future that this Government support. I welcome all the plans that Burnley College has for capital investment to develop its campus.

Liverpool in 1869 was the first council to build council housing to replace overcrowded slums. Progress over the years has often been obstructed by this Tory Government, most recently with the refusal to extend our most successful landlord licensing scheme and the introduction of permitted development rights, which bypass local control and are likely to create the slums of the future. Will the Prime Minister give a straight answer and commit to withdrawing these plans and returning control to local communities to prevent a return to the 1860s?

This Government have already built far more council homes, as far as I can remember, than Labour did in 13 years when they were last in office, and we will go on. You have just heard, Mr Speaker, about the huge £12 billion investment in affordable homes that are making this week, and we will deliver beautiful new homes across the country, building on brownfield sites in a way that is affordable and helps young people on to the housing ladder in the way that they need, either through affordable rent or through part-buy, part-rent schemes, which are immensely attractive. That is the way forward for our country.
