It is always a privilege to serve under your stewardship, Mr Davies. I thank my hon. Friend the Member for Slough (Mr Dhesi) for raising this crucial debate. It is particularly important to me, as a former engineering apprentice who came through this process.
I left school with CSEs, and I walked into the careers office one day and they said, “What do you want to do?” I was not sure whether I wanted to stay on or do something else. My dad worked for BSA in Birmingham, where they made motorcycles and firearms. It was one of the biggest motorcycle manufacturers in the world at the time, but unfortunately only a few are now made, in Meriden—not as many are manufactured in the United Kingdom as we would like. I explained what my dad did as a capstan setter operator—that is probably a foreign language to most people in the Chamber, but he operated a repetitive component-manufacturing machine. They said, “Oh, right. Do you want to go into an engineering apprenticeship scheme?” and I said yes, so they offered a year of off-the-job full-time training at Garretts Green Technical College, a local college that no longer exists. Within six months of starting, we were offered interviews, and I was privileged to be offered an apprenticeship at Delta Metals, Delta Tubes as it was then, which unfortunately no longer exists, either. I made my way through various phases of that and ended up at Birmingham Polytechnic, which also no longer exists in that form and is now Birmingham City University. I learned a huge amount about engineering and afterwards I was able to set up a small manufacturing and engineering company with my friend Mr Olley, who is a great friend to this day. That allowed us to move forward. As my hon. Friend the Member for Slough said, it allowed me to move forward as an individual, perhaps above the position that I had been in, and to grow up, both physically and in terms of my skills. It was a huge opportunity.
I concur with my hon. Friend the Member for Slough about what the Government are doing at the moment with the levy, and about the onerous conditions the levy puts on the employer, as it stands. Employers are under a huge amount of pressure to try to conform to something that they cannot. They find it very difficult to come to terms with some factors, as eloquently explained by my hon. Friend.
If we are going to look at upgrading more people, particularly post Brexit, we need a far greater understanding of the engineering and manufacturing sector. Of course, the services sector is important, but we cannot rely on it alone given the downturns we have had in overall GDP when the financial sector collapsed. Germany does not suffer as much because it has a huge engineering and manufacturing sector, which acts as a boost and a steady hand. Now, with our independent status, we need to have more of that independence ourselves, to be able to move forward.
I will say a couple of things about a success story in my constituency, Mr Davies. The Engineering Employers’ Federation has a training school for engineers that takes on young people, both with and without qualifications, and provides apprenticeships that take them to the highest level. The engineering college was set up almost seven years ago by EEF using a levy from its members, above the apprenticeship levy, to provide the capital costs. I am happy to show the shadow Minister and the Minister around, should they wish to visit; a number of Ministers and others have already done so.
The initiative is a tribute to engineering and manufacturing. It started with about 300 apprentices; there are now four times that number. The majority of the commitment has come from local employers in the sector, who have put in a huge amount of the capital costs. The college still cannot get capital costs from the Government. As one would imagine, training in engineering requires practical lessons so people can operate the different machinery and equipment. Those involved have done a superb job putting the college together. I encourage the Minister to look at how we support engineering and manufacturing to move forward with the right sort of apprenticeships.
Our technical colleges used to do that, but there are now very few of them. There is only one real college, South and City College, Birmingham, that does any real manufacturing, engineering and building construction training at all. We are at a loss to get new engineers to come forward and to develop an understanding of the practices needed for people grow their skills. Two or three people from different disciplines in engineering can set up a company to create something, just as I did with my friend Mike Olley. That makes the growth; it is what makes the country grow.
We have not had that type of training for too long—since the 1980s, when Delta Metals was closed down and bought up by a company for its order book. I am not being parochial about this at all, but all our equipment was bought up. At that time, there were three manufacturers of copper tubes: IMI, Wednesbury Tube and Delta Tubes. We were sold because we were the most advanced. All of our equipment was taken to China and installed there. We were years ahead of Wednesbury Tube, which is now owned by a Swiss company. IMI still just about exists. We lost our capacity, but then there are complaints about being flooded with foreign goods. If we do not train our own people and if we do not have the capacity in engineering and manufacturing, that is what happens. We lose that market.
Following the comments made by my hon. Friend the Member for Slough, I am pleading for us to have that capacity. We want to move our people forward, and for our country to have a strong base in engineering and manufacturing in the economy. That is important because we are now independent and moving forward on our own. The shadow Minister has done some great work in this job; I commend her for the interest she has taken. I am sure she will continue to do that, particularly in engineering and manufacturing, which is a subject close to my heart. I again thank my hon. Friend the Member for Slough for raising this issue and for his great work.
I congratulate the hon. Member for Slough (Mr Dhesi) on securing the debate. I warmly welcome his keen interest in apprenticeships and am particularly grateful for his work to celebrate local apprenticeships last week, which, as he pointed out, was National Apprenticeship Week. I believe that he visited a number of his constituents, including those completing apprenticeships in companies such as KFC. As he kindly highlighted, last week was a fantastic opportunity to bring the whole apprenticeship community together and shine a spotlight on how amazing apprenticeships are for social mobility, for our economy and for moving people forward.
It is fantastic that more than 8,000 people in Slough alone have started an apprenticeship since 2010, and that is over a range of areas, ages and sectors within Slough’s community. The hon. Gentleman may also be aware of a Slough-based company called Resource Productions, an SME that does an excellent job working in the film industry, with clients such as Disney and Pixar. Dominique Unsworth is its CEO and also a Government SME apprenticeship ambassador. Her work is vital in order to connect more SMEs with apprenticeships. She has recognised just how important it is to employ apprentices and spread that message. I am pleased to note that, at Ms Unsworth’s request, the National Apprenticeship Service is hosting an event with Slough Aspire on 31 March. If I am still in post, I shall try to come along, and I am sure that the hon. Gentleman will also attend.
As was pointed out, this is the second debate on apprenticeships this week. The first focused on the effectiveness of the apprenticeship levy. We should not forget that the apprenticeship levy funds apprenticeships for employers of all sizes, including SMEs that do not pay the levy. The Government recognise the need to ensure that our programme delivers for employers of all sizes—I know that that point was laboured by the hon. Gentleman and by other hon. Members. For that reason, we are making changes to benefit small employers, so that they can get the most out of apprenticeships. In fact, last month, we began to transition small employers that do not pay the levy on to the digital programme, which was mentioned. I will promise to meet the hon. Member for Slough so that we can look at the portal together to address some of the issues that he raised.
We are providing additional funding that will allow up to 15,000 more starts in the first three months of this year with smaller employers. That marks the start of the transition of smaller employers to using the apprenticeship service, allowing us time to listen to their feedback and time for smaller employers to become more familiar with our approach. We have already seen them take advantage of that in relation to early years education, pharmacy work and so on. The change will give employers a real choice of high-quality training provision and the opportunity to become more engaged in the process, as not having that has been one of the criticisms to date. Smaller employers will have access to a larger pool of training providers to deliver training that meets their needs and supports growth in their sector. To ensure that the transition is as simple and easy as possible for employers, we have worked with SMEs to test the service and have engaged with a range of employers and providers, acting on their feedback and instigating improvements.
We recognise that SMEs provide many people with their first step on to the career ladder, and we want to ensure that neither younger people nor smaller employers are denied the opportunity to participate in apprenticeship schemes. That is precisely why we provide £1,000 to both employers and training providers if they take on somebody aged 16 to 18. We know that younger people can face additional challenges in starting and applying for apprenticeship schemes. Social mobility is something that I am particularly focused on ensuring that we do better on, as is driving up the number of young apprentices on schemes, which the hon. Gentleman mentioned. We also pay 100% of the cost of training for the smallest employers—those with fewer than 50 employees—for that age group. Last month, we extended the use of levy transfers to cover the full cost of training for 16 to 18-year-olds and for receiving employers with fewer than 50 employees, helping more small employers to support apprenticeship starts.
We are proud to have launched, in January, the third phase of our Fire It Up campaign, which is aimed at changing the way people think about apprenticeships by demonstrating that they are an aspirational choice for anyone with passion and energy, and that they can enable them to go so very far.
We are ensuring that the message of apprenticeships is being heard in schools. That was touched on in the debate earlier this week. The National Apprenticeship Service has developed Amazing Apprenticeships—a website and resource portal for schools and teachers. Meanwhile, our Apprenticeship Support and Knowledge project is ensuring that teachers can promote apprenticeships to their students and have information available.
Just like the hon. Gentleman, we want more people to be able to benefit from the positive changes that we have made to apprenticeships, and across sectors—a point raised by the hon. Member for Birmingham, Perry Barr (Mr Mahmood). I want to let him know that 200 of the 510 standards are for construction, engineering and manufacturing, and they have been designed in conjunction with businesses. That pool is growing all the time.
I appreciate what the Minister has said, but the central question is this. When these apprenticeship training schools or colleges are set up, the capital support that they need for the equipment is more important. Will she look at that?
I thank the hon. Gentleman for his comment. IfATE does evaluate the cost of putting on each apprenticeship scheme, and I regularly meet its representatives. In fact, I met them this week. I know that it is their priority for this year to look at the budgets that they set per standard.
The hon. Member for Kingston upon Hull West and Hessle (Emma Hardy) mentioned the question of money, and whether we had originally anticipated that all businesses would use all of the fund. We do not and did not anticipate that all businesses that paid the levy would need or want to use all the money; but we have put them in the driving seat to ensure that it works for them and their individual business model. We have been pleased to see the number of businesses that have transferred some of their unspent money to support smaller businesses within their supply chain.
The apprenticeship levy means that more money is available than ever—a big point to labour. This year we have increased available investment in apprenticeships to more than £2.5 billion—double what was spent in 2010-11 in cash terms. Our reforms mean that apprentices starting apprenticeships today benefit from apprenticeships that are of higher quality. Apprentices now receive substantial and sustained training, with their apprenticeships lasting a minimum of 12 months and featuring 20% off-the-job training and an assessment at the end.
We are pleased that the new apprenticeship standards across all levels are being designed and driven with industry, because they have to work for the employers. In fact, starts on standards represented more than 63% of all starts reported in 2018-19, showing that employers are already making the switch.
Quality is key. Today we have talked a lot about quantity and access, but we did not labour the point about quality. That is a priority of the Government, and has to be a priority for the businesses that the apprentices feed.

Commons ChamberIt is a pleasure to see you back in the Chair, Mr Deputy Speaker. I congratulate you on your re-election. I also congratulate the hon. Member for East Dunbartonshire (John Nicolson) on his maiden speech. I was interested to hear what he said about his constituency. In terms of policy based on his party’s mandate, I believe that the Government should look at giving Scotland full fiscal responsibility. They should take the ball and run with it. They need to do this properly, and they should take some advice on the matter.
I would be very happy to vote for it. The Government should take responsibility for what they have said.
I have a huge interest in apprenticeships. I left school with CSEs—many people probably do not know what they were—but I was fortunate to get an apprenticeship through what was then the Engineering Industry Training Board. I spent my first year doing off-the-job training, then I was lucky enough to be picked up by Delta Metals, as it then was, to do my apprenticeship.
Further education colleges are a hugely important asset to people like me who did not take the academic route, as they enable us to follow the vocational route. More importantly, they provide a basis for people who have not been able to get the vocational qualifications in school that they need to prepare themselves for their lives. The colleges are the last door for those people who want to move forward and get on in life. The focus for colleges is to enable people of all ages to get qualifications and skills and to help them to get into jobs.
I want to talk about funding. Colleges have had a 24% cut in their 19-plus funding. We have heard about the provision for 16 to 19-year-olds, and about the agenda for 14 to 19-year-olds, but there is a real issue for apprenticeships, because they are necessary to give people the life chances that they need. The Government announced the 24% cut in March, and it will take effect when the colleges’ financial year starts on 1 August. That has given them very little time to prepare. This will hit 16 to 18-year-olds as well as those of 19 and over, because courses are often planned to include both age groups. In certain specialist courses, the age groups are often combined to provide the educational support and funding that they need, in order to make it worthwhile for the college to run the course.
Students who are 19-plus are in college because they have failed to gain qualifications in schools, are two or three years behind and need to play catch-up in their studying. Most people who want to take the step necessary to get to that level are dedicated, because they realise that perhaps they have been let down and the support they needed was not there for them. They have decided to take the baton themselves in order to move forward. It is important that we look at this issue and see how it can be dealt with.
A significant number of adults who come into college have few or only basic qualifications and need to gain others in order to get into a job or to get to a level where they can get an apprenticeship. We need to help these people to move to those level 2 apprenticeships. That is a real issue in many inner-city constituencies such as mine and that of my Front-Bench colleague, my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne). Our constituencies have historically had a high level of unemployment, which they have not been able to address for at least the past four decades, and putting this sort of funding burden on the colleges makes it even more difficult for us to address it.
I am lucky that my constituency has the EEF Training college, which is doing well—it is oversubscribed. It is predominantly funded by the EEF, but it faces a funding problem because it seeks to provide the hardware needed to bring engineering apprenticeships into effect. That requires a huge amount of kit. I am talking about traditional kit for the engineering industry, such as lathes, millers and welders. Computer numerical control lathes and millers cost a huge amount of money. When I went to Garretts Green College to do my apprenticeship, all colleges across Birmingham had this sort of equipment and so that training was provided.
My constituency is also blessed with having the advanced manufacturing zone in Birmingham, which means we need more support from people such as EEF. It is also blessed with two colleges, South & City College and Birmingham Metropolitan College, which are working hard to move this agenda forward. The normal further education colleges have moved away, by and large, from that type of engineering training, although some facilities are now being provided at South & City College. Again, it costs a huge amount to put that together, so it is important to see what additional funding we can provide to the training providers and colleges that are actually able to provide that sort of training. If we do not do that, all this talk about the manufacturing recovery and the engineering recovery will amount to very little. I am very determined that we examine those issues and see how we can do that. It is important for all of us if we are to be, as Birmingham and the west midlands has always been, at the forefront of engineering development.
We are very glad that Jaguar Land Rover has its new plant in Wolverhampton and we are glad about all the engineering works we are getting. At the moment, one of the world’s leaders in submarine hull valves, a huge speciality area, is working with Birmingham University to try to develop it. A lot of the employers are moving towards working with universities to try to get this support, but we need the trainers to have support from the Government in order to provide the funding for the equipment they need; it is not just about the current funding that colleges have. I am determined that we ask the Government to support 19-plus funding to do that.
Another area of funding has been restricted, again to our detriment: funding for ESOL— English for speakers of other languages. If we are trying to get unemployment down in our inner-city areas, we need to look seriously at that issue. It is not good enough to say that we cannot fund this any more—colleges are under huge pressure not to fund it. Funding is available from employment-type grants and from the Department for Work and Pensions, but if we stick to the current funding reductions for ESOL providers, particularly for colleges in the inner city of Birmingham, we will not be able to move these people forward and lower unemployment in those areas. People in those areas have the skills in most instances, but they do not have the English to match their skills and therefore to be placed into jobs. It is important that we look at ESOL and how we fund it, particularly where inner-city unemployment is high. People want to work and move forward, so it is important that we provide ESOL and fund it.
My hon. Friend the Member for Stretford and Urmston (Kate Green), who is not in her place, talked about people with disabilities. There needs to be a recognition in further education of funding for disabilities, because if we do not have that, those people will be isolated and left out, and they need real additional support.
It is important for us to provide the right sort of support in areas such as Birmingham and my constituency if we are to move forward and allow people to get back into employment and into apprenticeships, which is what we and employers in my constituency want. I hope the Minister has taken notice of that.

I thank my hon. Friend the Member for Hackney South and Shoreditch (Meg Hillier) for securing this important debate.
By and large, FE has always been seen as the poorer partner of other forms of education, predominantly because people like me managed to come through it. I managed to get an apprenticeship when I left school; I did not have great A-levels so I was fortunate to get that. It gave me a huge chance to get into engineering and follow through. I certainly hope that many others will now have the same opportunity, because it offers a last chance.
There are currently some serious challenges in Birmingham, such as high levels of unemployment, which, in some of the inner-city areas, are three times the national average. These colleges and further education institutions support unemployed people. People over the age of 19 are still finding it difficult to find employment. We need to look at that. In my constituency, the areas of Lozells and Handsworth have significantly high unemployment. We need to see what we can do to support those people.
We have a good college that is willing to look at that. I share with the shadow Minister, my right hon. Friend the Member for Birmingham, Hodge Hill (Mr Byrne), responsibility for South & City college, which crosses our constituencies. It is doing a tremendous amount of work, particularly with training in its construction, motor vehicle and electrical training centres, and with other vocational training. It is doing an absolutely fantastic job to get some of those people in areas of high unemployment into jobs.
We have good manufacturing companies that need support, but the current arrangement for over-24s needing loans for level 3 courses prevents a lot of people already in employment from training. That is particularly the case for those aged over 24 who have managed to get a job and who, because technology and practices move on, want to progress or maintain themselves in their work. They want to be able to develop in that way and find it difficult when they are presented with the requirement to get further qualifications for which they must take out loans. Those are the most studious ones, because they want to make a difference. I see that in my constituency, where young people have started out from the local jobcentre and have progressed to management. I pay tribute to them, because they are prepared to give their own time for further training.
There are world leaders in advanced manufacturing in my constituency. I appreciate their work, because I am an engineer. Truflo is the world leader in submarine valves and at the moment is probably the only company for hull valves for submarines and surface ships. It does a fantastic job. It was an honour for me to take my hon. Friend the Member for Plymouth, Moor View (Alison Seabeck), the shadow Minister for Defence, around the site about 10 days ago; it was fantastic to show off some of the good work being done, and the apprenticeships there. Other companies include TRW—the skeleton that came out of the old Lucas works. It does fantastic work to develop technology, but we need support for the 19-year-olds and the over-24-year-olds, so that that can continue. We want to reduce the current high employment levels.
Dana is another very good and reputable engineering manufacturing company in my constituency and I want to keep it there and bring more advanced manufacturing to the area. McGeoch is just over the road in Ladywood, and I was privileged to visit it with my hon. Friend the shadow Defence Minister. It does a huge amount of fantastic work with ceramics, but it needs to do some development; the obstacles it encounters include getting apprentices to follow through with the huge amount of manufacturing it is doing. It provides components for satellites for NASA. It is fantastic to have that happening in Birmingham.
The EEF apprenticeship centre in the city takes on 300 apprentices from local employers, and some of the companies that I have mentioned use people from there. It has not had a penny of funding; it has done that through contributions from engineering employers in its patch. I should be happy to take the Minister around it, if he wants to come and look at the great work that it is doing. I hope he will take the offer up. As I said before, South & City college is doing a fantastic job in my constituency. Wilmott Dixon also does a lot of work with apprenticeships in construction and housing, such as electrical stuff. It is also now doing training for the installation of solar panels. Again, that is a private scheme that it has taken on without any funding.
I go along with my right hon. Friend the Member for Birmingham, Hodge Hill, the shadow spokesman, over the bid for an HS2 maintenance depot in Birmingham. We have the colleges and training places, and I hope that that will be passed on in relation to the bid that he has made, which I fully support.
A key issue is funding for 19-year-olds and those aged 24-plus. One of the key requests from South & City college is for provision for English for speakers of other languages. Demand is currently twice what it is providing. If we are to reduce the unemployment rate of three times the national average in inner city areas, we need an appropriate supply of training, so that the college can make a start with those people. People are eager and knocking on the college’s door, wanting to take part. They are not hanging back. We need to deal with that, to get people into employment. There is a huge amount of interest. Many community and voluntary organisations want to provide support, but they cannot because of funding cuts. I urge the Minister to review the situation and think about how we can start to rejuvenate some of our inner cities.
There are many contributory issues outside the further education debate; if people—particularly young people—are not in employment, that makes work for idle hands. I urge the Minister to think about those things, and about the comments of my hon. Friends, which I think were all valid. Further education is a huge sector, and a fantastic one for people who need its vital support. I urge the Minister to continue to support it, and to fund it properly.

Commons ChamberI thank my right hon. Friend very much indeed. He is absolutely right: it is worth reiterating again that, as Peter Clarke says, there has been no evidence of direct radicalisation or violent extremism. I know from working with the Muslim community in my own constituency that it is safe to say that this is not what the vast majority of parents wanted to happen to the schools in question, or for the education of their children. My right hon. Friend is absolutely right that we need to remember that.
My right hon. Friend is also right that, as a result of the two reports, there are a number of lessons to be learned by various bodies, including, obviously, my own Department, Birmingham city council and Ofsted. There are wider lessons to be learned in relation to the governance of schools.
I welcome the Kershaw and the Clarke reports, and the appointment of the commissioner for Birmingham, which is necessary not just in Birmingham but across the country. I would like to use parliamentary privilege if I may, Mr Speaker, to name a few individuals about whom I think further investigation needs to be made: David Hughes, a former council official; Les Lawrence, a former cabinet member in Birmingham; Jackie Hughes and Kyra Butwell; and all local authority officers who colluded with this huge tragedy of keeping these schools in a position they should not have been in, and who by not listening to the parents, governors and teachers who demanded action were not prepared to act on their behalf.
I thank the hon. Gentleman, and I appreciated the conversation I had with him this morning. The Department will of course take on board the information he outlines. As part of the new commissioner’s appointment, we will pursue those names, and there may be others involved in what has happened. He makes an important point, which is that what happened was the destabilisation of the teaching staff in those schools. When one reads the reports and realises what has been going on against the wishes of the vast majority of teachers, one sees that when the teachers, and head teachers in particular, turned to the council, they did not get the support they should have received. That is something we all have to reflect on.

Commons ChamberI am grateful to my right hon. Friend, whose knowledge of these issues as a former middle east Minister is unparalleled. Peter Clarke will use his expertise to marshal and gather all the information necessary to see whether there is any influence, untoward or otherwise, from outside this country.
Will the Secretary of State confirm that this inquiry will not tar all the Muslim community in Birmingham, other than a few individuals who took it on themselves to lead with this issue and try to wreck the whole community and its reputation? Will he also confirm that the schools will be put back to normal as soon as possible and that whatever structural changes are due are made quickly so that in September children return to a proper education?
Absolutely: I can provide assurances on both those points. May I take this opportunity to pay tribute to the hon. Gentleman, who has been outstanding in his efforts to ensure community cohesion in Birmingham? He has been one of the first and clearest voices in this House warning us about the dangers of extremism, and his commitment to his constituents is second to none.

Commons ChamberLike my hon. Friend the Member for Birmingham, Selly Oak (Steve McCabe), my hon. Friend the Member for Huddersfield (Mr Sheerman) is telepathic, because I shall be returning to that point later.
The Government are fond of saying that they have created more than 500,000 apprenticeships, but less fond of saying that in axing Train to Gain they also axed more than 500,000 training places. Many of these additional apprenticeships are merely relabelled and transferred in-work provision from Train to Gain, as Doug Richard, the entrepreneur behind the Government’s commissioned report, confirmed last week and as has been shown by detailed analysis from the sector publication, FE Week, which the Skills Minister and I read with great relish every week.
Government statistics in the Richard review have borne that out. The proportion of apprenticeships that are in-work apprenticeships rose to 70% in 2012 in comparison with 48% in 2007, so the Government’s figure of 500,000 hangs entirely on the huge growth in post-25 apprenticeships. If significant numbers of these fall away as a result of an adverse reaction to the Government’s controversial FE loans system, the fragility of their much-trumpeted figure of 500,000 will be rapidly exposed.
Will my hon. Friend join me in congratulating Willmott Dixon, a developer and construction company in my constituency, on having just invested £1 million in a new apprenticeships college? It has already had the privilege of being visited by the shadow Secretary of State, who has seen the good work it does. Will he support that?
I will indeed support what my hon. Friend has said, and would add that Willmott Dixon, among other companies, has had some interesting things to say about the role that social value can play in apprenticeships and procurement.
Addressing not just fall-out at post-24, but the ability to fall in at 16 to 18 and 19 to 24 should be a crucial part of any Government apprenticeships strategy. That means exposing them to the world of work and work experience at a much earlier age; giving space and dedicated funding in the curriculum for independent, face-to-face career guidance on apprenticeships; and making space for vital work-related learning skills, as the Federation of Small Businesses said in its publication, “The Apprenticeship Journey”.
The Prime Minister said yesterday in Buckinghamshire that he wanted to make apprenticeships a first-choice career move, so perhaps he could have a word with the Secretary of State for Education, who appropriately is in his place, but who has studiously ignored and devalued the arguments for vocational careers advice made by business groups and, indeed, by his own small and medium-sized enterprises apprenticeships adviser, Jason Holt, in his report last August.
No wonder businesses are dismayed. When the Government removed compulsory work-related learning from the key stage 4 curriculum in 2012, the FSB said:
“We remain deeply concerned that without it many schools may fail to teach these vital skills.”
The Prime Minister also said yesterday rather airily that he wanted Britain to be more like Germany in its attitude to apprenticeships, so perhaps he, too, should listen to Ofsted’s chief inspector, Sir Michael Wilshaw, who has come back from looking at Germany’s apprenticeships system and told FE Week this week that Germany’s “very effective” apprenticeships system is supported
“with a greater focus on vocational training”
in schools “earlier on.” If we want the broadest spectrum of young people, including those not in education, employment or training, to be able to take up apprenticeships, we must give them a fair chance to get there. We and others have been urging for months the need for a proper pre-training route.
