Commons ChamberThe New Zealand free trade agreement will see bilateral trade increase by almost 60%, which we expect to boost the UK economy by nearly £1 billion in the next few years and to increase wages across the UK. Red tape will be slashed for nearly 6,000 UK small and medium-sized enterprises, with nearly 250,000 people working in those supply chains. UK exporters will no longer pay tariffs on a huge range of foods, and they will now have an advantage over international rivals.
It is exciting that we will be able to offer new opportunities for our smaller businesses to discover and grow into the New Zealand market. Indeed, we will be working very closely with our New Zealand partners as we look to accede to the comprehensive and progressive agreement for trans-Pacific partnership later this year, which will open up enormous new markets for all our exporters across every field of opportunity.
Our aim is to support and promote farmers and producers, to create opportunities for them and to ensure they have the knowledge and support to capitalise on those new opportunities, to be a positive force for improving standards and to ensure that our producers do not face unfair competition.
Environmental regulations and restrictions, on pesticides for example, are there for good reason, but they cost our farmers money either in sourcing alternatives or in lower yields. The farmers I speak to are very concerned about the use of chemicals, such as Paraquat in Australia and neonicotinoids in large parts of the European Union, that they are not allowed to use here. Their costs are therefore higher. Will these matters be addressed in the trade deals so that we get a fair and level playing field?
There are many things we can do to drive international standards, to improve animal welfare and to encourage others not to use particular pesticides that affect insects we are keen to have around a bit more. There are many things we can do outside free trade agreements, and we have done them. As my hon. Friend knows, we have championed many of these issues.
I have a responsibility to understand the opportunities for our farmers not just in volume but in value, and to understand the additional costs they may face in producing very high-quality produce, which is obviously welcome. I have a deep and growing understanding of these matters, and I work closely with our colleagues in the Department for Environment, Food and Rural Affairs. We understand the detail, we are talking to agriculture commissioners and Ministers around the world, and we will arrive at the right place in all the trade deals, which are obviously bespoke to each nation.
As part of the free trade agreements we have negotiated so far, we have specific gender chapters, because we wish to use the authority and the commitments that we make to these issues and work with these friends and allies with whom we are drawing trade agreements together. We want to ensure that we push for those values and for ground-level opportunities for SMEs led by women across the world, so that they can achieve.
My hon. Friend is right to raise this issue, and it needs to be resolved swiftly. Ministers from across this Department are lobbying to that effect, as are our Ministers in the Department for Environment, Food and Rural Affairs, and the Prime Minister has raised it personally.

Commons ChamberNorthern Ireland is a very successful exporter of agricultural products, and we want to make sure that there are more opportunities not only in the US market, which is now exported to by Foyle Food Group, but right across the world, including through the CPTPP.
I congratulate the Secretary of State on this significant achievement. She has also set an important precedent: as this deal was done from scratch, it potentially sets the basis for all our future trade agreements. Does my right hon. Friend agree that we must include in this agreement something missing from other international free trade agreements around the world—we must establish and maintain a fair and level playing field for UK businesses employing UK people, particularly in the food and farming sector?
I am pleased that our agreement with Australia will contain a strong labour chapter, and also a small and medium-sized enterprise chapter that will cut red tape on our fantastic SMEs that want to export around the world, cutting their paperwork so that they can get more of their fantastic goods, including, of course, food and drink companies.

Commons ChamberEmploying 17 million people and generating £2.3 trillion in turnover, small and medium-sized enterprises are vital to increasing UK trade. That is why we are continuing to seek SME chapters and SME-friendly provisions throughout all our free trade agreements. Outside the SME chapter, the wider benefits of the agreements—for example, reducing customs costs, supporting intellectual property rights, facilitating mutual recognition of professional qualifications and increasing regulatory transparency—will help to level the field between SMEs and large businesses.

I thank my hon. Friend for that question. He is hugely knowledgeable of this sector, especially in relation to agriculture, and I respect that. I am pleased that he welcomes the deal overall. The deal is not done yet, which is the first important thing to recognise. There is no text in front of us to scrutinise. The reconstituted Trade and Agriculture Commission will be set up soon and definitely in good time to scrutinise this deal. When it comes to safeguards, again that will be specified in the free trade agreement, but typically it will allow either party temporarily to increase tariffs or to suspend liberalisation in the event of an unexpected or unforeseen substantial increase in imports. Again, it is normal that, in a free trade agreement, those safeguards are in place.
Contrary to what the right hon. Member for Islington South and Finsbury (Emily Thornberry) said, I am not a member of a right-wing think tank; I am the son of a farmer and I represent a farming constituency. Nevertheless, I am very supportive of any trade deal with Australia that maintains a fair and level playing field. Will my right hon. Friend set out what exact role the Trade and Agriculture Commission will play in making sure that that is the case?
I thank my hon. Friend, not least for his expertise in this sector. The role of the Trade and Agriculture Commission is set out in statute in both the Agriculture Act 2020 and the Trade Act 2021. We are expecting it to be set up soon, and we also have to respond to the report from the original Trade and Agriculture Commission set up last summer. I would expect it to be a panel of experts who will provide this Parliament—both Houses—with expert insight into the terms of this or any other free trade agreement, particularly in relation to agriculture and standards.

Commons ChamberOur chemicals industry is extremely important and we are well aware of the issues in the industry with all its trade partners. I remind the hon. Gentleman that the EU deal is the responsibility of the Chancellor of the Duchy of Lancaster, but I am sure that the chemicals industry will make its voice heard at the Brexit business taskforce. The Government stand ready to assist the industry, which, as the hon. Gentleman rightly says, is vital for our future prosperity.
We are working very hard to de-escalate that tariff conflict and reach a negotiated settlement. I have been in discussions with the US and the EU and I will take up the matter on an urgent basis when the new US trade representative is confirmed in due course.

Commons ChamberMy hon. Friend is absolutely right to raise the untapped potential of South American markets. Britain used to do more in this part of the world, so my Department is working to reignite those trading relationships through regular ministerial discussions, including with Brazil, to open up opportunities for trade. We have already secured a number of free trade agreements to ensure continuity of access for British businesses, and we are interested in further opportunities to deepen these relationships in the region, including through Mercosur.
The agriculture, food and drink sector is the UK’s largest manufacturing industry and supports about 4 million jobs. With exports worth £23.8 billion last year, we are determined to see this success continue. So on 22 June, alongside the Department for Environment, Food and Rural Affairs and business, I was delighted to launch an agriculture, food and drink bounce-back plan to drive exports and recovery from covid.
My father was a hill farmer, so it was a pleasure to meet a group of hill farmers in Bilsdale in my constituency, together with British Wool, which tells me that farm-gate prices for fleeces are down by 90% this year—so farmers are better off burning them than transporting them. Will British wool feature in a future free trade agreement?
I thank my hon. Friend, who stands up for Yorkshire farmers whether of sheep or other products. This Government will stand firm in trade negotiations, and we will always do right by our farmers and aim to secure new opportunities for the industry. We are also engaging with stakeholders such as the National Sheep Association through the agri-food trade advisory group. During our negotiations, DIT is also supporting interiors and apparel textiles manufacturers who use British wool at leading international trade fairs such as Heimtextil.
The answer is that I am in direct talks with the US about dealing with this issue, following the failure of the EU, which the hon. Lady wants to rejoin, to do anything about it for 15 years.
All our decisions about pesticides are of course made in line with the best available science, but I assure my hon. Friend that our agri-food trade advisory group will absolutely look to make sure that our farmers are not disadvantaged in trade negotiations.

Commons ChamberI am a great believer that free trade and free enterprise help us to achieve our environmental goals through better technology, more innovation and more ingenuity. The Minister of State, my right hon. Friend the Member for Bournemouth West (Conor Burns), recently visited Brazil and discussed those precise issues with its Trade Minister.
Sylatech is a precision engineering business in Kirkbymoorside in my constituency, but it is suffering a significant business impact due to control delays on its export licence applications. Will my hon. Friend update the House with a timescale to resolve that problem?
I congratulate my hon. Friend on working so hard to promote businesses in his area. I am delighted that our performance in dealing with licence applications is good, and I pay tribute to those who work in the Export Control Joint Unit. Some 80% of applications are concluded within 20 days, and 96% within 60 days. In some cases, complex issues have to be assessed, but we will do everything that we can to facilitate and accelerate the decision on the case raised by my hon. Friend.

As you know, Mr Speaker, not all whisky is Scotch. I happen to have with me a bottle of Filey Bay, Yorkshire’s first whisky. It was released on Saturday after the requisite three years and a day. It is from the Spirit of Yorkshire distillery in Hunmanby in my constituency. Will the Minister confirm that he will provide support for whisky producers wherever they are, whether from the great nation of Scotland or God’s own county of Yorkshire?
The hon. Gentleman loses no opportunity. Why will it not be a surprise to right hon. and hon. Members to be reminded that his successful business career was as an estate agent? [Laughter.]

Commons ChamberI am pleased to tell the House that the progress is on track. Although we are not quite ready to announce the name of the high commissioner in Eswatini, I believe someone has been identified for the post. So good progress is being made, and I am encouraging our Foreign Secretary to go to southern Africa to open these two new high commissions later this year.
Antimicrobial resistance is a major global health threat and tackling it is a UK priority. DFID works alongside the Department of Health and Social Care and other Departments to support research on and development of new antimicrobials and diagnostic tools and to reduce the need for antimicrobials by preventing infection and enabling prompt diagnosis and treatment.
The O’Neill review makes the case that high-income countries should help low-income countries do important mitigation works in this area, with one example being reducing pollution from pharmaceutical production facilities that give rise to superbugs, which can travel round the world, including to the UK. Will my right hon. Friend outline the work we are carrying out in this area?
Yes, but before doing so, I wish to pay tribute to my hon. Friend’s work and interest in this area. He may be familiar with this, but I would like to draw his attention to the Access to Medicine Foundation, which is jointly funded by DFID, the Dutch Government and the Gates Foundation. It focuses on low-income and middle-income countries, and I particularly draw his attention to its antimicrobial resistance benchmark of 30 pharmaceutical companies, which prompts the pharmaceutical industry to do much more to bring AMR under control, including by reducing pharmaceutical pollution from the undertakings it operates.

Commons ChamberI do not recognise that description; the Government are indeed involved in talks with the industry about safeguards. The hon. Lady will know that the best way to avoid the problems she identifies is to support the Prime Minister’s deal. Those who keep talking about the pitfalls of no deal but keep voting against a deal are making those pitfalls more likely.
Does my right hon. Friend agree that our future trade policies must protect UK businesses, including in the steel sector, against unfair competition from abroad? It cannot be right for Parliament to expect our businesses to respect high standards on the environment, workplace or welfare and then compete freely with businesses abroad that do not.
That is exactly why, in the Trade Bill, the Government introduced the Trade Remedies Authority to ensure that we have protections against unfair global competition in future. It seems absolutely inexplicable that the Labour party keeps talking about protections but voted against the Trade Bill and the establishment of the Trade Remedies Authority.
