(Urgent Question): To ask the Secretary of State for Transport to make a statement on the future of Great British Railways.
The case for rail modernisation is now stronger than when Keith Williams set out the plan for rail in 2021. Covid-19, recent macroeconomic events, industrial relations and financial challenges have increased the need for it. The railways are not meeting customers’ needs, with delays, unreliability and uncertainty exacerbated by the rail strikes. When people look at the rail sector, we need them to see a system that stands for reliability and sustainability, so it is clear that we have to change.
This Government will therefore deliver the most ambitious changes to our railways in a generation, and will deliver for the people who matter: our passengers, customers and taxpayers. Although we will not be introducing rail reform legislation during the current Session, due to limits on parliamentary time, we are committed to introducing the legislation necessary to create a guiding mind, Great British Railways, as soon as possible.
As many Members are aware, a competition was run to identify the location for the Great British Railways headquarters. I welcome the support of colleagues for the six shortlisted towns and cities, and I note that the hon. Member for York Central (Rachael Maskell) has been vocal in her support for York to be the winner. I hope to be able to announce the successful location shortly—subject to other events outside the Chamber. Ahead of the legislation, we will continue to work with the Great British Railways transition team and the wider sector to push ahead with our ambitious modernisation programme to deliver real benefits for customers.
Reforming our railways means more reliable trains, faster journey times—in all, a modern, future-facing rail industry; a sector with an unswerving focus on meeting the needs of its customers, creating a simpler, better railway for communities across Britain. There will be a GBR at the heart of our rail network, with its headquarters located in one of our great railway communities. The details will be confirmed shortly, but our commitment to deliver is unchanged.

Following the publication for the House of the Williams-Shapps review, the Government announced in the Queen’s Speech on 10 May 2022:
“Legislation will be introduced to modernise rail services and improve reliability for passengers”.
As part of this process, the then Transport Secretary launched a high-profile competition for the location of the headquarters outside London. Forty-two locations bid and six were shortlisted, including York, as part of the levelling-up agenda. Each location shortlisted hosted a ministerial visit over the summer of 2022, involving public sector, rail industry and community stakeholders. In parallel, the public participated in a public vote over their preferred destination. All this was at significant cost to local authorities. Last Wednesday, the Secretary of State shelved her plans for this Session. No written or oral statement has been made to the House until today.
Let me therefore ask the following questions. Why did the Secretary of State not have the courtesy to announce her U-turn on Great British Railways to the House? If the relocation of the new headquarters is to proceed, what will the process be, and if not, given that hundreds of thousands of pounds have been spent by local authorities, how will the Secretary of State compensate shortlisted authorities? What was the result of the public vote? What are the reasons for shelving the plans for the future of Great British Railways in the current Session? How, in the interim, will the Secretary of State address the failure issues across the rail network that Great British Railways was to resolve, including contract failure on the west coast main line and elsewhere? What discussions has she had with the trade unions on abandoning her plans, and on the implications for the workforce across the rail sector? Is she now abandoning Williams-Shapps, levelling up, and any semblance of government? The Great British public deserve better.
I think it is worth pointing out that the comments referred to were made to a Select Committee of this House, the Transport Committee, and that the Secretary of State was therefore giving information in her role as Transport Secretary and keeping Members up to date. As I touched on in my initial answer, there will be a Great British Railways HQ located in one of our great railway communities. I am sorry to disappoint people, but I will not be announcing from the Dispatch Box today where that will be, but it is something that we are committed to doing. It has been inspiring to see the excitement about the competition; it shows what rail can bring to local communities. Certainly there will be a successful bidder, so to speak, and they will be announced in the not-too-distant future.
Yes, the Secretary of State has met the general secretaries of the leading trade unions involved in the rail sector, but that was not to discuss abandoning the plan, because we have not abandoned the plan. We are still taking forward a range of work to reform and modernise our railways, and there is plenty we can do, even in the absence of a Bill in the third Session. I am confident that Great British Railways will make a difference to our rail network. It would be tempting, in these interesting circumstances in which I come to the Dispatch Box, to make a raft of pledges on things I would quite like to do with the railways, but we are certainly conscious that we need to reform and move forward, and that is something that most people across the sector realise. There might be slightly different views about exactly how to go about that, but I am keen to see it taken forward to make the difference for our customers and communities, who deserve a rail network that delivers for them.

Commons ChamberYork’s powerful rail cluster is driving innovation and modernisation across the rail network—a real asset to Great British Railways. Obviously, we are waiting to hear what is happening to the headquarters of GB Railways and the relocation outside of London, because the timetable has slipped. Will the Minister say when he is planning to announce where that new headquarters will be?
I have had many powerful representations made on behalf of York, including from the local council at last week’s Conservative party conference. We will confirm our intentions around announcing the location of the headquarters shortly.

The checks are being done for safeguarding reasons as well, as I have already touched on during this urgent question. We have already blocked some instances where a potential sponsor had serious criminal convictions, which would mean that it would be wholly unsuitable for a vulnerable person to stay with them. We are conscious that we want to take advantage of the great generosity that many people have shown, which is why we have now granted nearly 90,000 visas. We are granting thousands more every day, and we look forward to seeing more people being able to come and take up the offers of sanctuary that people are making.
I, too, want to raise the issue of the bureaucracy that is putting women and children at risk. Why is the UK such an outlier when it comes to that? Ensuring that people have safe and expedient travel, and that they are not online trying to find a route to the UK, is important. Will the Minister speed up his processes and consider people being able to collect their visas in the UK rather than having to wait in other countries?
Of course, people who come under the permission to travel system print out the email and show it alongside their passport. In terms of travelling to the UK, for the cohort that does still need to go to a visa application centre and get a vignette, that is the document and ID that will enable them to get on a plane. Far from being an outlier, I point to other similar nations with similar systems, such as Canada, the USA and Australia, which have gone down a similar path in terms of looking to have a visa system—a humanitarian visa system—as we have.

Using a visa process means that processing can be controlled and vital security checks carried out, including ensuring that the people coming are actually Ukrainian, meet our eligibility criteria and do not present a risk.
I have given way quite a lot; I need to make some progress.
We have announced our bespoke Ukraine family scheme. That scheme significantly expands the ability of British nationals, people settled in the UK and others to bring family members to the UK, extending eligibility to adult parents, grandparents, children over 18, siblings, aunts, uncles, nephews, nieces, cousins and in-laws, and all of their immediate family members. We have ensured that the scheme is easily accessible, fee-free and does not include any salary or language requirements.
We recognise though—again, as has been said today—that we need to speed things up. Therefore, as announced by the Home Secretary last week, in order to further support the Ukrainian people, from tomorrow, holders of Ukrainian passports who are outside the UK will no longer be required to provide their biometric information when making applications under the Ukraine family scheme. Once applications have been processed, individuals will receive a permission letter sent electronically enabling them to travel to the UK, and will not be required to collect a vignette in their passport. They can either print that letter or show it on any smart device, including a family member’s smartphone or device if they do not have one of their own. Those granted status under this scheme will be able to come to the UK for three years, with the right to work and access benefits. Applicants who hold identity cards and do not have a valid passport will still need to attend a visa application centre in person and provide their biometric information, but this new system will mean that our VAC capacity can focus on those who need it.
The Prime Minister has also announced plans for a scheme to introduce a new sponsor group to enable Ukrainians with no ties to the UK to come here, with more details having been announced in the main Chamber this afternoon. That scheme is completely uncapped, and to help colleagues, a “frequently asked questions” section has just gone live on gov.uk.

Commons ChamberThe person referred to is actually a British citizen, but I am not going to take lectures on the influence of Russia in British politics from the Opposition, whose leader wanted us to hand over evidence to Russia after the Salisbury attack—rather than believing our intelligence service, he would rather believe Mr Putin’s.
Many of my constituents were denied a vote in the EU elections. Following yesterday’s urgent question, it is clear that the Government failed to implement the recommendations of the 2014 Electoral Commission review, failed to follow EU law, failed to try to extend the deadline for submitting the UC1 form and failed to uphold the human rights of EU residents in the UK. Was that simply Government incompetence, or did they deliberately deny EU citizens the right to vote?
I am very clear that the Government followed our legal obligations, and on 5 April the Electoral Commission published guidance for electoral registration officers, reminding them to prepare and issue UC1 forms to EU citizens on the register. Again, I reject this; and, again, the system was similar to what we have had in previous European Union elections.

I thank the hon. Lady for her question. Clearly, it is the Electoral Commission that will be conducting the review of how the election went, and I am almost certain it will be in contact with local returning officers to discuss any issues that were raised. Likewise, at that point it would certainly more than welcome and would probably be quite interested in hearing the experiences of how the process operated in reality.
The Minister knows that the Government were tearing themselves apart on whether or not to participate in these EU elections until 7 May, but what steps did his Department take to talk to other EU countries about extending the deadline? In the age of electronic communication, surely fewer than 16 days is necessary.
The Government were never tearing themselves apart over whether to hold the elections. We were clear that we would fulfil our legal obligation to hold them if necessary as a member of the European Union, and we did. Regarding the exchange of information that already takes place electronically, there is a clear need to finalise registers at a certain point, and to ensure that information is collated and then exchanged with other member states. The timescales now are similar to those put in place in the past, and the UK is one of the first countries to vote, on the Thursday, along with Holland. Even though some countries vote later, we have to be ready for the start of the European elections, not halfway through.

I thank the hon. Gentleman for his constructive and instructive intervention. Because we have an integrated care organisation in Torbay, one of the advantages is that there is no difference between the local authority’s budget and the NHS budget for social care, but I agree that there is a need to look at how we can bring partners together. A particular issue is where there are not just NHS and local authority services but GPs who are independent businesses—the great compromise from 1948—who then have to decide whether to move their service, potentially from a building of which they have the freehold and in which they feel very confident. Even if the GPs accept that the building is not the place in which to be delivering the best examples of 21st-century medicine—for example, if it is a converted house that does not have a lift to the first floor, restricting the ability of an increasingly elderly population to access all the services provided—it is about the certainty that can be provided when they take the leap and come into a building of which they are a tenant or a leaseholder, rather than a freeholder.
Again, it is about being clear about the partnership approach and ensuring that the building is not seen as belonging to the council, in Torbay’s case, or to the NHS, in Plymouth’s, but is seen as one that all partners have a shared interest in, with the main goal being a better service for the public and for those who access the services, and providing a sustainable future.
The hon. Member for Warwick and Leamington mentioned that One Public Estate has invested £665,000 to support the Connecting Warwickshire Partnership in his area to deliver five projects across health, regeneration and housing agendas: the co-location of services in Warwick town centre, the regeneration of Nuneaton town centre, a review of service provision from the site of the George Eliot Hospital, the transformation of Rugby town centre, and the development of a strategic housing pipeline to deliver affordable homes in north Warwickshire, utilising offsite modular construction. The Connecting Warwickshire Partnership expects the five projects to generate £35 million of capital receipts, cut running costs by £2 million, release land for about 1,000 homes and create 500 jobs.
Another example is in Brent, where One Public Estate is bringing together Brent Council, London North West University Healthcare NHS Trust, the University of Westminster and social housing provider Network Homes to redevelop the Northwick Park area, creating jobs and delivering affordable homes, including, crucially, given the comments made about key workers in this debate, for NHS staff. One Public Estate revived an earlier proposal to develop the hospital site in isolation, and provided support and challenge that could result in 1,600 homes, which is about double the number planned by the partners operating alone.
The hon. Member for Warwick and Leamington touched on the project in Rutland, where One Public Estate has awarded £175,000 and facilitated a memorandum of understanding between the Ministry of Defence and Rutland County Council to develop 300 hectares of surplus land at St George’s barracks into a new garden village, including delivering up to 3,000 homes by 2032. It is right that we work in partnership with the local council.
Perhaps where I differ from the hon. Gentleman is that although I support the move to remove some of the caps—over the past few years we have started to see a slow revival in the building of council homes, compared with the period between 1997 and 2010—I do not necessarily think that it is for the Government to dictate that that construction should be the sort of mass-build estates we saw in the past. That is a choice for local councils, but certainly from my own experience in local government it is better when we have mixed communities rather than going back to the days when we built an estate on the edge of town as our pure provision of social housing.
Is not the problem that local authorities may have their plans—it is absolutely right that they lead—but there is a collision course with the national determination of Departments? That is the piece that needs to be fixed.
My response to the hon. Lady’s point is that I am certainly happy to look at the instance in her constituency of what I think was described as NHS Property Services operating to one timetable and One Public Estate operating to another. As I say though, One Public Estate is about co-operation rather than necessarily about the Government looking to direct that a council must be part of it, as we touched on with the Warwick District Council project—that is not part of One Public Estate. Speaking as someone who believes quite a lot in local government, I would be loth for this to go down the path of direction from the centre.
The other determinant, of course, is finances. Although Government Departments are trying to reap as much resource from the land as they possibly can, and that is why it is being handed over to developers, local authorities are really cash-strapped in how they can develop that land. Will the Minister also look at that collision course, when he goes back to the Department?
We have given a range of flexibility to local authorities to look at how they can develop, but ultimately they can act as a bank. My own local council is helping to bring forward a significant development, admittedly on private land but with clear guarantees and protections around the taxpayer interest in lending the money and actually making a profit. There are opportunities for local authorities to take forward developments; it is for each of them in each instance to decide whether they wish to use those opportunities. Regarding the idea that the programme is motivated purely by the need to make savings, I touch first on the fact that a plan was being formulated under the last Labour Government to make significant cuts to local government funding post-2010 and, secondly, on how the programme is helping to bolster local government finances by delivering the ability to work together with a view to saving money. Therefore, I do not necessarily recognise that the two are in conflict; in fact, the picture is quite the opposite.
I have given way twice to the hon. Lady, so I will do so again very briefly, but I will make this the last time.
The point I was making is that Government Departments are taking that resource into their national funds—into their own budgets—as opposed to delivering benefit to local communities. There are, therefore, different interests at play when it comes to the resourcing of developments.
The Government are spending significant amounts via, for example, the housing infrastructure fund, to which eligible sites can bid, and the land release fund. I have touched on how the latter is releasing local authority land where authorities do not have the potential resource, or where it would be uneconomical for them to develop it on their own. In the Paignton example, the fund is paying to put a sewer into a site that would have been too expensive to bring forward, or where social housing would have been taken out to fund the infrastructure.
The idea that money disappears off into a central hole is not accurate, but we hope that One Public Estate encourages the parties to work together for the wider financial benefit of the public sector. In many instances, that will mean delivering a co-operative plan in the long-term interest of the Government Department concerned. Again, I or the Minister with responsibility for implementation, my hon. Friend the Member for Hertsmere, will happily meet to discuss the target timeline of NHS Property Services versus the timeline of the One Public Estate bid, and see whether we can make some progress on that issue in future developments.
The programme’s original aim was to deliver 45 co-locations for the NHS, the police and the fire service by 2020. Today, the Government estate strategy hopes to quadruple that goal, setting bold new ambitions to facilitate 200 co-locations by 2020 and 250 by 2022. We can therefore see that One Public Estate is already delivering. Partnerships with projects under way expect to generate £615 million in capital receipts and £158 million in running cost savings, create 44,000 jobs, and release land for 25,000 homes by 2020. That is a tremendous amount of success in a relatively short time. In February, my colleague the Minister with responsibility for implementation announced the outcome of the programme’s seventh application round, a total of £15 million in funding. That is expected to support a further 10,000 new homes and 14,000 jobs over the next five years.
Since it began in 2013, One Public Estate has awarded £60 million to support projects and partnerships. The programme does not fully fund schemes; however, it facilitates laying the groundwork for future projects through feasibility studies, options appraisals and master planning. It can also help projects deliver at a faster pace by funding dedicated programme management. At the same time, and as we have touched on, we recognise our investment can bring about significant savings for some authorities, so we have introduced an element of repayable grants. In phase 7, which was the most recent, about £3.5 million of the £15 million funding available was awarded as repayable grants. Those will be repaid within a three-year period and, crucially, reinvested to enhance the future impact of the One Public Estate programme.
I again commend the hon. Member for Warwick and Leamington on having secured a debate on the One Public Estate programme. As we have discussed, that programme has developed rapidly and is already having a significant impact on collaboration across the public sector. I particularly thank the Local Government Association for their excellent partnership with my Department in leading the programme, and pay tribute to the 95% of local authorities and many other partners that have chosen to take part in the programme. I am sure that Members will join me in wishing the partnerships well as they collaborate to deliver new homes, jobs, and improvements to public services in communities.
For many of us, the greatest reward in many communities will be seeing people achieve the desire that the Government regard as a key ambition for so many: owning their own home—having a place that they call home and that is theirs for as long as they wish it to be. That will remain a firm aspiration of this Government. Of course, we will support the development of social housing and deliver as much as we can, but none of us should ignore the fact that many people still hold the core aspiration of owning their own home. Too many people feel that aspiration slipping away from them, and we want to see it brought back to them, so they can enjoy it in the same way as their parents did.
