Commons ChamberA pragmatic and proportionate approach has been taken to implementing the Northern Ireland protocol, protecting unfettered access to the whole of the UK market for Northern Ireland businesses, supporting businesses to adapt to new requirements, delivering additional flexibilities, and ensuring that the protocol’s operation reflects Northern Ireland’s unique circumstances.
Goods continue to flow effectively and in normal volumes between Great Britain and Northern Ireland. Initial issues, which I accept there have been, are being addressed in consultation with businesses, and that work will continue. We recognise the importance of a strong economy and strong social as well as economic links for Northern Ireland with the whole of Great Britain as part the United Kingdom, and we need to ensure that they are impacted as little as possible in everyday lives. The protocol itself sets out that very fact.
It sounds to me like the Secretary of State has not been listening to the Road Haulage Association, which has warned that supply chains to Northern Ireland are close to collapse because of the problems with the new processes at the borders. As he says, there have been scenes in Belfast of empty shelves in supermarkets, but there have also been reports of hauliers losing huge amounts of money because lorries are having to return to Northern Ireland empty. Will the Government listen to the Northern Ireland logistics sector and take urgent action to address that?
As I said in my previous answer, we are working with the industry on some of the issues it is facing. There is a range of different things. The issue the hon. Lady referred to—vehicles moving from Great Britain back into Northern Ireland—is about ensuring that Great Britain businesses are engaged. I encourage businesses to engage with the Trader Support Service. Companies that have used it have found it a really good, easy way to ensure the free flow of goods. It is why supermarkets are able to get that good flow of products through. Companies such as Marks and Spencer have seen a really good flow through. I encourage companies to sign up to this Government-supported and paid-for scheme.
24. Figures from the Office for National Statistics show yet another significant rise in house prices in Bristol, with the biggest rise—some 12%—being in my constituency. Affordability is becoming an increasing problem for local people. People from outside Bristol might be able to afford to live there, but local people cannot afford to buy homes. What is the Minister doing about that?
The hon. Lady may realise that there have been just over 1,000 housing starts in the last year in her area, which is well up on where it was before and, again, builds on the terrible situation we inherited some five years ago. I hope she will join me in thanking this Conservative Government for pledging to deliver affordable homes at the fastest rate in over 20 years and, of course, those 200,000 starter homes for first-time buyers at a 20% discount. Perhaps her party would like to get on board and support that work.
14. What recent estimate he has made of the cost to local authorities of their public health responsibilities.
English local authorities receive the public health grant, which is now £2.79 billion for 2014-15. Public health is a key part of the Government’s broader work promoting integrated health and care services, which includes the new £3.8 billion for the better care fund.
I trust the Minister is aware of a recent British Medical Journal report called “Raiding the public budget”. It reported that local authorities are diverting public health funds to meet shortfalls in other council budgets. Has the Minister discussed this with local authorities and with his colleagues in the Department of Health, and does he share the concerns of the former south-west director of public health that this is “robbing Peter to pay Paul”?
Local authorities across the country know what this is about. They have a vested interest in getting it right, and some of the examples out there are a salutary lesson to every authority that such behaviour would not be tolerated.

Commons ChamberIn the interests of absolute truth, let me reconfirm that the reduction in spending power for fire and rescue authorities was 2.2% for 2011-12 and 0.5% for 2012-13. As was said earlier, that moves to 4.7% in 2013-14, with the back-loading, and to just 3.3% in 2014-15. Those figures are slightly different from the ones given by the hon. Gentleman.
5. What assessment he has made of the availability of accommodation for those who downsize as a result of the new under-occupancy rules for social housing.
