Commons ChamberThe independent review of children’s social care highlighted the cost of the failure of residential care settings—both the financial cost and, most importantly, the cost to children of failed care. What steps is the Secretary of State taking to improve that care and to ensure that we move from a marketised system to a regional system, as suggested?
As the hon. Lady is aware, we are currently evaluating the three reports issued earlier this year, in particular the independent review of children’s social care. I have been working flat out since I was appointed to this role to make sure we are able to bring forward a response to it with an implementation plan to ensure that all young people in our care system are looked after, but also that there are answers and options to move forward.

Commons ChamberI absolutely get the point about stigma, and I know that schools work incredibly hard to overcome it. Free school meal eligibility will be under review, and in this post I look forward to getting into the detail and speaking to stakeholders, schools, parents and children, as I do already in my constituency. I look forward to widening the scope of that.
I, too welcome the Minister to her new position. Richard Titmuss famously said that services to the poor are poor services. As we look at that divide, we know that many parents do not claim free school meals because of stigma, so children go hungry and without. Of course, parents often make sacrifices, too. Will she look at the equation again and at how we can bring greater equality into the lives of our young people?
I thank the hon. Lady for that point. As I said, I, like all Members of Parliament, absolutely care about our young people in school and want them to thrive, have great lives and enjoy their school years, and we must ensure that stigma does not exist for them. In my role, I will look at many things, and I am more than happy to look at that further. We do not have plans to extend the universal provision in England, but, as I said, we will continue to keep free school meal eligibility under review to ensure that those meals are supporting those who need it most.
Let us look at some of the detail. We currently have an earnings threshold of £7,400 for families on universal credit, but that does not include income from benefits—those payments are not included—so household incomes can be considerably higher than that threshold without children being excluded from a free school meal. Extending free school meals to all families on universal credit, for example, would carry a significant financial cost, quickly running into billions of pounds, and yet some of those households have incomes exceeding £40,000 a year. Those are clearly not among the most disadvantaged, and other households would have a greater need of our support.
As every family knows, it costs more to put a healthy meal on the table than it did even just a year ago, and it is no different for free school meal provision. We have therefore increased core funding for schools. This year, the free school meals factor in the national funding formula has increased to £470 per pupil to take into account inflation and other cost pressures that schools face. We are also providing extra core funding through the schools supplementary grant, which represents a significant increase of £2.5 billion for the 2022-23 compared with last year. We are also spending £600 million on universal infant free school meals each year as well as about £40 million on delivering free meals to around 90,000 disadvantaged students in further education. In addition to that, we will provide more than £200 million a year for the next three years to deliver healthy food during holiday periods through our holiday activities and food programme. We are also funding breakfast clubs in more than 2,000 schools, and the school fruit and vegetable scheme and Healthy Start vouchers add further support.
The Government are committed to a sustainable, long-term approach to tackling poverty—especially child poverty—and supporting people on lower incomes. There are currently about 1.27 million job vacancies across the UK, and we believe that the best and most sustainable way of tackling child poverty is to ensure that parents get the right sort of help and support to move into work. We know that employment—I am talking primarily about a full-time job—offers the best chance of reducing the risks of poverty. Our multimillion-pound plan for jobs has protected, supported and created jobs, and will continue to help people across the UK to find work and develop skills to progress their careers and increase their earnings.
Ahead of today, we had already announced a significant package of support for those most in need—I outlined the extra £400. Local authorities also have the household support grant scheme, which is accessible by people who are in need and is an opportunity for those who have fallen through certain gaps to access funding they may require.
We need to invest in home-grown energy and drive reform in the energy market to secure the UK’s supply. Putin’s weaponisation of the energy supply has exposed the UK’s vulnerabilities to the volatility of global markets, coupled with a regulatory framework no longer fit for purpose which is driving up bills and holding back economic growth. A new six-month scheme for businesses and other non-domestic energy users, including public sector organisations like schools, will offer equivalent support to that being provided for consumers. That will protect them from soaring energy costs and provide them with the certainty they need to plan their business. After the initial six-month period, the Government will provide ongoing, focused support for vulnerable industries. There will be a review in three months’ time to consider where that should be targeted to make sure that the most in need get support.
Let me bring the Minister back to the debate about free school meals, because that is really important and I want to make sure that we make the most of this time and opportunity. One of the issues that I raised was holiday hunger and the fact that many children go without food during the school holidays, and that still continues. What steps will she take to ensure that all children who experience food poverty get access to a hot meal every day?

Commons ChamberAbsolutely. I thank my right hon. Friend for his comments and I very much recognise the role of the SME market in ensuring that some of the lowest paid workers get the minimum wage, and in happily sometimes paying higher than that. As the small business Minister, my priority is to ensure not only that we enforce the national minimum wage, but that we create the right environment in which SMEs can thrive so that they continue to meet pay requirements.
It is simply not good enough: a decade—a decade, Mr Speaker—of workers being exploited under this Government’s watch. So why has the Minister let the 87% of firms that break the law and fail to pay the minimum wage get away with it? What is she going to do about it and by when? One thing is clear: we, the Labour party, are the only party that will ever stand up for working people.
I would thank the hon. Lady for her comments, but I wonder whether she is living in a land of fiction. It is the Conservative party that is standing up for workers. It is this party that has given the largest increase in the national minimum wage, rising to £8.72—an increase of 6.2%. As I have already outlined, our enforcement has doubled. We remain committed to enforcement, and it is a complete misrepresentation to say that in the past 10 years this Government have not enforced the national minimum wage. We remain committed to doing so, and for all the time that I am responsible, we will continue to do so.

Commons ChamberFlexible working is just as important to men as it is to women when they seek to strike a balance between family life and a career. I thank my hon. Friend for welcoming our intention to consult on the duty on employers to advertise jobs as flexible, where possible. The Government are not considering making all jobs flexible, but I spoke at the Chartered Institute of Personnel and Development’s festival of work this morning, and making flexible working the norm was very much the topic of conversation.

The programme of franchising is moving Crown postal services. Our objective is to ensure that, when the post offices are moved, they deliver better services and that constituents have better access to them. Part of the franchising programme is about ensuring we have a post office network for today, which suits the modern retail environment and consumers’ changing habits.
Will the Minister follow up the question of my hon. Friend the Member for Wigan (Lisa Nandy) and meet a group of us? I am seriously concerned about the reduced access—not necessarily to the building but to the high street in front of the post office—and the impact on my high street and the local economy. Will she meet us to discuss those detailed issues?
As I have said—I thought I was quite clear—I am always willing to meet Members who have issues relating to post offices in their constituencies. I said that earlier. I reiterate that I will listen, hold Post Office Ltd to account and take those things forward. That does not necessarily mean that I will agree with some hon. Members’ positions, and they will not always be achievable, but I will make Members’ cases on their behalf.
The UK visa and immigration biometric enrolment services for the Home Office were available to a mix of 99 directly managed and WHSmith branches nationwide. However, as was mentioned earlier, the Home Office recently awarded that contract to Sopra Steria, which now runs the service in new locations. On the Post Office being in a position to deliver services for our constituents, I will always ensure that we work together to strengthen the services and add value to the services that the Post Office will deliver for the Government.
WHSmith has been operating post offices since 2006 and has proven to be a reliable and dependable presence on the high street. There are some misplaced concerns about the Post Office’s contingency plan should WHSmith go into administration. The latest financial results show that the company’s high street businesses recorded their third-highest profit in more than 15 years despite the well-documented challenges on the UK high street. The Post Office is not complacent; it regularly meets with all franchisees to ensure they are delivering on the terms of their agreements. That is an ongoing process.
I am concerned that we are running out of time, Sir Graham, and I think the hon. Member for Wigan may want to wind up—or I can carry on. Post Office staff at franchise branches will have the opportunity to transfer to new franchises under TUPE employment protection, which means that they will benefit from the same terms. Alternatively, staff can leave with compensation, and there may be opportunities available elsewhere in the network. WHSmith’s post offices are currently performing well, and I have every confidence that the recent deal will help to secure Post Office services on a sustainable, profitable basis in communities across our country.
I hear the concerns about the consultation process, and I have said that I will take them forward with the Post Office. As the Minister, I will not call on Post Office Ltd to stop the franchising process, but I will work with it to ensure that it delivers its business in the best way possible and benefits our communities.
We need a sustainable network. It is not correct that the Post Office owns all the Crown branches—the buildings are not all freehold and some are leasehold. It is right that the taxpayer holds the Post Office to account and, as the Minister, I will do everything in my power to harness opportunities and to increase services in the post offices. There will be many opportunities and, as the high street changes—I am also the Minister with responsibility for the retail sector—I will continue to work with the Post Office to ensure that we are delivering for our communities and that we increase the services that post offices provide.

I will make some progress first.
Post office banking services enable 99% of personal and 95% of business banking in any one of 11,500 branches, supporting consumers, businesses and local economies in the face of accelerated bank closures. Financial performance has improved, as my hon. Friend the Member for Harrogate and Knaresborough outlined, from a loss of £120 million to a trading profit of £35 million in financial year 2017-18, thereby reducing Government funding from £415 million in 2013-14 to £50 million by 2020-21.
I encourage the House to look objectively at those facts. They clearly show that the network is at the most stable it has been in a generation. All that has been achieved notwithstanding increasingly challenging trading conditions in the Post Office’s core markets and in the wider retail sector. The Post Office offers a huge range of products and services to the UK public, while ensuring that those services remain at the heart of towns and villages throughout the country. In doing so, it offers great value for money for the taxpayer.
Finally, we recognise that changing consumer behaviour presents a significant challenge for small retailers, including the many postmasters up and down the country. In the Budget last week, therefore, we announced a one-third reduction in small retailers’ business rates bills for two years from April 2019. A retailer could save up to about £8,000 per property per year, which will benefit a range of retailers, including post offices.
Will the Minister look specifically at the case of York’s Crown post office? It is in a prime location in our city for both residents and tourists. Will she look at it in the light of it being a profitable post office, so that the whole business case is properly reviewed?
As I said before the debate, I am happy to look at York specifically in the future, asking any questions that the hon. Lady might have of Post Office Ltd directly.
I appreciate that the proposed changes to the delivery of post office services can cause much concern to the communities affected. Post office branches, however, are not closing but are being franchised, whether on site or to be relocated to high streets. Franchises typically provide the same range of post office services as those offered at Crown branches.
Working with a retail partner is a sensible response to the challenges faced by our high street retailers, with the benefit of shared overheads across the combined post office and retail business, including property and staff costs. Franchising is a part of the Post Office’s strategy to ensure that the network is secure, sustainable and successful in the long term. In fact, more than 90% of post offices throughout the UK are operated successfully by independent businesses and retail partners.
Moving the directly managed Crown offices to retail partners has helped to reduce the losses in part of the network from £46 million as recently as four years ago to break-even today. I must stress that franchising is not about closing branches, but about moving a branch to a lower-cost model while continuing to offer high-quality service, more convenient hours and better locations. I understand that my hon. Friend the Member for Harrogate and Knaresborough has questioned location, and we can look at that, but Citizens Advice found that franchised branches deliver the same or better standards of service to the customer.
Regarding the recent WHSmith announcement, the communities of Harrogate and Knaresborough, as well as other communities in North Yorkshire, are not losing their post offices, which will be relocated to WHSmith branches, making services more accessible to customers.
