In a word, yes. The Saudis are seeing villages being shelled on a daily basis from across their border. I have yet to hear any Opposition Member condemn that shelling or take any note of the innocent lives that have been lost on the Saudi side of the border, along with, of course, the innocent lives that have been lost in the conflict in Yemen. Absolutely, Saudi Arabia has the right to defend itself.

I am glad that Yemen is being discussed again in the House today, but I am sad and disappointed that we are doing so for these reasons. Of course I accept the assurances given by the Minister, and I know he will ensure that the Saudi Arabian Government will also keep to their promise, but what the people of Yemen need over the next few days is a ceasefire. We are seeing bombs, famine and cholera, and a country starving to death. It desperately needs that ceasefire. The Prime Minister said that the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood), who has done so much work on this issue, was in Riyadh yesterday. Can we therefore be given any further information as to how we can get this ceasefire, so that the aid can start getting through to save the people of Yemen before it is too late?

The right hon. Gentleman’s approach is very constructive. I know of his interest: he chairs the all-party parliamentary group on Yemen. We are trying, as a Government, to do two things. First, to bring about the ceasefire that he seeks and we have all sought in Yemen, by getting the parties together. In the end, there has to be some kind of political settlement in Yemen, and we have been working towards that end.

Secondly, there is the issue that the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), was working on in Riyadh just yesterday. We urgently need to get the ports, including Hudaydah, properly open so that we can get humanitarian aid in—particularly for the civilian population, who so desperately need it now.

It was certainly our experience last year that migrants in boats that were sinking or in distress very much welcomed the presence of the Royal Navy and were very eager to get on board the ships that we had deployed, because they knew that they would be safe. The traffickers appear to take very great care not to be on the vessels and have them launched by those who are being smuggled. Where they can be identified—this is where the monitoring and surveillance can assist—they can be charged and prosecuted, as they are being in parts of Turkey.

I welcome this deployment. As the Secretary of State knows, 1 million migrants entered the EU last year, 885,000 of them through Greece. Last week, Europol told us that 90% of those who have entered have come as a result of assistance from criminal gangs. We are in this place because of the failure of the EU, and in particular Frontex, to deal properly with those gangs, and there has been no alternative to the business model that the traffickers are adopting. Does he agree that Turkey is the critical country, and the issue is to stop the boats leaving in the first place? Key to that is giving Turkey the resources that the EU promised—€3 billion—to get it to assist with this difficult problem.

I agree with almost all that. It is important that the European Union follows through on its commitment of financial help for Turkey, and we must build up the capacity of the Turkish coastguard. I hope that this deployment will build up a picture of the information and intelligence that the Turkish coastguard needs, so that it can start to intercept vessels before they leave Turkish waters. Those vessels can then be returned to Turkey, and that will be the clearest possible signal to people who are paying large sums of money that the journey will be futile, and they will be discouraged from making it.

ISIL is being directed from an area of north-east Syria where Assad has no control at the moment. That is where it has its command and control, its logistics, its personnel and the command of its supply routes from Syria into Iraq. It is well away from most of the civil war that is raging further west in Syria.

This is not just about Iraq and Syria. On 24 September, affiliates of Daesh claimed responsibility for the explosion in the central mosque in Sana’a in Yemen. ISIL is taking advantage of the civil war to extend its operations in that country. What is being done to stop it?

We agree that the legitimate Government of Yemen is that led by President Hadi, and to that extent we support the efforts of Saudi Arabia and its partners to ensure that President Hadi can again be recognised as president of the country. We also want the fighting there to stop so that we can get much-needed food aid and fuel into Yemen, where millions of people are now at risk of starvation. In the end, however, this is a war that must be brought to a conclusion through some kind of political settlement.

Six hundred British citizens have travelled abroad to support ISIL and we have heard the anguished pleas of the parents of three young London girls who have gone for similar reasons. What further steps are we going to take to stop British nationals travelling in that way?

As the right hon. Gentleman knows, the Home Secretary is producing further proposals to ensure that we continue to prevent the radicalisation of our young people in mosques and schools, and to introduce further passport controls where necessary to discourage the movement of young, radicalised Muslims to Syria.

At today’s high level meetings was any additional help offered to Yemeni defence forces, who are under sustained attack from extremist groups?

That has not specifically been discussed, but, obviously, we continue to see what further help we can give to countries in the region which are under pressure from ISIL. The right hon. Gentleman is right to remind the House that this is not simply a challenge to Iraq.

I certainly appreciated my visit to RAF Waddington earlier in the summer. Work on the runway has now begun, and it will be for the review of air shows early next year to decide where they can be supported, but I very much hope that the Waddington air show will be able to return in 2016.

The excellent work of our armed forces is being undermined by the number of British citizens who are travelling to Syria and Iraq to fight for ISIL. The numbers are now put at more than 500 from the United Kingdom, and at more than 1,000 throughout the EU. What steps is the right hon. Gentleman taking to work with our partners to try to prevent our respective citizens from travelling abroad to fight?

The right hon. Gentleman will know better than anybody the work that is being done by the Home Secretary and the Home Office in this regard, stepping up the number of checks that can be made and making sure that those here are deterred from making that journey to fight for ISIL, which as a proscribed organisation therefore involves a criminal offence.
