Commons ChamberThe North Korean element is a significant development that expands the threat and risk. We all need to see it in those terms. The sovereignty and security of Ukraine must be at the heart of this. Part of sovereignty is deciding for yourself what your defence capability is. We must not lose sight of that, because a security guarantee is not just what the Europeans or the US do. It is also Ukraine’s ability to defend herself as a sovereign country. She should be able to do that.
The Prime Minister was right to say in his statement that economic security is national security. The same is true of energy security, as we see in the clean power plan. May I encourage my right hon. and learned Friend to use our success in developing alternative energy technology to support Ukraine, giving it energy and national security as we ensure the same here?
Energy security in Ukraine is hugely important. It is being attacked every day, and that is why it is so vital that we help Ukraine defend its energy arrangements and work for a lasting peace, which will allow it to prosper and thrive as we all want.

Commons ChamberI know the whole House will want to congratulate our Team GB Olympic and Paralympic athletes and support staff for their outstanding achievements so far.
Yesterday’s incident in the channel was shocking and deeply tragic, and our thoughts are with all those who have lost their life, and their families. We must have a renewed determination to end this.
The chair of the Grenfell Tower inquiry, Sir Martin Moore-Bick, has today published the inquiry’s phase 2 report. I know that the thoughts of the whole House will be with the bereaved and the survivors of the Grenfell Tower tragedy, and the residents in the immediate community. I will make a statement shortly after PMQs today.
This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later.
I associate myself with the Prime Minister’s remarks about the loss of life in the channel, and about Grenfell.
The latest suicide figures are a sobering reminder of the misery caused by mental ill health. Maghull Health Park in my constituency is a centre of excellence, with high, medium and low-security hospitals on the same site. The staff do an amazing job, but demand has gone through the roof, especially since the pandemic. Does my right hon. and learned Friend agree that it is essential that we give mental and physical healthcare the same level of priority in this country?
Yes, and I thank my hon. Friend for raising this critical issue. So many are affected by the tragedy of suicide. I am pleased to hear about the work that he refers to, but 1 million people are not getting the mental health support that they need. That is why we will recruit 8,500 mental health workers to treat adults and children, and bring forward legislation to modernise the Mental Health Act 1983—an Act that I think is well overdue for modernisation.

Commons ChamberI am not sure that I agree with the hon. Member’s numbers, but I do think that it is serious that the previous Government lost control of our borders. Record numbers have crossed the channel. When the Leader of the Opposition was Prime Minister for 18 months, 50,000 people crossed the channel. It is a serious issue that requires a serious answer, which is why we will set up our border security command to take down the gangs that are running this vile trade. What we will not do is waste further time on a gimmick that cost a fortune and removed just four volunteers.
Clean energy is at the heart of this mission-driven Government. Boosting home-grown renewable energy is the best way to create new jobs and give us energy independence and lower bills for good. That is why we will change the planning rules to make sure that we can get Britain building again—not just the houses, but everything we need, including prisons, to make sure that we can deal with the mess we have inherited. I am pleased to hear of the viable projects that are being advanced, such as the Mersey tidal project, and we will look at them carefully.
