What assessment he has made of the potential effect on passenger numbers of increasing rail fares by 2.6 per cent in March 2021.

This is the lowest fare rise in four years. Passengers are advised to reduce journeys as much as possible, and, as such, usage has fallen dramatically during the lockdowns. Passenger behaviours in the future are unbelievably uncertain, but a small fare rise will help to ensure that taxpayers are not unfairly overburdened for keeping vital rail services running.

Train commuters using the Greater Anglia service from Edmonton Green to London Liverpool Street are set to pay £1,436 from March 2021—£436 more than in 2010. Labour has long argued that public ownership of the rail network would provide better value for taxpayers and for passengers. Does the Minister agree that the Government must stop bolstering profit for private companies and bring the network in-house?

No. I am absolutely sure that public ownership of the railways, if we nationalised rail, would mean that the increases the hon. Lady outlined would be way more.

I welcome the hon. Gentleman to the Front Bench. We have had a conversation already and I look forward to working with him. Our railways are a very important part of bringing our nation’s economy back. It is quite straightforward: we will have a reliable train service that will be one of the cleanest on the planet. We want to get customers back when they are able to travel, given the appropriate guidance. Working together, I think we can do that.

What recent discussions he has had with transport providers on safe access to public transport for people with sight loss as covid-19 lockdown restrictions are eased.

The Government remain committed to delivering inclusive transport for all passengers. My officials and I meet regularly with transport providers and make it clear that they must consider the needs of all passengers as transport restarts. My most recent meeting involving a sight loss charity was last Friday.

I thank the Minister for his answer. My constituent Janice, who is blind, is anxious about how to keep safe and stay socially distant on public transport, and she is not alone. The Royal National Institute of Blind People’s director of services, David Clarke, said:

“Social distancing is near-impossible for…blind and partially sighted people which makes it difficult to go out and get food…exercise or attend medical appointments”.

Will the Minister take this opportunity to reassure the RNIB and my constituent by acting early to ensure that all transport providers in England have the funds available for new accessible signage, so that social pressure to keep to the rules does not have an unfair impact on blind and partially sighted people?

Yes, I would urge local authorities to act urgently. We have set a budget for local authorities for the next five years so that they can plan their maintenance to get the best service for their constituents and the road user, be it cyclist or motorist.

T7. A recent report published by the Papworth trust found that one in five stations in England is accessible to disabled people and that two thirds of disabled passengers need to book assistance in advance to travel. Will the Minister commit to making accessibility a condition of future rail franchises?

I am sure the hon. Lady, like me, welcomes the fact that under the previous Government we spent and now continue to spend an unprecedented amount of money on accessibility. She is right to focus on the fact that the rail industry voluntarily provides an amazing free service for disabled passengers who need to make shift changes. I think we have made good progress. I am happy to look at individual station applications, but it is right that the railway network is accessible for all.
