Commons ChamberI thank the hon. Lady for her question. She should know that the Intergovernmental Panel on Climate Change believes that those projects are consistent with our transition to net zero. She will know that gas is a transition fuel, so it is not possible for us to get to net zero by cutting off gas completely. We need to ensure that the explorations that are taking place are in line with our strategy; I believe that they are. Responsibility for the energy charter treaty lies with BEIS, but we lead on investment provisions and investor-state dispute settlements. We continue to see it as having an important role in these policies and the UK’s trade policy.
The last World Trade Organisation ministerial conference, attended by my predecessor, my right hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan), brokered an agreement on trade-related aspects of intellectual property rights in relation to covid-19 vaccines. My officials are fully engaged in ongoing discussions regarding TRIPS. The UK remains committed to engaging constructively with the WTO on that.
I congratulate the Secretary of State on her new role. A great success was achieved earlier this year when a deal was agreed at the WTO to waiver some rights on the manufacture of covid vaccines, yet the deal does not apply to treatment, so countries such as Pakistan and South Africa are urging an extension of the waiver. Can the Government commit to being a positive voice in negotiations and pledge to support a waiver on covid-19 treatments?
I cannot make a pledge at the Dispatch Box. I can say that we will do everything we can within the existing framework to support countries that need access to vaccines and treatments. If they are making specific requests about waivers that the DIT can consider, I would be happy for the hon. Lady to write to me so that I can take a look.
We do, of course, have an arrangement with the European Union now. I am familiar with the issues that the hon. Gentleman has raised as a result of my time at the Department for Digital, Culture, Media and Sport, but I know that Ministers at that Department and, indeed, the Department for Transport are engaging with individual countries and progress is being made on those issues, most recently with Spain and Greece. As well as benefiting from the overall agreements, we are trying to unlock barriers individually, sector by sector and country by country.
I am delighted that this week the Department is hosting our second International Trade Week. Trading around the world can be transformative for UK businesses, which is why, with more than 10,000 business registrations for about 123 events delivered by the Department and external partners, International Trade Week is the Department’s biggest single showcase for the global trading opportunities that are open to our businesses. It also marks one year since the launch of our Made in the UK, Sold to the World export strategy. Throughout the week, businesses have been able to make the most of key export strategy initiatives, such as advice from the export support service and expert support from the Export Academy.
We recently heard that negotiations to conclude a trade deal with India have stalled because of the comments made by the Home Secretary about migrants from that country—just another mess to lay at her door. Will the Secretary of State tell us whether she will ensure that the Home Secretary’s hardline opposition to migration will not harm our economic relationships?
It is not true that negotiations with India have stalled, either because of the Home Secretary’s comments or for any other reason. They are ongoing. What has changed is the deadline: as a result of my becoming Secretary of State, we are focusing on the deal and not the day, and that is the most important aspect. The Home Secretary is well within her rights to discuss migration issues, and her comments were not specific to the India trade deal. She has a responsibility for migration, and she is doing her job properly.

Commons ChamberI am pleased to reassure the hon. Lady that the environment chapter will break new ground for the United Kingdom. Our agreement in principle includes real commitments to work together more closely on a whole host of areas. The truth is that we are leading the world in the area; we were the first country in the world to legislate for net zero, and we will continue in our endeavours to protect our environment for our children and grandchildren.
We cannot claim to have reached genuine net zero as a country, or even to have a plan to do so, until we take into account the impact of our imports on global carbon emissions. Will the Department for International Trade therefore agree to consider the evidence gathered by the Environmental Audit Committee in its inquiry into carbon border taxes? Better still, will the Department initiate an inquiry of its own?
Her Majesty’s Government welcome input from all parliamentary Committees of this House and will always look closely at all recommendations made, but I would highlight examples of how we are actually delivering on the agenda. We are working with countries such as Brazil and others to support how we reduce the impact of agriculture on the environment, through building new dialogues with agricultural producers and consumers through COP26 and beyond. We aim to support those collaborative actions and ultimately to reduce the impact of agriculture on carbon-rich ecosystems such as rainforests. This is an important area and we will continue to work very hard on it.

Commons ChamberThis deal is great for UK cheese companies. There is currently an 11% tariff on products such as Snowdonia cheese, which will be removed as part of this deal. I would be delighted to visit the company and celebrate its success. This is what we want to see. Currently, only one in five of our food and drink companies exports. There are huge opportunities overseas and we need to see more and follow the lead of the Snowdonia Cheese Company.
There is grave concern across the farming industry not just about this deal, but about the potential precedent that it sets for our future deals with New Zealand, the United States, Brazil and Canada. Will the Secretary of State agree as a matter of urgency to publish an assessment of the amassed impact on our farming communities if deals with all those other countries are agreed on the same basis as that with Australia?
I am very clear that this deal does not set a precedent for other agreements. The reason that we have agreed to this liberalisation is that Australia is liberalising all of its trade with us, including on goods, services, digital and mobility. This is an agreement between two very like-minded partners that share the same high standards and that believe in free trade. Of course, we will be striking different sorts of agreements depending on how much other partners are prepared to open up their markets.

Commons ChamberLike my hon. Friend, I am celebrating the freeport, which will make a positive difference and from which businesses will be able to export all around the world. Our export academy, the new export strategy and other elements are all there to help them to make the most of it, as well as, of course, probably the most ambitious trade policy ever conducted by a major economy in history, which we are successfully prosecuting. If I may, Mr Speaker, I would also like to thank my hon. Friend for briefing me ahead of my visit to Serbia last week, prosecuting the case for British businesses, in his role as the Prime Minister’s trade envoy to the western Balkans.

International Women’s Day is a great opportunity to celebrate the progress made on women’s rights over the last 100 years, but it is equally important to highlight the progress we are yet to make.
Women face multiple forms of injustice every single day, and the role of this Government in compounding those injustices and preventing progress cannot be ignored. I will particularly focus today on the harm done to women who are denied access to public funds as a result of their immigration status.
As the law currently stands, most people who are subject to immigration control are restricted from accessing welfare benefits or housing through their council. This leads directly to homelessness and poverty, with women being particularly vulnerable to an increased risk of violence and abuse. As chair of the all-party parliamentary group on no recourse to public funds, last week I heard first-hand accounts of the devastating impact this policy can have on women who are trying their best to get on in life. I pay tribute to Dami Makinde, co-CEO of We Belong; Isatu, Amina, Suzanne and Titi, members of Brighter Futures; and members of Sin Fronteras. They spoke about having no recourse to public funds and the financial burden of maintaining immigration status in the UK while on the 10-year route to settlement, and the impact that has on young people. As an all-party group, we are determined to make sure that the voices of those affected are heard in this place, whether or not the Government are willing to listen.
One account that sticks in my mind was from a young woman who said that her treatment, as somebody applying for citizenship in this country, has left her feeling dehumanised and unsafe. Having come to the UK as a child eight years ago, this is her home, but she said she feels like a prisoner on parole for a crime she did not commit. That sentiment is shared by many migrant women who have no recourse to public funds. Having fled torture, abuse or danger in another country, many of them find themselves isolated and excluded from the society they choose to call their new home.
This is yet another example of a Government policy that disproportionately harms women. It is a gift to those who wish to perpetrate financial and physical abuse. Women who would otherwise rely on welfare benefits to get themselves on their feet find that they have no access to any kind of safety net. The absence of support, which is often so badly needed, is a powerful weapon of coercion in the hands of those who wish to exploit women, using the fear of imprisonment, deportation or destitution. When the Government deny those women access to basic human rights, such as housing and the means of subsistence, they make that abuse more likely, they make exploitation more likely, and they make it harder for those women to fulfil their potential and start a new life in the UK. So it is time the Government ensured that all survivors of domestic abuse, regardless of immigration status, are given full and equal access to public funds. I hope that the Government will put an end to a policy that unfairly punishes women, and I hope they will listen to those inspirational women whom I heard from last week. Until they do, we will have a lot further to go in our pursuit of justice for all women.
