I think the hon. Gentleman will understand that when the Government make decisions on vaccines they take expert advice, most of which comes from the JCVI. We always listen carefully to that advice to make a final decision, but it is coming on a number of occasions and is constantly kept under review.

Referring back to the point made by the right hon. Member for Exeter (Mr Bradshaw), it is crazy that people who have been in self-isolation are going to have to remain there due to the 11 countries that have not been removed from the red list. Surely they should not only be released from their incarceration but reimbursed for the astronomical amount of fees they have had to pay.

I am very persuaded by what my hon. Friend says. I would love to stand here right now and just say that that is the case, but there are some issues that need to be resolved, and they are urgently being looked at. I hope that we can say something more on this as a Government, even as early as today. I do understand what he said, for exactly the reasons that he said it, including on reimbursement.

As well as the new measures we are proposing, we are restoring freedoms too, drawing on the defences that we have already built. At the end of last month, this House passed regulations requiring all close contacts of a suspected or confirmed omicron case to self-isolate for 10 days, but given the increasing dominance of omicron, this approach no longer makes sense for public health purposes and nor is it sustainable for the economy. So we are drawing on the testing capacity that we have built to create a new system of daily testing for covid contacts that has started today. Instead of close contacts of confirmed cases or suspected cases having to self-isolate, all vaccinated contacts, irrespective of whether the contact was with an omicron case, will be asked to take lateral flow tests every day for seven days. Regulation No. 1415 allows us to put this plan into action by revoking the omicron-specific provisions for self-isolation.

The Government have committed to taking a cautious approach to easing restrictions, guided by the data and not by dates. As I set out in my statement to Parliament yesterday, the decision to lift the remaining measures on 19 July and proceed to step 4 is based on an assessment of the four tests that were set out in the road map.

I thank my right hon. Friend for his answer and welcome him to his new post.

For me and most of my constituents, 19 July cannot come early enough. It is refreshing to see the Secretary of State’s new approach to the wider issues of health provision, and the huge success of our vaccine roll-out has surely ensured that there should and will not be any more lockdowns or restrictions on our civil liberties. Will he assure me that no matter what vested interests have held sway in his Department and across Government in the past 18 months, he is clear that lockdowns and state intervention in the lives of our constituents have gone far enough and need to be curbed?

Every council needs to provide certain statutory services, including children’s services. We want to make sure that every council is properly funded. Stoke-on-Trent council, like many others, has accepted the four-year settlement, and that is good news.

T10. Labour city councillors in Lincoln are determined to build homes on the Swanpool floodplain in the heart of our city, even though a private developer decided that the site was unsuitable. What message will my right hon. Friend want to give Labour councillors such as ours who act in such a reckless manner?

I am delighted to have been appointed Secretary of State for Communities and Local Government. I cannot wait to get on with the job, and particularly to deliver the huge number of houses that are so vitally needed across the UK. It is a great Department that will affect many lives. I also thank the previous Secretary of State and his Ministers for doing such a fantastic job. They will be a hard act to follow.

I welcome my broad-shouldered colleagues to their front-row positions. Given the Labour city council’s decision in Lincoln last Thursday deliberately to hide from my constituents and taxpayers, and the local media, the true cost of rebuilding the White bridge in Hartsholme park, what is my right hon. Friend’s view of councils who misuse the rules on exempt information because they do not want to be held accountable for their incompetence?

I continue to promote the long-term economic plan for the midlands engine, which aims to add an extra £34 billion and 300,000 jobs to the midlands economy by 2030. Just last week, I opened a new factory and also an innovation centre in the midlands.

My constituents in Lincoln, along with the people of Lincolnshire, are grateful for the Government’s investment so far in diverse areas such as our transport infrastructure and apprenticeships, which are delivering clear business benefits. Will my right hon. Friend advise me whether I should be hoping for any further investments, like those that he and I have previously discussed with our right hon. Friend the Chancellor of the Exchequer, in the Budget tomorrow?

I am sure the whole House will want to join me in sending its best wishes to Major Tim Peake, who successfully blasted off towards space just 30 minutes ago. [Hon. Members: “Hear, hear.”]

We are reforming technical education and establishing clear routes into higher-level skills and employment. We are spending £2.5 billion on apprenticeships—double the amount in 2010—and £1.5 billion on adult skills, growing degree and higher apprenticeships and establishing specialist colleges.

I join the whole House in sending the Secretary of State’s good wishes to our fellow countryman.

Under the Conservatives, Lincoln’s improved educational map offers the young people of Lincoln myriad—nay, a plethora of—opportunities. Does the Secretary of State agree that prioritising funding for young adults, the low-skilled and those actively looking for work is the right thing for a Conservative Government to do?

I absolutely agree with my hon. Friend, who I know cares passionately about skills for young adults. He will be pleased to know that we rightly prioritised spending on further education in the recent spending review, which will enable colleges, such as Lincoln college in his constituency, to offer more to young people.

The Government’s strategy of deficit reduction, monetary activism and supply-side reform is designed to protect the economy and to lay the foundations for stronger, more balanced growth. There are encouraging signs that the economy is healing. The deficit is down by a third, GDP is growing and the private sector is creating jobs at a near-record rate.

I commend the Government’s efforts to reduce the budget deficit. The Opposition are yet again advocating more spending to achieve economic salvation, but such expenditure in the past has left us with a current national debt of close to £1.2 trillion. Does my hon. Friend agree that the British public, and certainly my constituents in Lincoln, will not trust the Labour party with the nation’s finances as long as it continues to hold on to such reckless ideas and to a shadow chancellor who continues to peddle them?

I could not have put it better myself; I agree 100 per cent. with my hon. Friend. The economy is healing after suffering the deepest post-war recession this country has seen, which destroyed the hopes of many working families up and down the country. The deficit is down by a third, which has brought confidence and helped create jobs at a record rate: 1.25 million created in three years.

I welcome the new Minister to his post and thank him for that answer. In my constituency, the beer and pubs sector supports around 1,300 jobs. At a time when household incomes are static and pubs have seen a reduction in trade as a result of the smoking ban and other nanny state impositions by the Labour Government, does he agree that the Treasury needs to provide further support to the industry by reversing the trend of rises in beer duty, which has grown by more than 40% since 2008?

As the incoming Economic Secretary, I note that I have been given responsibility for some of the more popular duties and taxes.

There will be no further changes to alcohol duties beyond those designed and pre-announced by the previous Government, but I hope that the minimum unit pricing system that the Government have announced will make a difference to pubs, along with other measures that we have announced to help small businesses such as reducing the corporation tax rate, the extension of the small business rate relief holiday and the reduction of the small profits tax rate.

The Government recognise the important contribution that pubs throughout the country make to their local communities and the wider community. Given the large number of factors contributing to the decline in pub numbers, including shifting social trends, the relationship between beer duty and the pub industry cannot easily be determined.
