Yes, we are piloting exactly that idea in, I think, eight schools right now and I hope to be able to roll it out once we have learned from those pilots.

My right hon. Friend will be aware that Lincoln has a high student population, something of which I am very proud, and that our two universities are highly regarded. Quite a number of constituents have contacted me regarding the potential increase in cases when students return in January. What steps is he taking to support universities with this and what further steps can we take to support students who have to isolate as, often, they are far away from loved ones who can support them with shopping and so on and, as a Government we must do all we can to ensure that education continues as normal?

Yes, my hon. Friend is absolutely right. Just as when students go home for Christmas, we are able to use the massive testing capacity that we have built up to ensure that they do so safely, so we propose to use testing to allow students to return safely. It is rather like the previous answer I just gave about being able to use testing instead of isolation in schools. I say gently to the hon. Member for Chesterfield (Mr Perkins) who, as he sat down, muttered about this: it is far better to work together, and it is only because of the massive testing capacity that has been built up through the actions of this Government that this is possible. We have the biggest testing capacity in Europe and we can use it for keeping people safe in schools and for allowing people to go safely to and from universities. This is exactly the sort of empowerment that we now have as a result of the huge testing programme that we have built.

The hon. Lady is right to praise local public health officials. Local directors of public health have done an amazing amount of work throughout this crisis, and we work incredibly closely with them right across the country. It is very important that further funding will come forward for those areas in higher restrictions, not least because of the amount of work that we all need to do together.

As the Prime Minister said, 2020 has been a difficult year, and unfortunately, freelancers and directors of limited companies in Lincoln and across the UK have had a particularly hard year, with many of them receiving next to no financial support from the Government yet. While today’s announcements are welcome and we are moving in a positive direction, many will still have to wait several months before small businesses can return to some form of normality. Will my right hon. Friend urge his close friend the Chancellor to provide grant funding for those individuals and businesses? Local authorities can and will step in to provide this funding on a case-by-case basis, and to finance that, we can seek the repayment of taxpayer funding from the supermarkets, which have clearly misused taxpayer support that they do not need. Will he back the Blue Collar Conservative campaign and right this wrong?

I would be happy to look at that myself and to take it up with my right hon. Friend the Chancellor, who will be at the Dispatch Box on Wednesday.

My hon. Friend is absolutely right to support her local pubs and in what she said about keeping the economy going while we deal with this problem. She is also right that there are large swathes of the country with very low infection rates, including Derbyshire. Our approach is to take the minimum national action necessary to ensure that the rates stay low in Derbyshire and other areas with low rates, while also taking more action in places where the virus is rife. That is an approach that we will be strengthening over the weeks to come.

Although I am sure there is some logic behind the recent 10 pm curfew, other changes put in place, including table service, have led to small hospitality businesses such as the Treaty of Commerce pub on Lincoln High Street in my constituency having to increase staffing overheads, which they can currently ill afford. Will my right hon. Friend acknowledge that the latest changes to the guidance are not entirely suitable for all businesses? I have heard what he has said this morning, but will he commit to reviewing the regulations regularly and at the earliest opportunity to ensure that we protect jobs, the wider economy and the important freedoms of businesses and individuals while also remaining covid-secure?

I did not have any discussions with the IEA on this. It is about ensuring that taxpayers’ money is spent on good causes and the right things, not on lobbying Government. It is right that taxpayers’ money should be spent on the things for which it was intended, not on ensuring that lobbyists can take politicians out for lunch.

T5. Does my right hon. Friend agree that recording laws on vellum is a millennium-long tradition and an important part of our unwritten constitution? The House should look to preserve it.

I certainly do. Keeping a record of our laws on vellum is a long-held tradition, and we should safeguard our great traditions. I am looking forward to the debate on this tomorrow. In 1,000 years, I want people to be able to look at the laws that we pass in this House, so I hope to see a strong turnout in support.

There were 868,700 people undertaking an apprenticeship last year—more than ever before. We have already taken steps to increase standards and remove low-quality provision, and we will take further such steps.

I am pleased to hear that our Government are providing more support to young people who do not wish to pursue an academic course at university. Does the Minister agree that we need more participation in the apprenticeship scheme by small and medium-sized enterprises such as PK Automotive in Lincoln, which has joined larger firms such as Siemens in my constituency, and worked with local institutions such as Lincoln college and LAGAT, to help to deliver real opportunities for young people?
