Commons ChamberMy hon. Friend makes a good point. The Government recognise the ongoing growth potential of Southend. The Government’s substantial investment to date in Southend includes over £40 million through the South East local enterprise partnership growth deal and the 2014 city deal. The Government announced last year that the coastal communities fund would be extended over this Parliament. At least another £90 million of further funding is available to promote sustainable economic growth and jobs in the UK’s coastal communities. I strongly encourage Southend-on-Sea Borough Council to apply to this fund.
Given my right hon. Friend’s welcome commitments on regional infrastructure and my plethora of conversations with his Cabinet colleagues, Ministers and the leader of Lincolnshire County Council over the past few days and years, will he now commit to working with us all to secure the funding for the dualling of the eastern bypass around my constituency of Lincoln, which will greatly support not only the further development of the city but the whole of Greater Lincolnshire?
I recognise my hon. Friend’s commitment to his preferred version of this project. Funding has been made available for the provision of the Lincoln eastern bypass, in the county council’s preferred version of single carriageway road. As my hon. Friend will know, the county council is not in favour of restarting the process from scratch and introducing further delays, so I am afraid I cannot give him any confidence that additional funding will be made available to adopt a dualling solution.

Commons ChamberIt is absolutely clear to me that the overwhelming majority of the Muslim population here in the UK and indeed across the Muslim world deplore what is going on and are sickened by the fact that it is being done ostensibly in their name. They are very clear that their religion does not in any way support or authorise the actions being carried out by Daesh, and we should help them to reclaim their religion from the terrorists and the extremists.

My first priority remains our operations in Afghanistan and the successful completion of the draw-down of our combat role by the end of this year. Beyond that, my priority is delivering Future Force 2020 by maintaining budgets in balance, building our reserve forces, reinforcing the armed forces covenant and reforming the defence procurement organisation so that our armed forces get the equipment they need at a price the taxpayer can afford.
I recently attended the wonderful and much loved annual RAF Waddington international air show, but the Minister will know that next year’s show has been cancelled by the board of the RAF to accommodate refurbishment work to the runway. Although I am pleased that the work is taking place, the air show generates more than £12 million for the Lincolnshire economy and about £500,000 for forces charities, so can the Minister reassure me and my constituents that the air show will return to the base in “bomber county” north of London in 2016-17, and certainly in time for the 100-year anniversary of the RAF?

Commons Chamber8. What discussions he has had with his counterparts in Baltic countries on recent Russian aggression against Ukraine.
The UK is committed, with other NATO allies, to delivering reassurance to the Baltic countries. I visited Estonia and Lithuania on 2 May and met my defence ministerial counterparts to discuss developments in Ukraine. I travelled out to Estonia with elements of 1st Battalion the Duke of Lancaster’s Regiment, who are participating in Exercise Spring Storm in Estonia. I then visited the UK Typhoon deployment to the NATO Baltic air policing mission in Lithuania. In addition, my hon. Friend the Minister responsible for international security strategy will visit Poland and Latvia this week for further such discussions.
The so-called referendum that took place over the weekend was illegal. It did not meet any standards of objectivity, transparency or fairness and it was not properly conducted as a public referendum or election. Indeed, its organisers did not even pretend to meet any of those standards. In short, it was a sham and a farce. We do not recognise any outcome that might follow from it. The important decision-making point will come at the elections on 25 May, and we will watch very carefully to see which countries support progress towards those elections and which countries seek to impede it.
The latest news in the east of Ukraine marks a continuation of the salami-slicing tactics of Russia. In the course of my right hon. Friend’s discussions, has a red line been identified or can we expect to see Poland with a Russian border at some point? In light of these recent threats, are there any plans to review the national security strategy, given that the doveish Lib Dem view of the world has evaporated since the document’s publication in October 2010?
We are sending clear signals through the reassurance mechanisms that we are delivering to our Baltic partners in particular, that NATO members take very seriously their mutual obligations to defend each other. An attack on any NATO state would be considered an attack on all NATO states and nobody, including in the Kremlin, should ever forget that important fact. As for the national security strategy, the proper point for that to be reviewed will be in 2015, along with the 2015 SDSR. I am certain that the changing context will inform that review.

Commons ChamberWill my right hon. Friend assure the House that our support to the Afghan Government will continue long after 2014 so that Afghanistan does not once again become an ungoverned space that can be exploited by terrorists?
I can reassure my hon. Friend that that is precisely our intention. At the Chicago NATO summit in May we expect to put together a package of ongoing financial support to the Afghan national security forces to allow them to take control of their own security in Afghanistan and maintain it as properly governed space.

Commons ChamberThe announcement today does not include provision for the midland main line. The hon. Gentleman mentioned bi-mode trains, and I am sure that he has also been lobbying for the electrification of the line, as have many other midlands Members. The debate about the line’s future also has to take account of the implications of High Speed 2, however. Once the High Speed 2 consultation, which began yesterday, has been completed and the Government have announced their definitive plans later this year, it will be much easier to plan for the long-term future of the midland main line.
This might not be quite as headline-grabbing as my right hon. Friend’s statement today, but he will be aware that, on 22 May this year, my constituents will see the reintroduction of a direct link to London. However, this will be only a single daily service—once up and down. Does he think that the old diesel stock whose replacement he has announced today could be put to good use in increasing the level of service to and from my constituency?
My hon. Friend is certainly right to say that one of the benefits of any announcement of new rolling stock is that it creates a larger pool of retired rolling stock and thus creates greater opportunities for train operators to acquire rolling stock leases at sensible prices. This helps to change the dynamics of the rolling stock market for the benefit of passengers and train operators.

Commons Chamber12. What steps he is taking to ensure the economic sustainability of the rail network.
Recent estimates by the Office of Rail Regulation suggest that the UK railway has costs up to 40% higher than comparable European railways. To secure a fair deal for passengers and taxpayers in the medium term, we must get the cost base of the railway under control. The Rail Value for Money study led by Sir Roy McNulty will report in the spring, and the Government will then respond to its recommendations.
We have recently completed a consultation on passenger rail franchising, and will publish our response in due course.
I agree that good transport links with Manchester are vital to the regeneration and economic success of my hon. Friend’s area. I know that the local authorities in the area, together with Greater Manchester passenger transport executive, have been working on a scheme, for which the local sustainable transport fund that we have announced—or, alternatively, the regional growth fund—may be a potential source of funds. However, I or one of my colleagues would be happy to meet my hon. Friend.
With regard to the economic sustainability of the rail network, particularly in my constituency of Lincoln, does my right hon. Friend believe that it would be helpful and desirable for Network Rail to act more reasonably and wisely in its economic modelling, and to reconsider its proposal to close the level crossings in our city, including the one that dissects the high street, for over 40 minutes in every daylight hour, a proposal that will decimate my constituency’s economy and the wider economy of Lincolnshire?
I am grateful to my hon. Friend for that question. I am aware of the impact that the level crossing in Lincoln has on the life of the town. Indeed, I have a similar situation in my constituency. There is an issue about the way scarce and valuable time on level crossings is divided between the railway and the road user. That must be informed by some proper cost-benefit analysis. The good news is that some new barrier technology is under assessment, which might help us, through a technical solution, to reduce the amount of barrier-down time necessary.
