T3. Will my right hon. Friend congratulate Redditch Borough Council on welcoming five Syrian refugee families into our town, over a third more than promised by the county of Worcestershire? Will she also update the House on the progress being made by our county to ensure that it follows the great example of Redditch Borough Council?

My hon. Friend is absolutely right: local authorities are leading by example and showing how to welcome families into their communities, and I particularly congratulate Redditch on being ahead of the pack. So far 118 councils are participating, and we hope that that number will grow.

The Government have announced an additional £7 million for victim groups that support survivors of sexual violence. Two million pounds is available for organisations that are reporting an increase in referrals prompted by the independent panel inquiry into sexual abuse. There is another £2.85 million Home Office fund for providers of support across England and Wales, and a £2.15 million uplift on current Ministry of Justice funding to 84 existing rape support centres. Effective, timely support for victims of child sexual abuse is a matter of national importance.

New clause 1 and the other amendments in this group address a wide range of issues that are linked by the terminology of exploitation but cover different aspects of concern. They include my suggestions on gangmasters; comments and suggestions on the same topic by the hon. Member for North East Cambridgeshire (Stephen Barclay); how we deal with overseas domestic workers; and a wide ranging group of amendments on how we deal with the sensitive, difficult and challenging issue of prostitution. I will cover a number of issues, and I hope I do justice to them and set out the official Opposition’s position.

New clause 1 revisits an issue that we discussed intensely in Committee: the role of the Gangmasters Licensing Authority. We considered a number of things to do with extending the role of that authority, and in the light of those discussions the new clause simply establishes that

“The Secretary of State may by order amend section 3 of the Gangmasters (Licensing) Act 2004”

to include other areas of work should a future Secretary of State determine that exploitation, modern slavery or trafficking was taking place. It gives the Secretary of State power to do that by order, rather than having to introduce new legislation.

Does the right hon. Gentleman recall that in Committee the Minister said that she would continue to keep the GLA’s remit under review to ensure that it met the needs of the modern slavery strategy? Does he think that was a reasonable comment to have made?

The Minister said:

“The case has not been made for extending the GLA’s remit at this stage beyond the core areas the Act sought to address.”––[Official Report, Modern Slavery Public Bill Committee, 14 October 2014; c. 480.]

She has recently undertaken a review into gangmasters legislation, and determined that there should be no extension of its remit. I am saying—I hope the hon. Member for Redditch (Karen Lumley) will take heed of this—that new clause 1 simply gives power to the Secretary of State to extend that remit, should they seek to do so. Were I to be Minister in a few months’ time, I would want to consider extending the scope of the gangmasters legislation because widespread views from trade unions, charities and academics suggest that many people are underpaid or exploited in areas not covered by current legislation.

I very much hope so. I was encouraged by my visit to Cambridge with my hon. Friend, where I listened, yes, to some of the concerns that people had, but also to an acknowledgement by the university, for example, that it had seen recent improvement. The new interim director general of UK Visa and Immigration, Sarah Rapson, has a great commitment to creating such a culture. I think that the decision taken by my right hon. Friend the Home Secretary to end the UK Border Agency and set up the new approach will be successful.

Recorded crime is down by more than 10% under this Government. The latest figures show that this downward trend is replicated across every police force in England and Wales. Our reforms are working.

In my own area of West Mercia, crime fell by a huge 11% last year. This is due in large part to the dedication of people such as Inspector Ian Joseph and his team in Redditch. Will the Secretary of State join me in congratulating West Mercia police on the excellent work they do in Redditch and the wider region?

I was a Clwyd county councillor representing Wrexham at the time of the north Wales children homes inquiry, and I was on the panel that looked at the report that was never published. Let me tell the House that its contents were horrendous. Can the Secretary of State assure me and the House that no stone will be left unturned to make sure that the people who came forward can have closure and that those responsible for these dreadful crimes can be punished?

It is a great pleasure to serve under your chairmanship, Mr Havard, and a pleasure to secure a debate on such an important subject. People might assume that because I am introducing this topic, I have a background in one of the emergency services. That is not so, although I have a brother who is a police officer. I was in business before coming to Parliament and I approach the issue of emergency services working together from the perspective of a business person in many ways, ensuring the efficiency of the operation and that public assets are used with maximum efficiency.

During my time as a Member of Parliament, I have formed the view that the emergency services are at their best when they work co-operatively and closely together. I have become aware of the benefits of that way of working since becoming an MP and have joined other hon. Members in creating a new all-party parliamentary group on emergency services. Other all-party groups support the individual services, but I remain convinced that the services need to be brought together to ensure that they work for the good of the country as a whole. It is important that each emergency service is not viewed, organised and operated in isolation. Our new all-party group was set up with the explicit objective of promoting joined-up working between the emergency services—the key word being “interoperability”. I shall cover those issues in my remarks.

Why do we need interoperability between the emergency services? History shows clearly that there can be a real danger if an emergency service looks inward on itself and operates solely in its own interests when contributing to resolving an emergency. There is grave danger if the three main emergency services—police, fire and rescue and the ambulance service—work in isolation, with little contact between them. This was borne out particularly in the emergency response to the 7 July bombings. There have been a number of reports since that event, and Lady Justice Hallett’s coroner’s report in particular highlighted interoperability between the emergency services as a major issue. The report bore out concerns that each service, when responding to that event, did not have a full grasp of what the other services were doing in response. The coroner’s report, which was published on 6 May 2011, said that there was a lack of adequate sharing of information between the emergency services’ and Transport for London’s control rooms.

One of the first issues that the all-party group considered was how many emergency services there are. I have mentioned the three blue-light services—police, fire and rescue and ambulance—which are most commonly referred to as emergency services, but they are not the only people who respond on our behalf when an emergency occurs. For example, coastguards play a vitally important role in saving lives, and orange-light services, such as the Highways Agency, assist with the day to day, smooth running of the road network. In emergencies affecting London, both Transport for London and the Port of London Authority are involved. So the response to any emergency will involve more than the traditional blue-light services. The key issue with regard to interoperability is that each service needs to know about the activity of others in responding to an emergency or the threat of loss of life.

A few weeks ago we had the unfortunate experience of the English Defence League marching in Redditch. I was impressed by the emergency services working together under the police’s gold command. Does my hon. Friend agree that as the Olympics draw closer, we need a seamless, comprehensive, integrated approach to our services, with a clear chain of command, so that everyone knows who they are reporting to?

My hon. Friend is well ahead of me. I will talk at some length about the Olympics, which is one of the biggest challenges our country faces in terms of a possible security threat. My hon. Friend is right to draw attention to the need for gold command, led by the police service.

On the broader issue of who responds on our behalf in an emergency, taking the simple example of a serious accident on the motorway, attendance of the police and the ambulance service, responding to dangers to life, and of the fire and rescue service—to free people trapped in vehicles—will be necessary, but it is just as crucial that the Highways Agency is there to assess the situation, to help to minimise the effect on traffic and get the motorway moving again as quickly as possible. That example shows why joint working is paramount.

If we accept that the services responding on our behalf to an emergency need to work more closely together, where does responsibility for joint working currently lie? The three main blue-light services are the responsibility of different Departments. The police service is the responsibility of the Home Office; the ambulance service is administered by the Department of Health; and the fire and rescue service is administered by local authorities, under the control of the Department for Communities and Local Government. In theory, that may be no bad thing, but in practice there is grave danger that each service is considered in isolation. Since becoming an MP, I have learnt about silo thinking, and with each emergency service attached to a Department, there is a danger of such thinking.

Police forces up and down the country are doing what is necessary to make the savings that we are asking them to make. They are transforming the way in which they provide policing and rightly looking to ensure that the private sector can be brought in where that will increase efficiency and save money. A Labour Government would have cut police spending and reduced police budgets. Nobody on the Labour Front Bench has said that they would intend to reverse the cuts in police spending. It is about time that the Opposition stopped opposing every opportunity that we are giving the police to ensure that they can save money from back offices and get the police out on the streets.

On 29 February, we announced changes that will break the link between coming here to work and settling permanently and ensure that only those who make a significant economic contribution can stay. In future, most skilled workers will need to be paid a minimum salary of £35,000 to settle here.

I am grateful for my hon. Friend’s support, and I can give her that assurance. The new measures will be no different in this regard from any other immigration route. She and the House may be aware that we have now reached 11,000 arrests of criminals, including murderers, rapists and illegal immigrants, as a result of the processing of advance passenger information through e-borders. In 2011, in a clampdown on sham marriages, we carried out over 300 enforcement operations and prosecuted almost 230 people. That is the kind of tough enforcement that we need, and now have, to back up our immigration system.

This Government are clear that reducing antisocial behaviour is core business for the police and their local partners. Current action includes highlighting effective practice that will help professionals to improve their response to victims and communities, setting out proposals for more effective powers, and making more data available to the public.

We know that nearly two thirds of under-16-year-olds breach their antisocial behaviour orders. Will the Minister reassure my constituents that despite the protests of the shadow Home Secretary, ASBOs will be replaced with effective sanctions that will actually tackle antisocial behaviour?

My hon. Friend has made an important point about the measures available to professionals on the front line who are dealing with antisocial behaviour. We are keen to ensure that they have discretion to deal with problems in their localities, and can act speedily to bring relief to communities that are suffering from such behaviour. That is the focus of the Government, that is what we have been consulting on, and we will present our response to the consultation in due course.

I have had several discussions with the Mayor, the deputy Mayor for policing and the acting Metropolitan Police Commissioner, all of whom are absolutely committed to protecting neighbourhood policing. We are all convinced that it is possible to drive considerable savings in policing, including the Met, in the back and middle office, so that the visible and available policing that the public value can be protected.

T5. I congratulate the UK Border Agency on its work. At the weekend, it caught five illegal immigrants on the French border who had been making their way to my constituency in a lorry. I welcome the increased border policing on the other side of the channel, but what further steps will the Department take to ensure that stronger measures are introduced to deter those who try to smuggle people into the United Kingdom?

I am delighted to hear that the effective controls that we are reinforcing at the border are having a beneficial effect in my hon. Friend’s constituency. She asked about further measures. I am happy to tell her that only a couple of months ago, at the Anglo-French summit, I signed a new treaty with my French counterpart which commits both countries to increasing the strength of our existing controls in Calais and extending them to other parts of the French coast. That means that we will be equally tough on any activity that is displaced from Calais to other parts of France. We are ensuring that our borders are much better controlled than they were in the past.

I have spoken to many officers about the time that they have to spend filling out forms.  The Government are committed to reducing bureaucracy so that the police can get back on to the streets and deal with crime.

I appreciate the burden that non-emergency calls place on police forces. The Government are investigating how we can take forward a plan for a national non-emergency number, which I think will improve the service to the public. We are committed to reducing bureaucracy. We have already scrapped the policing pledge and the previous Government’s targets. We want to ensure that police officers can be out on the streets where the public want to see them.

I understand that in my constituency of Redditch, much progress has been made on reducing the time that police spend on administrative tasks, and I appreciate that paperwork is necessary. However, the number of robberies and other theft offences has risen in Redditch since 2007. Does the Minister agree that such crime could be significantly reduced if the police were given more time on the beat and spent less time filling in forms?

I agree with my hon. Friend and understand her concern about those crimes. A recent report of the inspectorate of constabulary found that the police were visible and available to the community for an average of only about 10% of the time because they are too tied up in bureaucracy. We must tackle that.
