I agree with the hon. Gentleman: the Good Friday/ Belfast agreement is essential. Where we differ is on where we feel conflicts may be brought about on that agreement. He feels they will be brought about by removing the backstop; I think there is a greater risk of leaving the backstop there and ending up in a situation in which Northern Ireland is part of the customs union in perpetuity and takes a different direction. I think that is the greater risk, and I remind him that the alternative arrangements are not a solution to the backstop. The alternative arrangements would always have to be there. What we are doing is putting a date on when we will get that sorted out, rather than leaving an indefinite period.
The country is facing no deal precisely because the Government have not published a Brexit plan, yet. The key protagonists who sold Britain Brexit are now in charge, and all we are asking is for them to get on with it and tell us what the plan is to deliver what they promised. Back in April 2016, the then Secretary of State for Northern Ireland—now Secretary of State for the Environment—said:
“There is no reason why we have to change the border arrangements in the event of a Brexit”.
Clearly, what is being discussed now is something very different from what voters were told during the referendum campaign. The House is simply asking what the plan is to deliver what was promised. I do not understand why the Government will not just get on with it and tell us what their plan is.
The Government are actively getting on with it, and that is what the negotiations are about. I would gently say that revealing the detail of our negotiating position—the technical papers and emerging proposals—would actually deliver what the right hon. Lady and I do not want. We do not want no deal: we want a deal—
To be clear, we have given technical non-papers. We will give the proposal to the Commission shortly.

The problem with the Minister’s answers is that he obviously needs to leave the Government significant wriggle room because the hon. Member for Stone (Sir William Cash) has clearly reflected the underlying Government policy, which is that they want to find a way to avoid complying with the European Union (Withdrawal) (No. 2) Act 2019, which this House passed. That does this country a disservice, because it means it will take us till late October before we resolve the question that the Government are clearly raising. Would it not be better for people in Britain if the Government were simply transparent about their views and intentions and we could find a way to resolve that much earlier?
If I may try to be clearer, the Government want to be transparent, we want a deal and we will use every bit of wriggle room we can find to get that deal.

Commons ChamberOver the past month, Mr Speaker, we were both, along with many colleagues from across the House, able to attend the event recognising the Patchwork Foundation’s excellent work engaging under-represented groups in politics. I was also lucky enough to be able to join the UK Youth Parliament in Parliament a few Fridays ago, when it debated important equalities issues such as LGBT rights and the need for a more diverse Parliament over the coming years.
Increasing diversity in Parliament is critical. The Government also remain committed to increasing equality in the workplace and it is good news that the new gender pay gap reporting released last month shows that the full-time gender pay gap is now the lowest it has ever been. Of course, this week marks the launch of our latest programme for returners in the public sector, for those wishing to rejoin the civil service. My Department is leading the way by offering returner places within the Government Equalities Office.
What steps is the Minister planning to take to celebrate the centenary of women being able to vote?
We have announced a £5 million fund that will do three things. First, it will help us fund the statue of Millicent Fawcett in Parliament Square. Secondly, there will be grassroots funding and we are alerting community organisations around the country so that they can do their own local projects. Thirdly, as we announced in the Budget yesterday, seven centenary cities and towns in England with a strong suffrage history will receive funding to make sure that the places where the push for women’s votes was strongest can play their role in helping us remember such an important milestone.

Commons ChamberI am aware of this matter, because my hon. Friend has played his role as a fantastic local MP and already raised it with me. The Department is looking to see whether we can make sure the barriers preventing the school from getting a great sponsor that will help to improve it, not just for his own children but for all the children, can be quickly removed.

Commons ChamberThe hon. Lady is right to raise that issue. A lot of the UK Government’s work has been on prevention: improving the underlying conditions for women in Afghanistan. Of course other countries—for example, the United States and Canada—have also focused on helping women who have already suffered physical violence. I assure her that we will continue to work at the national level with the new Government and the new President who will be in place after the elections are finally concluded. We will also work at the provincial level and we will continue, through programmes such as Tawanmandi, to work at the grass-roots level with these organisations, whose people I have met both here and in Afghanistan, to do what we can at an individual community-based level to make sure that those women are supported and can get on with their work. As she points out, some of these people pay the ultimate price. I met someone who was over in London recently who said that she would be happy to lose her life if that is what it took for women’s prospects in Afghanistan to improve in the long term. That was an amazing statement for her to make, and the UK Government will certainly play their role in trying to ensure that people can go about that work safely.
The Secretary of State identified the importance of economic development and of revenue collection. I know that DFID and Her Majesty’s Revenue and Customs support a number of countries around the world on the revenue development side. Has that been considered for Afghanistan? Is it already happening?
It is already happening; we are doing work with the tax revenue authority of Afghanistan. The good news is that since 2004-05 tax revenues increased from just $250 million to more than $2 billion by 2011-12. So things are moving in the right direction and we will continue that work.

I never thought I would say this, but I agree with the hon. Gentleman!
Does the Secretary of State agree that it is somewhat surprising to see the Opposition Front-Bench team being so negative, because this project builds on the good work done not just by this Secretary of State and the previous Secretary of State, my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell), but by the last Labour Government? In fact, the best example I can find of this succeeding was started by the last Labour Government, so perhaps they should be praising us. I refer to the Vodafone and M-Pesa deal—the type of deal we should do a lot more of, yet exactly the type of deal they are criticising today.
I agree: it is pretty bizarre. I think that we should ramp up this work, because it can have real benefits for people in developing countries. I thank my hon. Friend for his interest and his efforts, which have been incredibly important.

Commons ChamberI thank my hon. Friend for those words. Nigeria is a huge country, and we have a very large education programme—two programmes, in fact—that can be a real challenge to deliver, particularly when we are often working in remote rural areas. As he says, part of our work is to make sure that we have a programme that sees girls able to talk about issues and to get educated at the same time. The issue of women teachers is a particularly important one. We often see—not necessarily in Nigeria, but across the world—women teachers being intimidated not to get involved in teaching. The earlier little girls can see role models of women doing jobs, having successful careers and earning income, the better. That is why the issue is so important.
My wife grew up in Kenya and now sponsors a family there through Plan UK. Has the Secretary of State had a chance to speak to Plan UK about its assessment of how we can help women and girls in Kenya?
I have not met Plan UK explicitly, although I know it is coming into my Department in the next few weeks. Its work in Kenya has, I think, been transformational. Real progress is being made in Kenya generally. Where I would like to see my Department doing more is in helping the country’s economy to develop. Ultimately, alongside developing public services and improving basic services, Kenya needs economic growth and jobs. Interestingly, UK companies did £1 billion-worth of trade with Kenya last year. I have no doubt that companies will have a role to play in joining the development push where Kenya is concerned.
