There is no evidence of inside support, but the insurgents clearly had knowledge of the lay-out of Camp Bastion and its flight line area, and that will be one of the key issues that the inquiry under General Bradshaw will be pursuing.
I thank the Secretary of State for his kind words about my constituent Sergeant Gareth Thursby. Does he agree that his widow, Louise, and children, Joshua and Ruby, can be proud of the work done by Gareth Thursby and his colleagues to protect our national security?

Indeed they can. As I said, our work in partnering, training and mentoring Afghan forces necessarily involves risk. Those brave servicemen put themselves in harm’s way in order to carry out that vital work, and we will be eternally grateful to them for that sacrifice.

I am quite happy to look into the matter and write to him. Depending on the type of contract being let, the MOD is bound by the regulations binding all Departments—European procurement directive regulations—unless it is a contract for war-like supplies, and must conduct its procurement in accordance with them.
T2. Can the Minister update the House on the range of protected vehicles available to our troops in Afghanistan?

Yes I can, and I have heard very moving testimony from those who have returned from Afghanistan, and from the families of those in Afghanistan, about the effectiveness of such vehicles. We have a range of options that balance firepower, mobility and protection, including Huskey, Mastiff, Warthog, Warrior, CVR(T)—combat reconnaissance vehicle (tracked)—Coyote and Jackal; and the latest protected mobility vehicle, Foxhound, which is being deployed to Afghanistan now, will reinforce our commitment to provide force protection and proper protection against the improvised explosive device threat, while providing maximum utility. It is a good package.

The last time I checked, most of the people we were needing to defend the UK against were not in Scotland. I think that Scottish taxpayers, like taxpayers in the rest of the UK, would expect that we deploy our military forces and structure our military posture to deal with the threats that we are facing.
2. What steps he is taking to help small businesses secure more contracts with his Department.

Innovative and efficient smaller businesses make an important contribution to defence, beyond the obvious benefits to the wider economy. That is why the “National Security Through Technology” White Paper sets out a wide range of measures to make defence and security procurement as accessible as possible to even the smallest of enterprises. I attach particular importance to the establishment of a new small and medium-sized enterprises forum, which meets regularly under my chairmanship to discuss and inform subsequent action on issues of concern to small businesses.
What steps are the Minister and his Department taking to engage with Britain’s 3,000 defence SMEs much earlier in the procurement process?

First, I congratulate my hon. Friend on the part he plays in the Skipton and Ripon Enterprise Group. I know that he takes a close interest in SMEs in general and I am grateful for his interest in defence SMEs. We are taking a wide range of steps to achieve precisely what he asks for, and the SME forum is but one example of that. He is particularly interested in the use of pre-qualification questionnaires. Their use is being minimised for procurements of under £100,000, and we are working to simplify or even eliminate them. We are already adopting the new core questionnaire, which is standardised across government. Many steps have been taken to encourage SMEs to engage earlier and more effectively with the Department, but if he has any ideas I would welcome them.

Commons ChamberYes. In the SDSR, we are committed to the seventh Astute submarine, partly to ensure that the skills base was there as we went through to the successor programme. We regard the ability to build and maintain our nuclear deterrent successor programme as part of our sovereign capability.
T6. What steps is the Minister taking to ensure that British small businesses get a greater share of defence contracts, in terms not only of volume, but of value?

Commons ChamberIf the hon. Lady will forgive me, I shall deal later with our thinking about what the United Kingdom needs to be able to do itself and in what circumstances.
We rely on our allies, and we will deepen our multilateral and bilateral defence relationships. This week, we set out our deepened relationship with France. On Wednesday, as I intimated to the House the other day, I will have a meeting with the new British-Scandinavian NATO group. That is very important for a number of reasons. We want a closer bilateral relationship with Norway, which is one of our key strategic partners. We want to create a NATO framework that makes it easier for Sweden and Finland to have a closer relationship, and as a nuclear power we want to give even greater reassurance to the Baltic states about the reality of article 5 of the NATO treaty. We also want to create regional structures to make it easier to engage with Russia, where we can, on regional problem solving. It is a useful lesson for the UK that in a world in which there is a multi-polar power base, we need more different levers to act in the interests of our national security.
The UK has unique national interests, however, and we cannot always expect to depend on our partners when Britain’s direct national interests are threatened. I wish to make it clear that we will maintain an autonomous capability to sustain a considerable and capable military force on an enduring basis, if required, for both intervention and stabilisation operations. That means, at best effort, a one-off intervention force of some 30,000, including maritime and air support, or a force of some 6,500 plus enablers for enduring operations. That is not hugely dissimilar to the level of effort in Afghanistan today.
As delivering effective defence capability in the 21st century becomes more expensive at a time when budgets are under growing pressure, we should exploit economies of scale and increase co-operation where national security allows it and sovereign capability is not jeopardised. That means exploring deeper co-operation with NATO members, as demonstrated with France this week, and with partners further afield in key regions around the world.
I wish to set out the future shape of our armed forces and the process by which we have made our decisions. I will then deal with specific issues, particularly those on which we have taken calculated risks with capability.
The SDSR is a point of departure, not the end of the line. We have set a path to 2020 and beyond, with regular reviews every five years. The first period, from 2010 to 2015, is necessarily a period of rebalancing our strategic direction, in the light of the factors that I outlined earlier. That is required to tackle the unfunded liability in the defence programme, to live within our means as the deficit is addressed and to focus our efforts on Afghanistan. Overall, the resources allocated for the spending review period will allow us to pursue today’s operations and prepare for tomorrow, but that means scaling back the overall size of the armed forces.
To make those judgments, we have contrasted cost savings and capability implications with the risks that we face in the real global security environment and our ability to reconstitute or regenerate capabilities that we might need in future. We have taken the tough decisions that the previous Government ducked. The Prime Minister has set out to Parliament in his statement and in the White Paper the implications for the structure and establishment of the armed forces, and I will not tax the patience of the House or yourself, Madam Deputy Speaker, by repeating each of them here. I will, though, address specific issues later.
There are still difficult decisions to be taken for the coming period as we implement the SDSR, including the basing decisions mentioned by the hon. Member for Moray (Angus Robertson), who is no longer in his place, and the rationalisation of the defence estate. As the hon. Member for Bridgend (Mrs Moon) said, we will also have the issue of allowances to deal with in the coming months. I can assure the House that we will take those decisions as quickly as possible, to minimise uncertainty, but in a way that is sensitive to economic and social pressures and the needs of our people and their families. In addition, three further reviews are being undertaken to bring other areas of defence into line with the new force structure.
