Commons ChamberI am not responsible for the statements of the President of the European Council, and I did not know—I was not hitherto conscious—that the hon. Gentleman was notably sensitive, that he was in any sense a delicate flower, and that he was capable of being a quickly and severely injured soul by virtue of the ad hominem remarks of others. If indeed he has been developing a sensitivity and he feels insulted—[Interruption.] Or even, as the right hon. Member for New Forest East (Dr Lewis) chunters from a sedentary position, wounded.
Deeply wounded, apparently. Well, then I am sorry for the hon. Member for Wellingborough (Mr Bone). Whatever views he has and expresses, as far as I am concerned, as he knows, I hold him in the highest esteem because he takes Parliament seriously— he always has done and he always will do. It is not for the Speaker to arbitrate between different political opinions. What the Speaker likes to see and hear is the sight and sound of committed parliamentarians who take their responsibilities seriously. No one does so more obviously than the hon. Gentleman.

Commons ChamberNo, it does not. If the right hon. Gentleman looks at the decision that was taken in 2016, many people—17.4 million—voted for us to leave the European Union. It was the highest turnout in a poll for some considerable time. Many people voted for the first time for many years, if not for the first time at all, in that referendum. If we were to go back to them to say that we were not delivering on the result of that referendum, that would indeed damage people’s faith in politics—it would damage our democracy.
As today is blue Monday, the gloomiest day of the year, will the Prime Minister cheer up at least 17.4 million people, and probably many more, by confirming that beyond a shadow of doubt this country will have left the European Union by 30 March?
My right hon. Friend has regularly asked me that question, and my answer has not changed. First, I believe that it is our duty to deliver leaving the European Union and, as he knows, there is a date in legislation for us to leave—it is 29 March. That is the end of the two-year article 50 process.

Commons ChamberI agree, and in my short speech on Monday I made exactly that point. How can any of us go to our constituency with our political manifesto and tell people, “This is what we are going to do,” when quite clearly we do not do what we say we are going to do? Who in this country will believe us?
This debate is not about personal views. The personal views of Members are hugely diverse and different, and I respect that. There are 650 of us, and I suspect that every right hon. or hon. Member has a view on something, but the people of this country, to whom we gave a vote, told us to execute leaving the EU.
What to do next? I have great sympathy for my right hon. Friend the Prime Minister. She has been handed a can of worms—an extremely difficult issue which I suspect no one in this House could manage either better or worse. However, may I suggest that she gets back on her feet and deals more firmly with the EU? I believe that if we, as the United Kingdom, had stood like a rock to say, “We want a deal—of course we do. We want to be your friends and your allies, but we want to be in charge of our destiny,” the EU would by now have said, “We hear you. You are one of our major trading partners. Of course we want to deal with you and remain friends with you, because you are friends of ours and will continue to be so.”
I advise Ministers to go back to the EU as fast as they can—people say there is no time, but the EU has a wonderful way of moving quickly if it needs to. The Prime Minister must say to the EU, “I have heard the voice of the House—the home of democracy. I cannot get this deal through. We need far more flexibility than you have been prepared to offer. For example, remove the backstop.” I think that then she could come back and get the agreement of the House. Then, we could get on with Brexit, which is antagonising millions of people across the country.
How does my hon. Friend interpret what the Prime Minister said last night about reaching out to the other side of the House? If we are to take both sides of the House with us and bearing in mind that a majority of right hon. and hon. Members in this House are for remain and not for leave, does that not mean that the Prime Minister will end up with an even softer Brexit than the one she has proposed?

Commons ChamberAccording to that invaluable website TheyWorkForYou, the Prime Minister has assured the House on no fewer than 74 previous occasions that we will be leaving the EU on 29 March. Will she categorically confirm today that there is absolutely no question at all of delaying that date?
I am happy to repeat what I have said previously—that we will be leaving the European Union on 29 March. I want us to leave the European Union on 29 March with the good deal that is on the table.

Commons ChamberIt was always going to be the case, whenever the vote came before the House, that Members would have a decision on whether to support the deal that had been negotiated with the European Union, with the consequences that failure to support it would bring. That is the same whenever that vote is taken.
Does the Prime Minister recall telling the House on 3 December that the £3 billion to £4 billion set aside in the Budget for contingency no-deal planning was about to be allocated in the next few days to relevant Departments? Has that allocation has been made and is the money now available for essential contingency planning?
Yes, I do recall saying that. Of course, the 2018-19 financial year allocations are in place and money is being spent. I think my right hon. Friend was referring to—and I was referring to—the 2019-20 allocations. Negotiations on those are well advanced, several Departments have settled and we expect to be in a position to confirm all those shortly.

The House of Commons voted by 544 votes to 53 to give a clear choice of remain or leave to the voters. The 2016 referendum was the people’s choice. Before there is a fresh motion, I gently remind the House, as one who campaigned for and voted leave and on behalf of the majority who voted in the referendum, that we voted leave and we want leave. Despite all the false warnings that a leave vote would wreak havoc on the economy, a majority of us voted to leave. We represent at least 400 of the constituencies represented in this House. We also represent a broad cross-section of society.
Is part of the problem not that a lot of the people in charge of these negotiations do not accept the result of the referendum? Michel Barnier has been heard recently to say that negotiating with the British is like negotiating not with a country that is trying to leave the EU but with one that is applying to join it. I wonder why he feels like that.
Because too many people leading these negotiations do not have sufficient faith in the people, economy and future of this country. Who gave a mandate to this House to set itself above the people? Nothing could be better calculated to sow despair and cynicism about politics and politicians, or about this House, or about the credibility of our democracy, than for this House to fail to understand what the word “leave” means; to argue that leave voters must have their motives dissected and psychoanalysed; or to try to prove that we really did not mean leave, that we were voting about something else or that it was all too complicated for the little minds of the voters. There is no ambiguity in the word “leave” which this House placed on the ballot paper.
When we resume the debate, let us share ideas about what kind of relationship the UK might have with the EU after we have left, but leaving the EU means, at the end of it, becoming once again an independent sovereign state. “Leave” does not mean bringing back the same treaty, costing billions for nothing in return, that installs the EU Court of Justice in some superior position over the agreement or that holds the UK hostage to what the EU might decide about our future; or remaining in a single customs territory or subject to an EU rulebook.
The prospect of bringing an acceptable withdrawal treaty to this House is also about making it clear that the UK is preparing and will be prepared to leave the EU on 29 March without a withdrawal agreement, to trade on World Trade Organisation terms. The only alternative is to lie down and submit to the will of the EU, which seems to be the policy of an increasing number of people in this House
My hon. Friend is quite right. It was quite shocking just how those people were ridiculed by so many people on the remain side. They voted to leave and they showed their confidence in the future of our country.
Two days after the referendum, my 95-year-old mother, who was desperately keen to get us out of the EU, said to me, “Catharine”—because that is what I am called by the family—“you know, dear, they will never let us leave.” I said, “No, Mum—we live in a democracy.” How wrong I was. If only, on 24 June 2016, we had all come together determined to make the most of our new opportunities, we may not have found ourselves in this position. Too many people continued to find every legal impediment to delay and try to thwart the decision of the British people.
I am very sorry that, as it turns out, it almost seems as though the Prime Minister has acted like she is one of those people. I believed her when she said that Brexit meant Brexit, but I was wrong. I believed her when she set out her red lines in her Lancaster House speech, but I was wrong. I believed her when she said that no deal was better than a bad deal, but I was wrong. Most of all, as a strong supporter of our United Kingdom and Northern Ireland’s place within it, I believed her when she said that there would never be a border down the Irish sea, but I was wrong.
When it comes to caving into the EU, it seems that our Prime Minister went wanting to be nice and did not stand up for our country. When histories are written of this period, as they will be, they will revolve around the question of whether the border in Northern Ireland was a true stumbling block or just a convenient excuse. The hon. Member for East Londonderry (Mr Campbell) gave very clear evidence of why everything that has been said about the border was wrong.
Is the hon. Lady aware that when the Prime Minister came before the Liaison Committee a few days ago, I asked her nine times in seven minutes who would actually erect a border—whether the Irish would, whether the British would or whether the EU would send in its army to do it? She refused and declined to answer that question every time, because the answer is that no one would ever put it there.

Commons ChamberI have made it clear that we are deferring the vote. We will seek these further—[Hon. Members: “Till when?”] We will seek these further reassurances. On the vote of the people, the right hon. Gentleman has heard my answer to that question several times already this afternoon.
How do we know that the exit date of 29 March will not be put off as well?
We have put it into legislation, and this Government are committed to delivering exiting on 29 March.

Commons ChamberAs the hon. Lady will know, we are working on the continuity arrangements for the trade deals that currently exist between the EU and various countries around the world. It is not right to say that it is only by not having that trade relationship with the EU that we can have trade relationships around the rest of the world. There is a recognition, both in the political declaration and in the Government’s own proposals, that we can have a good trading relationship with the EU and good trading relationships, different from those that currently exist, with other countries around the world.
The Prime Minister’s mention of the World Trade Organisation reminds me that the Chancellor, in his Budget, wisely allocated £3 billion to £4 billion for practical preparations for exiting the EU on a WTO basis. Has each Department now received its allocated share of those funds? If not, why are they being held back?
The funds are not being held back, and Departments will receive notification of the allocation of the funds in the next few days.

Commons ChamberI have responded on a number of occasions this afternoon, and indeed on other occasions when I have given statements to the House, on the question of a second referendum.
On Saturday morning, my right hon. Friend the Chancellor of the Exchequer told the “Today” programme that, as the UK is split down the middle on the European Union:
“Anything which looks like one half of the country ‘winning’ and the other half ‘losing’ is disastrous”.
In that case, does the Prime Minister agree with him? If so, what was the point of holding the referendum in the first place?
The point is a very simple one. Now is the time for this country to come back together again. It is time for us to recognise that, in delivering on leaving the European Union, as people voted for in 2016, we are meeting the instruction we were given by the people in that referendum and we are doing it in this deal in a way that protects jobs, livelihoods, our security and our United Kingdom. Now is the time for the country to come back together, to get behind this deal and to ensure that we can build a better future for all.

Gentleman will not be surprised that the answer I give him, despite the fact that we have known each other throughout my career in this House, will be no different from that I have given to other right hon. and hon. Members in relation to taking the vote back the people. It was a decision of this Parliament by six to one that the people should have that choice, and they exercised their vote, as I said earlier, in numbers that we have not seen before. It is only right and proper that this Parliament—this Government—delivers on that vote.
Can the Prime Minister describe any surer way of frustrating the referendum result, and ultimately remaining in the European Union, than to accept a Hotel California Brexit deal, which ensures that we can never truly leave the EU, with all its manipulative, entangling and undemocratic practices?
We are leaving the European Union on 29 March 2019. We are negotiating a future relationship with the European Union that will, indeed, deliver on the vote of the British people in the referendum by bringing an end to free movement and an end to the jurisdiction of the Court of Justice of the European Union, and by coming out of the common agricultural policy and out of the common fisheries policy. These are issues to which I have previously referred, and we will be leaving on 29 March 2019.
