The hon. Gentleman seems to be saying that the lower Thames crossing project, which would take 20% of traffic out of the Dartford crossing and retain 14% of that reduction after 15 years—to get the figures right—should be bigger and wider. That is certainly a point of view. I am happy with the proposals as they stand. I would rather not make the crossing bigger and wider and therefore potentially create additional disruption and environmental impact. All those things are under control with this project, and I would not like us to go back to the drawing board and start the process again; that could take another 15 years.
This is a long-term project. The last Labour Government identified the need for a lower Thames crossing 15 years ago and the project has been in conception since, but, broadly speaking, it has been sat on for the last 14 years. The route has been subject to lengthy consultation—three separate consultations, to be precise. After years of engagement, legitimate concerns have been worked through, and the crossing is the best solution to the lack of road capacity across the Thames, which costs our economy £200 million a year in lost time alone.
As a Government of growth, we now just need to get on with the job and get the crossing delivered. Why? Because it would add £40 billion to the economy—it is precisely the kind of long-term project that the Chancellor of the Exchequer is talking about—and there are arguments for how it will contribute to all five of the Government’s missions for change. I will briefly list them. The crossing will be critical in kick-starting economic growth in the south-east of the UK. Once built, it will double capacity over the Thames east of London, creating another direct connection between channel ports, the midlands and the north. That will mean another road route for goods to flow to and from Europe, whereas right now, unlike nearly every other European nation, we have only one.
The project will also reduce the number of vehicles using the Dartford crossing, as I said in response to the hon. Member for South Basildon and East Thurrock (James McMurdock), by around 20%, with 13.5 million fewer vehicles using the crossing each year, vastly improving journey times and reliability. It will also improve resilience across the major road network, providing new junctions with the A2, the M25 and other roads. There is also an opportunity to kick-start further progress in the Government-backed Thames estuary growth area, creating 1.3 million new jobs and £190 billion-worth of growth by 2050.
The hon. Gentleman will be aware that it was the vision of the Thatcher Government in the 1980s that took the area of Docklands and transformed it into Canary Wharf. There have been similar attempts over the years to do that with the Thames estuary, because there is such enormous economic potential; it would be transformative for the hon. Gentleman’s constituents, for mine and for the entire region. It would reflect a dearth of ambition if we did not see the same level of effort and ingenuity going into this project, because the project would be transformative. This is not just about daily problems for our constituents; it is about that economic transformation, which would have a lasting impact for our country.
I thank the hon. Member for her intervention. She is completely right. The project has the potential to really kick-start the growth in the Thames estuary that has started but needs extra investment in order to succeed. In addition to the points she makes, we should think about the Thames freeport in that context; it could generate £2.5 billion additional growth and attract £4.5 billion in public and private investment.

Commons ChamberI thank the hon. Gentleman for that question. Of course dockless bikes are a source of interesting innovation, and it has been important to see how that innovation is playing out. They can be regulated under a variety of local government powers. As we see further developments, we will continue to look at this. They will also potentially be subject to the discussion in respect of the micro-mobility review we are doing at the moment, through the future mobility strategy.
Will the Minister update us on progress on Access for All funding bids, specifically the one I made for Upminster station in my constituency, which would help disabled people at this busy hub to connect to Crossrail in Romford and which has the full backing of the Havering Association for People with Disabilities?
My hon. Friend has made multiple representations on behalf of her constituency. The Access for All funding is about £300 million, and the decision will be made public in due course, around April.

It is a delight to serve under your chairmanship, Mr Gapes. I am very grateful to the hon. Member for Bolton South East (Yasmin Qureshi) for securing this debate. She describes the topic as not sexy, but I regard it as extraordinarily important and alluring. Its importance has been well brought out by the number of colleagues from across the House who are sitting here for a half-hour debate to register their concerns. I am sure many will wish to intervene on my speech, as they have already done during the hon. Lady’s speech.
In her speech, she ran two things together: the general question of funding for local authorities and the question of roads funding. I am not going to engage with the wider issue; she can raise that in a different debate if she so wishes. I will engage with the questions raised under the heading of the debate. Both are important—it is not just about potholes; it is also about road maintenance. I hope I will be clear in my remarks that far from nothing being done, an enormous amount is being done. I will set out exactly how.
Let me start by saying that I think everyone recognises the great importance of the local road network to the British economy—the Government certainly do—and it is going to become more important in the future as we see autonomous vehicles come in. After all, local roads form something like 98% of our national highways network. As the hon. Lady says, local authorities have an existing legal duty to maintain local roads under section 41 of the Highways Act 1980. Responsibility lies with them in the first instance, but I absolutely recognise, as I said in Transport questions the other day, that there is a case for a more long-term, strategic approach to local roads.
The Minister talks of the need for a long-term solution. Will he consider what the Local Government Association has proposed, whereby the Government would reinvest 2p per litre of current fuel duty into local road maintenance so that we have a consistent stream of funding long into the future?
One of the many reasons why it is wrong to characterise the Government as not investing in infrastructure is that we have, for the first time in decades, created a roads fund, to be funded by vehicle excise duty. It is subject to negotiation with the Treasury, of course, but we hope to continue on the path of increasing investment across our road network and supporting not just strategic roads but local roads. Investment already runs at a little over £1 billion a year. I will of course take the Local Government Association’s suggestions to heart, but my hon. Friend should be aware that, over the next few years, we will be investing on a more hypothecated basis at a very high level.

Commons ChamberAnother opportunity to inform, another chance to perform—what is better than that, Mr Speaker? As my hon. Friend the Member for Hornchurch and Upminster (Julia Lopez) may know, the Law Commission provided a report on reforming taxi and private hire vehicle legislation, since which the sector has undergone profound and rapid change. With characteristic assiduity and determination, I will lead the response to such change, so protecting passenger wellbeing.
What discussions has the Minister had with the Mayor of London to find a workable way forward on taxi legislation in the capital that balances healthy competition with the properly enforced regulations that safeguard passengers and keep our city moving?
As I glanced at the Order Paper, as you must also have done, Mr Speaker, I noticed my hon. Friend’s change of name due to the happy event of her marriage, on which the whole House will want to congratulate her. [Hon. Members: “Hear, hear.”] She has become our own J.Lo.
My discussions with the Mayor are regular. The Government are determined to find a way forward on taxi regulation. This is not just about the capital; we need to consider the whole issue of taxi licensing. As I have said, our absolute determination is for public safety and wellbeing, but we have to balance that with consumer choice.

My hon. Friend leads me neatly into the inquiry’s first theme: the effectiveness of regulation. Some taxi and private hire vehicle legislation is more than 100 years old. It includes the Town Police Clauses Act 1847 and, in London, the Metropolitan Public Carriage Act 1869 and the London Cab Order 1934. I should probably declare that I am a vice-president of the Local Government Association and an elected member of the London Borough of Redbridge. I strongly agree with the Local Government Association and the Law Commission that we need a taxi and private hire vehicle licensing reform Bill. There have been sweeping changes across the taxi and private hire industry, and legislation and regulation have not effectively caught up. That is causing a wide range of issues.
I thank the hon. Gentleman. He mentions looking again at taxi legislation. Does he agree that pedicabs, which are something of a problem in central London—they have created a lot of concern about passenger safety and congestion, particularly in the west end—should come within that legislation?
I wholeheartedly agree. Rickshaws are not just a nuisance on the streets of central London that add to congestion, but given some of the exorbitant prices that their riders propose to charge, they increasingly also rip off tourists. I saw a rickshaw outside Parliament the other day whose rider was proposing to charge £10 for a cycle up the road from Parliament Square to Trafalgar Square. That is terrible value for money and reflects badly on our city. If tourists want an expert guide to take them around London, they should hail a black taxi.
Turning to the need for effective regulation, there has been an explosion in the number of private hire vehicles on the streets of London, and new entrants to the taxi and private hire market have emerged. I am in no way opposed to competition, and I strongly encourage innovation, but the Minister and licensing authorities need to address the issue of fair competition. There have been calls for improvement. The APPG took evidence about the impact of the considerable growth in private hire on congestion on the streets of London. Similarly, many passenger groups and drivers complain about the erratic driving of people who are not properly qualified to drive cabs. I commend to the Minister the recommendation in our report that licensing regulations for private hire vehicles should be updated to include mandatory enhanced topographical tests for PHV drivers, so that they have some awareness of the local community in which they operate.
