Let me take the hon. Lady’s points one by one. First, the £500 million investment will save 3,000 jobs. We are not paying money to throw people out of work; we do not want to see anyone thrown out of work. Tata has made a decision to close blast furnaces based on the losses it is making. When it came to us, we said, “What can we do to keep people in work?” This was the plan it came up with.
Secondly, the plan will have no impact on sovereign steelmaking. The hon. Lady, if she talks to Tata, will understand—[Interruption.] She is chuntering, but all the iron ore that goes into the blast furnaces comes from abroad, all the coal that is turned into coke comes in from abroad, and all the limestone comes in from abroad. It therefore has no impact whatever on our sovereign steelmaking ability. In fact, we have 8 million tonnes of scrap steel in this country, much of which has been exported abroad. We are going to use that scrap steel and put it in the electric arc furnace, which will increase our sovereign ability.
The hon. Lady says that the plan will have an impact on our ability to create floating offshore wind. Last time, she said it would have an impact on our ability to create battleships. She needs to understand that battleships are made using steel plate and that floating offshore wind turbines are also made using steel plate. Steel plate is not made by Tata at Port Talbot. Tata at Port Talbot produces coil, which is thin and not strong enough to make either battleships or floating offshore wind turbines.
The hon. Lady asked about the number of people affected. We have been very clear about that from the start. [Interruption.] I am trying to answer the hon. Lady’s questions. She asked the questions; I listed them and I am answering them. She asked about the number of jobs affected. We have said all along that we expect it to be around 2,800, but it is for Tata to confirm that once it has gone through the statutory consultation procedure.
The hon. Lady asked whether we would encourage Tata to come to an agreement so that there are no compulsory redundancies. Of course, we would. We do not want anyone to be made redundant against their wishes. We did not want this process to happen in the first place, but as I said to her several times, Tata came to the UK Government with a threat to pull out, which would have cost 8,000 jobs and the entire supply chain.
The hon. Lady asked if the local area action plan can be published. It is not fully finalised yet—it is a road map—but she will surely be aware that the current First Minister was sitting on the board as the economic development Minister. The Labour economic development Minister in the Senedd is on the board. The local Member of Parliament is on the board, as is the local Senedd Member, the chief executive of the local authority, and the representatives of three trade unions, so it is hardly a secret document. It is not as if the transition board is meeting in conditions of great secrecy.
If the hon. Lady has any further questions, I am more than happy to answer them.
When will the Government do something about the very high energy prices in this country, which have been made high by regulations and taxes? Does my right hon. Friend not accept that any kind of steelmaking will be extremely difficult if we have uncompetitive energy, and is it not wrong to import such materials, because it will mean even more carbon dioxide emissions, as well as destroying jobs here?
We have looked carefully at the losses that Tata is making, which have come about partly because of the age of the infrastructure. In fact, Tata has had to close down the furnaces at the Morfa coke ovens within the last few weeks. The UK Government are fully cognisant of the cost of energy at the moment, which is why Tata has already benefited from many of the schemes that we have introduced over the past few years, will begin to benefit from the British industry supercharger scheme shortly, and will benefit from the carbon border adjustment mechanism at the start of 2027.

Commons ChamberI live in a national park as well, in mid-Wales, so I entirely understand my hon. Friend’s frustrations. The matter that he has raised will, of course, be one for Ministers in DEFRA and the Department for Levelling Up, Housing and Communities, but I know that the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Keighley (Robbie Moore), has heard his point.
I am a strong supporter of the recent initiatives of the Secretary of State and the Prime Minister to make food growing far more important. What are the targets for getting much more self-sufficient in food, and will it not need further reorientation of the money away from the environmental land management scheme and wilding, and towards proper food promotion schemes?
My right hon. Friend pre-empts me. I will certainly come to talk about that point in just a few moments, but let me first talk about further reforms that the Government are introducing, particularly in the field of farming mental health.
We will make up to £500,000 available to charities to deliver projects that support mental health in the farming sector, building on the support already on offer through our farming resilience fund, which has benefited more than 19,000 farmers to date. Mental health in agriculture is a key concern for the Department, so much so that my right hon. Friend the Farming Minister regrets that he is unable to be with us at present, as he is hosting a roundtable on mental health in agriculture. I know that shadow Ministers will agree that that is a commendable thing to be doing. Altogether, the work to change our approach will build a better and more supportive system around farmers, so that they can get on and do what only they do best.
Before I talk about our final strand of work, I want to congratulate my hon. Friend the Member for Bosworth (Dr Evans). Today his campaign for online retailers to carry a specific “buy British” button has achieved another success, as Ocado has become the latest retailer to adopt the tool, joining Morrisons, Aldi and Sainsbury’s. I congratulate him on his campaign.
Food security is a vital part of our national security. The primary role of farmers is to produce the nation’s food, and they deserve our gratitude for that—a point echoed to me on many occasions by the Chair of the Environment, Food and Rural Affairs Committee, my right hon. Friend the Member for Scarborough and Whitby (Sir Robert Goodwill), who is away on a Select Committee visit and unable to join today’s debate. Recent years have brought home the truth of that, particularly in an age of climate change, instability and increasingly volatile global food production.
Uncertain times require us to double down on the certainty of our food system. In the Government’s food strategy, we set a clear commitment to maintaining domestic food production at the current level at least, which is around 60% of what we consume. The importance of food security is why we brought in the three-times-a-year food security report through the Agriculture Act 2020. Going further, the Prime Minister announced a fortnight ago that, given the context of the last three years, we will significantly strengthen this work through a new annual food security index. Climate change is increasingly likely to impact on the sector, with more extreme weather events, so it is only right that we step up our monitoring of food security to ensure that we can act swiftly and decisively against any in-year shocks. We expect the work to be UK-wide and will work to achieve that, strengthening accountability across England, Wales, Scotland and Northern Ireland.

Commons ChamberThe hon. Gentleman raises an important point about supply chains and that was considered as part of our conference call discussing the formation of the taskforce. Work is undergoing to map the suppliers who supply Ford in Bridgend. We plan to then cross that over with the same work that is being done in relation to Honda in Swindon. A supplier might well be able to manage better the hit from one automotive manufacturer. The hit from two could obviously cause greater challenges and we want to work to respond to that. On funding, whatever support has been provided to the suppliers to Honda in Swindon is equally available to those who supply Ford in Bridgend.
The hon. Gentleman again points to Brexit, but I say to him that the automotive sector was a strong supporter of the deal the Prime Minister and the Government have agreed with the European Commission. The hon. Gentleman would do well to heed all of the sector’s message, if it wants to repeat some of the statements that it has made.
In relation to opportunities, the Government are investing significantly in the next generation of automotive vehicles not only through UK Government public funds but through attracting private investment in this field. Some of these investors are looking at locations in Europe and in the UK, and those are the organisations that we are naturally engaging with to ensure that the UK continues to play an active part at the forefront of this sector.
Will the Government now review the very high vehicle excise duties they have imposed, as well as the squeeze on car loans and the regulatory uncertainty about buying new petrol and diesel, because these are all factors that have done a lot of damage to demand and output in the UK car industry?
My right hon. Friend makes the important point that Europe faces similar challenges. I have already pointed to the 5,000 jobs that have been lost in the automotive sector in Germany, and we are seeing similar challenges in Spain and elsewhere. Many of these issues are being driven by consumer demand, but some are being driven by regulation, and I think every regulator needs to reflect on the demands from the climate change challenge together with the risks that it poses in the short term until the technology catches up.

Commons ChamberAs the hon. Gentleman knows, there is a lively debate about the relationship between retail banking and investment banking. The former Chancellor has made his own views very clear from his party’s Front Bench: he does not think that there is a case for separation. The Liberal Democrats believed in opposition that there should be a separation, and a debate is now taking place within Government.
We have asked Sir John Vickers to chair an independent commission, which will consider how we can ensure that there is safety and stability in our banking system for good. That action was not taken by the last Government. We will look at the commission’s recommendations, and then decide.
Given that in the last year of the Labour Government they spent £10,000 for every man, woman and child in the country on current public spending, and given that that will go up to £11,500 a head over the five years of this Government under Budget plans, is it not clear that the coalition Government can get through without any damaging cuts to important public services?
As my right hon. Friend well knows, the challenge of balancing the Budget and filling the huge black hole left to us by Labour is, indeed, very difficult. That has, of course, been recognised by Tony Blair in his recent book, where he has said:
“if governments don’t tackle deficits”—[Interruption.]
