Commons ChamberI have not complained about the SNP bringing forward this debate. The cost of living is an issue facing every single one of us in this House and each one of the households and residents we represent here. What I am complaining about is SNP Members laughing and trying to shout down Government Members just because they do not agree with the points we are making. I also disagree with the fact that, when we should be talking about the measures that both Governments in Scotland are taking to address the cost of living, SNP Members choose to talk about independence, rather than anything else. Your obsession—
Order. I do not have an obsession. If the Minister is saying that he is not going to take interventions, Members should please not just stand up and shout at him. I am sure the Minister will indicate if he wants to give way, but Members should not keep standing up for too long, because otherwise it is difficult to hear what he is saying.
Thank you, Madam Deputy Speaker. My frustration is with SNP Members’ continual focus on independence, rather than on the measures that both Governments of Scotland—the UK Government and the Scottish Government—should be taking to address those challenges that all our constituents are facing. Yet again, SNP Members focus on independence.
The SNP argues that the Scottish Government do not have the financial powers required to mitigate the increases to the cost of living. I strongly suggest that that is simply not the case. The UK Government are providing the Scottish Government with a record block grant settlement of £41 billion a year. In real terms, that is the highest settlement since the start of devolution for Scotland. The spring Budget provided the Scottish Government with £320 million over the next two years, and that is on top of the £1.5 billion of additional funding we provided at the autumn statement in 2022. This funding is still set to grow in real terms over the spending review period.
Order. Excuse me, but before the Minister has even answered that point, it is not really fair to ask him to give way straightaway.
Scotland is already a normal country, despite what the hon. Member for Glasgow East might suggest. Talking down Scotland is not something I am here to do; I am very proud to promote Scotland. If the SNP Government in Edinburgh perhaps used some of the powers they are responsible for, then some of the challenges in the Scottish economy and in other aspects of Scottish society that we are dealing with would not be as great as they are. I am very clear that what this Parliament should be focused on is how the Scottish Government, along with the other devolved Administrations, could and should work with this United Kingdom Government to build a better future for the people of Scotland.
The SNP motion to establish a Select Committee to look at the cost of living crisis is not only unnecessary duplication of other work by this Parliament, but a complete waste of taxpayers’ money. The total anticipated cost to the House of Commons of this crackpot idea is in the region of £463,000 per annum. In addition, there would be extra costs to adapt Parliament’s Committee Rooms to accommodate this massive new Committee. I suggest that that would be a complete and utter waste of taxpayers’ money.

Commons ChamberAs I have made clear repeatedly, it was always intended that at moments such as this, when unintended consequences of legislation being passed by the Scottish Parliament would have an impact across the United Kingdom, section 35 of the Scotland Act would give us the opportunity to act in this way. The letter from the Secretary of State to the First Minister is clear about the amendments that can be made to the Bill to allow it to be approved by the Scottish Parliament and to meet the concerns about the impact it will have on other parts of the UK. We want very much to work with the Scottish Government constructively to secure those amendments so that legislation that meets our concerns can be passed, and we hope that the First Minister and the Scottish Government will bring back the amended Bill for reconsideration by the Scottish Parliament.
I hope that Opposition Members will acknowledge that the United Kingdom Government have set out their desire to work with the Scottish Government to find a constructive way in which to amend this Bill so that it can be passed by the Scottish Government and given Royal Assent.

In a nasty social media post, the SNP Member suggested that the Prime Minister was the wrong type of Asian. Does the Leader of the House agree that the Member should apologise, and will she consider holding a debate—

Commons ChamberI am sure none of us in the House, regardless of our views on the European Union, American beef or American chicken, wants to prevent our farmers in any constituency from exporting their high-quality food. However, the very consumers the hon. Member mentioned a few minutes ago fill my inbox daily, concerned about the quality of food that will be imported into this country. They are afraid that the food that will appear on supermarket shelves will be cheaper and of less good quality than what is produced in this country. We want to protect those people.
Order. The hon. Gentleman has been very generous in taking interventions. Any interventions need to be short, because there is limited time for the debate and I am sure that the Minister wants sufficient time to wind up.
Thank you, Madam Deputy Speaker. I hope that the hon. Member for Edinburgh West (Christine Jardine) explains to her constituents that she voted for an amendment that would have restricted the choice for consumers in supermarkets and stopped Scottish farmers and other businesses exporting. She would have stopped them doing the trade deals. I will come on to those points in a bit more detail shortly.
Within the overall increase in trade to non-EU countries, there are further opportunities to be had, particularly across Asia in markets other than China, such as Taiwan, Singapore and especially Vietnam, to complement the trade we will continue to have with the European Union. Scottish farmers can lead the way on those opportunities. Lowering trade barriers is key to realising that ambition.
It is important to put ourselves in a position where we can build on our successes, but if the contentious amendments to the Agriculture Bill had passed, such trading opportunities would have been lost, to the disadvantage of Scotland’s farming sector and the wider economy. If Scottish National party Members and others who supported the amendments had secured them, that would have effectively blocked the enhanced international trade opportunities for Scottish farmers and many other distinctive Scottish industries. It is also important to note that no current trade agreements include provisions to force partners to operate by another country’s domestic regulations and standards. If we insisted on that, we could not roll over the comprehensive economic and trade agreement with Canada and other parties such as South Africa and Japan. It would also call into question our refusal to accept a level playing field with the EU if we demand it elsewhere.
Trying to force all trading partners to produce to the exact same standard as the UK will only result in fewer export opportunities for Scottish farmers and cut them off from world markets.

To continue, those who were advocating for those amendments were, at best, naive about the consequences of their actions or, at worst, reckless with the future of not just our food exporters, but every other business that hopes to export its produce around the world.
An isolationist approach may be one that the SNP wants to advocate, but I want Scotland and Britain to take their places as global trading partners, so we can sell our top-quality food produce to every corner of the planet. Others may want to restrict the choices available to our businesses, but I hope that SNP Members will come clean and explain that they want to restrict our ability to trade. Their isolationist, anti-trade policy is not one that I think the people of Scotland, or across Britain, want to support.
I am entirely in agreement with the desire to create a thriving domestic agricultural industry that is not undercut by cheap foreign imports, while maintaining and promoting high animal welfare, environmental and food standards abroad. But the answer is not to pass legislation that would create an extreme, blanket, protectionist approach and to slam doors in the faces of our exporters. We need a robust framework that provides support to primary producers to provide security of food supply, while expanding the global trade opportunities to get high-quality Scottish produce on to kitchen tables in as many countries around the world as possible. I believe that the Agriculture Bill provides a platform for those expanded trade opportunities, while maintaining the tough environmental protection, animal welfare and food standards that we all want to see maintained. I know that Scottish farmers have what it takes to compete with the rest of the world, and Scottish farmers can be confident that this UK Government will back them all the way in securing the markets that they need to prosper in future.

Commons ChamberI thank the hon. Lady and the Secretary of State for their points of order. Obviously, the Secretary of State will have heard the point that the hon. Lady has made. I am sure that she will wish to pursue this further. The Secretary of State and the Leader of the House are here on the Treasury Bench, so I am sure that if there is further information forthcoming, that will be the way to proceed.
On a point of order, Madam Deputy Speaker. I seek your guidance as I am a relatively new Member of this House. It came to my attention on Friday that the hon. Member for Perth and North Perthshire (Pete Wishart) was visiting my constituency at the weekend. I did not receive advance notice of his visit. I understand that the purpose of the visit was to hold a rally to do a number of things, but particularly to try to get rid of the Scottish Conservatives. Reassuringly, only a handful of people attended the event. I have given the hon. Gentleman notice of this point of order. Am I correct in thinking that it was appropriate for him to give me advance notice of visiting my constituency?
I thank the hon. Gentleman for giving me notice that he wished to raise this matter. I am glad that he has confirmed that he also warned the hon. Member for Perth and North Perthshire (Pete Wishart) that he was going to raise the point of order. The hon. Gentleman is quite right to say that there is a well-established convention that if Members plan to visit other Members’ constituencies for political—not for personal—reasons, they should give them advance notice. It is important that we maintain this courtesy to one another.

Thank you, Madam Deputy Speaker. It is disappointing that the UK Government have not lifted a single finger on behalf of the taxpayer to do anything to protect the communities affected by the bank closures. I am disturbed that the UK Government, as the major shareholder, were not consulted about the closures either. That is deeply unfortunate and raises a lot of questions.
I am pleased—other Members may not be—for the communities whose banks have been reprieved, but it does nothing for my constituents in North Ayrshire and Arran, who still face the prospect of losing three banks in Saltcoats, Kilbirnie and Kilwinning. Vowing not to close the last bank in town is something that RBS has now sought to disassociate itself from. That sounded good at the time to the PR companies, but it has not bothered to continue—
