Friend will also have noted the Prime Minister’s important speech at the Munich security conference a couple of weeks ago when he recognised that in this new era of threats we face, this is now an era of hard power. He has recognised the need to spend more on defence and to spend it faster.
I visited the UK-US Bahrain base at the end of last year, and during the Venezuela statement on 5 January this year I said that we were exposed in Bahrain with the naval assets. The Secretary of State has rightly said that the UK presence over there has been ramped up since January. If last Tuesday was the first time that the Chief of the Defence Staff saw a request for naval assets to go to that region, what has gone wrong during that time and is it a strategic failure that it has taken that long for a request for those assets to be put on that desk?
I have explained to the House the range of defensive capabilities that we put into the region ahead of this current conflict. When we saw the scale of the Iranian reaction to the strikes—the retaliation from Saturday onwards—it was clear that we wanted to do more. I have done more, and I have explained that to the House. I have also explained that these are not just British defensive assets deployed on a fully legal basis; these assets are employed in full co-ordination with the US and our other allies. As I have explained, HMS Dragon will take up its position in the eastern Mediterranean alongside other defensive destroyers that the US has already deployed in the area.

Commons ChamberMy hon. Friend speaks with great passion and emotion about this issue. I have had the privilege of visiting Ukraine a number of times, and one of the most moving things I have done on any of my visits happened when I was there jointly with the then shadow Foreign Secretary. We met some of those children who had been abducted and kidnapped by the Russians and then rescued and brought back to Ukraine. The impact on them and their families was deeply moving. My hon. Friend is totally right to say that this issue must be at the forefront of our minds, and it is, as I know it is for Ukraine. We must ensure that this practice is prevented and that all Ukrainian children who have been kidnapped by Russia are returned in the very earliest stages of any peace negotiations.
I welcome the Secretary of State coming to the House to update us on the commitment made by the Prime Minister last night, but I put on record my serious concerns about the commitment to put British troops on the ground. Over the past 30 years, we have not learned enough lessons on how to pull troops out of locations from some of the deployments that I have been on. We could be setting up UK forces for a long-term sustained conflict or peacekeeping operation over in Russia, where we do not have the resources to sustain it. We need to look at funding, troop deployments and increasing numbers in the armed forces. The outgoing Supreme Allied Commander Europe at NATO believes that a full-scale global conflict will come between one and three years after the cessation of fighting in Ukraine. If that is the case, as many others believe it to be, our troops will be right on the frontline, and we will go from peacekeeping to full-scale war because we have put ourselves in there.
The hon. Gentleman speaks with military experience, and he is one of the authoritative voices in this House, so I respect what he says. I just say respectfully to him that that is exactly why the Prime Minister has confirmed today that in the circumstances of any decision to deploy UK troops into Ukraine as part of the leadership and commanding of the multinational force for Ukraine, this House will have the chance to debate that and vote on it.

Commons ChamberThe world is rearming and rebuilding the defence industrial base at a rapid pace, and it is fair to say that the UK is starting to fall behind some of our NATO allies. Does the Secretary of State believe that the spending planned for 2027 to 2030 and onwards meets our needs and prepares us for war, should it arise?
I do indeed. The hon. Gentleman knows as much about defence as anyone else in this House, and I pay tribute to him for his work on the NATO Parliamentary Assembly delegation. The commitment this Government made in our first year to increasing defence spending by the largest sustained amounts since the end of the cold war is an historic move. Our commitment, alongside NATO allies, to increase to 5% of GDP what we put towards national security is part of strengthening the NATO deterrent and NATO defence; and our strategic defence review allows us to map out a way of making our forces more ready to fight and better able to deter.

Commons ChamberMy hon. Friend makes a really important point. Just as the NHS contributes to our armed forces, so members of our armed forces often work full time in our NHS. It is a synergy that few understand and few appreciate, and it is a strength that we need to build on. I will work with my right hon. Friend the Health Secretary in the coming months to advance the recommendations and the vision for reinforcing the readiness and strengths of our armed medical services.
I welcome the NATO-first strategy in the SDR, and the fact that we are looking to lead in NATO. Last week, I was at the NATO Parliamentary Assembly in Dayton, Ohio, where the NATO Secretary-General Mark Rutte said that 3% will not be a credible solution to defence—he is going to set this out at the NATO summit this month—and that 3.5% is required to be credible, with another 1.5% on defence-related funding. If that is what NATO says a credible commitment is, will the Defence Secretary commit to 3.5%?
