I absolutely agree.
The port services regulation is threatening future investment in the sector as well as jobs. It has been opposed by British port owners, trade unions and Government and Opposition Members. It is unwanted, unworkable and, simply put, unacceptable for the UK. The large dark cloud in the sky relates to whether the UK will be affected by the regulation between now and when we leave the EU.
Today the Minister of State for Transport said at Transport questions:
“we are freed from the clutches of the European Union.”
Before Christmas, the European Scrutiny Committee, of which I am a member, held an evidence session with the Minister. It was then unclear whether the regulation would enter into force before the UK had formally left the EU. It was also unclear whether—heaven forbid—a transitional agreement between the UK and EU might mean that the regulation could apply to us, even though we had left. Is the Minister now saying that these uncertainties are settled, because that does not seem to be the view of the European Scrutiny Committee? Is it possible that the new regulations can commit us before we leave the European Union, and we will then have to change things back?
Disraeli said:
“Taking a new step, uttering a new word, is what people fear most.”
So let me utter a few new words. I have opposed the port services regulation since I first heard of it. We will vote against it. We will record our vote against it. When we do so, we will show why. It will take two years, as the hon. Gentleman knows, to come into effect. It is not for me to anticipate when we will leave the European Union, but I want nothing to do with the port services regulation, and I do not want our ports to have anything to do with it either.
I absolutely agree. I am pleased to have that promise. Throughout the referendum I argued that there were many opportunities to be found in the uncertainties that leaving the EU could bring. However, I am not willing to accept the uncertainties that the port services regulation brings. It jeopardises our maritime industry on such a great scale that it must be avoided by all available means. I am fully aware that the Government do not intend to provide a running commentary on ongoing negotiations, but there is one thing we must fight for as we negotiate leaving the EU, which is for the UK to be wholly exempted from the EU’s port services regulation.

I agree. My hon. Friend is immensely widely travelled, which is why he is so well informed. I tend to limit my own travel to the east of England, which means that I am not as well informed, and therefore rely on advice that I receive from him and others. I will say, however, that part of this business of looking closely at the provision of parking for HGVs is to consider more widely—as he has just described—the sort of roadside services that we provide generally. I am not convinced that the roadside services that we provide in this country are generally good enough. Of course there are exceptions, and I recognise them, but again as a result of today’s debate, I may ask for some further work to be done on the quality of roadside services more generally—the problem we are discussing is a part of that issue. My hon. Friend makes a powerful point, based on his wide travel and deep understanding of all such matters, that encourages me to do that. I have already mentioned foreign drivers, and that is in response to my study and the argument that has been made by a number of colleagues.
Finally—I hope that this will excite my hon. Friend the Member for Faversham and Mid Kent and others—I am more than happy to agree to a meeting, but I do not think that we should have just a small and insignificant meeting, not that any meeting with me is insignificant. We should have a round-table meeting with the people I have described. We need the hauliers; we need the providers of private lorry parks; we need the motorway service stations; we need the local councillors; and we need colleagues—and the meeting needs to be bipartisan. I am very happy to agree now to hold that kind of round-table meeting, where we can thrash out the range of important issues that have been raised in the debate.
Returning to where I started, I strongly support the principle and practice of moving goods by road. That is an important part of what we do as a country—let us be clear about that—but it needs to be done in an ordered way. Edmund Burke said:
“Good order is the foundation of all good things.”
My friend Evi Williamson, with whom I was discussing this very issue yesterday, affirmed just that idea in anticipation and preparation for the debate. The ordered use of our roads and ordered parking are beneficial to those who park and all those whom they affect. That is precisely why my hon. Friend has brought forward this debate in her constituents’ interests, championing their wellbeing as she always does. She can be assured that my Department and this Minister will respond in the same spirit. I thank her again for giving me the chance to give those particular and specific commitments in response to this important and valuable debate.

but can there be a Member of this House who is more for and of the people he represents than my hon. Friend the Member for Isle of Wight (Mr Turner), who so admirably and with such dedication advances the case of the island people of his home? You know as well as I do, Mr Speaker, that one should not be a captive of the ordinary, and my hon. Friend is extraordinary in his dedication to this subject, which he has taken up on many occasions. He met me recently to take the case further, and he has secured this debate, on which I congratulate him.
Moving reluctantly from the metaphysical to the literal, it is my duty in the short time available to avail the House of a variety of facts relating to the case my hon. Friend has made. The essence of his argument—which he described tellingly as an imaginative solution to the island’s problems—seems to me to be absolutely right. I know that he has worked very hard for many years on behalf of his constituents in raising concerns about cross-Solent issues. He did so with my predecessors—my hon. Friend the Member for Wimbledon (Stephen Hammond) and my right hon. Friend the Member for Hemel Hempstead (Mike Penning)—as well as with the ferry operators. He has worked hard behind the scenes, as well as in his public activities, to ensure that his constituents’ concerns are raised. His persistence, dedication and continued work are most welcome and have, of course, led to today’s debate.
Ships and ports are vital to the economic well-being of this island nation, and so much of this country’s trade—95% by volume—arrives or departs by sea. That is doubly so for our island communities, of which the Isle of Wight is the largest and most populous, as my hon. Friend has said. Ferries are vital to the island, not only for those who work on the mainland each and every day, but for all the island’s residents, as they are the only means for goods to reach the shops and for products to be exported.
The three ferry operators—Red Funnel, Wightlink and Hovertravel—are clearly well used, with nearly 9 million journeys each year between Hampshire and the island across six routes. That is nearly 25,000 journeys a day on roughly 200 sailings to and from the island.
It was not until I was preparing for tonight’s debate that I realised the long history of the Red Funnel services, which go back nearly 200 years. The company that operated the Isle of Wight Royal Mail Steam Packet Company began those journeys from the island to Southampton and back in 1820. Hovertravel is the world’s longest-running hovercraft service: it was established in 1965 and is currently the only scheduled passenger hovercraft service in Europe. That shows the long history of innovation among those serving the needs of the Isle of Wight’s inhabitants.
Those innovations were by commercial operators, and decisions on the service levels today have to be for the three individual commercial ferry operators to make, without Government support. Similarly, the level of fares is also a commercial matter, although I hear what my hon. Friend says: I understand his concern about the impact that fares have both on his constituents and on visitors to the island. Through the use of season tickets and discounts for island residents, fares can be less expensive. I shall come in a moment to my hon. Friend’s other, broader ideas about how costs can be driven down.
As with railway services, those who wish to turn up and go will find their tickets more expensive than those bought in advance. That means that fares on some services may be more expensive than on others, which is to the detriment of those who are unable to be flexible on the timing of their journeys or who are unable to book in advance.
My hon. Friend referred specifically to the 2009 report by the Office of Fair Trading, which was replaced by the Competition and Markets Authority in April when the OFT was merged with the Competition Commission. The report summarised and its press notice concluded:
“The OFT’s study found limited evidence of problems for consumers that interventions in this market could address, but found room for improvement both in customer satisfaction levels and the amount of information available to users on the performance of the ferry operators”.
I understand that both Red Funnel and Wightlink provide information on their websites on service performance and customer satisfaction. I would hope that they and Hovertravel will continue to improve the information provided to their users. That is vital if more people are going to take advantage of the discounts I mentioned a moment ago and, therefore, avoid the higher fares.
Establishing user groups, as Wightlink has done with its two ferry user groups, can allow company managers to understand better the concerns of their customers and what impact changes to services and facilities will have on them. It is important that such opportunities are used.
There are improvements in the pipeline. In July, as part of the local growth funding, the Solent local enterprise partnership included £15 million of funding to modernise the Red Funnel terminals in East Cowes and Southampton. Part of that—£6 million—will be available in 2015-16 and it will be matched by Red Funnel investing £15 million to refurbish its fleet. That will allow the ferry terminals to be moved, which in turn will allow important regeneration schemes for East Cowes and Southampton royal pier to proceed. For East Cowes, this will allow for 550 new homes and provide 48,700 square metres of business space. It is an important development for the island, to ensure economic growth as well as provide much needed housing. I spoke about that to my hon. Friend when we met recently.
My hon. Friend mentioned the Isle of Wight Better Ferry campaign, which seeks a fairer and more flexible ferry service for the island through the community working with ferry operators to improve efficiency, flexibility and good connections at fair prices. That is part of a bigger campaign to get Isle of Wight council to develop a plan for building infrastructure for all transport on the island. Hence his proposal for a taskforce to review the whole of the island’s transport infrastructure, look at what is needed and identify a solution.
Will my right hon. Friend encourage members of the public and businesses such as Red Funnel, Wightlink and Hovertravel, as well as the council, to look at the issues as soon as possible?
I want to go a lot further than that, because my hon. Friend has made a persuasive case tonight. If Adjournment debates mean anything, they mean Members influencing how the Government do their business, as I know you would acknowledge, Mr Speaker. It would be helpful for me to meet my hon. Friend, the different ferry operators and perhaps other interested parties, such as the local council, to hear at first hand the challenges that they face and to encourage their participation in exactly the kind of holistic review of transport infrastructure that, as I know, is so dear to his heart.
It would be my pleasure to host the review, which should work, where appropriate, with bus and train operators to co-ordinate departures and arrivals of services to facilitate journeys, and should consider the long-term transport needs of the island’s residents and visitors. It would have to be done with a bottom-up approach, led by those who know best—those who deliver the services and those who know the needs of the island—but if we can act as a facilitator or co-ordinator, I will be delighted to do so.
My hon. Friend has done a great service to the House by drawing its attention to the kind of imaginative approach that he outlined and which I have endorsed. The Government very much support such an approach. As he knows, we have adopted it with local enterprise partnerships, which bring together local authorities and businesses to agree infrastructure priorities in their area for which they can bid for local growth fund resources. It is only by working together that businesses and local government can ensure that funding decisions made by central Government have the relevant impact in meeting local peoples’ needs. That is precisely what my hon. Friend has epitomised—indeed, one might say which he personified —in his helpful contribution.
I have no desire to delay the House unduly, but I must suggest that my hon. Friend work closely with the Isle of Wight council—he mentioned this himself—to establish a team or what we might call a taskforce to prepare the terms of reference so that we can begin to put together the plan that he outlined to me briefly in private and has now described to the House.
As my hon. Friend spoke tonight, I thought of Dryden, as I am sure you did too, Mr Speaker. Dryden said:
“Fairest Isle, all isles excelling,
Seat of pleasures, and of loves;
Venus here will choose her dwelling,
And forsake her Cyprian groves.”
I do not think that Dryden was speaking of the Isle of Wight, but he might well have been. In bringing these matters to the House’s attention, my hon. Friend has not only won my support for the concept of examining them in a more rounded way, but done a great service to his constituents, once again confirming himself as the lord of his isle.

Commons ChamberThe Minister is well aware of my support for steps taken to prepare young people for apprenticeships and the world of work, but is he aware that an arbitrary decision about payments due for academic work undertaken in apprentices’ own time towards their qualification might threaten the ability and willingness of small employers, such as Amazon World in my constituency, to take them on?
I am aware of the specific issue my hon. Friend raises. I understand that the problems arose under the stewardship of a Minister in the previous Government, but none the less there are ongoing repercussions and I am happy to consider the specific matters raised by my hon. Friend. He will know that there are now national minimum standards as there is a national wage for apprentices and it is absolutely right that the deal an apprentice gets should be fair and proper.

Commons ChamberThe hon. Gentleman has been a long-standing advocate of apprenticeships, and he rightly draws attention to previous Select Committee reports on the subject. He highlighted those reports in the Chamber on more than one occasion when I was present, and he is right in two particular respects: first, it is important that we focus apprenticeships on where they are of most value, and there is more evidence to suggest that they are of most value to young people between the ages of 16 and 24; and, secondly, it is important that we are relentless in our drive for quality. He is right, too, that as we increase the quantity of apprenticeships there will be a tension with quality, but I shall say a great deal more today about the steps that we have taken and the future steps that we propose to take to achieve just that ambition.
Having said that there is a broad measure of agreement, a point echoed by the hon. Gentleman, I should say, first, that the difference between us and the previous Government is that we have made apprenticeships the pivot around which the rest of the skills system turns. Secondly, we have made them fill a bigger space than ever before. Finally, we have put in place an unparalleled level of funding to support our single-minded aim to create more apprenticeships than modern Britain has ever seen. It is important to point out that that growth has not been only in traditional craft apprenticeships, but in the new crafts too—advanced engineering, IT, the creative industries and financial services.
Why, people might ask, do we put such an emphasis on apprenticeships? It is not just that apprenticeships work, although they do, or that an apprenticeship is probably the most widely recognised brand in the skills shop window, although it is; it is also about what apprenticeships symbolise—the passing on of skills from one generation to the next and the proof that that offers that learning by doing is just as demanding and praiseworthy as learning from a book. As William Morris said, all art and craft is
“the expression by man of his joy in labour”.
It is my ambition to dispel once and for all the myth that one can gain accomplishment only through academic prowess. The sense of worth that people gain through the work of their hands—through practical, technical and vocational skill—needs to be recognised, just as we recognise academic achievement.
It is that sense of apprenticeships as the embodiment of a continuum that guarantees their place at the heart of my vision for skills. I hope that, like me, hon. Members on both sides will welcome the provisional figures that show that, in the academic year that has just finished, nearly 443,000 people started an apprenticeship in England.
Will my hon. Friend join me in congratulating HTP Training, an Isle of Wight apprenticeship provider, and its managing director Rachael Fidler? Most notable is its successful apprenticeship completion rate of 87%—significantly higher than the national average of 74%. Does my hon. Friend agree that none of that would have been possible without the Government’s help and support?
