Commons ChamberI am sure that that point will be taken into account. It is right that Wave Hub gets the support from Government that it needs. It is near Redruth, just north of my hon. Friend’s constituency, and I pay tribute to the work of my hon. Friend the Member for Camborne and Redruth (George Eustice), who has worked tirelessly to ensure its future.
9. If he will make it his policy to promote origin marking on ceramic products.
We have no plans to introduce a requirement for origin marking for ceramic products. However, ceramics companies continue to be free to use origin marking on a voluntary basis. Industry sectors with well-deserved reputations for design and quality, such as the UK ceramics industry, may find this a helpful promotional tool.
The Government’s failure to endorse mandatory origin marking and promote product safety is a matter of unfinished business for me, but there is still time for them to change their position. Will the Minister give assurances that when her officials meet manufacturers from Stoke-on-Trent, including Steelite International, in April, the Government will take as much account of what they and people such as Steven Moore from “Antiques Roadshow” have to say as they do of retailers and importers? I know I should not do this, Mr Speaker, but I have a mug here with me. When you turn it over and find that it says “Staffordshire, England”, you should have confidence that it comes from Staffordshire and not from China.
First, I pay tribute to the hon. Lady and the efforts she has made on this and many other issues; she has been a stalwart campaigner on this issue, standing up for the ceramics industry. I will happily give her the assurance that when officials meet representatives of the industry, they will be listening very carefully to what they say. We have commissioned a study on this recently, and of course we will welcome the outcome of the European Commission study.

Commons ChamberBusinesses such as those my hon. Friend mentions are leading this country into recovery and ensuring that that benefits everyone in his constituency. Since 2009-10, there has been a 73% increase in the number of new apprenticeships in his constituency, and that extraordinary figure is testament to local employers, colleges, and the local Member of Parliament.
17. What position his Department took at the Competitiveness Council discussions on 4 December 2014 on the product safety and market surveillance package and the provision of mandatory origin marking on consumer products manufactured or imported.
The UK’s position on the product safety and market surveillance package remains unchanged: we oppose the inclusion of mandatory country of origin marking in the consumer product safety regulation. The issue was briefly raised at the Competitiveness Council meeting on 4 December, but no formal discussion or decisions were taken.
I thank the Minister for that reply, but I am disappointed. On the grounds of public health and putting British manufacturing on a level playing field, we desperately need to hold a consultation and do the necessary research to make the case for compulsory country of origin marking, so that when we turn over a cup or saucer we know exactly where it was manufactured. Why cannot the Government abandon their opposition to that deregulatory measure?
The hon. Lady is a long-standing campaigner on and advocate for that issue. I do not believe it is a product safety matter, but she is right to say that there is a genuine issue that businesses in her constituency and other parts of the country are concerned about. We are looking into the matter in more detail and we expect a UK study on country of origin marking to complete by next month. The Commission has announced its own study on origin marking, which we will consider closely.

Commons ChamberI am always delighted to see new school estate being built and improved. I am delighted also to say that in a few months the Government will be able to announce multi-year allocations of maintenance money across England, as well as a Priority School Building programme 2 that will be targeted at schools in the worst condition across the country.
St John’s Catholic academy in Kidsgrove is one of the schools that lost out back in 2010 when it should have had a new school building on what are currently two separate sites. When the Minister comes to announce the successful bids for phase 2 of the Priority School Building programme, will he make sure that that Kidsgrove school is included, and will he take account of the substantial subsidence on the older site and make sure that we have a school building fit for education?
We have now received all the bids for the Priority School Building programme 2. We are assessing those and hope to make decisions towards the end of this year. As a consequence of the points that the hon. Lady makes, I will take a particularly close look at the school that she mentions.

Commons ChamberWe will do that by ensuring that the paramountcy principle still holds water and that the judge’s discretion is not fettered by this change in the law. We went to great lengths to set out, with the help of parliamentary counsel, exactly how that would operate. Baroness Butler-Sloss, with her esteemed legal mind, was happy to accept it in the terms we set out. So I do not see any conflict. We have been clear from the start that this is about the right of the child to have a meaningful relationship with both parents, where it is safe for them to do so and in their best interests, and their lordships have agreed to that presumption and principle. The only change that has come, as a consequence of their amendment, is that we are stating in the Bill something that we had already made clear was our intention in both the pre-legislative scrutiny stage and in subsequent stages in the House.
I would like to recognise the considerable contributions by the right hon. Member for Dwyfor Meirionnydd (Mr Llwyd)and my hon. Friend the Member for Huntingdon (Mr Djanogly)to our important reforms of the family justice system. Their expertise and insight have been invaluable. I was a fellow Cestrian member of the Bar and, like him, plied my trade along the north Wales coast, and I know that the right hon. Gentleman’s legal clout will be sorely missed in the next Parliament and beyond.
Part 3 takes forward our fundamental reforms to special educational needs and introduces integrated education, health and care plans for children and young people with the most complex special educational needs, extends comparable rights and protections to 16 to 25-year-olds in further education and training, as found in schools, and introduces a new local offer to ensure that parents, children, young people and those who work with them can see the support that should be available to them.
I welcome the enhanced offer in the Bill as a result of our deliberations in Committee. Earlier today, I had a meeting with senior consultants in social services and charities concerned about the situation of seriously ill children, their families and the social work support they need. How will the incorporation into the Bill of the Chronically Sick and Disabled Persons Act 1970 help those children, who might be terminally ill, but will certainly be seriously ill, and their families get the social work and educational support they need at a very difficult time?
If the hon. Lady will forgive me, I will be dealing in more detail later with the social care element, the 1970 Act and how that sits within the Bill. However, during the course of the Bill, I have met hon. Members concerned about children who might be terminally ill, perhaps with cancer, seeking support from elsewhere, outside their educational environment. We have taken that into account in the Bill and in the code of practice, which is still being drafted but will soon be available, so that those who require support through their education receive it when they need it and in a way that makes a difference.
Will CLIC Sargent and other charities dealing with the chronically sick have an input into the guidance as well as the Bill?
I had the opportunity to meet CLIC Sargent and a Labour Member who has a particular interest in this matter to discuss many of their concerns. That has already resulted in some changes to the draft code of practice, and CLIC Sargent remains involved—as do many other organisations, charities, parent-carer groups, parent partnerships and others—in shaping the SEN code of practice so that it reflects what we know works on the ground. That will continue as we move into the implementation stage, should the Bill become an Act in due course. Given these reforms, for which many families, professionals and charities have been waiting for 30 years, it is fair to say that many of our conversations with CLIC Sargent and other groups—particularly the discussions about the all-important detail, which is ultimately what will matter—have been helpful.

Commons ChamberAsset sales are an important part of Government economic policy. They have been very successful in raising cash and enabling the Government to invest more than would otherwise be the case. We approach this on a practical basis, aiming to get value for money for the taxpayer.
Will the Secretary of State update us on his latest decision on article 7 of the proposed EU consumer products safety regulations on origin marking, which, if agreed, would mean that quality ceramics made in Stoke-on-Trent would be labelled “Made in the UK”? Is it not time that we put an end to misleading consumer product marking?
I thank the hon. Lady and her colleagues from the potteries who have been to see me about this specific issue. Apparently, there was a meeting of what I think is called COREPER on Monday, but no agreement was reached. There is a divided view on the role of mandatory regulation to deal with this problem. I take a close interest in this matter, and I will follow it up.

Commons ChamberIt is critical that we turn around engineering to ensure that we have the engineering skills necessary to compete in the future. In Stroud and across the country, there are shortages of engineering skills, and this Government are addressing it.
Will the Minister join me in welcoming the acquisition by Steelite International of Royal Crown Derby as a sign that we need to show leadership and increase regional growth funding? Will he meet me and other Stoke-on-Trent MPs to discuss the Government’s continued opposition to the anti-dumping measures against ceramic tableware from China? It is important that we invest in UK manufacturing on a level playing field. That is an issue that the Government need to address.
On the regional growth fund, the hon. Lady will know that the Chancellor announced another £310 million in the autumn statement, and 85% of the projects in rounds 1 and 2 have now started, but I hope to tell the House how we will apply the additional money early in the new year. I hope that Stoke will be one of the areas to benefit. The allegation about anti-dumping is a very serious one, and I am happy to meet her and her colleagues to discuss it further.

Commons ChamberI set up the implementation working group specifically to translate the Munro review recommendations into practical things that we could implement before we published the Government’s response, so they informed the Government’s response which we published before the summer. We have used members of that implementation group to inform the work that we are doing on all those aspects that I mentioned and others. My intention is to reconvene the implementation working group early in the new year to monitor the progress that we have made and see what more we need to do.
15. What his policy is on converting primary schools into academies.
I am pleased that we have got the Secretary of State to answer the question. I am in favour of head teachers, governors and local education authorities having a real debate about how to get primary schools to improve. How will the Secretary of State take account of special educational needs and outstanding Ofsted reports? Would he or one of his Ministers meet me, the local education authority and the heads about the schools which, it seems, will be forced to become primary school academies?
I am grateful to the hon. Lady for her point. As she knows, education standards in Stoke-on-Trent have not been good enough for too long, and we particularly need to tackle underperformance at primary level. We need to find the right sponsors to help those primary schools turn round, but we can do so far better if we collaborate with the local authority and co-operate with local Members like herself and the hon. Member for Stoke-on-Trent Central (Tristram Hunt), who are passionate about change. I will make sure that a Minister makes time to talk to her and her parliamentary colleagues.

Commons ChamberThe organisation is there to support growth. The suggestion that my hon. Friend mentions seems seriously dotty, but I have seen other work from the New Economics Foundation, focusing on local communities, which is very good. I can assure him that the advisory panel’s work will be overseen by Lord Heseltine and Sir Ian Wrigglesworth, neither of whom could be said to be shirking on matters of business and entrepreneurship.
Given that the Government have said that they will be the greenest Government ever, can the Secretary of State give an assurance that panel members will include people with expertise on sustainable development and environmental protection, so that there can be a balance with growth and environmental concerns?
In a way, that is what the New Economics Foundation is there for.

Commons ChamberI will give way to the hon. Member for Brighton, Pavilion (Caroline Lucas) and then to my hon. Friend the Member for Stoke-on-Trent North (Joan Walley).
The hon. Lady makes a point of such importance that it must be addressed by the Secretary of State. In going about his business, he is wiping away important initiatives that work and are providing real opportunity for young people, with no assessment of the damage that the policies will do and no real understanding of how they might set back social mobility and equality in our country. The Government seem to have dispensed with some of the norms of government that we took seriously, such as equality impact assessments and consultations on the major changes to educational provision. Instead, they promised to keep EMA, and then simply pull the plug when it suits them. It is not good enough.
I am most grateful to my right hon. Friend for giving way. Education maintenance allowance was piloted in Stoke-on-Trent and other cities, because we needed to give additional help to students, such as those who have come down from Burslem and Tunstall today to make the point that they need that additional money. Our staying-on rates have improved from 56.3% to 80.5%. Will my right hon. Friend ask the Secretary of State how it can be that people who currently receive EMA will not get that money, when people in the areas of deprivation that we represent need it for their travel costs and everything else? If they do not get it, they will not be in higher education, they will not get jobs, and there will be no solution to youth unemployment.
My hon. Friend brings me back to the point that I was making: EMA is not just about participation, as the Government say, but about helping people to make the best of themselves when they are in education and bringing out their full potential. The Government’s one-sided argument about a 90% dead-weight cost fails to acknowledge that it helps young people with one of the biggest challenges in life—to shine academically. It is very hard to put a value on that. It might open doors that would otherwise have remained closed.
Crucially, EMA supports the important principle of student choice for all in post-16 education. It means that the best sixth-form colleges, which are often some distance away, particularly in rural areas, are within the reach of young people. In most places, they do not get help with travel and transport costs, so EMA means that the doors of those fantastic institutions are opened to young people from ordinary working-class backgrounds.

Commons ChamberI shall give way to the hon. Members for Stoke-on-Trent North (Joan Walley) and for Penistone and Stocksbridge (Angela Smith), but then I want to make some progress.
Is the Secretary of State not in danger of throwing the baby out with the bathwater? In my school sport partnership in North Stoke, we have transformed participation in sport. He asked how much our shadow Secretary of State wished to cut the budget by, but it is not a question of how much—it is a question of keeping the infrastructure. Can we for once use Parliament as a means of finding a solution to how we get sport in schools and in our communities? Will the Secretary of State continue his contribution in that spirit?
I am grateful to the hon. Lady for the fair point she makes. I chose to begin my remarks by making it clear that I wished to operate constructively. I should like to ask some questions to ensure that we have a proper informed debate about the successes, and about the areas where the current strategy may not have been delivering the value for money we wanted.
