There should be no distinction at all between the work that we do on international development and the work that we do on climate and the emergency. We face a climate cataclysm, and if we get this wrong, 100 million more people will be in poverty. I would therefore like, as Secretary of State for International Development, to double the amount that our Department spends within our budget on climate and the environment, and to double the effort that the Department puts into that issue.
I welcome the Minister to the Dispatch Box in his new Cabinet role, and I warmly welcome his clear and genuine commitment to tackling the climate emergency. Does he accept, however, that there is a contradiction between the excellent work that his Department does in helping to mitigate and adapt to the climate emergency in developing countries and the way in which, through UK Export Finance, we continue to subsidise fossil fuels to the tune of billions of pounds? Will he use his leadership in Government, in whatever form, to ensure that he pushes to stop those fossil fuel subsidies?
This is of course a very serious challenge. That is fundamentally an issue for the Department for International Trade, but the hon. Lady is absolutely right to say that it is extremely important, when we think about an environment and climate strategy for the Government, to be fully joined up, particularly in relation not only to what the DIT does but to what we do through the Commonwealth and through CDC’s investments to ensure that they tie in with our climate and environment priorities.

Commons ChamberI thank the hon. Lady for her question, but I simply do not agree with her. As I said, the relationship that a claimant builds up with their work coach is a personal one, and the support is tailored to that individual. We ensure within universal credit that women or, indeed, men who are bringing up children are able to balance their desire to work with their caring responsibilities. It is not until the youngest child in a family starts school that the job coach begins a conversation about the journey to work. It is not until the youngest child in a family is three that those conversations about getting into work begin to happen.
May I first thank the hon. Lady for her role in introducing gender pay gap reporting? I have good news because it has emerged that 100% of employers identified as in scope have reported in the first year. I think that may be unprecedented in Government schemes. My thanks, as I say, to the hon. Lady, to everyone in the Government Equalities Office involved in making that happen and of course to the employers. That represents more than 10,000 boards across the country having board-level conversations about closing the gender pay gap, but reporting is just the first step. Employers must also take action to close the gap and we are supporting them in doing that.
I thank the Minister for that response. I congratulate her on the—almost suspicious—100% compliance, but I am sure the House will agree that that is good news. It is simply unfair that people earn less because they happen to be women, have brown skin, have a disability or come from a working-class background, yet there is clear evidence of pay gaps for all those characteristics. The gender pay gap reporting has clearly made employers pay attention to inadvertent and structural biases in their pay arrangements, so will the Government consult on extending pay transparency and reporting to tackle those wider injustices?
That is a very good point. We are committed to looking not just at gender, but BAME and issues such as mental health. This reporting is opening up conversations about gender, as I say, but we hope that, as part of that, it will open up conversations about how employers treat their workforce generally and ensure that fairness is extended to everyone regardless, as the hon. Lady says, of gender, how they look and so on. One thing we are keen to do is to ensure that, as part of the reporting, employers put their action plans out there. About 48% of companies are already doing that. We would like them to do more.

I thank my right hon. Friend for the advice that the Committee has given me since I have had ministerial responsibility for this issue. Discriminating against women in the workplace because they are pregnant or new mothers is unlawful, and the Government are determined to stamp it out. She raises the issue of NDAs, and that topical and serious matter is at the top of my agenda.
The same bated breath may be expected to be detected in the Swinson-Hames household.
Thank you, Mr Speaker. I wish the Minister well with his impending arrival. In addition to my obvious interest in this question, I remind the House of my former role as chair of the charity Maternity Action.
It is now two years since the Government published research by the Equality and Human Rights Commission that I commissioned as a Minister back in 2013. That research showed that one in 25 pregnant women felt forced to leave their jobs because health and safety risks are not addressed. It is more than time for concrete action to tackle that, so will the Minister bring forward legislation to give pregnant women a clear right to paid leave if their employer cannot, or will not, provide a safe working environment?
I thank the hon. Lady for her work in this area and wish her the best of luck with her impending arrival. Health and Safety Executive guidance helps employers to meet their health and safety obligations towards pregnant women and new mothers. Working with the Equality and Human Rights Commission, we have delivered several presentations to partnerships to share good practice, but she is absolutely right that we need to do more. I understand her point, and while I cannot commit to the request she makes today, we are certainly considering all options in this area.

Commons ChamberI thank my right hon. Friend for her question. With her expertise on the Women and Equalities Committee, she knows only too well the challenge we have in advertising the rights that people have in the workplace. I am particularly concerned with non-disclosure agreements. We know that they can be used for lawful reasons—for example, to protect client confidentiality—but they cannot be used to shield employers from claims of harassment or discrimination, and any work that her Committee can do to help the Government in advertising that, I would very much welcome.
I know from my many battles in the coalition Government—some successful, some not—that the Conservatives’ obsession with deregulation often gets in the way of protecting vulnerable workers. It is that obsession, I say to the Minister, that is the real reason why the provisions in the Equality Act were repealed—I know because I was in the discussions at the time. Surely, in the light of the Presidents Club and all the other evidence that is now in the public domain, it is time to look again at the issue and, by all means, to improve on the original provisions, as suggested by the hon. Member for York Central (Rachael Maskell).
I very much pay tribute to the hon. Lady for the work that she did as a Minister and that she continues to do now in the House. We of course keep this matter under review, but on the point I made about the section 40 amendments, general protection exists under the Act. However, we will continue to look at the evidence, and we are very, very clear: discrimination and harassment in the workplace is simply not on and is against the law.

Commons ChamberUnder the leadership of my right hon. Friend the Member for Twickenham (Sir Vince Cable) and the noble Lord Hague, in 2013, the UK Government were the first to publish a national action plan on business and human rights. Will the Minister give a commitment that human rights impact assessments will be undertaken before any new trade deal is signed and that any new trade deal will also include provision for enforcement of human rights?
Of course the UK remains absolutely committed to universal human rights. We have a strong track record of supporting human rights across the world. Safeguarding, promoting and defending human rights is an integral part of government and human rights and prosperity of course are mutually supportive. As part of transitioning EU arrangements, we will be maintaining a similar approach to human rights commitments in UK trade policy.
It is worth reflecting on the fact that two thirds of the people who will benefit from the national living wage increase—it is increasing by 4.4% from next April—will be women. Indeed, because of the tax changes we are making, with the increase in the personal allowance from 2015-16 to 2017-18, 800,000 women will be taken out of tax altogether, which is something we should all welcome.
We know that black and minority ethnic women face multiple disadvantages in society, and good information is crucial for sound policy making. I listened to the Minister’s concerns about publishing such information on the impact of the Budget, but may I offer a solution? If the Government were to publish their own analysis of the impact of the Budget on gender and race, everybody would be able to see what the impacts are, and indeed Ministers would be able to make good policy decisions for all groups who are protected.
As I have set out, it is difficult to do that, as the IFS has said. The underlying point, which I think everyone recognises, is that it is very difficult to do the analysis because it relies on assumptions about how income is shared within households. In relation to the outcomes for BAME women, and BAME people more broadly, 3.8 million ethnic minority people are now in work, which is a rise of 1.7 million since 2005. It is also worth telling the House that we are making a particular push on apprenticeships by ensuring that we see diversity among those who are taking them, and a growing number of BAME young people are doing so.
