Commons ChamberI have indeed seen that forecast, but, as I said, I do not think that the Government engaging in speculative forecasts is helpful; what is helpful is our carrying on the work of the committee I am chairing on access to public services and benefits to ensure that we are not a soft touch. I am sure that my hon. Friend will support us in that valuable work.
T7. We have seen some great co-operation between the UK and the EU on crime and justice through the European arrest warrant, as has been seen in the investigation into the sale of illegal horsemeat. May I therefore encourage the Government not to oppose the arrest warrant, to drop the work they are doing and to take a “mare” responsible attitude to this issue?

Commons Chamber6. What discussions he has had on the definition of lobbying.
I refer the hon. Gentleman to my answer to question 1.
May I pump the Minister a little, and ask whether it is part of Government thinking to require companies to register the costs of lobbying in their annual accounts, either directly or indirectly?
If I remember rightly, that was proposed by my Liberal Democrat colleagues when they were in opposition, and the entire parliamentary Labour party voted against it, including, I suspect, the hon. Gentleman. If he will be a little patient and wait for our proposals in the new year, he will be able to satiate his curiosity.
