May I take the opportunity to thank you, Madam Deputy Speaker, and the other Madam Deputy Speaker for your professionalism, kindness and robustness in this place? You will be sorely missed, and I express my appreciation to all those who have announced that they will be standing down at this election and thank them for their service in this House. I think I speak for everybody when I say that everybody who comes into this place does so with very positive motivations, because they want to make the world a better place for their children and grandchildren. That may sound trite, but it is a motivation we all share. We may disagree on the route to achieve that, but anybody who comes into this place does so with incredible professionalism, and we should all thank them for that service.
Moving on to the politics and policy of today, this Bill helps to deliver the priorities of the Prime Minister and the Government following the autumn statement and the spring Budget. The economy has vastly improved. It is growing again. Real wages are increasing and, as we found out this week, inflation is down to its lowest figure in nearly three years. The Finance Bill builds on that economic improvement by rewarding work, encouraging investment in our economy and boosting home ownership.
As the two recent fiscal events outlined, we have rewarded work by making national insurance tax cuts. Some 27 million employees will get an average tax cut of £900 a year, and 2 million self-employed people will get a tax cut averaging £700. That is the largest ever cut to employee and self-employed national insurance, and this Bill furthers the work done on rewarding work by increasing the high income child benefit charge threshold from £50,000 to £60,000. In addition, the rate of the charge will be halved, so that child benefit is not repaid in full until someone earns £80,000, taking 170,000 families out of paying this tax charge. Some 485,000 families will benefit by an average of £1,260 from these child benefit changes.
I put on record my thanks to the Minister and the Government for that change. It is a policy that my party and I have pursued over a number of years. The Government took it on board and they are very kindly changing the law. I thank the Minister, but also the Government, because it is one of the things that we can put to our constituents, including my constituents in Strangford, and say, “Here is delivery of what you asked for. Here is what we did.”
I thank the hon. Gentleman for his gracious and pertinent intervention, as ever. I thank him and all those who have campaigned for this change, because we know it will make a difference to the budgets of many households across the country in what we recognise are still challenging times.
The Bill will drive investment in the economy through various measures, including additional support for our world-leading creative industries, and we are making tax reliefs for theatres, orchestras, museums and galleries permanent, at a rate of 45% for touring theatres, museums, galleries and touring productions, 40% for non-touring productions and 45% for orchestras. That will ensure that our creative industries have the support they need after the unprecedented economic shock of the pandemic.
We will further support the UK’s independent film sector through a new UK independent film tax credit, at a rate of 53% for films with lower budgets. That will support the production of UK independent films and the incubation of UK talent. Our creative sector is vital to our national life, and the Government are committed to supporting UK businesses in the sector.
This is also a Bill that will boost transactions in the housing market. It will cut the higher rate of capital gains tax on residential property from 28% to 24%, encouraging landlords and second home owners to sell their properties, which would in fact increase revenues because there would be more transactions. That will make more homes available to purchase for a variety of buyers, including, of course, first-time buyers.
We need to ensure that the property system is fit for purpose. The Government are clear that where policies are not meeting their objectives, we will take clear and decisive action. That is why we are abolishing multiple dwellings relief—a bulk purchase relief in the stamp duty land tax regime—from 1 June 2024. Abolition follows an external evaluation that found no strong evidence that the relief is meeting its original objective of supporting investment in the private rented sector. His Majesty’s Revenue and Customs has recorded many instances of abuse and attempted abuse.
We are amending the rules so that individuals buying a new lease over a leasehold residential property through a nominee or bare trustee will be able to claim first-time buyers’ relief on their stamp duty land tax bill. That change will ensure that, for example, victims of domestic abuse are not unfairly penalised if they wish to buy their first homes anonymously. It will ensure that those in difficult circumstances do not face additional barriers to purchasing homes.
The Bill will also make the tax system fairer by closing tax avoidance loopholes and making relevant changes to VAT.
I thank right hon. and hon. Members from across the House for their helpful and insightful contributions to the debates during the Bill’s quicker than expected passage. I thank the many stakeholders who have provided their views on the issues raised and provided evidence to the Public Bill Committee, as well as Treasury and HMRC officials and, of course, the House Clerks and officials who have supported us in getting the Bill to this point so quickly.
The Bill rewards work, encourages investment in our economy and boosts home ownership. It is part of the Government’s clear plan of action. For those reasons, I commend it to the House.

Commons ChamberI thank my right hon. Friend for his comments. We have had a discussion about the loan charge previously. I do not believe an amendment would be in order on this Bill, but I say to my right hon. Friend and others that I am always open to hearing concerns about the loan charge. I have done previously and will happily continue to hear information, evidence and concerns from colleagues.
I thank the Minister for coming to the House to present the Bill. Over the last six months, particularly the last few weeks, farmers have been under exceptional weather pressure, with the implication that they will be unable to cultivate or plough their land or sow their crops. The Minister referred to inflation coming down. By the way, I am glad that it is dropping; we all should be, and if we are not there is something wrong with us. At the same time, inflation cannot come down if the cost of foodstuffs starts to rise. Has the Minister had the opportunity to consider that issue? How can we help farmers to keep food prices down at this difficult time, and thereby ensure inflation continues to drop?
I thank the hon. Gentleman for his positive welcome of today’s news about inflation. He is right that it is welcome but we always need to keep an eye on it. I join him in thanking our farmers, who have played a pivotal role in helping food prices to come down. The supermarkets have a role in that area as well. He raises some points that are slightly outside the remit of the Bill, but I assure him I will continue to have conversations with ministerial colleagues and others, and I am sure he will as well. We always listen to the important farming community in this country, who do so much to create employment and provide us with food.
The Bill covers 24 different measures. I will not go through every single one of them, but want to focus on a few key areas. First, I turn to how the Bill rewards work. We all recognise the simple truth that work should pay. We understand how hard many people up and down the country work. This Government want to ensure they are recognised for that because that approach not only benefits individuals and families, but overall growth and the economy. As I mentioned, that is why we have already taken two Bills to cut national insurance through Parliament, but this Bill goes further.
A key measure in the Bill is to increase the high-income child benefit charge threshold from £50,000 to £60,000. In addition, the rate of the charge will be halved, so that individuals continue to receive child benefit until one household member earns £80,000, taking 170,000 families out of paying this tax charge. These changes are a well-earned reward for working families up and down the country and put pounds back into parents’ pockets.

First, let me thank the Minister for a positive response, and for trying to solve the problems; we appreciate that. Constituents have told my office about their struggle to get through to HMRC on the phone lines. There is no doubt that people still rely on services that allow them to speak to an individual. That is so important, as it is for us as MPs. We had 1 million calls unanswered in January alone, which illustrates clearly the problem that the Minister is trying to address. Does he not see that there must be an enhanced service for all of the United Kingdom of Great Britain and Northern Ireland, to ensure that all calls are answered and dealt with? The better option of a personal phone call is right, and we need a drastic change to be made.
It is important that HMRC commands respect—to a broad degree, it does—across the House and among our constituents, because that is how we can ensure that we comply with tax requirements. Where there is confusion, uncertainty or a valid question, it is important that people can get help, advice and support. For some people, it is appropriate to go online to get that, but that is not the case for everybody. As I said, the comments made today are very much appreciated. I suspect that the hon. Gentleman will recognise that, as I have said many times, it is important that all of us encourage and support the digitisation of these services, and the adoption of the app by our constituents, because that will help ensure that the time available is focused on those who most need help and support.

Commons ChamberI thank my hon. Friend. It was a pleasure, as always, to meet him in his constituency on Friday, where we discussed this matter and many others. The Government will launch a consultation in due course on how to end this unfairness by administering the HICBC on a household rather than an individual basis. Doing so would require significant reform of the tax system, as our tax infrastructure does not currently have a mechanism to consider household income, but the Government plan to end the unfairness for single-earner families in the child benefit system by administering the HICBC on a household rather than an individual basis by April 2026.
I thank the Minister for that. Child benefit income is an integral part of how families make their money last through the whole week. If there are any changes that will reduce it in any way, is it the Minister’s intention to ensure that those who have questions, difficulties or concerns have their concerns and wishes taken on board? It is really important that those facing financial changes can cope with the changes to come.

We always try to act; I cannot do everything, though. I note the hon. Gentleman’s comments. In a similar vein, my hon. Friend the Member for Totnes (Anthony Mangnall) raised the importance more broadly of the tourism, hospitality and leisure sector, and of the creative sector. He is absolutely right. Measures in the Bill and elsewhere will support all those sectors. Of course, business rates relief is vital to the tourism, retail, hospitality and leisure sector. My right hon. Friend the Member for Wokingham made a range of comments, some outside of my direct remit. I assure him that I will raise his points, which ranged from bonds to public sector efficiency—a vital area—with colleagues in the Department.
I was somewhat entertained by the comments of the Labour spokesman, the hon. Member for Ealing North, who was effectively asking me to commit to Conservative party policies as enthusiastically as he does, which is quite a turn up for the books. Of course, we welcome Labour’s support for the policies that we have announced, but there is clear blue water between the Labour party and the Conservative party in terms of principles about the size and scale of Government and the level of taxation. We have seen Labour’s flip-flopping over the £28 billion. I am not sure what the policy is today. It was rather rich of him to ask for commitments from me, given the flip-flopping that is so prevalent in every area of Labour policy.
At one point, the Labour party was supportive of Brexit. Now I do not know. Are Labour Members against it? Were they supportive of the right hon. Member for Islington North (Jeremy Corbyn) being Prime Minister, or do they not want him in the party? Are they in favour of nationalisation, or against it? Are they in favour of private sector involvement in the NHS, or against it? In a whole host of policy areas, we have seen persistent, perennial flip-flopping from the Opposition. I literally have goldfish whose commitments I would trust more than those from the Labour Front Bench. On those points, we will have to respectfully agree to disagree.
As I said, new clause 5 and the six amendments that the Government have tabled will help to ensure that the changes in the Bill apply as intended, and deliver a vital policy to protect renewable investment. They will make the tax environment more easily understood by business and protect vital tax revenue used to fund our public services. I therefore urge that they be added to the Bill. The six new clauses tabled by the Opposition seek to get the Government to publish data and information that is already being published through other sources, as I have outlined. I therefore urge the House to reject them.

This new clause would require the Chancellor to publish an assessment of the impact on investment and growth of the measures in this Act to make full expensing permanent, and to consider what other policies could support the effectiveness of permanent full expensing.

Commons ChamberFurther to the point made by the hon. Member for Bath (Wera Hobhouse), I think of those who were unknowingly brought into the scheme by their employers and then found themselves with a financial burden that they were not aware of. I am reminded of the TV programme about the Post Office Horizon scandal, in which the terminology “the little people” was used. With the greatest of respect, these people are “the little people”—people who accept the systems that are put down before them. There must be a way to help them.
I completely understand where the hon. Gentleman is coming from in relation to going after employers that have been deceptive. The loan charge ensures that tax is paid in respect of individuals who entered into the schemes and received payments with no tax deducted, but where possible, HMRC has been seeking that tax from the employer in the first instance. I would like to reassure hon. Members that 80% of the revenue collected to date has come from employers, so we are targeting the employers, as he rightly points out.

Commons ChamberI noticed in the paper last week that very statement that the Minister made about a young, vibrant economy full of young people who wish to excel. I know that he always tries to respond positively to questions that I and others ask in the Chamber, so let me ask him this: can Northern Ireland be part of the exports success story? We want to be.
Absolutely. I can assure the hon. Gentleman that we are focused very much on supporting and enabling Northern Ireland exporters to be successful—as, indeed, they have been. No matter where we go in the world, there is huge enthusiasm for UK goods and services, and Northern Ireland has some outstanding products that the world wants to consume. That is why we are focusing not just on the EU but on the rest of the world, where there is an insatiable appetite for UK goods and services. We want to make sure that we deliver those and get benefits from trade deals for every nation and region of the UK.
The month before I visited Vietnam, I was in India, where I announced a package of partnerships on electric mobility and construction, positioning our businesses to sell into those fast-growing sectors. Everywhere I have visited, from Oman to Indonesia, I have heard the same story: “We want to buy British.”
My message to the House is that we are working flat out to help businesses grab these opportunities—and, best of all, we are succeeding. We are not scared of challenging ourselves to do more and to move faster. That is why we have set ourselves a target of reaching £1 trillion of exports by 2030, around five years earlier than previously expected. That is an ambitious target, but one that I feel is achievable with Government and business working together.
Trade deals are at the heart of our approach, and our programme of negotiations is one of the largest in the world. We are negotiating trade deals tailored to the modern UK economy and the opportunities of individual markets. Of course, each deal is different, but all of them remove barriers to trade so that we can create the right conditions for decades of future growth, security and innovation, to help the UK thrive in a changing world. We have already secured trade deals with 73 countries as well as the EU, turbocharging key areas such as services, food, drink, automotive and life sciences, creating new opportunities in forward-leaning areas such as data and digital—as my hon. Friend the Member for Newcastle-under-Lyme (Aaron Bell) mentioned—and enabling our businesses to sell into the economies of the future.
In July, we took a huge step forward in enhancing our presence in the Indo-Pacific when the Secretary of State signed the agreement on our accession to the comprehensive and progressive agreement for trans-Pacific partnership. That is a vast free trade area spanning from Asia to the Americas and now, with our accession, Europe. The deal will give businesses right across the UK access to a market of half a billion people—the 21st century’s middle class, with money in their pockets ready to spend on our goods and services. This is our biggest trade deal since Brexit and we are the only European member of this free trade family.
As the House will be aware, we also recently ratified our first from-scratch trade deals with Australia and New Zealand, sweeping away the majority of tariffs on goods and services with those nations and creating even closer and warmer economic partnerships. The Secretary of State recently returned from India, where she met her counterpart, Minister Goyal, and advanced our free trade agreement negotiations, which are now in their final stages. Beyond that, we are working towards deals with a host of growing economies, including members of the Gulf Co-operation Council, Israel and Mexico—one of the world’s largest consumer markets, with its population projected to reach nearly 150 million by 2035.
We are using our trade policy to maintain our position as the world’s second largest services exporter. Having worked in that field prior to politics, I have seen at first hand our huge expertise in the sector, and I know that it is vital that we reinforce our reputation and make it easier for our service providers to sell around the world. That is why we should all be excited about our talks for a new, updated trade deal with Switzerland, for example. There is a huge prize on offer for both UK and Swiss companies in everything from finance and legal to accountancy and architecture. The current trade deal is almost 50 years old and really only covers goods. The modern British economy is over 70% services, which is why we are so active in upgrading and enhancing our trade deals to suit it.

The message is quite simple: life is better with the Conservatives in charge.
Let us not be churlish—this is a good deal and the Government deserve some credit for it. I sometimes despair when I hear those negative comments. When something is good, let us say that it is good. In the light of this tremendous deal secured by the Business and Trade Secretary, will the Minister further outline how his Department will work with FCDO Ministers to ensure that such deals further the aims and terms of our moral duty and international obligations? Again, I congratulate the Minister and the Government on their hard work well achieved and a deal done.
I thank the hon. Member for his always gracious and considered comments. He is right that we are committed to ensuring that all nations and regions of the UK benefit from this deal, including Northern Ireland, which is doing great things with export opportunities. In fact, there is a Northern Ireland investment summit coming up and, therefore, many opportunities. We will work constantly with the Administrations to make sure we take full advantage of this and all deals.

Commons ChamberMy hon. Friend is all over the numbers, which saves me from repeating them. The benefits of the trade agreement are obvious, and we continue to strengthen our trade relationship with Israel, which is a valued friend and ally. As outlined in the 2030 road map for UK-Israel relations, a service-based free trade agreement between our two nations will act as a cornerstone of this relationship in years to come. As such, we are pleased to have successfully concluded the second round of negotiations in London just last month, and we look forward to holding further talks in due course.
I thank the Minister for that very positive response. We in Northern Ireland are keen to ensure that the bilateral trade agreements benefit our companies as well. Some people and councils across this great United Kingdom of Great Britain and Northern Ireland wish to downgrade Israel’s goods. I know that the Minister and our Government want to do the very opposite. Will the Minister tell the House what he is prepared to do to ensure that Israeli goods are promoted right across this great United Kingdom of Great Britain and Northern Ireland?
Absolutely. Israel is already a really important trading partner, right across the UK, and it will continue to be so. As we negotiate this deal, it is important that we focus on the areas of greatest opportunity. Once the deal is done—of course, this is an upgrade—we will be actively working to make sure that the communications about the benefits of the deal are understood by everybody. We will be working with various bodies and groups, including the devolved Administrations and bodies, to make sure that we take full benefit from these deals. Signing the deal is one thing, but taking and making the best of the opportunities is another—we will be working on that as well.
When it comes to increasing trade with African countries, what steps are being taken to ensure that increased trade is carried out with companies that take human rights seriously and are ethically aware in the treatment of their workers?
We are an advocate around the world for human rights. That is something that the Government take seriously and discuss across Government, including with trading partners with whom, as I said, we can have frank conversations. Through other bodies and institutions, including the work done by the Commonwealth, we continue to have those frank conversations.

Commons ChamberAgain, I am somewhat disappointed that the Opposition are talking down the opportunities we have. These MOUs seek to bolster the already strong trading relationships with US states, which, as I said, are worth £3.3 billion of UK goods. As we move through and implement the MOUs—we have good faith and goodwill with the people we have been negotiating with—we will inevitably increase our trade volumes. The US is already our strongest and most important trading partner, accounting for about 16% of the UK’s overall trade, and growing.
In my constituency, companies are able to sell to Europe, the far east, South Africa and south America, but they have difficulty selling their products—foodstuffs that come from our farms across Strangford in Northern Ireland—to the US. Will the Minister give some indication of what can be done in conjunction with the Department for the Economy in Northern Ireland to open those doors to sales?
We are fighting for opportunities right across the UK. As I said, the US is a really important trading partner. With the MOUs, we are seeking further opportunities, but we are also working on removing trade barriers and inhibitions to trade. For example, since leaving the EU, we have secured major trade deals with the US, reinstating beef and lamb imports and ending damaging steel and aluminium tariffs, so we are working in individual sectors to try to find further opportunities at both state and federal level.
As I have said, we will continue to work with the EU to try to reduce barriers that do exist. I cannot make a promise on behalf of the Home Office, but I note what the hon. Lady has said, and I will try to facilitate the appropriate meeting with the appropriate Minister for her.
The fairness of imports and exports in Northern Ireland is hindered by the impacts of the Northern Ireland protocol. What steps are being taken to ensure that the Northern Ireland Protocol Bill, which is sitting in the House of Lords like the Mary Celeste, as others have said, passes smoothly and efficiently to reinforce trading fairness for businesses in Northern Ireland?

Earlier this year, we launched negotiations between the United Kingdom and Israel on an upgraded, innovation-focused free trade agreement with services at its heart. The first round of negotiations with Israel were completed in September. An upgraded FTA with Israel will cement our relationship with that rapidly growing economy, and take our trading relationship to the next level.
As the Minister of State knows, the Northern Ireland protocol poses a massive trade barrier for Northern Irish farming and businesses. The farming industry in Northern Ireland is worth £1.3 billion, so what discussions have been undertaken with the Secretary of State for Northern Ireland on smooth and frictionless trade for Northern Ireland’s farmers?

It is a pleasure to serve under your chairmanship again, Mr Hollobone, particularly in these rather pleasant surroundings, it being rather cooler in the Chamber than outside.
I congratulate the hon. Member for North East Fife (Wendy Chamberlain) on securing the debate and on her compelling, passionate contribution. I learned quite a lot from it. She is sincerely passionate about golf, and it was fascinating to hear how an Act of Parliament requires her to be so. That part of history shows, as she said, how closely linked golf is to her local community.
I also thank the hon. Member for Wirral West (Margaret Greenwood) and my Front-Bench colleagues, the hon. Members for Paisley and Renfrewshire North (Gavin Newlands) and for Manchester, Withington (Jeff Smith), for their contributions. As is often the case with sport, I think that there will be a fair degree of agreement and consensus.
I am aware of the huge interest in golf. There has rightly been recognition of the value that it brings far and wide across the United Kingdom. From the grassroots right the way up to elite competition, the sport’s impact on local communities should not be underestimated. It has a social impact, an impact on physical and mental health and, as we have heard—I will come to this—a considerable economic impact. We talked about some of that before the debate—in particular how golf’s impact is disproportionately large in Scotland, and how the sport is widely recognised and respected.
I congratulate the hon. Member for North East Fife on her commitment to drive the conversations forward in many areas as a vice-chair of the all-party parliamentary groups for golf and for hospitality and tourism. We should acknowledge that those are active APPGs with many members, and that certain other activities and events taking place today may mean that colleagues who wanted to contribute to the debate are otherwise engaged.
This is a really timely moment, on the eve of the event’s 150th anniversary, to reflect on the noteworthy contribution of the world-renowned Open championship. I am thrilled that this year the Open is returning to St Andrews—it is, as was said many times, the home of golf—in the hon. Member’s constituency.
Golf has a long heritage in this country. with the Open championship first played in 1860 at Prestwick in Scotland, predating many other major sporting events that make up the British sporting calendar. The first FA cup final did not kick off until 1872, and it was not until 1877 that we had the first tennis at Wimbledon—at a different location from the current tournament, which had its 100th anniversary just last week.
The Open is golf’s oldest championship and the original of the four majors. It is only right that on the occasion of the 150th Open championship we will see the largest event in its long history, with a record-breaking 290,000 fans due to attend the world-renowned Old Course. I am extremely excited to see crowds return in all their glory after such a difficult period for spectator sport.
Last year’s championship was a brilliant success. At the other end of the country, the organising committee did a truly fantastic job to co-ordinate the tournament safely as part of the Government’s events research programme. That enabled 32,000 golf enthusiasts to attend each day of the four-day event, and I was fortunate enough to see one of them. I reiterate my congratulations on the delivery of last year’s Open at Royal St George’s with such professionalism and sensitivity as the country continued to navigate the challenges of the pandemic.
As the hon. Member for Paisley and Renfrewshire North mentioned, golf did a fantastic job of engaging with Government and stakeholders, taking its responsibilities, in order to reopen safely. In the process, it managed to attract many new golf enthusiasts, many of whom have stayed with it. It has done a good job of recovering from the pandemic. Importantly, that has contributed not only to economic activity, but to people’s physical and mental health. The many benefits of golf that we all recognise are now known more widely than ever.
This historic anniversary has clearly created a renewed excitement and unprecedented demand among golf fans wishing to attend the Open championship, resulting in the highest ever number of general admission tickets being issued. We will certainly have quite an atmosphere at the Open over the next few days.
The Open follows the excitement of last week’s Genesis Scottish Open, where Xander Schauffele survived a nail-biting final round scare in East Lothian, winning the tournament with a one-shot victory. It was another fantastic sporting occasion on British soil. Another brilliant couple of golfing events will take place this summer, which I am looking forward to, with the women’s Open next month, hosted by Muirfield, and the PGA Championship in September, at the Wentworth Club in Surrey.
I applaud golf the game, as the hon. Member for North East Fife and all contributors have done, for the progress and investment made in ensuring that golf is inclusive and accessible for all, in particular the progress with women’s golf and disability golf. That is really important and is supported by the whole House.
First, I apologise for being late for the debate, Mr Hollobone—when the planes are delayed, it is beyond my control. Hon. Members will be able to tell from the sweat on my brow that it was quite frantic to get here. I apologise to everyone, including the Minister, and especially to the hon. Member for North East Fife (Wendy Chamberlain), who I wanted to support.
The Minister is outlining the case for golf across in Scotland, which I fully support, but I am ever mindful of golf across all the regions of the United Kingdom of Great Britain and Northern Ireland. It is really good in Northern Ireland as well. My council, Ards and North Down Borough Council, sponsored the PGA EuroPro Tour just last year. It was a wonderful occasion to highlight our council’s area. Across Northern Ireland we have some of the most fantastic gold tournaments, which promote Northern Ireland within the United Kingdom of Great Britain and Northern Ireland. I am sure that the hon. Member for North East Fife has talked about the benefits of golf a thousand times, but I endorse and support that, and put in a plug for us in Northern Ireland. We have some star players, including Rory McIlroy—he is the star who goes above and beyond—among many others. I just wanted to make that point, and apologies again for not being here in time for the start of the debate.
I was wondering when Rory McIlroy would be mentioned. We missed the hon. Gentleman earlier; if he reads Hansard, he will see that he was mentioned. He is absolutely right about golf’s contribution, which is what I will come on to now.
Golf has huge economic impact and importance across the UK, which is disproportionately large in the devolved areas because of the additional contribution of sport and its knock-on impact on tourism. The hon. Member for Strangford (Jim Shannon) is right to highlight that importance. He mentioned the advocacy and support of councils, which was also mentioned by the hon. Member for Paisley and Renfrewshire North, as well as the importance of golf at an appropriate price point. It is not a sport for posh people; it is genuinely a sport for all. I applaud many of the public and low-cost provisions in golf, which ensure it is accessible to many people.
Many local authorities and other institutions across the country are genuinely trying to make an effort to ensure that everyone can participate, no matter their income level. That is important for golf, because the sport recognises the perception that it is a bit posh, even though, looking at the demographics of the people who play golf, that is absolutely not the case. Again, I applaud the APPG for its work trying to get this point across. We all want golf, and all sport, to be for everybody.
I thank the hon. Gentleman for that intervention, which again makes the point about the creativity and effort being made to ensure that golf is truly inclusive, which I applaud.
I will spend a little more time highlighting the valuable contribution that golf makes to the UK tourism sector, alongside sport overall. The sporting calendar is one of this country’s many tourism assets. Our sporting events not only act as a springboard for promoting the UK at home and abroad, allowing us to celebrate the diverse range of destinations across the country that we have to offer, but also serve as a catalyst for the wider sports economy. Every year more than 2 million visitors attend a live sporting event as part of their trip to the UK. In 2019, the last year for which complete figures are available, 61,000 of those visitors watched a live golf event during their stay, spending a total of £129 million. That is export revenue from inbound tourism. They stay longer than any other sports fan—an average of 16 nights per visit.
Visitors come not just to watch live golf at prestigious events such as the Open, but to play it. In 2019, more than 360,000 people embarked on a journey to the UK to play golf in some of our nation’s most scenic destinations. Those inbound visitors spent £525 million—a huge amount for local businesses and communities.
Golf continues to be an incredibly popular sport to play domestically across the UK, with 3,000 golf clubs on offer. Two new participation reports show that 5.3 million on-course adult golfers enjoyed playing on full-length courses in Great Britain and Ireland in 2021. That is the second highest number since monitoring began more than 30 years ago.
An independent forecast by the Sports Industry Research Centre, commissioned by the R&A, VisitScotland and Fife Council, indicated that the total economic impact of staging the 150th Open at St Andrews, with 290,000 fans in attendance, will reach £100 million or more. There is added value to be gained from broadcasting and digital marketing, and an estimated £100 million to St Andrews and Scotland as a result of the significant and ever increasing global media exposure. That increases the forecast total economic benefit of this year’s Open alone to more than £200 million, for the first time in history. That is a truly remarkable figure.
I am ever mindful that men might sometimes feel that they can play golf better than ladies. But about a month ago the Swedish golfer Linn Grant beat the gentlemen in a final. Does the Minister agree that that is an example of how golf equalises everyone? They are all on the same page. It is good to see ladies excel and beat men on many occasions—or all the time, probably. In golf, they do it well.
The hon. Gentleman, as always, makes an important point that I dare not disagree with. He is absolutely right. It is important that we showcase, support and encourage our women golfers and disability sports. We need them on television, too, because that inspires people to take part, and for those participating at elite level it is important for getting sponsorship and other support. I encourage broadcasters to seek opportunities to showcase golf on television as broadly as possible, because that will have an impact.
The legacy of these games is huge. The economic impact, which we just talked about, is important, but some people could be watching these golf events for the first time, get inspired and be sports stars of the future. I am always proud to reflect on the success and outreach of the many sporting events that we host in the UK. Whether the upcoming Birmingham 2022 Commonwealth games, the ongoing women’s Euros or the Open championship, sport has the power to unit, inspire and generate a better future for the nation. The positive contribution of golf to not only the UK economy but UK society as a whole is clear and emphatic, as we have discussed. I am excited to see the sport continue to grow in popularity and impact across its grassroots foundation and the elite fanbase.
The hon. Member for Manchester, Withington made the important point about the economic contribution of sport, particularly to help the recovery of the tourism sector. I gently remind him, though, that the tourism, hospitality and leisure sector was not neglected during the recovery. In fact, £37 billion of Government support was provided to the sector as part of the recovery, and it is bounding back very strongly.
A couple of Members mentioned the impact of the train strikes that we are unfortunately facing at the moment. All the politics aside, if an event is impacted by train or other strikes, it is important that people plan ahead, because they could be inconvenienced. However, I am pleased to say that at the Open, and indeed as we saw a couple of weeks ago with Glastonbury, the organisers are trying to communicate the challenges, encourage people to plan ahead, and put alternative measures in place, including park and ride, additional bus services, earlier or later trains, where possible, and so on. Again, with good communication, some of the challenges can be overcome.
However, I also appeal to all stakeholders, including the unions: please do not target sport; please ensure that people who have been planning these events, in many cases for years, can go ahead and deliver them as effectively and efficiently as possible. For the hundreds of thousands of people who are looking forward to sporting and music events and so on over the next few months—particularly as we recover from the pandemic—it is important that those go ahead and they can enjoy them.
Of course, if there is an impact, alternative plans and mitigation measures are being put in place by organisers. However, it is important that we do everything we can to enable the recovery of our sporting and tourism economies. Everybody has sympathy for the cost of living challenges that many people face, but there is a way to do things, and deliberately targeting events that people have been looking forward to may well not achieve the public support that is perhaps hoped for. I respectfully appeal to all stakeholders to work together so that we can overcome the challenges.
Our trains, in particular, are a really important part of the overall sports ecosystem. Many people going to sporting events rely on the trains. Similarly, tourism right across the country—for both domestic and inbound travel—relies heavily on trains. I think that we all want to ensure that people have long-term confidence in using our train services, and that trains can play their important role in the overall economic recovery. We understand the circumstances and the cost of living challenges, but let us all be sensible about how we achieve our goals.
I once again say a huge thank you to everybody who has contributed to this incredibly timely debate. I thank the hon. Member for North East Fife for securing it. I now look ahead to what I know will be a captivating few days of true golfing excellence at this historic 150th anniversary.

I thank the hon. Gentleman for his ongoing interest in this matter. I will come on to some of those points in a moment—it relates to some other sports and I do not want to test the Chair’s patience by diverging too far from the topic of the debate—but the hon. Gentleman is absolutely right. Entities, particularly those that receive Government funding or public money in some way, shape or form, such as through Sport England, have an obligation and a duty—a requirement, in fact—to make sure that they are truly open to all, not discriminating and making efforts to be inclusive. If they are not, they will not and should not get public money. Of course, many other sports are private entities and self-organising bodies, but we still expect them to put in place parameters and governance structures through their governing bodies to do the same things—to be inclusive and open to all.
We have seen some very unfortunate, high-profile incidents in certain sports recently that have let everybody down. They should not taint everybody involved in those sports. We all know that sport is a great unifier and can bring people together in a way that very few other things can. Some of the incidents are extremely worrying, but they should not taint everybody, because a lot of people work day in, day out in all sports across the country to be inclusive. Those people have been somewhat disappointed by incidents they have seen happen in their own sports, because they are working day in, day out to do the exact opposite of what they are seeing in the newspapers and on television.
We should not underestimate the incidents that have happened—unfortunately, particularly in cricket. We are keeping a close eye on it, as is the whole House. We have had multiple debates and will continue to do so, because we expect and need further change. I absolutely agree with the hon. Member for Stockport. I will continue with my speech, because his point is very much the theme of my next few pages.
Sport does not need to rest on its laurels. We must take steps to ensure that discrimination and inequality are identified and addressed. Like many sports, boxing continues to look at what more it can do to promote inclusion and diversity. England Boxing published the results of its equality, diversity and race review in January this year. The report made a number of recommendations around training, leadership and culture, all of which England Boxing is implementing. I am pleased to see the sport engage with the issues in that way.
We know that it is not only boxing that is facing these challenges. In June 2021, Sport England, UK Sport and the other home nations’ sports councils published the results of a detailed, independent review into tackling racism and racial inequality in sport. The review brought together data and gathered lived experiences of racial inequalities and racism in the sector. The findings make clear that racism and racial inequalities still exist within sport in the UK—it is sad that I have to say that. These are long-standing issues that have resulted in ethnically diverse communities being consistently disadvantaged.
The sports councils agreed on a set of overarching commitments that they will work on together, relating to people, representation, investment, systems and insights. Updates on progress are being provided every six months, and I am keen to ensure this momentum is sustained over the long term. In addition, last year, Sport England and UK Sport published an updated version of the code for sports governance that sets the standards all sporting organisations must meet in return for public funding. As I said, if they are not performing in that way, they should not receive public funding.
The code has proved successful in setting clear expectations around good governance and diversity since its launch in 2017. However, four years on, I called on the two sports councils to review the code with a particular focus on equality and diversity, and that is what they have delivered. The updated code places an increased focus on diversity in decision making and on ensuring that sports organisations reflect the community they serve.
The code now requires sports organisations to produce individual diversity and inclusion action plans. These have to be agreed by Sport England and/or UK Sport, published and updated annually. This process, combined with support provided by the sports councils along the way, will help sports set clear ambitions for improving diversity and inclusion throughout their organisations, and not just at the senior board level.
The Government feel strongly about diversity of representation and thought, and I hope the changes in the code will help the sport sector become even stronger in that respect. Diversity and inclusion are essential to sport. We want people to enjoy taking part in their chosen activity, and we want to attract and retain talented athletes. That cannot happen if people do not feel welcome or respected.
It should go without saying that there is no place for racism, sexism, homophobia or any other kind of discrimination in sport, and we continue to work with our sports councils, sport governing bodies and others to ensure everyone feels welcomed and can enjoy sport. The hon. Member for Merthyr Tydfil and Rhymney has raised many important points today, and I thank him for his ongoing interest and passion for this subject. History cannot be changed. For Cuthbert Taylor, and many others like him, nothing can bring back the chance to fight for a British title. We must acknowledge the past and learn for the future. I have made the BBBofC aware of this debate, and I will also write another letter.
The hon. Member for Strangford (Jim Shannon) raised a point about the situation we have with the Commonwealth Games and gymnastics—I am aware of the situation. The sports team at the Department for Digital, Culture, Media and Sport, the Secretary of State for Northern Ireland and the Commonwealth Games Federation are in discussions with the Fédération Internationale de Gymnastique to make it aware of the sensitivities and concerns that the hon. Gentleman has raised. We are engaged in constructive dialogue, and I continue to appeal to FIG to change its decision because, as the hon. Gentleman said, it is inconsistent with existing agreements. I hope FIG will understand that.
I want to thank both the Minister and the Secretary of State for Northern Ireland, who I know is directly involved in this matter. We hope that the combination of all of us together—MPs, the Secretary of State and the Minister—can make the difference. It is central to the Belfast agreement, so I cannot understand why the issue has not been addressed. I am hopeful that the endeavours of the Minister and others will make a difference. If the Minister does not mind, I would like to be kept aware of what is going on.
I absolutely commit to making sure that the hon. Gentleman and his colleagues are aware of the situation. We have respectfully appealed and provided the full information, background and sensitivities regarding those three athletes. We all want them to compete and to proudly represent Northern Ireland—that is what they want to do. This issue is somewhat unique to gymnastics, because no other sport seems to have taken that approach. We are respectfully asking FIG to reconsider the situation and I will keep the hon. Gentleman informed of developments.
I appreciate the opportunity to speak today and I thank the hon. Member for Merthyr Tydfil and Rhymney for securing this debate. I will do what I can to ensure that the BBBofC hears what we have said today.

My hon. Friend makes some important points. Without pre-empting our conclusions to the report’s recommendations, everybody is aware that the current owners and directors test has not fulfilled all of its expectations. Many issues and concerns have been raised about it, so my hon. Friend the Member for Chatham and Aylesford has made recommendations in the report that we will seriously consider. I praise the new owners because, as my hon. Friend the Member for Blackpool South (Scott Benton) has shown, a change of attitude and ownership can change a club’s position in its community overnight.
Like the hon. Member for Loughborough (Jane Hunt), I am a Leicester City supporter, which proves that the fanbase for the club transcends not only the Chamber politically, but the whole United Kingdom of Great Britain and Northern Ireland. I thank the hon. Member for Chatham and Aylesford (Tracey Crouch) for her hard work and endeavours. The Minister is aware that the beautiful game can turn ugly when money becomes the only consideration for clubs. How will the reforms allow a structured approach without removing the ability for club governors to be innovative and make new calls? It is a delicate balance, as he has said, but does he believe that the Government have reached that point?
The hon. Gentleman makes some important points. We always need to ensure that the balance is right. The principle is that we want football to be even more successful and sustainable in future, which means encouraging and supporting innovation and investment. We need to make sure that that signal is out there, but that needs to be done responsibly. It is fantastic that he is a Leicester City fan. It is amazing how many new fans come out in this place when clubs are successful.

Commons ChamberI thank the Minister for all the help that he has given us over the recent period. In my constituency, tourism is a key marker for economic growth, jobs, wages and so forth. May I ask the Minister what has been done in co-operation and partnership with the Northern Ireland Assembly, and the Department of Enterprise, Trade and Investment in particular, to ensure that we all benefit in this great United Kingdom of Great Britain and Northern Ireland—always better together?
I could not agree more with the hon. Gentleman. I had the privilege of visiting Northern Ireland this summer, and saw many tourist attractions there. We work very co-operatively with our colleagues in Northern Ireland, including, obviously, Members in this House, who I know talk passionately—as the hon. Gentleman does—about tourism and the value of tourism. Obviously, the tourism recovery plan has implications for the whole United Kingdom, although some elements are devolved, but we work closely with our Northern Ireland colleagues, and there is Northern Ireland representation on the Tourism Industry Council. They contribute significantly, and I hope that positive relationship continues.

My hon. Friend, who has a lot of credibility and experience in this area, makes absolutely the right points. Even when we can open, there will be a need to build confidence in the public arena, and some of these sectors have been hit so hard that it will take several years for them to recover. We will be continuing to support them through the next phase of the CRF and other support measures. We will publish guidance along with the report that will also help these sectors to open up.
I thank the Minister for his responses so far. Does he agree that mixed messages are being sent about safety outdoors, with schools still making parents and children carry on wearing masks, yet they can walk from school to the playground without a mask? Will he undertake to clarify the requirements for outdoor activities as a whole and not be limited to the pilot schemes for large-scale events so that all Government Departments can send the same message across all Departments and all regions, particularly the Northern Ireland Assembly? All information can then be shared equally, and there can be the same policy across all the United Kingdom of Great Britain and Northern Ireland.
I would not want to step into some of the devolved issues or indeed some of the concerns being expressed. However, to be fair, most of the devolved Administrations, as well as the UK Government, are setting clear guidance about when facemasks are required. The events research programme has been trialling events without social distancing and without facemasks precisely to look at where we can open up further, which I think is the point the hon. Gentleman is trying to make.

Commons ChamberI absolutely agree with my hon. Friend. Casinos form an important part of the attractions. They are why many people come into the country, and they are important for in-bound tourism. I understand exactly what she is saying. Casinos play an important part, and the whole point of the review is to ensure a legitimate gambling industry that is on a sound footing for future growth. I look forward to working with the casino sector to ensure that that happens.
I thank the Minister for his statement about the review of the gambling industry, and I put on record my thanks to the hon. Member for Swansea East (Carolyn Harris) for her leadership on the all-party group. Time is of the essence, so will the Minister assure the House that reform will happen quickly? Will reform happen outside the formal review, for example on loot boxes and the video games that others have referred to? Could such reforms be implemented with a faster time frame?
The hon. Gentleman will be aware that Northern Ireland regulation on gambling is separate from that of Great Britain. He raises an important point, and we will work with the devolved Administrations. Loot boxes fall under a separate review. The call for evidence has just ended, and we wish to consider the feedback from that as soon as possible. The other aspects that he raised will form part of that review. We completely understand the need for action, and as I said in my statement, we have taken action where necessary, with legislative and non-legislative measures from loot boxes to changing the rules on credit card use, as well as today’s announcement on the national lottery. We are willing and able to move quickly.

It is a pleasure to serve under your chairmanship, Sir Christopher. I congratulate my hon. Friend the Member for Stroud (Siobhan Baillie) on securing the debate. She raises an important issue, following a disturbing experience of one of her constituents at a leading tourist attraction. It does not surprise me at all that she raises this issue with the compassion and professionalism that her constituents have come to expect from their excellent Member of Parliament. I will briefly respond to the issue raised before moving on to talk in more general terms about what the Government are doing in this area.
The specific case raised by my hon. Friend was a very unfortunate incident, and I sympathise with her constituents, the 26,000 people who signed the petition and the families who have written to her to articulate their concerning cases and experiences. I understand that Merlin, which owns Legoland and many other visitor attractions in the UK and around the world, has been in contact with the family. My hon. Friend will be aware that I am unable to discuss this particular incident or the specifics of the case in detail. However, my officials have also been in contact with Merlin, and I understand that it is looking into further operational changes, including staff training, which is so important to the visitor experience and the overall visitor experience for guests with disabilities. I am glad that it is also focusing on accessibility issues more broadly across its attractions, and I appreciate that it has also written to my hon. Friend directly.
My hon. Friend will be aware that, as the tourism Minister, I do not have direct responsibility for disability discrimination law. Ultimately, disability discrimination is governed by the Equality Act 2010 and is the responsibility of the Government Equalities Office, so I hope she accepts that I may not be able to give her complete chapter and verse on all the legal particulars of the case she raises, but I hope I can give a reasonably detailed response. The Equality Act requires service providers, including tourist attractions such as theme parks, to make “reasonable adjustments” to improve access for disabled customers of all ages. Fundamentally, disabled customers should not be placed at a substantial disadvantage to non-disabled customers. Ultimately, the question of whether there has been a failure to comply with the Act hinges on what does or does not constitute a “reasonable adjustment.”
The Equality Advisory and Support Service can be contacted—via its website, telephone or textphone—by anyone who believes that they or their children have been discriminated against during the provision of services, and it can contact a service provider on the customer’s behalf to discuss any particular concerns raised. It also liaises with the Equality and Human Rights Commission, which has powers to enforce the provisions of the Equality Act. I am happy to take this up in writing with the relevant Equalities Minister if my hon. Friend would like a more detailed response.
In the meantime, I will set out more broadly what the Government have done and are doing to make tourism and leisure more accessible. In 2019 we published the tourism sector deal, which set out an ambition to make the UK the most accessible destination in Europe by 2025. There were several reasons we wanted to pursue that goal. First, and most importantly, it is simply the right thing to do. Our amazing visitor economy—attractions, accommodation and transport—should be open to everyone. Secondly, it makes business and economic sense. According to Visit Britain, 43,000 British adults with a disability did not take a domestic holiday in 2017, when figures were last available. If they did take a domestic holiday, that would equate to a £117 million boost to the British economy. Thirdly, we have an ageing population. Projections indicate that in 50 years’ time there will be an additional 8.6 million people aged 65 and over in the UK. We must ensure that our tourism sector is fully developed to take account of the needs of those older tourists, many of whom will have access requirements, even if they do not consider themselves to be disabled.
The fact that we made that commitment does not mean that we are not already undertaking action to make the UK’s tourism offering more accessible. For example, VisitEngland has a dedicated web portal, providing tailored business advice to tourism businesses. Among other things, that includes detailed guidance on how businesses can welcome people with autism, dementia or hearing loss. I know that the tourist boards of the devolved Administrations are similarly engaging on those issues. VisitEngland has also ensured that its promotional and marketing activities are inclusive. For example, its “Escape the Everyday” campaign—it is currently on hold due to national restrictions, but we expect it to be revived shortly—has worked in partnership with Channel 4 to launch the “Mission Accessible” series, which follows comedian Rosie Jones as she participates in activities from the perspective of a disabled person with accessibility requirements.
In the Budget earlier this year, my right hon. Friend the Chancellor of the Exchequer announced a £30 million Changing Places fund to increase the provision of changing places and toilets in public buildings. Those are just a few examples. Furthermore, I know that many businesses in the private sector also provide excellent services to disabled customers. There are some standout examples, such as Eureka! The National Children’s Museum in Halifax and the Titanic exhibition in Belfast.
The hon. Member for Stroud (Siobhan Baillie) mentioned Disney World and Universal Studios in Florida as two examples where they enable profoundly disabled children in wheelchairs to travel. I have seen that when I have been there. Has the Minister had the opportunity at short notice to ascertain whether we can do that? If they can do it in America, we can do it here.
I thank the hon. Gentleman for his intervention. Prior to becoming a Member of Parliament, I worked in the tourism, hospitality and leisure sector, working with theme parks around the world, including the major theme park operators in the US and elsewhere.
There are leading global best practices and, to be fair, we have some in the UK. We should not belittle the progress that has been made, but we see with incidents, such as those mentioned by my hon. Friend the Member for Stroud, that we have further progress to make. We all need to learn from the best practices and there are outstanding examples throughout the world that we should learn from. Here on our own shores, with Halifax and the Belfast Titanic exhibition, we do already have some fantastic examples, but it is not consistent and it is not everywhere.
I know that many businesses wish to make further progress. There are also many charities, social enterprises and not-for-profit organisations doing great work in the area as well, such as Nimbus Disability and the Family Holiday Association. Despite all that activity, there is more to do and I am keen to look at the issue of accessible tourism in more detail. I will raise the issue directly with Merlin, the Association of Leading Visitor Attractions and other relevant tourism bodies, which I meet regularly as part of the Tourism Industry Council. I will be happy to facilitate further meetings with those bodies with my hon. Friend directly.
As we make further arrangements to make venues, attractions and other sites, such as sports stadiums, covid-secure, it is also important to ensure that they are accessible for all. I know that the sports sector is considering how to improve accessibility in sports stadiums, which was the topic of a recent report by the Digital, Culture, Media and Sport Committee when I sat on it.
The Government’s ambition is to ensure that we all work towards an even more accessible tourism and leisure industry. As I said, the sector itself and the companies involved also realise their responsibilities in this area. Their purpose is to bring joy to people and families. We need to ensure that everybody is included in that. Although great strides have been made, there is still much more to do. I look forward to playing my part in ensuring that happens.

We have had many conversations about sport, so I know that he is a fantastic champion for sport in his constituency and broader across the country. Indeed, we will work together—with him and others—to ensure that we move as fast as possible on reopening sport. I also understand his point about there being winners and losers in sport. I was not Mr Popular in Norwich when I visited earlier this year.
I thank the Minister for his assurances. Can he confirm what amount will filter through to the smaller clubs, specifically to the youth teams, especially bearing in mind the phenomenal 5-2 victory of Leicester City over Man City, which starred Northern Ireland-born Jonny Evans and Jamie Vardy? Both started out in small teams; Jonny Evans started at Greenisland. My own team is Ballywalter Rec, where young boys and girls aspire to play football in the premier league. Will the Minister say whether that money will be designated to small local clubs to give them a chance?
The hon. Member makes an absolutely pivotal point that, particularly in football, there is a pyramid. The top of the pyramid is absolutely reliant on the lower parts of that pyramid. I have to say that the premier league does understand that. It gets that responsibility and recognises that people flow through the lower leagues and then rise up and it wants want to help out, and that is its obligation. Therefore, as I have said, we are looking for the premier league to play its part, particularly with the EFL and then the Government money will be focused on those that are desperately in need.

Commons ChamberI thank the hon. Member for Pontypridd (Alex Davies-Jones) for tabling this important topic for debate this evening. She spoke eloquently, knowledgeably and passionately about this very important topic, and I agreed with her on the vast majority of the issues she raised.
The great power of sport is that it has an amazing ability to bring people together and to unite for common goals. Sport should be an inclusive sector to work in, with opportunities for everyone. It should be enjoyable to watch, with everyone feeling welcome and included. Everyone should be able to take part in the sport or physical activity of their choosing—from football to rugby to wrestling, and beyond.
We have seen great progress, as the hon. Lady acknowledged, with women’s sport in recent years, with levels of media coverage and sponsorship higher than they have ever been, but of course there is much more to do. Misogyny has no place in our society. Any form of discrimination is abhorrent, and we must do all we can to tackle it. We have heard examples this evening of women facing disproportionate challenges in the sector. The examples the hon. Lady gave and others remain, sadly, all too frequent, and they happen across many aspects of the sporting sector.
In broadcasting, women’s sport still lags behind men’s in coverage. It is often only the biggest events—the Olympics, the Paralympics, Wimbledon and so on—where women’s sport gets equal screen time and debate. However, the issue goes deeper than broadcasters’ decisions. Sporting federations and event organisers support a great many more top-level men’s events than women’s. As the hon. Lady mentioned, covid has had a disproportionate impact on women’s competitions compared with men’s events, with many women’s top-level leagues and events cancelled. The inherent economic imbalance between men’s and women’s sport is leaving women’s sport having to fight harder to recover from coronavirus. That cannot be right.
Women have been historically under-represented as presenters or commentators, something that is starting to change with the concerted effort of broadcasters and some fantastic role models in this arena. This should be recognised and praised, and we are now more likely to see female presenters, pundits and commentators for both men’s and women’s sport on TV and radio. However, this itself has been a catalyst for online abuse, with female presenters being trolled and receiving misogynistic abuse from so-called fans who obviously believe women have no right to talk about sport, as the hon. Lady mentioned.
As I have said before about women in politics, if we want more women in sport, we need to start treating the ones we already have a lot better. This is something we do take very seriously as a Government. We are working on the plans set out in the Government’s online harms White Paper to introduce world-leading legislation to make companies more responsible for the users safety online. There are of course provisions in the Equality Act 2010 to protect people against discrimination, whether in the workplace, as consumers or as members of private clubs or associations. However, I repeat that there should be no place in sport for discrimination of any kind. Whether it is done consciously or unconsciously, we need to address discrimination and have open and challenging conversations about these issues.
Are there challenges? Yes. Should we do everything we can to tackle them? Of course. We can take heart from the great progress we have seen in women’s sport over recent years, and I want to say a few words about that now. The year 2019 was a fantastic one for women’s sport. To choose just two, the FIFA women’s world cup in France and the netball world cup in Liverpool were fantastic events that shone a spotlight on brilliant women sport stars. On top of that, the UK hosted the women’s Ashes and a thrilling Solheim cup.
We will be hosting some more great events in the coming years, including the Rugby League world cup in 2021, which will for the first time see a combined men’s, women’s and wheelchair tournament. In 2022, the UK is due to host the UEFA women’s Euro football championships and, of course, the Birmingham 2022 Commonwealth games, where there will be more women’s medal events than men’s. This will be the first time in history that a major multi-sport event will feature more women’s than men’s medal events, and we can have it right on our shores, which we should all be very proud of.
We are seeing the popularity of women’s sport continue to grow, with record audiences tuning in or turning up to watch international and domestic women’s events. On the commercial investment side, we have seen record sponsorship deals struck, including Barclays’ sponsorship of the women’s super league and Boots’ sponsorship of women’s national football teams. There are also many examples of individual clubs promoting equality between their men’s and women’s teams. Just last month I was delighted to visit Lewes Football Club in East Sussex. As many hon. Members will know, it was the first professional or semi-professional football club to have equal playing budgets for its men’s and women’s team, which is something I applaud.
All of that is helping to inspire more women and girls to become active. The latest data from Sport England’s Active Life survey in April showed that before covid-19 there were more than 210,000 active women compared with the previous year. We want to continue to encourage more women and girls to get active and build on the momentum generated by initiatives such as Sport England’s “This Girl Can” campaign, which launched its latest TV advert just this week. The latest phase of the campaign recognises that, for many people, the pandemic has added to the physical, financial and time barriers to getting active. The campaign uses real-life stories to celebrate the inventive ways in which many women have stayed active during the pandemic and helped to inspire many others.
I am pleased to say that more women are working in the sector than ever before. Sport England’s annual survey of diversity in sport governance, published in September last year, showed that women now make up an average of 40% of board members across Sport England and UK Sport-funded bodies. There is still progress to be made, but that is quite a remarkable achievement, and the Government continue to work with sports and sport bodies to ensure that opportunities to progress are open to all.
We want to raise the profile of, and encourage more commercial investment in, women’s sport. Sponsorship and media coverage go hand in hand. As the hon. Member for Pontypridd mentioned, if women’s sport does not have the media coverage, sponsors often do not see it as commercially attractive. It is fantastic to see elite women’s sport getting better coverage, but our key aim is to use that exposure to encourage more women and girls to get active. As we set out in the Government’s sport strategy “Sporting Future”, sport and physical activity should be accessible to all, and we mean all.
However, there is still a gap in participation levels between men and women. We know that there is still more work to be done to break down the barriers that prevent women and girls from getting active. Over the summer I met with sport governing bodies and the CEO of the fantastic charity Women In Sport, which the hon. Lady mentioned, to explore further the new challenges that covid-19 has posed to women in sport and to discuss what more can be done. I am happy to say that there was a real, shared commitment among sports to protect investment in women’s sport and promote its growth. I also wrote to the major sports governing bodies and asked what they were doing to encourage women’s sport. They came back with very positive responses. I look forward to seeing those positive responses and words turn into action, as I am sure the whole House does.
I recognise the impact that covid-19 has had on sport, but women’s sport has been hit particularly hard. I want to take this opportunity to assure hon. Members that I am personally committed to helping women’s sport come out of the current crisis stronger than ever, and I am working closely with the sector to ensure that that happens.
One thought that I have had while the Minister has been presenting his case is about the need for stars—those who can be role models to promote a sport. Is that something that he could work on? If we can do that for the adults, the children will come through on the back of that.
I thank the hon. Gentleman for his intervention; I, too, do not feel that it is a proper debate without being intervened on by him. As always, he makes a valid and important point. During the coronavirus crisis, for example, we have seen leading sportsmen and, in particular, women show real leadership, being absolute role models, helping out in their communities and getting out the important messages about coronavirus that we need to get out there. On an ongoing basis, we see many female sports stars getting the credit they deserve, but we need to do more. I applaud those who have stood up and helped during the coronavirus crisis. Many women’s sport stars have played a lead role in many charities. They are deservedly on that pedestal.
Public funding in sport, which the hon. Member for Pontypridd mentioned, should clearly benefit women’s sport and physical activity. That is something I am very passionate about. I have made it clear to all the major sporting bodies that if they are receiving Government funding, I expect and require them to make sure that an adequate share of that funding is spent on women’s sport.
To conclude, misogyny has no place in our society and has no place in sport. Sport should bring people together. It should be inclusive as a sector and enjoyable to watch and participate in. We have seen great progress with women’s sport, with bigger audiences, increasing sponsorship deals and more coverage, and we are seeing progress on participation with more women and girls being physically active, but we must not become complacent or turn a blind eye to discrimination or misogyny. I thank the hon. Member again for reminding us of that by securing this evening’s debate.

Commons ChamberFirst, I offer my sincere thanks to the hon. Member for Strangford (Jim Shannon), who is a very good friend, for introducing this debate on this important issue. As always, he spoke with great eloquence and knowledge about the matter. His passion for the Church and churches came through clearly, and we all know that that passion is shared by many of our constituents right across the country.
I also thank my hon. Friend the Member for Ipswich (Tom Hunt) for his comments, in particular about the important community asset that is St-Mary-at-the-Quay church. My understanding is that the Churches Conservation Trust is working to ensure that the space is able to reopen and serve his community again.
As the Minister for sport, heritage and tourism, I am always heartened to see our historic churches and places of worship of all faiths evoke passion and commitment. Our historic churches have served as focal points for their local communities for tens, hundreds and even thousands of years. Across the country, historic parish churches are the lifeblood of the communities they serve. The hon. Member for Strangford raised many important points, and I hope to give him some of the assurances he was seeking.
Supporting historic churches protects our cultural heritage and our community cohesion. Although heritage is a devolved responsibility, I am pleased to say that the Government support the maintenance of historic churches throughout the UK through the listed places of worship grant scheme. The vast majority of historic working churches are listed buildings, as the hon. Gentleman said, and are therefore eligible for support under the scheme, which was established in 2001 to provide grants towards VAT paid on repairs and maintenance.
Since its inception, the scheme has made grants totalling more than £285 million and has played a significant part in ensuring that listed places of worship are in their best overall condition for many years. The scheme presently handles around 7,000 claims a year, is open to all faiths and denominations and is delivered UK-wide. In 2012, my Department and the Treasury became joint funders of the scheme, with the annual funding increased to £42 million. The level of funding is guaranteed up to 31 March 2021, and any extension to the scheme is on hold until the completion of the spending review.
Further, since 1994, the Heritage Lottery Fund has awarded more than £985 million to more than 6,400 projects supporting the UK’s places of worship. In response to the extraordinary times we are now all facing, the fund has refocused its efforts, temporarily halting new awards through its core programmes to provide a package of emergency support to help the country’s heritage sector navigate the covid-19 crisis.
Covid-19 has had a profound impact on many of the individuals who regularly attend our places of worship and are responsible for their everyday care. It has affected the income of places of worship, including income derived from regular giving, tourism, venue hire, fundraising and many other measures, as the hon. Member for Strangford mentioned. It has also affected the schedule of repair and maintenance for many places of worship, and over the past few months, I have had weekly calls with representatives from the heritage sector about the impacts of covid-19, including representatives from the Church of England. Those calls have been incredibly useful and provided valuable insight into the challenges that grassroots organisations and churches have been facing and the support they require.
The Government are committed to supporting all heritage organisations, including historic places of worship, through the coronavirus outbreak, and I would like to explain a couple of the measures we have taken. To help our historic places of worship get back on their feet, it is important that we help them reopen as soon as possible and as safely as possible. The heritage working group that I chair, together with the places of worship working group, chaired by my right hon. Friend the Member for Newark (Robert Jenrick), have provided input into the guidance we published last month on the safe use of places of worship during the pandemic. That offers a blueprint for safe, socially distanced worship from 4 July onwards. It offers in-depth guidance for places of worship, with specific advice for those based in historic buildings. Hon. Members will be aware that places of worship are still operating under a number of restrictions in terms of the types of activity that can be carried out. The Government are keeping their advice under close review and will continue to work with places of worship on the issue.
I will also set out some of the financial support package that we have recently launched. In response to feedback received from organisations across all sectors, the Government have announced an unprecedented stream of support schemes. The highly visible job retention scheme is one part of that, but, with regard to support specifically targeted at the heritage sector, Historic England and the National Lottery Heritage Fund are also administering grant funding worth more than £55 million.
That funding comprises the Heritage Fund’s £50 million heritage emergency fund, which was launched on 1 April and is already helping places of worship right across the UK to respond to the crisis by supporting them while closed and preparing them to reopen, and Historic England’s covid-19 emergency response fund, which was launched on 17 April and extends a safety net worth £2 million to small heritage organisations. The grants will help organisations, voluntary groups and self-employed contractors to survive the immediate challenges posed by coronavirus.
Historic England launched a second emergency fund on 9 June to help to fund urgent maintenance repairs and investigations for heritage at risk. The £3 million fund will award grants of up to £25,000. Of course, listed places of worship are not precluded from the support package for the cultural sector recently announced by the Chancellor, the £1.57 billion fund that the hon. Member for Strangford mentioned. The new funding will mean an extra £188 million for the devolved Administrations, including £33 million for Northern Ireland and £96 million for Scotland, while Wales will receive £59 million.
That funding will support our vibrant culture and heritage sectors, supporting hundreds of projects. It will also protect hundreds of jobs in our heritage construction industry through a £120 million capital investment programme supporting highly specialised skills and businesses such as architects and woodwork restorers.
I did ask whether there would be any help for the choirs and the choristers, because I understand, and the Minister understands, the importance of encouraging and retaining the choirs. We cannot lose that talent either.
It is not a debate without an intervention, as well as a main participation, from the hon. Gentleman. The eligibility criteria for that grant are still to be detailed, but they will be released very soon, certainly by the end of July. Hopefully that will give him further guidance.
Finally, on covid funding, the charity support fund is a £200 million fund to support registered or excepted charities, including eligible historic places of worship, to provide essential services for vulnerable people affected by the current crisis. We recognise that, notwithstanding these generous support schemes, there will still be challenges for our historic places of worship. They will face these challenges over the coming months as we resume normal activities following the pandemic, and we are committed to keeping the dialogue going and seeking to support this sector in whatever way we can.
My thanks again to the hon. Members who have contributed to today’s debate. I know how important our historic churches are and want to see them and the country recover and thrive. Our historic churches are vital assets, treasured for their heritage, community and social value, and they must be protected for generations to come and this Government will continue to vigorously support them.

Commons ChamberIt is a pleasure to contribute on the Government’s behalf to this debate, which comes as countries across the world continue to battle one of the worst public health emergencies in our history. I thank Members on both sides of the House for their valuable contributions, both in this debate and in the months and weeks before, and their work to highlight issues that I know we all care very deeply about.
It would not be a debate without an intervention from the hon. Gentleman.
We discussed this this morning: can I request the Minister’s help for Bombardier in Belfast and Newtownards in my constituency, where 600 manufacturing jobs are under threat? Would he accept the letter from me with Bombardier’s 16-point plan and be so kind as to arrange a response?
I would be happy to take the letter and ensure that the hon. Gentleman gets an appropriate response from the correct Minister.
The importance of this debate is demonstrated by the fact that hundreds of thousands of people signed the petitions. Of course, we are in an unprecedented global crisis, and this Government have provided an unprecedented, wide-ranging level of financial support in response to protect jobs, businesses and incomes across the country. Under the coronavirus job retention scheme, we have supported over 10 million people and at least 1 million businesses. We have supported 2.6 million self-employed people and given out £26 billion in bounce back loans alone, not to mention the support in the form of grants for small businesses and for those in the retail, hospitality and leisure sectors. Given the direct and acute impacts of the covid-19 pandemic on those latter sectors, the Government have also provided a business rates holiday for businesses in retail, hospitality and leisure, so that all eligible businesses will pay no business rates for 12 months. This support is worth almost £10 billion to those businesses.
Several Members, including my right hon. Friend the Member for Chipping Barnet (Theresa Villiers), asked about nurseries. We absolutely recognise the important role that nurseries play in young children’s lives at the very start of their education. Recognising that, we made sure that nurseries were also on the list for the business rate holiday.
On the broader financial package, when it became clear that more help was needed, the Chancellor announced in May that the furlough scheme would continue until the end of October, and in its current form until the end of July, supporting furloughed workers as they gradually return to work.
The Government have provided a wide and unparalleled level of financial support during the pandemic to help workers in every sector and in every region of the UK, but we knew that as we entered lockdown, as part of our battle against this disease we would need a number of targeted interventions to protect jobs and businesses in some of our most beloved and hardest-hit sectors, including those identified in the petitions. We have had a good and thorough debate about those sectors today. Working groups have been set up by various Departments to work on the path to recovery and to identify what further support may be required, and discussions with the Treasury are taking place.

Commons ChamberAbsolutely—volunteering is at the heart of these games; it always has been and I am sure always will be. We saw that in the fantastic Glasgow Commonwealth games, and indeed in the Olympic games. We are expecting around 10,000 volunteers, perhaps substantially more, and excitement is already building, particularly among schoolchildren in the region, about the opportunities to participate. More news about those opportunities will be coming in due course.
First, I congratulate the Minister on getting his position; I look forward to his contributions on many occasions, all positive, in this House.
Does the Minister agree that the exclusion of shooting sports from Birmingham 2022 will have a negative impact? The United Kingdom of Great Britain and Northern Ireland has always excelled at shooting, and Commonwealth countries have followed the United Kingdom’s lead in that. Does the Minister share my disappointment that those in that most law-abiding and responsible section of the community have been excluded? Can the Minister confirm that his job in the future, if he still has this position—I hope he does—will be to ensure that shooting sports are included in the next Commonwealth games?
I thank the hon. Gentleman for intervening. It would not be a debate without his intervention; I am just surprised that he was not first.
On the shooting championship, I think we have a reasonable compromise that everybody—or most people—are quite happy with. The Commonwealth games are happening in summer 2022, and the championships for shooting and archery will take place in the January. The events will be separate, but at the end of the games there will be a Commonwealth sport medal table. I think that is a reasonable conclusion to what has been quite a challenging situation; I do not know whether it will set a precedent for future games, but I think that in these particular circumstances we have come to a reasonable conclusion.
My hon. Friend makes an important point. Research by Which?, and others, has shown that as we go through the age brackets, the number of people switching goes down. Many more people in the elderly age groups are on the wrong contract, and many more do not really know what the process of switching involves. I know that Age UK campaigns on that issue.
What can be done about this issue? The good news is that some progress has already been made. In July, Ofcom launched a consultation on consumer switching, seeking views on a range of mobile switching options. I await the results with interest. The Government have a strong record on consumer affairs, and the Department for Business, Innovation and Skills recently set out six specific proposals, or principles, on switching intended to cover a range of industries including not only the mobile sector but broadband, banking and energy. In these, the Government recognised that consumers should be able to switch quickly, at an agreed date, for free, with access to data in a format that can be easily understood and that the switching process should be gainer-led, eliminating the need to contact both losing and gaining operators. I believe we are unique in Europe in still having a loser-led system for switching.
Things are moving in the right direction. I am aware that some operators themselves are keen on the gainer-led system, including Three. In many ways, I feel I am pushing at an open door on switching. I am confident about progress on switching, but further work is needed on contract transparency and tariffs.
I liked the hon. Gentleman’s introduction. I remember my first mobile phone: it was the size of a red brick and I used to carry it everywhere. It filled my hand and two pockets. Mobile phones are a part of life, more so today than ever. Does the hon. Gentleman agree that one of the advantages consumers have is that competition in the market has pushed the price down? Companies want to hold on to their customers as if with glue and they will not let them go. Companies are very reluctant to let go of businesses in particular, because they see their commercial value. Does he think more needs to be done for companies involved in industry and commerce?
Indeed. The hon. Gentleman makes a very important point. The debate is focused on the consumer, but the same principles absolutely apply to business: the same discussions and concerns about the customer service of some operators apply equally to business.
When I received my electricity bill the other day, I was very pleased to see a note at the bottom of the bill that said:
“Good news—you’re already on our cheapest overall tariff. We’ll let you know once a year if this changes.”
Would it not be great if there was something similar in the mobile space? Instead, we are paying £5.4 billion more than we have to. Even if that figure is exaggerated and even if it is not correct or just a fraction of that, we are still talking about a significant sum. There are three key reasons why we are significantly overpaying for our mobile services. First, some consumers are paying for services they never use, with 58% generally going under their minutes allocated and 63% under on their text limit.
