I am grateful to Mr Speaker and to you, Madam Deputy Speaker, for having granted this debate on exactly the night when the Newport rising took place 185 years ago. It was a night on which thousands of working people from across the south Wales valleys marched on the Westgate hotel, in my constituency, in the fight for the vote and the right of ordinary people to have their voices heard. Earlier this evening, at Newport cathedral, the annual commemoration took place at the unmarked graves of ten of more than 20 chartists who lost their lives that night. I am grateful to my friend and parliamentary neighbour, my hon. Friend the Member for Newport West and Islwyn (Ruth Jones), for covering the other end of the M4 by being there tonight and having said some lovely things, I hear.
The Newport rising was the last armed rebellion against authority in Britain. We are proud of our Chartists and proud of the role they played in shaping our modern democracy. I have called the debate tonight to honour the sacrifice of our local heroes, the Gwent Chartists, who remind us that the freedoms and democratic rights we enjoy today were secured by ordinary men and women. It comes on the eve of the United States’ election, when democracy feels fragile around the world and faith in politics in this country is low. It is incumbent on our new Labour Government to work to restore faith in politics through the way we act and in the reforms we propose.
I commend the hon. Lady for securing the debate. It is an important occasion, as she has expressed. As a proud working-class man, I am thankful for the members of the Newport Chartists, who did what good men do to secure democracy; they put it all on the line. Does the hon. Lady agree that their deaths brought forward the battle for a vote for all, which we often take for granted today? Does she agree that we need to educate our children about the battles for the chance to vote in order to instil the mentality that voting is a privilege, fought for with blood, sweat and tears?
I thank the hon. Gentleman for his intervention—I could not have put it better myself. I thank all the hon. Members who have turned up for the debate this evening. It seems to be quite popular for an Adjournment debate at 10 pm on a Monday night, and for that I am most grateful.
The Chartist movement of the 1830s and 1840s was the first mass working-class movement and was born, in part, out of unhappiness with the Great Reform Act 1832. Passed on the third time of asking by the pro-reform Whig Government, the Act was limited in its ambition to extend the franchise, and ultimately left most working-class people still without the right to vote. The grassroots campaign behind the push for reform in the early 1830s included organised working and middle-class groups, who advocated for widening the right to vote to all tax-paying men and more. However, the campaign disbanded following the passage of the disappointing Great Reform Act. Those undelivered demands for reform would go on to form part of the “People’s Charter”, from which Chartism derives its name.
I am sure that it does not. I will not be drawn into talking about the Welsh elections in tonight’s debate, but it is a system that has been devised by the Welsh Senedd and voted on, and I am sure that it is one in which people will be able to participate fully when the elections come in 2026.
The message of the Chartists is more important than ever, especially today, on the eve of the US elections and amid global turmoil. We have witnessed Russia’s invasion of Ukraine, electoral uncertainty in Moldova, increasing threats to Taiwan from China, and more. Threats to democracy globally are manifesting in different ways but all combining to make people feel that politics and democracy cannot fix anything, yet having our say, from voting to engaging with our politicians, taking part in public consultations or demonstrating, matters and makes a difference. We live in a world where more people than at any time in history are able to have a say in who makes the rules. As all of us who sit in this place say, every vote counts and can make a difference. I know that the Foreign Secretary and his fellow Ministers will hold to account, and take action against, those who seek to cynically undermine and degrade the integrity of democracies around the world, including our own, and support those fighting to protect them.
Closer to home, 185 years after the Newport rising, working people used those same hard-won rights this summer to return a majority of Labour MPs in each nation and region of Great Britain, delivering a Government determined to change our country. For the first time in 14 years, I am proud to be part of a Labour Government in Westminster who will, over the course of the next five years, deliver on our manifesto promises to double down on the Chartist legacy, to strengthen our democracy in the interests of working people, and to restore public trust in politics as a force for good.
The hon. Lady epitomises the very thing that the Newport Chartists stood for, and I congratulate her on that. What she refers to affected everywhere in the United Kingdom. The people of Northern Ireland realised that they should also try to achieve working-class rights, so what people did in Newport meant the same for us in Northern Ireland.
I agree, and I thank the hon. Member for making that point.
This Government will respond to the struggles of working people, and will not duck the necessary but difficult decisions for fear of being unpopular. We will follow the example set by our Welsh Labour Government by extending the right to vote in all elections to 16 and 17-year-olds. If someone can leave school, work full time and join the Army, they can be trusted to have their say in the country’s future. This Government have already introduced the House of Lords (Hereditary Peers) Bill to remove hereditary peers, because power should not be the inherent right of a select and aristocratic few. This Government will establish an independent ethics and integrity commission, strengthen the role of the independent adviser on ministerial standards, update the ministerial code, modernise and reform House of Commons procedures, ban MPs’ second jobs, address the inconsistencies in voter ID rules that prevent people from voting, and introduce an elections Bill.
I am proud that the previous Labour Government brought in devolution to Wales and Scotland. It is significant that, for the first time in 14 years, we have a UK Prime Minister committed not to the failed Tory experiment of muscular Unionism, but to returning powers to those with skin in the game, so that we are more directly answerable and intimately connected to local people and their needs, and to a Labour Government in Westminster working with, rather than against, our Welsh Labour Government to deliver for the people of Wales. That is a big change. If the Chartists taught us anything, it is that Westminster does not always know best.
I warmly welcome the private Member’s Bill of my hon. Friend the Member for Edinburgh North and Leith (Tracy Gilbert), which would bring consistency in voter registration by enabling the Welsh and Scottish Governments to allow online applications for proxy and postal votes in local elections. It would be good if the Minister gave more detail on the Government’s plan to strengthen the integrity of elections and encourage wider participation.
Our constituents would expect no less from the United Kingdom than for national and regional leaders to work together to change our country and build a better future. The establishment of the Council of the Nations and Regions is a welcome step to ensure that, while we are delivering on our commitments to push power out of Westminster, we do not repeat the mistakes of “devolve and forget”. Can the Minister reassure me that that new engagement framework will be regular and reliable and will not fade with time?
On this 185th anniversary of the Newport rising, let us remember the legacy that those involved in it left us: a vote, a voice and, more than that, a vision—a vision for the future that challenges us to protect those freedoms and use them powerfully to confront injustice, build unity and keep hope alive for all. Let us ensure that the new Labour Government carry forward the 19th century Gwent Chartists’ legacy in delivering those important reforms to make our democracy fit for the 21st century. As the Member for Newport East, I will be proud to support them.

I congratulate the hon. Lady on bringing the debate to the Chamber. This will be a short intervention. Is she aware that Northern Ireland has a strong steel industry based on many individual contractors and that consideration must also be given to supporting the subsidiary jobs and industry throughout the United Kingdom? It is not just Wales; it is Northern Ireland, Scotland and England.

Commons ChamberI thank my hon. Friend for that intervention. He is right, and it is a point I will come on to make. These are speciality steels, and we cannot afford to lose the capacity to make them.
There is a plan to save the plant. Community union and its consultants, Syndex, are calling for Tata to reinvest money from the sale of Cogent Power Inc in Canada into the Orb and for the UK Government to help by investing £30 million. That would be just a small proportion of the total the Government have awarded Jaguar Land Rover, which is owned by Tata, which has secured a £500 million loan guarantee to help the company sell electric vehicles.
We need concerted investment in the electric vehicle supply chain. Orb can be a vital cog in the wheel. It can be part of the infrastructure strategy that the Government alluded to in the Queen’s Speech. If we did that, we could save the only electrical steel plant in the UK, which could and should have a bright future as demand for electric vehicles is only set to grow. Labour has said that we will accelerate the electric vehicle revolution with 2.5 million interest-free loans for the purchase of electric vehicles, a new requirement for the Government car fleet to be 100% electric by 2025 and action on the private fleet.
I congratulate the hon. Lady on the important speech she is making. Does she recognise that, to encourage the general public to buy and invest in electric cars, we need charging points across the whole of the United Kingdom of Great Britain and Northern Ireland? If we do not have the charging points, there is no incentive for anybody to buy an electric car.
I thank the hon. Gentleman for that intervention. Electrical steel can also be part of electric charging points, so it all goes together.
The Labour party is determined to ensure that the right conditions are in place for this revolution, and the Government should be too. If the Orb works is not kept open, the potential to build a supply chain will be squandered, and it is not an overstatement to say that the UK could lose its capacity to be a global leader in electric car manufacturing.
Developing a supply chain will be hugely important for the national balance of trade too. Across the UK, there are 10,000 workers making internal combustion engines, and the Community union has emphasised that a failure to develop the supply chain will result in a loss in the export value of those engines, which will be replaced by the import cost of electric motors. Where is the vision from this Government? If they are serious about making the UK the home of electric vehicles, they will work with Tata to step in and save this plant.
What is there in this Queen’s Speech to help the wider steel industry? There is no action. Where is the sector deal? Where is the support on energy prices? Where is the concrete action on procurement? The Steel Council has not even met since June 2018, and we need it to now. I would like to thank the hundreds of people who marched this weekend to save Orb steel, including many of my hon. Friends, and I hope that the show of support was noted by Ministers. Can the Minister here today relay to the Steel Minister that he needs to be proactive and promise to engage with Community, Syndex and Tata to secure this plant’s future?
While there are promises in the Queen’s Speech to increase police funding and some powers, it is the Conservative party that has been soft on crime by relentlessly cutting funding for police and the criminal justice system. Since the start of the UK Government’s austerity programme in 2010-11, the Gwent police budget has been reduced by 40% in real terms. As the shadow Home Secretary, my right hon. Friend the Member for Hackney North and Stoke Newington (Ms Abbott), said,
“cuts have consequences, and now the Tories are trying to pretend the consequences have nothing to do with them.”
The police and crime commissioner for Gwent has confirmed that they are still waiting for clarity on funding. He said that while it appears that the first year will be funded by central Government, there are still concerns about the Government expecting them to raise more through the precept, which would fall on local taxpayers.
We need the Government to address how increased pension costs associated with the programme will be funded and, equally importantly, we need a long-term commitment. Our police and communities have been let down badly since 2010, and we need a Government who will show by their actions how much they really value the contributions of our police officers and staff and ensure that they are always properly resourced and protected. As my hon. Friend the Member for Rhondda (Chris Bryant) said, we need to ensure that his Assaults on Emergency Workers (Offences) Act 2018 is used to help our emergency service workers.
The Queen’s Speech had very little to say for Wales and nothing to say about addressing the perennial underfunding of Welsh rail infrastructure. Welsh routes make up 11% of the UK network but receive only about 6% of UK rail funding. Cross-border services between Newport, Severn Tunnel junction and Bristol are of strategic importance to the economies of Wales and the south-west, and they need to be improved for the sake of passengers who are paying more and more just to get to work in the morning. I regularly receive complaints from constituents who have to make do with severely overcrowded short-formed services. I call again on the UK Government to allow the Welsh Government to develop new cross-border services. The current restrictions on their doing so are ill thought out and it is rail passengers who are paying the price.
Although I note the Government’s belated intention for new franchises to concentrate on performance and reliability, I ask them please not to forget the issue of rail fares. Passengers face a deeply unfair 2.8% increase in rail fares next January, and average fares are 40% higher than they were in 2010. If the Government are serious about climate change measures, forcing people off the railways due to cost and discomfort is not the right way to go about it. It is completely wrong that commuters are paying for services that are all too often overcrowded and unreliable. I support Labour’s sensible call to bring our railways back into public ownership, run for passengers not profit.
This Queen’s Speech is nothing more than a party political broadcast and is just a wish list that the Government have no means to deliver.

Rail travel in our area is growing and growing, and we need the infrastructure to cope with that. Young people in particular need to be able to access work opportunities, not only in Newport and Cardiff, but in Bristol and also further afield. Those are two of the reasons why the campaign for this new station has so much public support.
I pay tribute to the Magor Action Group on Rail, a volunteer group that has campaigned with great energy over the past six years for a new railway station. From small beginnings, it has worked tirelessly and professionally —my constituency is blessed with a number of former railway workers and enthusiasts—to develop this idea that has caught the imagination of the local community and businesses, which the group has kept involved every step of the way. The group has won support for its campaign by organising many productive meetings with the Department for Transport, the Welsh Government, Network Rail, Railfuture, Sustrans, the Future Generations Commissioner for Wales and Transport for Wales. It has also secured the wholehearted support of the local authority, Monmouthshire County Council, and that of elected representatives of all political persuasions—not just myself, but Newport East Assembly Member John Griffiths, regional Assembly Members of different parties, the Magor with Undy Community Council and ward county councillors representing the area of Severnside as a whole.
The hon. Lady has outlined the importance of a reliable, working public transport system. Statistics show that 55% of rural households are within 8 km of a hospital, but does she agree that if they are without access to a network of reliable, timely public transport, the Government must look into funding better public transport links such as the one to which she refers to ensure that the general public can access such facilities?
I thank the hon. Gentleman for that intervention. It is very true that we have to connect our rural communities in a better way, and I will say a bit more about that later.
Monmouthshire County Council says:
“The return of railway travel for Magor with Undy after many years will be welcomed by the community and offer many benefits. It will bring employment, retail, healthcare, education and leisure opportunities closer for residents and reduce traffic growth on congested local roads. It will significantly reduce the emission of greenhouse gases from transport and promote sustainable integrated travel.”
Indeed, one of the unique assets of the future station is that it would be one of the first community adopted walkway—rather than parkway—stations. It would be based in a central location within a 10 to 15 minute walk or cycle ride for all residents of Magor and Undy. That would tie in closely with the Welsh Government’s Active Travel (Wales) Act 2013, which encourages a cultural shift that leads people to get out of their cars where possible. It is estimated that a new station in Magor would have the potential to reduce traffic on the nearby busy B4245 by as many as 60,000 vehicles a year. The walkway concept also allows room for a multi-modal, integrated approach to public transport, linking in with local bus services.
Sustrans, the charity that encourages walking and cycling, is particularly supportive of the walkway station concept. Gwyn Smith, the network development manager for south Wales, says:
“Magor has a good network of paths that can easily lead to the proposed station site giving excellent opportunities for active travel. The scheme is well supported by the local community and the evidence we have seen is that it will be well used and is technically more feasible than other options. Recent transport modelling Sustrans carried out in south east Wales area also demonstrates that journey times from this area (using Severn Tunnel Junction and Caldicot stations) to Newport and Cardiff are significantly shorter than by car, making using the train the preferred option for many.”
Sophie Howe, the Future Generations Commissioner for Wales, has also voiced her support for the project, which she highlights will contribute to all seven of the national wellbeing goals outlined in the Well-being of Future Generations (Wales) Act 2015. She says:
“One of the goals of the Act calls on public bodies to contribute to a Wales of cohesive communities and this campaign has already highlighted what a positive asset this can be for the 6,500 people who live in this village in promoting, for example, local businesses, tourism and tackling loneliness and isolation. Additionally, I believe this station will contribute to creating a more resilient Wales. It’s believed that 11,000 vehicles a day use the B4245 and such a station could significantly decrease the CO2 emissions from these journeys and reduce traffic growth on congested local roads.”

My hon. Friend is quite right. People in many communities in my constituency, particularly those with low and medium incomes, find it difficult to absorb that cost. Access to jobs in Bristol for which people might like to apply is limited by their having to pay what amounts to an extra tax.
The Welsh Government’s report is clear, and, having spoken to small and larger businesses locally, so am I: the tolls have a big impact.
In Northern Ireland, we do not have any toll roads or bridges—I thank the Lord for that—but that is because of their potential impact. Has the hon. Lady considered the effect of reducing the tolls on tourism, which is an important issue in Northern Ireland, and obviously for the hon. Lady as well?
I thank the hon. Gentleman for his intervention. Various sectors, particularly transport but also tourism, are impacted by the tolls. Evidence from tourism businesses in the west suggests that the tolls make it more difficult to attract visitors from the south-west of England, for example. The charge also acts as a psychological barrier, as people have to pay to enter Wales.

I thank the hon. Gentleman for making an important point, and commend him on giving a voice to his constituent. The Department for Work and Pensions has acknowledged OP poisoning, but we are still waiting for other bodies to do the same. The matter was raised with me at the end of the previous Parliament by Stephen Forward. Over the years, many arguments have been made about whether people’s illnesses can be conclusively attributed to using sheep dip. I am clear that there is no doubt in Stephen’s case. Blood tests carried out at the poisons unit at Guy’s hospital prove it, and he is one of the few potential victims to have medical evidence to back up his claim.
Stephen started dipping sheep in 1979 at the age of 17, at a time when the then Ministry of Agriculture, Fisheries and Food had made yearly dips compulsory. Biannual dips became compulsory in 1984. The first time that Stephen helped his father with the dipping, some of the sheep collapsed. They were assured by the Government inspector, who had to be present under the system, that that had happened before and that the sheep would come round in a few minutes, but it was an indicator to Stephen of the strength of what they were using. As Stephen and others affected will tell you, it is difficult to dip sheep without getting covered in the solution, as well as inhaling and swallowing it. It is the nature of the process. Stephen would spend seven hours a day, twice a year dipping 350-plus sheep.
Almost immediately, Stephen started to get flu like symptoms which got progressively worse, eventually leading to chronic fatigue syndrome and physical problems that meant he could no longer work on the farm. He is also open about the mental health problems that he has developed, including depression and anxiety. His symptoms would always be worse the day after sheep dipping and he was often bedridden for weeks. He went to his GP several times—there is the separate issue of GPs’ awareness of the condition at the time—before reading in Farmers Weekly in 1991 that he could be suffering from OP poisoning, because the symptoms listed were identical to those that he had experienced for 13 years. The article suggested that people with such symptoms contact the poisons unit at Guy’s hospital for a blood test. A series of tests confirmed that Stephen was suffering from OP poisoning. By that stage, however, the window of opportunity for providing treatment had long since passed and he was suffering significant long-term effects.
The symptoms of OP poisoning have been devastating for Stephen. At 53 years old, he is unable to walk 30 yards and has not been able to work since 1996, and the effects have severely limited all aspects of his life. The poisoning has also given him sensitivity to medicines that might have been able to help. Stephen’s medical records relating to Guy’s hospital were lost by his GP—that appears to have happened to others in a similar situation—but through his dogged persistence he now has some copies directly from hospital. Others are not so lucky. As the hon. Member for Ceredigion (Mr Williams) mentioned, that information is crucial for those making claims for benefits such as employment and support allowance or the personal independence payment. As a result of hearing Stephen’s story, I attended a meeting in Parliament with the Sheep Dip Sufferers Support Group. The group is led by Tom Rigby, a constituent of my right hon. Friend the Member for Leigh (Andy Burnham), who initiated a moving meeting for sufferers and is involved in the campaign—although he is, of course, busy with another campaign today. At the meeting, dozens of farm workers told similar heartbreaking stories of ruined lives and health.
It is worth reiterating that compulsory dipping of sheep was reintroduced in 1976 by the Ministry of Agriculture, Fisheries and Food to tackle sheep scab, a notifiable disease. The products used in the 1970s and onwards were stronger than previous products. They were single-dip products containing organophosphates and organochlorides, which were banned in 1984. Compulsory dipping did happen in the ’30s and ’40s, but farmers were never really told that the new chemicals might be dangerous and required better protective clothing to be worn, so farmers just carried on dipping in the same way that they always had. Concerns about the effects of organophosphate sheep dips on farmers have been raised since their inception, but they came to a head in the early ’90s as compulsory dipping was being phased out. It ceased to be compulsory in 1992.
OPs are toxic chemicals with known effects after repeat exposure. OP compounds were developed as chemical warfare agents, and a link exists between Gulf war illness in US troops and OP insecticides. As an aside, it was revealed just this week that British airlines are facing 17 individual legal claims of poisoning by toxic air, including organophosphates, circulating in aircraft cabins. As a result, Unite the union is calling for an inquiry on contaminated cabin air and whether it has been damaging to pilots and cabin crew.
I congratulate the hon. Lady on bringing this matter forward for consideration. I have worked alongside the Northern Ireland Organophosphorus Sufferers Association. One of my constituents, Ernie Patterson, was referred from Northern Ireland to Guy’s hospital here in London for treatment and tests. Unfortunately, his medical notes went missing and he now has no recourse to any help or assistance. Does the hon. Lady agree that the loss of such important medical records is a disgrace and requires investigation?
